METHODOLOGICAL REPORT<br />

Sampling procedure grounding<br />

Multy-stage route sample has been used in the research.<br />

At the first stage, we carried on the selection of urban and rural administrative areas, that act as<br />

the primary units of selection. Stratification of primary units of selection in all six administrativeterritorial<br />

areas of Belarus was carried out for this purpose. Urban settlements have been grouped at<br />

the basis of the number of residents.<br />

Every administrative-territorial region of the Republic of Belarus represents quite a<br />

homogeneous territorial units, that include urban and rural settlements of various size. Minsk region is<br />

an exclusion, as far as the city of Minsk is traditionally singled out as an independent unit of selection.<br />

Thus, the large city is absent in the representation of Minsk region.<br />

Initially, the cities and towns that were to be included in the study were determined: the capital<br />

city, and regional centers. Further on, one or several urban settlements and rural areas were selected at<br />

random in every strata from the number of settlements and areas belonging to this strata, with the<br />

probability proportional to the population, living in these places. When selecting rural places of<br />

residence, various rural settlements were included in the sample, taking into account the population<br />

living in it.<br />

All in all, 56 places of residence were included in the sample (see the table).<br />

The second stage is rout modeling. All the areas in every selected city were included in the<br />

sample, the areas of the selected city were selected by method of random non-repeated selection. 2-3<br />

streets in the area were selected in the regional center, in the city of middle size – not less than 2<br />

streets, in the small city -- 1-2 streets. Not more than 10 respondents were polled in one street.<br />

In the rural settlements, the survey was carried on in the largest street. In case, the village is<br />

conditionally divided in an old and new part, the survey was carried on in two streets (one street in<br />

every part in of settlement).<br />

The third stage is selection of households. The survey was carried on in the houses with<br />

preliminary scheme of numeration. In rural settlements the selection of houses was realized at the basis<br />

of specified step. Movement along the route was realized without non-attendance of houses, indicated<br />

in the route.<br />

The fourth stage is selection of flats. In blocks-of-flats the survey was realized in the<br />

apartments with preliminary scheme of numeration. The movement along the route was realized<br />

without non-attendance of flats, indicated in the route. If the apartment was non-residential, or the
