esIDenCY for TuITIon PurPoses<br />

For tuition purposes, students eligible for resident tuition rates are defined as<br />

follows:<br />

Financially independent students who have been domiciled in the State of<br />

Washington for at least the past twelve months, and who are not in the state<br />

primarily for educational purposes, and who are not claimed as a dependent for<br />

tax purposes by a parent or guardian outside of Washington, or receiving funds<br />

from another agency which requires residence in another state. OR<br />

Dependents of parents or legal guardians who are domiciled residents of the<br />

State of Washington. OR<br />

Active military personnel stationed in Washington State and their spouses and<br />

dependents. Active duty military personnel will be asked to submit qualifying<br />

identification in order to qualify for the special resident rate. OR<br />

Active members of the Washington National Guard and their spouses or<br />

dependents who live in Washington. Active duty military personnel will be asked<br />

to submit qualifying identification in order to qualify for the special resident rate.<br />

OR<br />

Members of selected regional tribes. OR<br />

Persons who resided in Washington State for three full years immediately<br />

prior to receiving a high school diploma and completed the full senior year at<br />

a Washington high school or who completed the equivalent of a high school<br />

diploma and resided in Washington State for the three years immediately<br />

before receiving the equivalent of the diploma, and continuously resided in<br />

Washington since earning the high school diploma or its equivalent. Contact<br />

Elsa Haag in Enrollment Services to determine eligibility for this resident tuition<br />

status.<br />

All other students are considered to be non-residents for tuition-paying<br />

purposes. Special Note: US citizens and permanent residents who have not<br />

yet gained residency in Washington State may be eligible for a partial tuition<br />

reduction. Contact Enrollment Services for more information.<br />

Any current non-resident student who wishes to be reclassified as a resident<br />

student must complete a Residency Questionnaire for determination of<br />

eligibility. applications for reclassification in the current quarter must be<br />

submitted to the enrollment services office before the 30th calendar<br />

day of the quarter. If the <strong>College</strong> discovers an error in the student’s residency<br />

status during the quarter, the Dean of Enrollment and Student Financial<br />

Services will determine whether or not additional tuition and fees are due.<br />

TuITIon reDuCTIon ProGraMs<br />

For state-supported classes, several types of students may be eligible for tuition<br />

reduction.<br />

Senior Citizens, age 60 or older, may audit one or two classes, for $5 each<br />

plus fees, on a space available basis, beginning the 6th day of the term.<br />

Contact the Enrollment Services Office. Registration prior to the 6th day causes<br />

disqualification. Seniors using the audit ar not required to complete orIentation.<br />

State employees and educators in the K-12 public schools may contact EvCC’s<br />

Human Resources Office to seek eligibility for registration, at a 75% discount,<br />

on a space-available basis, beginning the 6th day of the term. Registration prior<br />

to the 6th day causes disqualification.<br />

Certain non-residents may be eligible for a discount on the non-resident tuition.<br />

Typically, tuition reduction programs do not apply to self-support classes. All<br />

lab fees, special fees, books and supplies must be paid. For information about<br />

Course rePeaT PolICY<br />

Courses may be repeated to improve the grade earned, but credit is only<br />

earned once. To repeat a course, the student must register for the course,<br />

submit a course repeat card at the time of registration and pay all necessary<br />

fees. A course may only be repeated twice. See the <strong>College</strong> Catalog for specific<br />

procedures. The course repeat form is also available on the web at<br />

www.everettcc.edu/studentforms<br />

DIreCTorY InforMaTIon<br />

Under law, the <strong>College</strong> may release the following information on students to<br />

anyone who inquires: student name, major field of study, participation in officially<br />

recognized activities and sports, height and weight of athletic team members,<br />

quarters attended, degrees or awards received, birthdate, enrollment status<br />

(part-time or full-time) e-mail address, and last previous educational agency or<br />

institution attended by the student. The <strong>College</strong> may also release information<br />

to schools in which the student seeks enrollment, to agencies working under<br />

an agreement with the <strong>College</strong>, and to military recruitment services (under the<br />

Solomon Amendment.) All other information may be released only upon written<br />

permission by the student. A “Pre-authorized Emergency Information” release<br />

form is also available in Enrollment Services. A student may request that his or<br />

her directory information not be released. A full description of our practices is<br />

available in Enrollment Services.<br />

sTuDenT IDenTIfICaTIon<br />

Students are required to provide <strong>Everett</strong> <strong>Community</strong> <strong>College</strong> with their correct<br />

Social Security Number (Tax Identification Number). The Internal Revenue<br />

Code allows for the assessment of penalties against students who fail to<br />

provide a correct Social Security Number to the <strong>College</strong>. Failure to comply<br />

with this requirement may result in civil penalties in the amount of $50 per IRC<br />

infraction being assessed by the IRS pursuant to the Internal Revenue Service<br />

(IRS) Internal Revenue Code (IRC) 6050S and 6051. The purpose of this<br />

requirement is to provide for the issuance of Form 1098-T, Tuition Payments<br />

Statement. <strong>Everett</strong> <strong>Community</strong> <strong>College</strong> needs a correct Social Security<br />

Number to report the amount each student paid for qualifying tuition and fees to<br />

both the student and the IRS on Form 1098-T. The 1098-T contains information<br />

related to claiming tuition and fee deduction, the Hope Scholarship credit and/or<br />

the Lifetime Learning Credit on your taxes. See the <strong>College</strong> Catalog for further<br />

information about the use of your Social Security Number.<br />

sTuDenT rIGHTs anD resPonsIbIlITIes<br />

The <strong>College</strong>’s Student Rights and Responsibilities Handbook contains<br />

information about Student Government, <strong>College</strong> policies and procedures and<br />

contact information. It also outlines expectations for student behavior, as well as<br />

processes for addressing conflicts, grievances, and disruptive behavior. A copy<br />

is available from the Dean of Student Development and Diversity Advocacy,<br />

sTaTe suPPorT of HIGHer eDuCaTIon sTuDenTs<br />

The State of Washington contributes to the cost of students through support of<br />

basic instructional cost and state-supported financial aid. For the academic year<br />

2011-12, the instructional cost per full-time student was $6,168. A Washington<br />

resident, when he/she pays tuition, funds about 51% of the instructional cost.<br />

The state supports the remaining instructional cost. Students at community<br />

colleges also receive state-supported financial aid including that provided from<br />

each college’s financial aid fund (3.5% of tuition). The total state financial aid<br />

support per full-time equivalent student amounts to $793 for the year.<br />
