3. Kerry Harris has now stepped down as chair of the MSLC. EN will write a formal letter to Kerry thanking
her for her time and support.
Confirmation is needed that Kerry is no longer a member if the MSLC but will continue to have input
regarding the Labour Ward Forum
4. Matters Arising
- The matter of Paediatric representation of the MSLC is still under discussion. There has been some
changes in the neonatal team responsibilities, therefore it may be some time before there is neonatal
representation. EN will liaise with Tracy Lawson, Consultant Neonatal Paediatrician, regarding this matter.
- TS presented Jane Pickett’s information on Parent Education needs within the Asian community in Opal
team.
- Jabeen will introduce a new lay member, Shira, to the MSLC at the next meeting. Jabeen will be replaced
by Raz when she returns in May.

- Janet Lambley is still looking for a director as a temporary chair. NW sees this as a temporary position
and is unable to commit long term.
Venue
- Julia Lidderdale has looked at venues such as children’s centres for meetings. Natasha can only attend
on Monday lunchtimes, so will ask again. Agreed this should be local to SPH.
Expenses-
- EN has asked Janet Lambley again regarding this matter. The PCT have so far committed to pay
childcare & travel expenses to county MSLC meetings but not local ones. Janet Lambley to pursue.
Objectives for 2009
- EN informed group that several agenda items would feature regularly on MSLC agendas in 2009 as these
were keys issues for the maternity service and the Trust. These include: Birthrate +, HCC audit and the
application for Foundation Status. EN also made the group aware that the Strategic Health Authority have
recognised the problem of recruiting midwives across Surrey. How the SHA plan to handle this will also be
part of the MSLC strategy.
- The draft strategy document will be ready for next meeting with agendas being planned for May onwards.
5. Terms of Reference
- In line with the DoH document, lay membership is to make up a third of all membership, this point must be
kept in.
- Discussion regarding how to recruit lay members who are representing a group. Possible ideas are list
below:
• Asking Community Midwives to inform mothers of the MSLC
• Advertising for members in Baby & Grapevine Magazines, distributed in GPs surgeries
and via HVs. – copies to be brought to next meeting so a decision can be made about
where to advertise.
- Discussion regarding content of terms of Reference: EN has noted all amendments and will reissue the
document to be agreed at the next meeting.

- EN had received no further comments prior to the meeting.
- Discussion regarding how women will return the questionnaire. It was agreed that the response rate will
be monitored in the 1 st month and the possibility of a freepost envelope may be considered depending on
the outcome.
- EN noted all amendments discussed and will review prior to the next meeting.

8. Proposal to Remove Free Formula Milk from Joan Booker Ward – Kim McHarg
- KMc will forward this document to all members for review and comment. Deadline for comments is
31.01.09. Please forward any suggestions to Kim via Rebecca.kelly@asph.nhs.uk
9. Maternity Department Update – Eileen Nolan
- Deep Cleaning – this was scheduled for Jan & Feb but may be delayed. Not officially due until the end of
March. This needs to be carefully planned to honour privacy & dignity.
- The DoH recommend deep cleaning on an annual basis, this Trust has a target of twice a year.
- Update on Policy – NW advised that recent reports had indicated that co-sleeping has seen a rise in
breastfeeding rates. This trust does not promote co-sleeping.
- There was a discussion regarding reintroducing cots that attach to the bed, mixed views on this. KMc to
look into this further
- Health Care Commission Survey will be repeated in March/April
- Birthrate + Study – there is a meeting on 3 rd Feb with the coordinators. The audit will start in march for 3
months.
- Building Work – work has now commenced in ANC (from 05.01.09)
- Complaints – the number of complaints has reduced this year. It is currently 19 (with 6 cases from
previous years) compared with 36 the same time last year (with 2 from the previous year)
