The Contribution of the<br />

Br<strong>and</strong>enburg Labour Policy<br />

The greatest causes of poverty <strong>and</strong> social exclusion<br />

are unemployment <strong>and</strong> poor education. Work contributes<br />

significantly to social acceptance <strong>and</strong> is the<br />

basis for social participation.<br />

The Br<strong>and</strong>enburg labour po licy<br />

aims at improv<strong>in</strong>g people’s<br />

chances <strong>in</strong> the labour market<br />

<strong>and</strong> wide n<strong>in</strong>g their participation<br />

<strong>in</strong> education. People should<br />

secure their own existence as<br />

far as possible, live <strong>in</strong> dignity<br />

<strong>and</strong> be able to participate<br />

actively <strong>in</strong> social life.<br />

Particu larly <strong>in</strong> change situations<br />

such as the transition from<br />

school <strong>in</strong>to a career or <strong>in</strong> the<br />

case of employment breaks for<br />

family reasons, targeted support<br />

is provided for people through<br />

fund<strong>in</strong>g programmes. These are<br />

largely f<strong>in</strong>anced by resources<br />

from the European <strong>Social</strong> Fund.<br />

Lifelong Learn<strong>in</strong>g<br />

Lifelong learn<strong>in</strong>g is the basis for secur<strong>in</strong>g employment.<br />

With the help of the European <strong>Social</strong> Fund, the<br />

Br<strong>and</strong>enburg labour policy promotes lifelong learn<strong>in</strong>g.<br />

This extends from <strong>in</strong>itial vocational tra<strong>in</strong><strong>in</strong>g to<br />

employment access, further vocational tra<strong>in</strong><strong>in</strong>g <strong>and</strong><br />

qualifications for older people.<br />

Constructive H<strong>and</strong>l<strong>in</strong>g of Risks<br />

Breaks <strong>in</strong> career histories, such as recurrent unemployment,<br />

frequent changes of job or career<br />

changes, are <strong>in</strong>creas<strong>in</strong>gly part of everyday life <strong>in</strong> the<br />

careers of many people. The risks <strong>in</strong> the employment<br />

bio graphy cannot be completely elim<strong>in</strong>ated. With its<br />

programmes, the Br<strong>and</strong>enburg labour policy aims<br />

to enable both employed <strong>and</strong> unemployed people<br />

to face these risks constructively. Support for the<br />

long-term unemployed is of central importance to this.<br />

Selected Fund<strong>in</strong>g<br />

Programmes<br />

The Start<strong>in</strong>g Period for Young People<br />

promotes the vocational <strong>in</strong>tegration <strong>in</strong>to the employment<br />

market of unemployed young people <strong>and</strong> young<br />

adults who have completed vocational tra<strong>in</strong><strong>in</strong>g. It is<br />

aimed at young people directly with specific offers for<br />

successful career entry <strong>and</strong> at companies, <strong>in</strong> order to<br />

help them <strong>in</strong> their search for suitable applicants.<br />

The Tra<strong>in</strong><strong>in</strong>g Cheque<br />

provides employees <strong>in</strong><br />

L<strong>and</strong> Br<strong>and</strong>enburg<br />

Br<strong>and</strong>enburg with the opportunity<br />

of further tra<strong>in</strong><strong>in</strong>g, <strong>in</strong> order to ma<strong>in</strong>ta<strong>in</strong> <strong>and</strong><br />

improve their professional knowledge <strong>and</strong> abilities<br />

<strong>and</strong> therefore their chances <strong>in</strong> the employment market.<br />

To do this, a grant of up to max. € 500.00 is provided<br />

towards the course fees.<br />

Active for Work<br />

targets the long-term unemployed not entitled to<br />

public support. The objectives are to ma<strong>in</strong>ta<strong>in</strong> <strong>and</strong><br />

<strong>in</strong>crease employability <strong>and</strong> thereby to improve the<br />

chances of <strong>in</strong>tegration <strong>in</strong> the employment market.<br />

The Regional Budget<br />

gives all counties of the Federal State of Br<strong>and</strong>enburg<br />

the opportunity to <strong>in</strong>dependently develop <strong>and</strong> implement<br />

measures to help the long-term unemployed<br />

on the basis of regional requirements <strong>and</strong> l<strong>in</strong>ked with<br />

plans for regional development.<br />

aga<strong>in</strong>st poverty <strong>and</strong> social exclusion<br />

INNOPUNKT<br />

is a model fund<strong>in</strong>g programme, which looks<br />

at <strong>and</strong> works on current priority issues <strong>in</strong><br />

labour policy. The current INNOPUNKT <strong>in</strong>itiative aims<br />

to try new ways of <strong>in</strong>tegrat<strong>in</strong>g people with limited<br />

qualifications <strong>in</strong>to companies.<br />

Avoid<strong>in</strong>g Prison Custody through <strong>Social</strong><br />

Integration<br />

supports measures to promote <strong>in</strong>tegration <strong>and</strong><br />

careers for released prisoners <strong>and</strong> other offenders.<br />

The objectives are to strengthen employability <strong>and</strong><br />

personal development.<br />

Work for Br<strong>and</strong>enburg<br />

opens up career prospects for older long-term unemployed<br />

people by promot<strong>in</strong>g short-term employment<br />

<strong>in</strong> the area of public welfare. Thus, on the one h<strong>and</strong>,<br />

social exclusion can be prevented <strong>and</strong>, on the other<br />

h<strong>and</strong>, the local <strong>in</strong>frastructure can be exp<strong>and</strong>ed <strong>and</strong><br />

the regional economy strengthened.<br />

Selected Projects<br />

Everyday Carers<br />

This project, which is funded from the “Regional<br />

Budget” takes two approaches: long-term unemployed<br />

people from the age of 45 are tra<strong>in</strong>ed as carers<br />

<strong>in</strong> the social field, who then <strong>in</strong> turn look after those <strong>in</strong><br />

need of help over a longer period. The services range<br />

from cop<strong>in</strong>g with everyday life to overcom<strong>in</strong>g addiction<br />

<strong>and</strong> debt problems. For the everyday carers,<br />

their chances on the <strong>in</strong>itial employment market are<br />

<strong>in</strong>creased. For those receiv<strong>in</strong>g the care <strong>and</strong> for their<br />

families, liv<strong>in</strong>g conditions <strong>and</strong> social participation are<br />

improved.<br />

Network “Avoid<strong>in</strong>g Prison Custody through<br />

<strong>Social</strong> Integration”<br />

At the <strong>in</strong>itiative of the M<strong>in</strong>istry of Justice of the Federal<br />

State of Br<strong>and</strong>enburg <strong>in</strong> 2002 a network of partners<br />

was formed to provide <strong>in</strong>dividualized services, which<br />

are ma<strong>in</strong>ly targeted on job <strong>in</strong>tegration of released<br />

prisoners <strong>and</strong> other offenders. Areas are transition<br />

management prison/freedom, community work <strong>in</strong>stead<br />

of prison <strong>and</strong> courses for juvenile offenders to<br />

avoid prison.<br />

Factor Q(ualification) – Facilitat<strong>in</strong>g <strong>and</strong> Secur<strong>in</strong>g<br />

Employment<br />

The INNOPUNKT-project is a trade union-related<br />

project, which aims to support low qualified unemployed<br />

<strong>and</strong> employees facilitat<strong>in</strong>g jobs <strong>and</strong> <strong>in</strong>creas<strong>in</strong>g<br />

employment security. Factor Q cooperates with works<br />

councils <strong>and</strong> the management of particular com panies<br />

<strong>in</strong> the region, creat<strong>in</strong>g new ways <strong>in</strong>to com panies for<br />

unemployed people <strong>and</strong> qualify<strong>in</strong>g employees by<br />

organiz<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g courses at the workplace. The<br />

key to success is to establish a network of cooperation<br />

<strong>and</strong> support for low qualified people among key<br />

people <strong>in</strong> the bus<strong>in</strong>ess, usually members of the works<br />

council.<br />
