I. PROJECT DESCRIPTION<br />
The proposed interchange improvements <strong>at</strong> <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> are necessary to<br />
upgrade from a partial interchange to a full interchange <strong>at</strong> this loc<strong>at</strong>ion. The proposed<br />
project also includes partial realignment of North Hanley <strong>Road</strong> <strong>at</strong> <strong>Scudder</strong>, less than onequarter<br />
mile east of Interst<strong>at</strong>e <strong>170</strong>. These improvements to the intersection of North Hanley<br />
<strong>Road</strong> with <strong>Scudder</strong> and I-<strong>170</strong> will provide full north-south interst<strong>at</strong>e access to the NorthPark<br />
site and nearby Boeing Aircraft facilities and will allevi<strong>at</strong>e congestion on local roads. The<br />
project will benefit the local economy and the regional economy by facilit<strong>at</strong>ing the<br />
redevelopment of the NorthPark area and provides additional access to the interst<strong>at</strong>e<br />
highway system for the Air Freight Hub <strong>at</strong> Lambert St. Louis Intern<strong>at</strong>ional Airport.<br />
In addition to improved safety, improved access and reduced congestion, the <strong>Scudder</strong> <strong>Road</strong><br />
and I-<strong>170</strong> <strong>Interchange</strong> Improvement project supports the development of approxim<strong>at</strong>ely 550<br />
acres of the NorthPark area. The development is projected to cre<strong>at</strong>e approxim<strong>at</strong>ely 12,000<br />
jobs. These jobs will include professional, executive, and technical jobs as well as skilled and<br />
unskilled labor force in an area suffering from high unemployment. Up to 120 jobs will be<br />
cre<strong>at</strong>ed during construction of the <strong>Scudder</strong> <strong>Road</strong> Improvements.<br />
The NorthPark redevelopment area consists of property th<strong>at</strong> was vac<strong>at</strong>ed and cleared for the<br />
expansion of Lambert St. Louis Intern<strong>at</strong>ional Airport. The NorthPark area of St. Louis County<br />
is part of a $400 million redevelopment plan to spur investment by cre<strong>at</strong>ing a vibrant, mixeduse<br />
commercial district. Plans call for reuse of the former Lambert buyout area, to <strong>at</strong>tract<br />
and cre<strong>at</strong>e economic activity and jobs th<strong>at</strong> will stabilize existing neighborhoods in adjacent<br />
communities. A n<strong>at</strong>ional pharmaceutical distributer is already in place, and will help anchor<br />
future development and spark supporting businesses. The pharmaceutical distributer has<br />
expanded twice since loc<strong>at</strong>ing in the NorthPark area. The NorthPark loc<strong>at</strong>ion is highly<br />
desirable for n<strong>at</strong>ional and foreign investment and is being strongly considered as the prime<br />
loc<strong>at</strong>ion for a distribution center by the Chinese government. St. Louis County has identified<br />
new infrastructure and enhanced access necessary to support the revitaliz<strong>at</strong>ion of the<br />
NorthPark area, including construction of the <strong>Scudder</strong> <strong>Road</strong> Improvements.<br />
Much of north central St. Louis County is undergoing socio-economic changes. Many of the<br />
communities in the immedi<strong>at</strong>e vicinity of NorthPark have low personnel income, high<br />
unemployment, higher than average poverty r<strong>at</strong>es and have suffered from disinvestment in<br />
the community. To fully address the demographic cross-section of the community, the goal<br />
of the NorthPark redevelopment area is for 25% of the businesses to be minority owned.<br />
The <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> Improvement project enjoys strong local support<br />
from the Cities of Florissant, Berkeley, Ferguson and other municipalities in addition to the<br />
support of local business leadership.<br />

improvements and also where the NorthPark development is occurring,<br />
is land acquired in the 1980s for noise ab<strong>at</strong>ement for the Lambert St.<br />
Louis Intern<strong>at</strong>ional Airport. This will result in no impacts to<br />
neighborhoods.<br />
• The cities of Berkeley and Kinloch, where the <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong><br />
<strong>Interchange</strong> Improvements are loc<strong>at</strong>ed, are areas with high<br />
unemployment.<br />
• The proposed improvements are loc<strong>at</strong>ed in inner ring suburbs th<strong>at</strong><br />
have an average r<strong>at</strong>e of 22.8% of the popul<strong>at</strong>ion in the census tracts<br />
below the poverty level. Census Tract 2218 has a poverty r<strong>at</strong>e of<br />
almost 31%. This compares to the County average of 6.9% of the<br />
popul<strong>at</strong>ion below the poverty level. The surrounding area also has<br />
higher unemployment r<strong>at</strong>es compared to the rest of St. Louis County.<br />
Providing employment opportunities to residents in these<br />
neighborhoods will result in a higher quality of life.<br />

Environmental Sustainability<br />
• Improving <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> improves the<br />
oper<strong>at</strong>ional efficiency of vehicles using the facility and reduces<br />
congestion on local roads.<br />
• Improving capacity and reducing travel time delays will result in fuel<br />
economies and reduced greenhouse gas emissions.<br />
• Greenhouse gas emissions are anticip<strong>at</strong>ed to be reduced by 14% to<br />
54% based on projected traffic volumes in 2031 with the proposed<br />
capacity improvements.<br />
• Existing surface transport<strong>at</strong>ion facilities are being improved, with<br />
minimal impact.<br />
• There will be minimal socio-economic impacts, as most of the right-ofway<br />
is on property th<strong>at</strong> has been previously cleared as part of the<br />
noise ab<strong>at</strong>ement program for the Lambert St. Louis Intern<strong>at</strong>ional<br />
Airport.<br />
• There will be no adverse taking of residences or impacts to existing<br />
neighborhoods. The interchange improvements and the adjacent<br />
NorthPark area redevelop areas th<strong>at</strong> have been previously built upon<br />
in a core part of the St. Louis region.<br />

of greenhouse gases.<br />

VII. BENEFIT COST ANALYSIS<br />
The <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> Improvement project will have immedi<strong>at</strong>e benefits <strong>at</strong><br />
the local level. The project will also benefit the NorthPark area and other airport vicinity<br />
development projects, both proposed and underway.<br />
There will be significant oper<strong>at</strong>ional benefits produced by the project to both freeway and arterial<br />
facilities. Table 1 shows the improvement in average speeds and vehicle delay in 2011 and<br />
2031 for northbound I-<strong>170</strong> from I-70 to the North Hanley/Frost <strong>Road</strong> interchange. There are no<br />
improvements proposed for southbound I-<strong>170</strong>.<br />

As shown in Table 1, the freeway improvements reduce the total delay along I-<strong>170</strong> by 477.4<br />
vehicle hours in 2011 and 790.6 vehicle hours during 4 of the peak hours during the day along I-<br />
<strong>170</strong>.<br />
Table 2 summarizes the signalized intersections for existing and proposed conditions during the<br />
AM and PM peak periods for 2011 and 2031. This analysis suggests th<strong>at</strong> the existing interchange<br />
terminals will exceed capacity within the study period. Failure of the interchange terminals would<br />
cre<strong>at</strong>e longer queues which would impact oper<strong>at</strong>ions along Interst<strong>at</strong>e <strong>170</strong>, cre<strong>at</strong>ing an unsafe<br />
condition.<br />

<strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> Improvements<br />
The areas east and south of this project are vacant and are an economic strain on these cities.<br />
Recent redevelopment efforts in this area will help revitalize these communities but the proposed<br />
improvements to this interchange are essential for the successful redevelopment of this area.<br />
Table 3 shows the demographic characteristics of the cities of Berkeley and Kinloch according to<br />
the 1990 and 2000 censuses. This table shows th<strong>at</strong>, in general, the Cities of Berkley and Kinloch<br />
are losing popul<strong>at</strong>ion and the residents have decreasing incomes. Additionally these cities<br />
exhibited smaller median household income than other cities in St. Louis County. Investing in<br />
infrastructure projects th<strong>at</strong> support proposed redevelopment of vacant and abandoned properties<br />
can help reverse these trends.<br />
NorthPark is a mixed-use development th<strong>at</strong> is currently in the early stages of implement<strong>at</strong>ion.<br />
The development consists of approxim<strong>at</strong>ely 550 acres of office, retail and industrial developments<br />
north of Interst<strong>at</strong>e 70 and east of Interst<strong>at</strong>e <strong>170</strong> in an area th<strong>at</strong> was previously acquired for<br />
noise ab<strong>at</strong>ement for St. Louis Lambert Intern<strong>at</strong>ional Airport. The development of this site is<br />
expected to occur over the next ten to fifteen years. St. Louis County expects this project to<br />
cre<strong>at</strong>e 12,000 jobs and tax revenue of $387 million. According to the St. Louis Regional Chamber<br />
& Growth Associ<strong>at</strong>ion, the regional economic impact of this project is approxim<strong>at</strong>ely $7 billion<br />
upon completion. The northern boundary to NorthPark is <strong>Scudder</strong> <strong>Road</strong>, which will likely see a<br />
significant increase in traffic as this project progresses and development quickens.<br />
Other development projects in the vicinity include a mixed use development along North Hanley<br />
<strong>Road</strong> south of I-70 and a new residential development in Kinloch, Missouri north of <strong>Scudder</strong><br />
<strong>Road</strong>.<br />

Future traffic volumes within the study area are expected to be significantly higher than those<br />
th<strong>at</strong> currently exist. There are several developments in various stages surrounding the study<br />
area. The <strong>East</strong>-<strong>West</strong> G<strong>at</strong>eway Council of Governments’ Long Range Plan (Legacy 2035) shows<br />
th<strong>at</strong> employment is expected to grow around the I-<strong>170</strong> & I-70 and in the vicinity of Lambert St.<br />
Louis Intern<strong>at</strong>ional Airport in the future. A significant contributor to this growth is NorthPark. As<br />
highlighted earlier, NorthPark is in the early stage of development, but has a n<strong>at</strong>ional<br />
pharmaceutical distributer as an anchor. Supporting and spurring continued development will<br />
contribute to economic stabiliz<strong>at</strong>ion and improve sustainability and quality of life in inner ring<br />
suburbs.<br />
The following Benefit Cost Analysis focuses on the safety and congestion mitig<strong>at</strong>ion<br />

Conclusion<br />
There are immedi<strong>at</strong>e and long-term benefits to completing the <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong><br />
<strong>Interchange</strong> Improvements Project. There will be immedi<strong>at</strong>e benefits associ<strong>at</strong>ed with reduced<br />
congestion, including reduced fuel consumption, reduced greenhouse gas and increased<br />
productivity due to reduced travel times. There will also be improved safety benefits and<br />
reduced accidents.<br />
There will be long-term benefits as well. The <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> will provide<br />
improved access to the Air Freight Hub, NorthPark and other development areas around the<br />
Lambert St. Louis Intern<strong>at</strong>ional Airport. The NorthPark area in particular will benefit from an<br />
interchange th<strong>at</strong> will provide direct access to the interst<strong>at</strong>e highway system.<br />
NorthPark in turn is projected to gener<strong>at</strong>e more than 12,000 jobs <strong>at</strong> full build-out. Many of these<br />
jobs will be targeted to cre<strong>at</strong>e employment opportunities for citizens in adjacent communities<br />
th<strong>at</strong> suffer from high unemployment r<strong>at</strong>es and high poverty r<strong>at</strong>es.<br />
The <strong>Scudder</strong> <strong>Road</strong> and I-<strong>170</strong> <strong>Interchange</strong> Improvement project is sustainable. It improves an<br />
existing system, and rel<strong>at</strong>ed activities occur on lands th<strong>at</strong> have been acquired in the 1980’s for<br />
noise mitig<strong>at</strong>ion for the airport expansion. The interchange and adjacent developments will<br />
occur in inner ring communities, as opposed to greenfield sites on the urban fringe. This results<br />
in cumul<strong>at</strong>ive benefits to the region.<br />
Livability will be improved by helping make unproductive brownfield sites productive, and by<br />
providing employment opportunities to those who need them.<br />
