September <strong>2011</strong>. The Training Programme for the 1996<br />
batch has been initiated even as the MCTP for the 1995<br />
batch is moving towards completion.<br />
Two Refresher Courses for Section Officers of the Ministry<br />
were conducted from 11-25 April, <strong>2011</strong>, and 31 October-<br />
11 November, <strong>2011</strong>, in which officers were briefed on<br />
communication skills, and various functions in Missions<br />
abroad. In addition, the Section Officers underwent training<br />
in Integrated Mission Accounting Software (IMAS). Two<br />
Basic Professional Courses for Assistants, UDCs, and LDCs<br />
were conducted from 28 April-6 May, and 1-9 September,<br />
<strong>2011</strong> in which the officials were trained in office procedure,<br />
consular matters, passport and visa matters, accounting,<br />
protocol, cyber security, etc. These officials were also trained<br />
in IMAS. The FSI, for the very first time, conducted a training<br />
programme for 46 departmentally promoted clerks<br />
(promoted from group 'D' to group 'C') from 1-23 August,<br />
<strong>2011</strong>, which included various modules like office procedure,<br />
basic accounting, basic computer skills, and basic<br />
communication skills.<br />
A one-day workshop, on the 'RTI Act', in collaboration with<br />
the office of the Chief Information Commissioner, was held<br />
on 9 February, <strong>2012</strong>.<br />
Promotion of Links with Other<br />
Organisations and Training Institutes<br />
A five-day training programme for 38 diplomatic<br />
correspondents was conducted on 18-22 July, <strong>2011</strong>, on<br />
'Diplomacy and Indian Foreign Policy'. One of the Joint<br />
Secretaries represented FSI at the 12th Conference of Central<br />
Training Institutions, held at the Lal Bahadur Shastri<br />
National Academy of Administration, Mussoorie, from 10-<br />
11 October, <strong>2011</strong>.<br />
Programmes for Foreign Diplomats<br />
The Institute continued to conduct various training<br />
programmes for foreign diplomats, in its efforts at building<br />

bridges of friendship and cooperation, with countries around<br />
the world. The courses for foreign diplomats conducted by<br />
the FSI have been greatly appreciated.<br />
The 51st and 52nd Professional Courses for Foreign<br />
Diplomats (PCFD) were successfully organised by the FSI,<br />
from 23 March to 21 April, and from 24 August to 23<br />
September, <strong>2011</strong>, respectively. Each course was attended by<br />
20 diplomats from 20 different countries. The 53rd PCFD<br />
was organised at FSI from 4 January-3 February, <strong>2012</strong>. A<br />
one-day special briefing for diplomats from Japan was<br />
organised on 27 July, <strong>2011</strong>. The 6th Special Course for<br />
ASEAN Diplomats was organised from 16 November to 15<br />
December, <strong>2011</strong>, in which 38 diplomats from 10 ASEAN<br />
countries participated. The foreign diplomats were taken to<br />
various places of historical, cultural, and industrial<br />
importance, in Delhi, Agra, Bengaluru, Hyderabad, etc.<br />
Linkages with Counterpart Institutes<br />
Abroad<br />
Visiting foreign delegations discussed the possibility of<br />
initiating/strengthening bilateral cooperation between the FSI<br />
and their respective diplomatic academies. A five-member<br />
delegation from Iraq led by Mr Labid Majeed Abbawi, Deputy<br />
Minister of Foreign Affairs, held a meeting with the Dean<br />
(FSI) in May <strong>2011</strong>. Mr Nurlan Aitmurzaev, Deputy Minister<br />
of Foreign Affairs of the Kyrgyz Republic, leading a fourmember<br />
delegation, met the Dean (FSI) in August <strong>2011</strong>. A<br />
two-member delegation led by Mr Leslie Flick, Head of Human<br />
Resource Department, Department of Trade and Industry,<br />
of the Republic of South Africa visited the FSI in October,<br />
<strong>2011</strong>. Subsequently, a 12-member Vietnamese delegation from<br />
the Ho Chi Minh National Institute of Administration<br />
explored the possibility of bilateral cooperation in its<br />
discussions with the FSI in November <strong>2011</strong>.<br />
A Trilateral MoU on Mutual Cooperation among<br />
Diplomatic Academies was signed during the IBSA Summit<br />
held in Pretoria on 18 October, <strong>2011</strong>.
