appropriately funded. While calling for vital<br />

additional fi nancial support from public<br />

authorities, which have a responsibility<br />

in the universities’ long-term fi nancial<br />

sustainability, universities also need to<br />

increase and diversify alternative sources<br />

of funding. EUA is presently taking this<br />

issue forward through a new EC-funded<br />

project: <strong>European</strong> Universities Diversifying<br />

Income Streams (EUDIS) (see section 2).<br />

Simplifi cation<br />

EUA has become involved, on behalf of<br />

its members, in the diffi cult discussion on<br />

the further ‘simplifi cation’ of EC funding,<br />

reporting and accountability measures.<br />

This is vital if, in future, the <strong>European</strong><br />

Research Area is, indeed, to be built<br />

upon the premise of trust. Through its<br />

funding-related projects, EUA provides<br />

important empirical evidence from its<br />

member universities highlighting that<br />

simplifi cation needs to cover the full<br />

funding cycle and that rules need to be<br />

consistent and stable and respect the<br />

diversity of Europe’s universities. While<br />

Other activities undertaken in this<br />

policy area in 2009 include the broad<br />

dissemination of project fi ndings to inform<br />

and raise awareness among policy makers<br />

such as <strong>European</strong> and national members of<br />

Parliament and ministerial expert groups<br />

as well as participation in the follow-up on<br />

the <strong>European</strong> Commission’s (DG Research)<br />

Expert Group on the “Impact of external<br />

funding”, the working group “Towards<br />

common principles for external research<br />

funding” and regular invitations to report<br />

to the Directorate General for Education<br />

EUA advocates the need for a wider range<br />

of funding instruments at the <strong>European</strong>,<br />

national and regional level to help the<br />

development of their chosen research<br />

profi les and missions, these projects help<br />

to underpin EUA’s call for streamlining the<br />

diverse rules and procedures. Universities<br />

also require sustainable funding conditions<br />

for university-based research, particularly<br />

from external funding sources in covering<br />

the full costs of research indirect costs<br />

included. The evidence from the fundingrelated<br />

projects contributed as well to<br />

EUA’s work on the recovery of indirect<br />

research costs (see section B).<br />

Monitoring of the fi nancial crisis<br />

As part of this policy strand, EUA is also<br />

actively monitoring the impact of the<br />

ongoing economic crisis in national<br />

higher education systems, looking at<br />

both public and private funding sources,<br />

across Europe. Monitoring reports were<br />

published and widely disseminated to key<br />

stakeholders in 2009 and further updates<br />

will be provided in 2010.<br />
