I. PROJECT DESCRIPTION
The proposed interchange improvements at Scudder Road and I-170 are necessary to
upgrade from a partial interchange to a full interchange at this location. The proposed
project also includes partial realignment of North Hanley Road at Scudder, less than onequarter
mile east of Interstate 170. These improvements to the intersection of North Hanley
Road with Scudder and I-170 will provide full north-south interstate access to the NorthPark
site and nearby Boeing Aircraft facilities and will alleviate congestion on local roads. The
project will benefit the local economy and the regional economy by facilitating the
redevelopment of the NorthPark area and provides additional access to the interstate
highway system for the Air Freight Hub at Lambert St. Louis International Airport.
In addition to improved safety, improved access and reduced congestion, the Scudder Road
and I-170 Interchange Improvement project supports the development of approximately 550
acres of the NorthPark area. The development is projected to create approximately 12,000
jobs. These jobs will include professional, executive, and technical jobs as well as skilled and
unskilled labor force in an area suffering from high unemployment. Up to 120 jobs will be
created during construction of the Scudder Road Improvements.
The NorthPark redevelopment area consists of property that was vacated and cleared for the
expansion of Lambert St. Louis International Airport. The NorthPark area of St. Louis County
is part of a $400 million redevelopment plan to spur investment by creating a vibrant, mixeduse
commercial district. Plans call for reuse of the former Lambert buyout area, to attract
and create economic activity and jobs that will stabilize existing neighborhoods in adjacent
communities. A national pharmaceutical distributer is already in place, and will help anchor
future development and spark supporting businesses. The pharmaceutical distributer has
expanded twice since locating in the NorthPark area. The NorthPark location is highly
desirable for national and foreign investment and is being strongly considered as the prime
location for a distribution center by the Chinese government. St. Louis County has identified
new infrastructure and enhanced access necessary to support the revitalization of the
NorthPark area, including construction of the Scudder Road Improvements.
Much of north central St. Louis County is undergoing socio-economic changes. Many of the
communities in the immediate vicinity of NorthPark have low personnel income, high
unemployment, higher than average poverty rates and have suffered from disinvestment in
the community. To fully address the demographic cross-section of the community, the goal
of the NorthPark redevelopment area is for 25% of the businesses to be minority owned.
The Scudder Road and I-170 Interchange Improvement project enjoys strong local support
from the Cities of Florissant, Berkeley, Ferguson and other municipalities in addition to the
support of local business leadership.
within five years.
Livability
• No adverse socio-economic impacts are associated with development
of the Scudder Road and I-170 Interchange Improvement project.
• Much of the land needed for the interchange and related
improvements and also where the NorthPark development is occurring,
is land acquired in the 1980s for noise abatement for the Lambert St.
Louis International Airport. This will result in no impacts to
neighborhoods.
• The cities of Berkeley and Kinloch, where the Scudder Road and I-170
Interchange Improvements are located, are areas with high
unemployment.
• The proposed improvements are located in inner ring suburbs that
have an average rate of 22.8% of the population in the census tracts
below the poverty level. Census Tract 2218 has a poverty rate of
almost 31%. This compares to the County average of 6.9% of the
population below the poverty level. The surrounding area also has
higher unemployment rates compared to the rest of St. Louis County.
Providing employment opportunities to residents in these
neighborhoods will result in a higher quality of life.
54% based on projected traffic volumes in 2031 with the proposed
capacity improvements.
• Existing surface transportation facilities are being improved, with
minimal impact.
• There will be minimal socio-economic impacts, as most of the right-ofway
is on property that has been previously cleared as part of the
noise abatement program for the Lambert St. Louis International
Airport.
• There will be no adverse taking of residences or impacts to existing
neighborhoods. The interchange improvements and the adjacent
NorthPark area redevelop areas that have been previously built upon
in a core part of the St. Louis region.
• Reduced travel times will result in energy savings and reduced levels
of greenhouse gases.
Safety
• Intersection improvements will improve safety.
• Sight distances will be improved, alignment approved, congestion will
be reduced, all contributing to improved safety.
VII. BENEFIT COST ANALYSIS
The Scudder Road and I-170 Interchange Improvement project will have immediate benefits at
the local level. The project will also benefit the NorthPark area and other airport vicinity
development projects, both proposed and underway.
There will be significant operational benefits produced by the project to both freeway and arterial
facilities. Table 1 shows the improvement in average speeds and vehicle delay in 2011 and
2031 for northbound I-170 from I-70 to the North Hanley/Frost Road interchange. There are no
improvements proposed for southbound I-170.
Total Delay (vehicle-hours) 4.4 5.7 502.1 23.4 10.0 7.6 1700.6 912.4
As shown in Table 1, the freeway improvements reduce the total delay along I-170 by 477.4
vehicle hours in 2011 and 790.6 vehicle hours during 4 of the peak hours during the day along I-
170.
Table 2 summarizes the signalized intersections for existing and proposed conditions during the
AM and PM peak periods for 2011 and 2031. This analysis suggests that the existing interchange
terminals will exceed capacity within the study period. Failure of the interchange terminals would
create longer queues which would impact operations along Interstate 170, creating an unsafe
condition.
Scudder Road and I-170 Interchange Improvements
The areas east and south of this project are vacant and are an economic strain on these cities.
Recent redevelopment efforts in this area will help revitalize these communities but the proposed
improvements to this interchange are essential for the successful redevelopment of this area.
Table 3 shows the demographic characteristics of the cities of Berkeley and Kinloch according to
the 1990 and 2000 censuses. This table shows that, in general, the Cities of Berkley and Kinloch
are losing population and the residents have decreasing incomes. Additionally these cities
exhibited smaller median household income than other cities in St. Louis County. Investing in
infrastructure projects that support proposed redevelopment of vacant and abandoned properties
can help reverse these trends.
NorthPark is a mixed-use development that is currently in the early stages of implementation.
The development consists of approximately 550 acres of office, retail and industrial developments
north of Interstate 70 and east of Interstate 170 in an area that was previously acquired for
noise abatement for St. Louis Lambert International Airport. The development of this site is
expected to occur over the next ten to fifteen years. St. Louis County expects this project to
create 12,000 jobs and tax revenue of $387 million. According to the St. Louis Regional Chamber
& Growth Association, the regional economic impact of this project is approximately $7 billion
upon completion. The northern boundary to NorthPark is Scudder Road, which will likely see a
significant increase in traffic as this project progresses and development quickens.
Other development projects in the vicinity include a mixed use development along North Hanley
Road south of I-70 and a new residential development in Kinloch, Missouri north of Scudder
Road.
Future traffic volumes within the study area are expected to be significantly higher than those
that currently exist. There are several developments in various stages surrounding the study
area. The East-West Gateway Council of Governments’ Long Range Plan (Legacy 2035) shows
that employment is expected to grow around the I-170 & I-70 and in the vicinity of Lambert St.
Louis International Airport in the future. A significant contributor to this growth is NorthPark. As
highlighted earlier, NorthPark is in the early stage of development, but has a national
pharmaceutical distributer as an anchor. Supporting and spurring continued development will
contribute to economic stabilization and improve sustainability and quality of life in inner ring
suburbs.
The following Benefit Cost Analysis focuses on the safety and congestion mitigation
improvements associated with the Scudder Road and I-170 Interchange Improvement project.
Significant additional benefits will accrue as the related NorthPark area develops. These benefits
include employment, tax revenue and sustainability, livability and improved quality of life in inner
ring communities of the St. Louis metropolitan area.
Conclusion
There are immediate and long-term benefits to completing the Scudder Road and I-170
Interchange Improvements Project. There will be immediate benefits associated with reduced
congestion, including reduced fuel consumption, reduced greenhouse gas and increased
productivity due to reduced travel times. There will also be improved safety benefits and
reduced accidents.
There will be long-term benefits as well. The Scudder Road and I-170 Interchange will provide
improved access to the Air Freight Hub, NorthPark and other development areas around the
Lambert St. Louis International Airport. The NorthPark area in particular will benefit from an
interchange that will provide direct access to the interstate highway system.
NorthPark in turn is projected to generate more than 12,000 jobs at full build-out. Many of these
jobs will be targeted to create employment opportunities for citizens in adjacent communities
that suffer from high unemployment rates and high poverty rates.
The Scudder Road and I-170 Interchange Improvement project is sustainable. It improves an
existing system, and related activities occur on lands that have been acquired in the 1980’s for
noise mitigation for the airport expansion. The interchange and adjacent developments will
occur in inner ring communities, as opposed to greenfield sites on the urban fringe. This results
in cumulative benefits to the region.
Livability will be improved by helping make unproductive brownfield sites productive, and by
providing employment opportunities to those who need them.
