voorwoord<br />
Met trots bied ik u dit boek aan met de resultaten van het Interreg<br />
project <strong>STEP</strong> (Sustainable Tourism in Estuary Parks).<br />
Dankzij het enthousiasme, de inspiratie, ambitie en het doorzettingsvermogen<br />
van vele organisaties en vooral van bevlogen<br />
mensen is <strong>STEP</strong> een succes geworden. De steun vanuit Interreg<br />
IVA 2 Zeeën is daarbij onontbeerlijk geweest. Het secretariaat<br />
in Lille was bij alle vragen die we hadden altijd enorm behulpzaam.<br />
De resultaten van <strong>STEP</strong> zijn van groot belang voor de duurzame<br />
ontwikkeling in The Broads in Engeland, de Polders van Kruibeke<br />
in België en de Biesbosch in Nederland. People, Planet en<br />
Profit varen er wel bij en met Pleasure is eraan gewerkt.<br />
Binnen het <strong>STEP</strong>-programma zijn niet alleen inhoudelijk duurzame<br />
projecten en producten gerealiseerd. Er is ook geleerd van<br />
elkaars culturen, organisaties, verschil in posities in netwerken,<br />
ondernemerschap, politieke en bureaucratische verhoudingen<br />
en er is genoten van elkaars specialiteiten in omgeving en eten<br />
en drinken. De opgebouwde relaties en netwerken zullen bestendigen,<br />
zich uitbreiden en daarmee ook duurzaam over grenzen<br />
heen worden voortgezet.<br />
Natuurlijk waren er ook lastige kwesties, zoals (te) strikte regelgeving,<br />
lange procedures, intensieve verantwoording en controle,<br />
harde deadlines, risicovolle aanbestedingen (in tijd en in<br />
resultaat), vermenging met andere projecten, werkdruk en soms<br />
overbelasting van medewerkers.<br />
De gebieden, hun inwoners en ondernemers verdienen een duurzame<br />
toekomst. Met <strong>STEP</strong> is aangetoond dat dit in een open samenwerking<br />
en met wederzijds respect voor verschillen ook kan!<br />
Wellicht is de grootste verdienste van het project dat duurzaamheid<br />
in toeristisch-recreatieve gebieden “gewoon” is geworden,<br />
voor de organisaties, voor medewerkers, voor betrokken<br />
ondernemers en voor een groot deel van de bezoekers.<br />
Als voorzitter van de Internationale Stuurgroep ben ik zeer erkentelijk<br />
voor al het werk van de Internationale Coördinatiegroep.<br />
Mocht u mij vragen of ik weer zou participeren in een<br />
dergelijk project dan is daarop een volmondig JA! het antwoord.<br />

preface<br />
It is with pride that I offer you this book which outlines the results<br />
of Interreg <strong>STEP</strong> project (Sustainable Tourism in Estuary<br />
Parks). Thanks to the enthusiasm, inspiration, ambition and perseverance<br />
of many organisations and many passionate people,<br />
the <strong>STEP</strong> project has become a success. The support from Interreg<br />
IVA 2 Seas has been indispensable for this. The Lille secretariat<br />
was always very helpful with any questions that we<br />
had.<br />
The <strong>STEP</strong> results are of major importance to the sustainable<br />
development in The Broads in England, De Polders van Kruibeke<br />
in Belgium and De Biesbosch in the Netherlands. People,<br />
Planet and Profit are benefitting from this and the work was and<br />
is done with Pleasure.<br />
<strong>STEP</strong> is a programme in which not only intrinsically sustainable<br />
projects and products are being realised. All parties also learned<br />
from each other's cultures, organisations, differences of positions<br />
in networks, entrepreneurship, political and bureaucratic<br />
relationships as well as enjoyed each other's specialties in the<br />
surroundings and in food and drink. This buildup of relationships<br />
and networks will also continue, expand and, with that, will<br />
also continue in a sustainable manner across borders.<br />
Of course there were also difficult issues, such as (too) strict legislation,<br />
long procedures, intensive accountability and control,<br />
hard deadlines, risky tenders, both in terms of time and result,<br />
the mix with other projects, work load and sometimes stress<br />
among personnel.<br />
The regions, residents and entrepreneurs deserve a sustainable<br />
future. <strong>STEP</strong> has shown that this can be realised in open cooperation<br />
and with mutual respect for differences! The project's<br />
biggest merit may very well be that sustainability in tourist-recreational<br />
regions has become “common” for the organisations,<br />
for staff, for committed entrepreneurs and for a majority of the<br />
visitors.<br />
As chairman of the International Steering Group, I am most grateful<br />
for all the work of the International Coordination Group. If<br />
you were to ask me if I would participate in such a project again,<br />
my answer would be a heartfelt YES!<br />

Wat hebben de natuurgebieden het Nationaal Park De Biesbosch<br />
in Nederland, de Polders van Kruibeke in België en de Broads in<br />
Groot-Brittannië met elkaar gemeen? Het zijn alle drie landschappen<br />
die door de getijdenwerking van het water constant<br />
in ontwikkeling zijn en waarbij er een natuurlijke dynamiek ontstaat<br />
van afslag en aangroei van land. Maar ook de mensen die<br />
in deze gebieden werken, hebben iets gemeenschappelijks: de<br />
drijfveer om bezoekers op een duurzame manier kennis te laten<br />
maken met deze prachtige gebieden. Hiervoor zoeken zij de juiste<br />
balans tussen toerisme, natuur en milieu.<br />
Duurzaam toerisme in stroomversnelling<br />
Al jaren werken de drie getijdengebieden op lokaal niveau aan de<br />
bevordering en ontwikkeling van duurzaam toerisme. Vanaf eind<br />
2009 is dit in een stroomversnelling geraakt door het internationale<br />
samenwerkingsprogramma <strong>STEP</strong>: Sustainable Tourism in<br />
Estuary Parks. In dit programma hebben vier organisaties, die verantwoordelijk<br />
zijn voor de drie gebieden, gewerkt aan acties voor<br />
duurzaam toerisme, bezoekersmanagement en publiek-private<br />
samenwerking. En met succes, want de resultaten mogen er zijn.<br />
Aan het <strong>STEP</strong>-project ging een goede voorbereiding vooraf: ”een<br />
Interregproject kan alleen zo succesvol zijn als dit <strong>STEP</strong>-project als<br />
het goed is voorbereid en als het direct in het eerste jaar goed op<br />
de rails gezet wordt door vaak bij elkaar te komen, intensief elkaars<br />
acties te bekijken en te bespreken en door 's avonds elkaar op een<br />
andere manier te leren kennen. Dan ontstaat er vertrouwen en krijg<br />
je een hecht team van mensen die zin hebben om er met elkaar<br />
echt iets van te maken”, aldus Wim van Hooff, extern adviseur en<br />
coördinator van het project.<br />
Met gepaste trots presenteren de partners in dit <strong>STEP</strong>-handboek de<br />
ervaringen uit deze grensoverschrijdende samenwerking, de gezamenlijke<br />
hoogtepunten, de behaalde resultaten per gebied en wat<br />
de partners van elkaar hebben geleerd in dit project.<br />
Financiering<br />
Het totale budget voor het <strong>STEP</strong>-project bedroeg 6 miljoen euro,<br />
waarvan 2,5 miljoen euro afkomstig uit het Interreg IVA 2 Zeeënprogramma<br />
waarbij de financiering kwam uit het Europees Fonds<br />
voor Regionale Ontwikkeling. Deze bijdrage vanuit Europa heeft ervoor<br />
gezorgd dat de partners in elkaars keuken konden kijken en<br />
kennis met elkaar konden delen tijdens excursies en gezamenlijke<br />
bijeenkomsten. Hierdoor zijn sneller resultaten geboekt dan wanneer<br />
de partners dit op eigen kracht hadden moeten doen. Naast<br />
de gezamenlijke resultaten heeft ieder afzonderlijk natuurgebied<br />
lokale acties opgepakt en uitgevoerd.<br />
What do the nature conservation areas of Nationaal Park De<br />
Biesbosch in the Netherlands, De Polders van Kruibeke in Belgium<br />
and the Broads in Great Britain have in common? All three<br />
are landscapes that are constantly changing due to the tidal<br />
movement of the water resulting in natural dynamics of erosion<br />
and creation of land. But the people working in these areas also<br />
have something in common: the drive to make visitors acquainted<br />
with these beautiful areas in a sustainable manner. To this<br />
end, they are looking for the proper balance between tourism,<br />
nature and the environment.<br />
Sustainable tourism<br />
is gaining momentum<br />
For many years, the three tidal areas are working on a local level to<br />
promote and develop sustainable tourism. From the end of 2009<br />
onwards, this has gained momentum through the international cooperation<br />
programme <strong>STEP</strong>: Sustainable Tourism in Estuary Parks.<br />
In this programme, four organisations in charge of the three areas<br />
have worked on campaigns for sustainable tourism, visitor management<br />
and public-private cooperation and have done so successfully,<br />
because the results speak for themselves.<br />
The <strong>STEP</strong>-project was preceded by sound preparations: ”an InterregProject<br />
can only be as successful as this <strong>STEP</strong>-project if it has<br />
been properly prepared and if it is immediately and properly set in<br />
motion in the first year by having regular meetings, by intensively<br />
studying and discussing each other's actions and by getting to<br />
know each other’s other sides in a casual setting. This creates trust<br />
and a close-knit team of people who really feel like making things<br />
work with each other,” according to Wim van Hooff, external<br />
project advisor and coordinator.<br />
With justifiable pride the partners in this <strong>STEP</strong>-manual present the<br />
experiences from this cross-border cooperation, the joint highlights,<br />
the results realised in each area and what the partners learnt from<br />
each other in this project.<br />
Financing<br />
The budget for the <strong>STEP</strong>-project totalled € 6 million, with € 2.5<br />
million originating from the Interreg IVA 2 Seas-programme with<br />
the financing originating from the European Regional Development<br />
Fund. This contribution from Europe made it possible for the partners<br />
to look behind the scenes at each location and to share knowledge<br />
with each other during excursions and joint meetings. Because of<br />
this, results were achieved more quickly than should the partners<br />
have done this on their own. Apart from the joint results, each<br />
individual nature conservation area initiated and carried out local<br />
actions.<br />

The two Belgian partners Waterwegen en Zeekanaal NV and<br />
Agentschap voor Natuur en Bos together develop and landscape<br />
the floodplains of De Polders van Kruibeke.<br />
“Met de startconferentie was de toon meteen gezet voor het verdere<br />
verloop van het project. We kregen een boottocht over de<br />
Schelde langs het projectgebied, enkele veldbezoeken, interessante<br />
sprekers en discussie over duurzaam toerisme, economische<br />
effecten en publiek-private samenwerking en een drietal<br />
workshops over de centrale thema’s en projectlocaties in Engeland,<br />
Vlaanderen en Nederland voorgeschoteld. Deze conferentie<br />
was ideaal om met collega’s uit andere landen in contact te<br />
komen en kennis uit te wisselen over projectgerelateerde en andere<br />
onderwerpen. Een enthousiast initiatief dat ook bij de stakeholders<br />
goed onthaald werd en dat een goed vertrekpunt was<br />
om ons doel te realiseren, kennis en ervaring uitwisselen over<br />
duurzaam toerisme, bezoekersmanagement en publiek-private<br />
samenwerkingen”, aldus Laurent Vanden Abeele van het Agentschap<br />

Voorbereidingen<br />
De voorbereidingen voor het samenwerkingsprogramma <strong>STEP</strong><br />
vonden plaats in de periode van het najaar 2008 tot en met het<br />
voorjaar 2009. Eind 2009 werd de aanvraag goedgekeurd en op<br />
11 mei 2010 was de startconferentie in het Belgische Kruibeke.<br />
Tijdens deze dag namen zeventig betrokkenen deel aan workshops<br />
over de drie centrale thema’s: criteria voor duurzaam toerisme, bezoekersmanagement<br />
en publiek-private samenwerking.<br />
Inspiratie<br />
HIGHLIGHT<br />
Dit inspiratieboek is vooral gemaakt voor bedrijven en instellingen<br />
in Europa die zich bezighouden met duurzaam toerisme in ‘wetlands’<br />
en nationale parken. Daarnaast is dit boek een inspiratiebron<br />
voor alle stakeholders en potentiële investeerders in de drie<br />
natuurgebieden, externe deelnemers in de projecten en uitgevoerde<br />
acties, bestuurders, nationale en internationale collegaorganisaties<br />
en het gemeenschappelijk technisch secretariaat van<br />
het Interregprogramma.<br />

Preparations<br />
The preparations for the <strong>STEP</strong> cooperation programme took place<br />
in the period of the autumn of 2008 up to and including the spring<br />
of 2009. On 11 May 2010, the start conference was held in Kruibeke,<br />
Belgium. During this day, seventy parties involved participated<br />
in workshops on the three central themes: criteria for<br />
sustainable tourism, visitor management and public-private cooperation.<br />
Inspiration<br />
This inspirational book was written especially for companies and institutes<br />
in Europe engaging in sustainable tourism in wetlands and<br />
national parks. It also serves as a source of inspiration for all stakeholders<br />
and potential investors in the three nature conservation<br />
areas, external participants in the projects and realised actions, administrators,<br />
national and international fellow organisations and<br />
the joint technical secretariat of the Interreg programme.<br />
“The initial conference immediately set the tone for the further<br />
progress of the project. We were offered a boat trip on the river<br />
Scheldt along the project area, some field visits, interesting<br />
speakers and a discussion on sustainable tourism, economic effects<br />
and public-private cooperation and attended three workshops<br />
on the central themes and project locations in England,<br />
Flanders and the Netherlands. This conference was ideal to get<br />
in touch with colleagues from other countries and to exchange<br />
knowledge on project-related and other issues. An enthusiastic<br />
initiative that was also warmly welcomed among the stakeholders<br />
and that served as a good point of departure to realise our<br />
goal, to exchange knowledge and experience on sustainable<br />
tourism, visitor management and public-private cooperation,”<br />
according to Laurent Vanden Abeele of Agentschap voor Natuur<br />

Natuurgebieden in estuaria worden in toenemende mate geconfronteerd<br />
met milieuproblemen en sociaal maatschappelijke ontwikkelingen.<br />
Toenemende recreatiedruk, stijgende waterniveaus<br />
door klimaatveranderingen, nieuwe overstromingsgebieden,<br />
strengere beschermingsrichtlijnen (Natura 2000), afname van<br />
agrarisch gebruik en een toename van milieuvervuiling zijn bedreigingen<br />
die het voortbestaan van deze natuurgebieden aantasten.<br />
<strong>STEP</strong> heeft een aantal van deze vraagstukken op een<br />
duurzame manier aangepakt en nieuwe kansen geboden om de<br />
gebieden aantrekkelijker te maken voor het publiek.<br />
De vier partners van de drie natuurgebieden waren er allemaal van<br />
overtuigd dat met een Europese bijdrage in korte tijd veel bereikt<br />
zou kunnen worden op het gebied van duurzaam toerisme. Door<br />

Nature conservation areas in estuaries are facing environmental<br />
problems and social developments to an increasing extent. Increasing<br />
recreational pressure, rising water levels due to climate<br />
changes, new floodplains, stricter protection guidelines (Natura<br />
2000), a decrease in agricultural use and an increase in environmental<br />
pollution pose threats that affect the continued existence<br />
of these nature conservation areas. <strong>STEP</strong> has tackled a<br />
number of these issues in a sustainable manner and offered new<br />
opportunities to make these areas more attractive for the public.<br />

The four partners of the three nature conservation areas were all<br />
convinced that with a European contribution much could be realised<br />
in the field of sustainable tourism in a short period of time. By<br />
sharing knowledge and expertise and by forming cross-border<br />

Authority leidde in 2011 tot het ontvangen van het Handvest voor<br />
een tweede termijn van vijf jaar. De organisatie kreeg veel lof<br />
voor de geboekte voortgang in het duurzaam toerisme, voor de<br />
communicatie - waaronder de promotie van het nieuwe merk<br />
voor de Broads: Britain’s Magical Waterland - en voor de voorzieningen<br />
voor mindervalide bezoekers.<br />

HIGHLIGHT<br />
De Belgische partner Waterwegen en Zeekanaal NV zag kansen in<br />
de ruime ervaring van zowel de Biesbosch als de Broads Authority<br />
op het gebied van duurzaam toerisme. “Deze ervaring gecombineerd<br />

Moreover, each partner also had their own reasons for participating<br />
in the <strong>STEP</strong>-project.<br />
“We were asked by the lead partner Parkschap Nationaal Park De<br />
Biesbosch because they needed an English partner to submit the<br />
application. It became clear to us that we had many ambitions in<br />
common and that there was much to be gained by getting on<br />
board”, states Simon Hooton of the Broads Authority.<br />
The Belgian partner Waterwegen en Zeekanaal NV saw opportunities<br />
in the broad experience of both De Biesbosch and the Broads<br />
Authority in the field of sustainable tourism. “This experience combined<br />
with the results of the individual and joint studies could result<br />
in a constructive and coordinated vision in respect of<br />
sustainable tourism in other safety and nature projects along the<br />
The aim of making De Biesbosch more sustainable and the cooperation<br />
with entrepreneurs resulted in De Parkschap<br />
Nationaal Park De Biesbosch being awarded the European Charter<br />
for Sustainable Tourism by the Europarc Federation in 2012,<br />
an association of protected areas in Europe. In 2011, the renewed<br />
application of the Broads Authority resulted in the being<br />
granted the Charter for a second five-year term. The organisation<br />
was highly praised for the progress made in sustainable tourism,<br />
for the communication - including the promotion of the new<br />
brand for the Broads: Britain’s Magical Waterland - and for the<br />
facilities for disabled visitors.<br />

studies zouden kunnen leiden tot een constructieve en op elkaar afgestemde<br />
visie ten aanzien van duurzaam toerisme in andere veiligheids-<br />
en natuurprojecten langs de Schelde”, vertelt Wim Dauwe<br />
van Waterwegen en Zeekanaal NV. Voor het Agentschap voor Natuur<br />
en Bos kwam de samenwerking op het juiste moment. De toeristisch-recreatieve<br />
ontsluiting van het gebied lag op de tekentafel.<br />
“Door engagement aan te gaan voor dit project kan men in korte<br />
tijd veel leren en toepassen op de recreatieve inrichting van het gebied”,<br />
vult Veerle Campens aan.<br />
De initiatiefnemer van het samenwerkingsproject, het Parkschap<br />
Nationaal Park De Biesbosch, wilde een Europese aanvraag indienen<br />
voor <strong>STEP</strong>, omdat “Europese financiering de mogelijkheid geeft<br />
om duurzaam toerisme naar een hoger niveau te tillen doordat financieel<br />
meer mogelijk is en door samenwerking met partners in<br />
andere landen. Bovendien is het een stok achter de deur om plannen<br />
daadkrachtig uit te voeren”, aldus Marianne den Braven.<br />
In hoofdstuk drie leest u hoe de internationale samenwerking tussen<br />
de vier partners heeft bijgedragen aan het behalen van de resultaten.<br />
Meer resultaten dan verwacht<br />
Uiteindelijk heeft de samenwerking meer opgeleverd dan de partners<br />
vooraf hadden gedacht. Internationale excursies naar voorbeeldprojecten<br />
en gezamenlijke bijeenkomsten waren een<br />
broedplaats voor nieuwe ideeën en een goed netwerk voor het uitwisselen<br />
van praktijkervaring. Door kennis te delen en gezamenlijk<br />
onderzoek te doen, wilden de drie natuurgebieden zich ontwikkelen<br />
tot parken waar duurzaam toerisme hoog op de agenda staat,<br />
waar het een gezamenlijk doel is bij de ondernemers in de gebieden<br />
en waar duurzaam toerisme zichtbaar is voor de bezoekers van<br />
de parken. En dat is ook gelukt.<br />
Het gezamenlijk uitwerken en testen van nieuwe duurzame vormen<br />
van bezoekersmanagement was een belangrijk samenwerkingsproject<br />
dat tot concrete resultaten heeft geleid. Er is ingezet op het<br />
gebruik van nieuwe methoden en middelen. Daarnaast is binnen<br />
het thema bezoekersmanagement onderzoek gedaan naar de opzet,<br />
locatiekeuze, inrichting en beheer van bezoekerscentra. Uiteindelijk<br />
is besloten om een andere invulling te geven aan deze onthaallocaties.<br />
In hoofdstuk vier leest u meer over de resultaten die de drie gebieden<br />
hebben geboekt. De hoogtepunten uit de <strong>STEP</strong>-samenwerking<br />

For Agentschap voor Natuur en Bos the cooperation came at the<br />
right time. The tourist-recreational opening up of the area was on<br />
the drawing table. “By undertaking this project one can learn a<br />
good deal in a short time and apply this to the recreational landscaping<br />
of the area”, adds Veerle Campens.<br />
The initiator of the cooperation project, Parkschap Nationaal Park<br />
De Biesbosch, wanted to submit a European application for <strong>STEP</strong>,<br />
because “European financing enables raising sustainable tourism<br />
to a higher level as more is possible financially and because of the<br />
cooperation with partners in other countries. Moreover, it functions<br />
as an incentive to carry out plans decisively,” according to<br />
Marianne den Braven.<br />
Chapter three discusses how the international cooperation between<br />
the four partners contributed to realising the results.<br />
More results than expected<br />
In the end the cooperation yielded more than the partners had anticipated.<br />
International excursions to sample projects and joint<br />
meetings were a breeding ground for new ideas and a good network<br />
for the exchange of hands-on experience. By sharing knowledge<br />
and by doing joint research, the three nature conservation<br />
areas wanted to develop themselves into parks where sustainable<br />
tourism is high on the agenda, where this type of tourism is a common<br />
goal among the entrepreneurs in the areas and where sustainable<br />
tourism is visible for the visitors of the parks. And they<br />
succeeded.<br />
Jointly working out and testing new sustainable forms of visitor<br />
management were important cooperation projects that resulted in<br />
concrete results. There was a focus on the use of new methods<br />
and resources. In addition, a study was made within the theme of<br />
visitor management into the setup, choice of location, layout and<br />
management of visitor centres. Eventually it was decided to give<br />
these reception locations a different focus.<br />
Chapter four elaborates on the results realised by the three areas.<br />
The highlights from the <strong>STEP</strong>-cooperation can be found throughout<br />

wordt al meer dan tien jaar gewerkt met een bezoekersfonds. Dit<br />
houdt in dat bezoekers een kleine extra (vrijwillige) bijdrage betalen<br />
voor het gebied als zij in een hotel overnachten, deelnemen aan<br />

In September 2012, a company of entrepreneurs and administrators<br />
from the three <strong>STEP</strong>-areas set off for the Lake District in Great Britain.<br />
Together with the <strong>STEP</strong>-partners they viewed how entrepreneurs<br />
and the manager of the national park work there together<br />
successfully. The Lake District has been generating funds through<br />
a visitor payback scheme for nearly two decades. This means that<br />
visitors pay a small additional (voluntary) contribution for the area<br />
when they spend the night in a hotel, buy an excursion ticket or<br />
order a cup of coffee. Below and on page 21 and 51, you can read<br />
more about the results of this excursion.<br />
Voor de meeste partners was de excursie naar het Lake District<br />
een eerste kennismaking met een bezoekersfonds. In de Broads<br />
waren al stappen gezet voor de oprichting van een dergelijk<br />
fonds. “We hebben veel gehad aan de discussies en het horen<br />
van verschillende meningen <strong>hier</strong>over. Ik ben weggegaan met<br />
frisse ideeën om het fonds te kunnen implementeren in de<br />
Broads”, aldus Bruce Hanson van de Broads Authority. Nog hetzelfde<br />
jaar werd een ‘Love The Broads’-fonds opgericht, waar de<br />
bezoekersbijdragen worden besteed aan beheer en onderhoud<br />
van het gebied. De Biesbosch volgde in april van 2013 met een<br />
Beleef en Geef de Biesbosch Fonds.<br />

were very useful to us. I left with fresh ideas on the implementation<br />

was set up, where the contributions from visitors are spent on<br />
managing and maintaining the area. In April 2013, De Biesbosch<br />

Eén van de hoogtepunten voor de Biesbosch was de samenwerking<br />
met de lokale ondernemers. Door hun enthousiasme is er veel<br />
bereikt op het gebied van publiek-private samenwerking. Ook de<br />
samenwerking met de Design Academy Eindhoven heeft veel innovaties<br />
teweeggebracht.<br />
In het Biesblad, een jaarlijkse uitgave van Nationaal Park De Biesbosch,<br />
is het aanbod aan natuuractiviteiten vanuit de drie hoofdpoorten<br />
gebundeld. Na drie jaar een krant met natuuractiviteiten te<br />
hebben uitgebracht, heeft de Biesbosch in 2013 als eerste nationale<br />
park in Nederland de activiteiten gebundeld in een lifestyle<br />
magazine. Het magazine is gratis verkrijgbaar bij onder andere de<br />
bezoekerscentra, de gastheren van de Biesbosch en de regionale<br />
VVV’s.<br />
De 'Ecolodge' moet de gasten het ultieme Biesboschgevoel geven:<br />
wakker worden terwijl een bever langs het raam zwemt, vanuit het<br />
kraaiennest vogels spotten met een verrekijker of buiten op het dak<br />
genieten van de natuur. Dit was het idee van ontwerper Marijn<br />
Beije, student aan de Design Academy in Eindhoven. De accommodatie,<br />
gelegen in de Hollandse Biesbosch bij Dordrecht, is een<br />
bijzonder en vooral duurzaam bouwwerk geworden. Het aluminium<br />
casco is aan de buitenkant afgewerkt met red cederhout, uiteraard<br />
met FSC-keurmerk. De ledverlichting aan de binnenkant wordt gevoed<br />
door een zonnepaneel. De ‘Ecolodge’ is een futuristisch ogend<br />
drijvend object, waarin je met drie personen kunt overnachten.<br />

One of the highlights for De Biesbosch was the cooperation with<br />
the local entrepreneurs. Because of their enthusiasm, much was<br />
realised in the field of public-private cooperation. The cooperation<br />
with the Design Academy Eindhoven has also brought about many<br />
innovations.<br />
Biesblad<br />
The Biesblad magazine, an annual publication of Nationaal Park<br />
De Biesbosch, collects the offer of nature activities from the three<br />
main gates. After having published a newspaper featuring nature<br />
activities for three years, De Biesbosch was the first national park<br />
in the Netherlands in 2013 to collect this type of activities in a lifestyle<br />
magazine. The magazine is available free of charge at e.g. the<br />
visitor centres, the park ambassadors and the regional tourist information<br />
offices (VVVs).<br />
Ecolodge<br />
The purpose of the 'Ecolodge' is to give guests the ultimate Biesbosch<br />
feeling: waking up while a beaver is swimming past the<br />
window, watching birds from the crow's nest through binoculars or<br />
enjoying nature outdoors on the roof. This was the idea of designer<br />
Marijn Beije, student at the Design Academy in Eindhoven. The accommodation,<br />
situated in De Hollandse Biesbosch near Dordrecht,<br />
has become a special and especially sustainable structure. The exterior<br />
of the aluminium body is finished with red cedar wood bearing<br />
the FSC certification of course. The led lighting on the inside<br />
is powered by a solar panel. The ‘Ecolodge’ is a futuristic-looking<br />
floating object, where three people can spend the night.<br />
Bijna vijftig toeristisch-recreatieve ondernemers in de Biesbosch,<br />
gastheren genoemd, hebben een contract met het Parkschap Nationaal<br />
Park De Biesbosch ondertekend met wederzijdse afspraken<br />
over informatieverstrekking, kwaliteit en gastvrijheid. De<br />
gastheren verplichten zich om elke twee jaar met tenminste één<br />
actie hun bedrijf te verduurzamen. Alle twintig nationale parken<br />
in Nederland kennen het gastherenprincipe, maar de Biesbosch<br />
is het eerste park dat een stap verder gaat met individuele gastherenovereenkomsten.<br />

Almost fifty tourist-recreational entrepreneurs in De Biesbosch,<br />
called ambassadors, have signed a contract with Parkschap Nationaal<br />
Park De Biesbosch containing mutual agreements on the<br />
provision of information, quality and hospitality. The ambassadors<br />
undertake to make their companies more sustainable<br />
through at least one action every two years. All twenty national<br />
parks in the Netherlands use the ambassador principle, but De<br />
Biesbosch is the first park to take it a step further by entering<br />
into ambassador contracts with individual entrepreneurs.<br />

In de Polders van Kruibeke zijn de twee partners vooral bezig om<br />
draagvlak te creëren in de politiek, bij de bevolking en bij ondernemers.<br />
Hier hebben zij de afgelopen jaren keihard aan gewerkt<br />
met allerlei activiteiten, zoals meerdere Open Werfdagen, maandelijkse<br />
wandelingen en vele workshops voor uiteenlopende belanghebbenden.<br />
In hoofdstuk vier staan alle resultaten omschreven<br />
die in de Polders van Kruibeke zijn geboekt.<br />
Communicatieactiviteiten: Open Werfdag 2011<br />
HOOGTEPUNT HOOGTEPUNT<br />
Hossen in de Bossen<br />
De Open Werfdag in 2011 stond in het teken van de toeristischrecreatieve<br />
toekomst van het overstromingsgebied van Kruibeke.<br />
Tijdens deze dag konden bezoekers van alles beleven in het gebied.<br />
Het hoogtepunt van de dag was de presentatie van het bezoekersmanagementplan<br />
voor de Polders in avant-première. Toerisme Waasland<br />
presenteerde die dag ook het fietsspel ʻReynaertmysterieʼ voor<br />
op de smartphone, dat gezinnen meenam op een tocht van vierentwintig<br />
kilometer vol raadsels en ʻminigamesʼ door heel de gemeente.<br />
Verder konden mensen verschillende wandel- en fietsroutes testen,<br />
een huifkartocht maken langs de mooiste plekjes of via een hoogwerker<br />
het gebied vanuit de lucht bekijken. Het Reynaertmysterie inspireerde<br />
trouwens de <strong>STEP</strong>-collegaʼs tot de ontwikkeling van een eigen<br />
app als alternatief voor de klassieke infobrochure (zie pagina 31).<br />
De Polders van Kruibeke staan nog in de steigers maar openden in<br />
februari 2013 al even de ‘bossen’. De jeugdbewegingen uit Kruibeke,<br />
Bazel en Rupelmonde leerden tijdens een groot bosspel de speelmogelijkheden<br />
van het nieuwe overstromingsgebied wat beter kennen.<br />
Kinderen van 5 tot 9 jaar herstelden de wintervoorraad van bestolen<br />
bosbewoners tijdens ‘Honger in het beestenbos’, en de iets oudere<br />
jeugd nam het bij ‘Paniek in het bos’ op tegen een stel sluikstorters.<br />
Duurzaamheid was de rode draad; elk spel had een belangrijke boodschap<br />
die te maken had met respect voor de omgeving en de natuur.<br />

In De Polders van Kruibeke, the two partners are especially busy<br />
creating support in politics, among the population and among entrepreneurs.<br />
They have spent the last few years working very hard on<br />
all kinds of activities, such as several Open Yard Days, monthly walks,<br />
and the many workshops for a wide range of interested parties. Chapter<br />
four lists all the results realised in De Polders van Kruibeke.<br />
Communication activities:<br />
2011 Open Yard Day<br />
The theme of the 2011 Open Yard Day was the tourist-recreational<br />
future of Kruibeke's floodplains. During this day, visitors could experience<br />
all kinds of things in the area. The highlight of the day<br />
was the pre-premiere presentation of the visitor management plan<br />
for the Polders. That day, Toerisme Waasland also presented the<br />
ʻReynaert mystery' bicycle game for the smartphone, which took<br />
families along a twenty-four kilometre trip full of riddles and mini<br />
games throughout the municipality. Furthermore, people could test<br />
the various walking and cycling routes, make a trip in a covered<br />
wagon passing the most beautiful spots or have a look at the area<br />
from the sky from an aerial platform. The Reynaert mystery actually inspired<br />
the <strong>STEP</strong>-colleagues to develop an app of their own as an alternative<br />
for the classic information leaflet (see page 31).<br />
Woodland Games<br />
De Polders van Kruibeke are still under construction, but opened the<br />
'woods' for a short while as early as February 2013. During a large<br />
game in the woods the youth movements from Kruibeke, Bazel and<br />
Rupelmonde got to know the new floodplains’ opportunities for playing<br />
better. Children between the ages of 5 to 9 helped restore the winter<br />
supply of inhabitants of the forest which had been robbed of their<br />
supply during ‘Hunger in the beasts' forest’, and the somewhat older<br />
children took on a bunch of fly-tippers in the ‘Panic in the woods’ game.<br />
The central theme was sustainability; each game had an important<br />
message that had to do with respect for the environment and nature.<br />
Drie ondernemers in de Biesbosch hebben in 2013 een stichting<br />
opgericht: het Beleef en Geef de Biesbosch Fonds. Het fonds is een<br />
giftensysteem waar inmiddels meer dan twintig toeristisch-recreatieve<br />
ondernemers zich voor inzetten. Zij vragen hun gasten<br />
om een vrijwillige bijdrage voor het behoud van de Biesbosch. De<br />
initiatiefnemers van het fonds – Stayokay Dordrecht, Café-restaurant<br />
Vissershang in Hank en Van den Diepstraten Botenverhuur in<br />
Drimmelen – namen in 2012 deel aan een internationale excursie<br />
(zie pagina 15 en 51) naar het Lake District in Groot-Brittannië,<br />
waar een soortgelijk fonds goed werkt. De drie ondernemers zijn<br />
geïnspireerd geraakt door het succesvolle Britse voorbeeld en hebben<br />
na terugkomst besloten hun eigen fonds op te zetten.<br />

In the Broads the ties with the business community were firmly<br />
strengthened between the Broads Authority and especially with<br />
Broads Tourism, the organisation representing the tourist entrepreneurs<br />
in the area. This has resulted in the development of a<br />
new Broads’ brand, a new tourism website, brochure material<br />
and the drawing up of criteria for a green quality mark for boat<br />
rental; Green Boat Mark.<br />
Samen met ondernemers in het gebied werkte de Broads Authority<br />
aan het merk ‘The Broads’ met als slogan ‘Britain’s Magical<br />
Waterland’. De slogan ademt het DNA van de regio,<br />
internationaal en met een sprookjesachtig gevoel. Het logo en<br />
de slogan zijn door de meeste ondernemers in de regio omarmd<br />
en zij gebruiken het prominent in hun publicaties. Soms gaat dit<br />
zelfs ten koste van de huisstijl van de ondernemers zelf. Zij zien<br />
het als een uitdaging om mensen eerst naar de Broads te trekken<br />
en daarna pas naar hun bedrijf.<br />

stories and brand guidelines were welcomed by most entrepreneurs<br />
in the region and they use it prominently in their publications,<br />
sometimes even at the expense of the house style of the<br />
entrepreneurs themselves. They see it as a challenge to attract<br />
people to the Broads first and only then to their companies.<br />
In 2013, three entrepreneurs in the Biesbosch created a foundation:<br />
the Beleef en Geef De Biesbosch Fonds. The fund is a gift<br />
scheme to which over twenty tourist-recreational entrepreneurs<br />
are now dedicating themselves. They ask their guests for a voluntary<br />
contribution to preserve De Biesbosch. In 2012, the fund's<br />
initiators – Stayokay Dordrecht, Café-restaurant Vissershang in<br />
Hank en Van den Diepstraten Botenverhuur in Drimmelen – took<br />
part in an international excursion (see page 15 en 51) to the Lake<br />
District in Great Britain, where a similar fund is achieving good<br />
results. The three entrepreneurs were inspired by the successful<br />
British example and after returning home decided to set up their<br />
own fund.<br />

Tijdens het <strong>STEP</strong>-project is het idee ontstaan om elkaars gebieden<br />
te promoten in de eigen gebieden. Hiervoor zijn de ‘park pals’ ontwikkeld,<br />
een internationaal vriendengroepje: Xavier de Ree uit de<br />
Polders van Kruibeke, Daisy de Libel uit de Broads en Betty de Bever<br />
uit het Nationaal Park De Biesbosch. De drie ‘park pals’ maken<br />
allerlei avonturen mee in de drie natuurgebieden en houden hun<br />
vrienden op de hoogte van hun belevenissen via allerlei communicatiekanalen.<br />
Met de ‘park pals’ willen de <strong>STEP</strong>-partners bezoekers<br />
bewegen om de natuurgebieden in het buitenland te gaan<br />
bezoeken. In het Biesblad verscheen al een advertentie met de drie<br />
figuren en in de Polders van Kruibeke wordt Xavier de Ree veelvuldig<br />
ingezet op de website, via filmpjes op YouTube en ‘live’<br />
bijvoorbeeld bij de uitreiking van de prijs van de Estuary Trip Competition<br />
in België (zie pagina 30).<br />

During the <strong>STEP</strong>-project, the idea to promote each other's areas in<br />
one's own area came up. To this end, the ‘park pals’ were developed,<br />
an international group of friends: Xavier the Roe from De Polders<br />
van Kruibeke, Daisy the Dragonfly from the Broads and Betty<br />
the Beaver from Nationaal Park De Biesbosch. These three ‘park<br />
pals’ go on all kinds of adventures in the three nature conservation<br />
areas and keep their friends informed of their experiences through<br />
all kinds of communication channels. With the ‘park pals’, the<br />
<strong>STEP</strong>-partners want to encourage visitors to visit the nature conservation<br />
areas abroad. The Biesblad magazine already printed an<br />
advertisement containing these three characters and in De Polders<br />
van Kruibeke Xavier the Roe is frequently used on the website,<br />
through films on YouTube. Xavier the Roe also attended the award<br />
show of the Estuary Trip Competition award in Belgium ‘in person’<br />
(see page 30).<br />

De grensoverschrijdende samenwerking heeft voor alle partners<br />
meer opgeleverd dan zij zelf vooraf hadden verwacht. Met name<br />
de intensieve bijeenkomsten in het begin hebben <strong>hier</strong>aan bijgedragen.<br />
Door elkaar te inspireren, kennis uit te wisselen en door<br />
elkaars voorbeeldprojecten te bezoeken, zijn sneller resultaten<br />
behaald dan wanneer de gebieden dit op eigen kracht hadden<br />
moeten doen. Vooral de relaties met belanghebbenden in de gebieden<br />
zijn enorm verbeterd. “Dankzij <strong>STEP</strong> ging de focus naar<br />
de Polders van Kruibeke als toeristische troef in de regio wat<br />
automatisch de aandacht van veel partijen trok. Hierdoor is het<br />
sociaal en politiek draagvlak enorm vergroot”, vertelt Stefaan<br />
Nollet van Waterwegen en Zeekanaal NV. De gezamenlijke bijeenkomsten<br />
en excursies naar voorbeeldprojecten hebben veel<br />
losgemaakt bij de deelnemers en geleid tot nieuwe inzichten en<br />
concrete acties.<br />
De Broads Authority was in een aantal opzichten al verder met<br />
duurzaam toerisme dan de andere partners. Toch heeft ook zij de<br />
<strong>STEP</strong>-samenwerking als zinvol ervaren. “We hebben veel van onze<br />
partners geleerd. We waren bezig met vergelijkbare vraagstukken<br />
en deelden veel gemeenschappelijke ambities. Het meest waardevol<br />
was om de ervaringen met onze internationale collega’s te bespreken<br />
en zaken eens vanuit een andere invalshoek te kunnen<br />
bekijken”, aldus Simon Hooton van de Broads Authority.<br />
Volgens Marianne den Braven van het Parkschap Nationaal Park<br />
De Biesbosch is samenwerking niet altijd gemakkelijk: ”nadeel van<br />
de gezamenlijke acties is dat elk gebied een specifieke benadering<br />
vergt en dat het ene gebied verder is dan het andere. Dat maakt het<br />
soms moeilijk om acties goed op te zetten en uit te voeren.”<br />
Internationale excursie juni 2011<br />
GEZAMENLIJK HOOGTEPUNT<br />

In juni 2011 hebben de <strong>STEP</strong>-partners samen met ondernemers en<br />
lokale overheidsinstellingen een excursie gemaakt naar diverse projecten<br />
in Nederland en België die als voorbeeld dienen voor duurzaam<br />
toerisme. Het ging tijdens deze excursie vooral om het delen<br />
van kennis over duurzame infrastructuur, toegangspoorten, bezoekerscentra<br />
en kleinschalige accommodaties. “Er was een mooie afwisseling<br />
tussen goede en minder goede projecten en tussen<br />
bezoeken en discussies. Ik heb veel geleerd over innovatieve en<br />
duurzame onthaalpoorten en bezoekerscentra,” zegt Laurent<br />
Vanden Abeele van het Agentschap voor Natuur en Bos.<br />

The cross-border cooperation has yielded more for all partners<br />
than they expected beforehand. The intensive meetings at the<br />
beginning contributed to this especially. By inspiring each other,<br />
by exchanging knowledge and by visiting each other's sample<br />
projects, results were obtained faster than if the regions had<br />
done this on their own. Especially the relationships with stakeholders<br />
in the regions have improved enormously. “Thanks to<br />
<strong>STEP</strong> the focus for De Polders van Kruibeke lay on being a tourist<br />
trump card in the region which automatically caught the attention<br />
of many parties. This increased social and political<br />
support enormously,” says Stefaan Nollet of Waterwegen en<br />
Zeekanaal NV. The joint meetings and excursions to sample projects<br />
stirred up interest among the participants and led to new<br />
insights and concrete actions.<br />
In a number of ways the Broads Authority was ahead on sustainable<br />
tourism of the other partners. Yet, it too felt that the <strong>STEP</strong>cooperation<br />
was useful. “We have learnt a lot from our partners.<br />
We were working on similar issues and had many joint ambitions<br />
in common. The most valuable thing was discussing our experiences<br />
with our international colleagues and being able to look at matters<br />
from a different angle”, says Simon Hooton of the Broads<br />
Authority.<br />
According to Marianne den Braven of Parkschap Nationaal Park De<br />
Biesbosch, cooperation is not always easy: ”a disadvantage of the<br />
joint actions is that each region requires a specific approach and<br />
that the one region is ahead of the other. This sometimes makes it<br />
difficult to initiate and implement actions well.”<br />
International excursion in June 2011<br />
In June 2011, the <strong>STEP</strong>-partners together with entrepreneurs and<br />
local government institutions went on an excursion to various projects<br />
in the Netherlands and Belgium that serve as good examples<br />
of sustainable tourism. The focus during these excursions lay on<br />
sharing knowledge on sustainable infrastructure, entrances, visitor<br />
centres and small-scale accommodations. “There was a nice mix of<br />
good and less good projects and visits and discussions. I learned a<br />
lot about innovative and sustainable reception gates and visitor<br />
centres,” says Laurent Vanden Abeele of Agentschap voor Natuur<br />
en Bos.<br />
Cultuurverschillen<br />
Alhoewel er duidelijke verschillen waren in de handelswijze van de<br />
<strong>STEP</strong>-partners, was de sfeer tussen de partijen goed en leverden<br />
cultuurverschillen geen problemen op. Het culturele aspect kwam<br />
vooral naar voren tijdens de excursies en workshops. Volgens Bruce<br />
Hanson van de Broads Authority “was het een groot voordeel om<br />
ondernemers van de Broads te laten deelnemen aan internationale<br />
workshops in de partnerlanden. Veel van deze ondernemers realiseren<br />
zich nu dat ze deel uitmaken van een groter Europees geheel.”<br />
Waterwegen en Zeekanaal NV was zeer positief over de samenwerking<br />
met zijn Nederlandse en Britse partners: ”te vermelden is<br />
het heerlijk enthousiasme van de Nederlanders en de hoffelijkheid<br />
van de Engelsen”, aldus Mieke Vander Elst. Bruce Hanson van de<br />
Broads Authority voegt <strong>hier</strong>aan toe: ”ons werktempo is waarschijnlijk<br />
hoger geworden om onze Nederlandse en Vlaamse partners<br />
bij te houden en dit vooral tijdens de bijeenkomsten en<br />
workshops.”<br />
Kennisdeling en leerpunten<br />

De samenwerking bij de thema’s duurzaam toerisme en bezoekersmanagement<br />
wierp duidelijk vruchten af. De Biesbosch heeft<br />
bijvoorbeeld kunnen putten uit de ervaring van de Broads Authority<br />
met het Europees Handvest voor Duurzaam Toerisme. “We konden<br />
veel leren van de Broads bij het opstellen van de strategie en<br />
het actieplan en het invullen van de aanvraag. De workshop over<br />
het handvest in 2010 was een goede start <strong>hier</strong>voor”, vertelt<br />
Marianne den Braven van het Parkschap Nationaal Park De Biesbosch.<br />
De Broads Authority raakte op haar beurt geïnspireerd door<br />
de Nederlandse Toeristische Overstappunten (TOP’s); knooppunten<br />
waar diverse bewegwijzerde en niet bewegwijzerde fiets- en<br />
wandelroutes samenkomen en die goed bereikbaar zijn met de<br />
auto. Door kennisdeling tussen de Biesbosch en de Broads Autho-<br />
Cultural differences<br />
Although there were clear differences in the procedures of the<br />
<strong>STEP</strong>-partners, the atmosphere between the parties was good and<br />
cultural differences did not cause any problems. The cultural aspect<br />
became especially apparent during the excursions and workshops.<br />
According to Bruce Hanson of the Broads Authority “it was<br />
a great benefit to have entrepreneurs from the Broads participating<br />
in international workshops in the partner countries. Many of<br />
these entrepreneurs now realise that they are part of a larger European<br />
whole.”<br />
Waterwegen en Zeekanaal NV was very positive about the cooperation<br />
with its Dutch and British partners:”the wonderful enthusiasm<br />
of the Dutch and the courteousness of the English are worth<br />
mentioning,” says Mieke Vander Elst. Bruce Hanson of the Broads<br />
Authority adds to this:”our pace of work has definitely increased in<br />
order to keep up with our Dutch and Flemish partners, especially<br />
during the meetings and workshops.”<br />
Sharing knowledge and<br />
learning points<br />
The cooperation on the themes of sustainable tourism and visitor<br />
management clearly paid off. De Biesbosch, for example, was able<br />
to draw on the experience of the Broads Authority with the European<br />
Charter for Sustainable Tourism. “We were able to learn much<br />
from the Broads in drawing up the strategy and the action plan and<br />
in filling in the application. The workshop on the charter in 2010<br />
was a good start for this,” tells Marianne den Braven of Parkschap<br />
Nationaal Park De Biesbosch.<br />
The Broads Authority in turn was inspired by the Dutch Toeristische<br />
Overstappunten (TOP’s) [Dutch Tourist Transfer Points (TTPs)];<br />
hubs where various signposted and non-signposted cycling and hiking<br />
routes come together which can easily be accessed by car. By<br />

rity is nu een vergelijkbaar idee ook in Groot-Brittannië in ontwikkeling.<br />
Waterwegen en Zeekanaal NV heeft veel opgestoken van de andere<br />
partners bij de ontwikkeling en uitwerking van hun huisstijl.<br />
Voor de materiaalkeuze van de huisstijluitingen was het Nationaal<br />
Park De Biesbosch, met hun jarenlange ervaring in het beheer en<br />
onderhoud van een natuurgebied, een goed voorbeeld voor de Polders<br />
van Kruibeke. “Gedurende het hele proces naar een huisstijlvisie<br />
werden de partners nauw betrokken; hetzij door presentaties,<br />
hetzij door specifieke ‘meetings’ over dit thema. De praktische ervaring<br />
van de Biesbosch met hun nieuwe huisstijl was van een<br />
enorme meerwaarde”, vertelt Mieke Vander Elst van Waterwegen<br />
en Zeekanaal NV.<br />
De samenwerking heeft er ook voor gezorgd dat Waterwegen en<br />
Zeekanaal NV en het Agentschap voor Natuur en Bos (ANB) meer inzicht<br />
hebben gekregen in de mogelijkheden om op een andere manier<br />
het beheer van het gebied in te richten en te financieren. De oude gebouwen<br />
in de Polders van Kruibeke krijgen daarom een nieuwe passende<br />
bestemming in plaats van onder de sloophamer te gaan.<br />
Toeristische Overstappunten (TOP’s)<br />

Tijdens de uitvoering van <strong>STEP</strong> zijn twee TOP’s geplaatst in de Biesbosch:<br />
aan de noordkant, in het recreatiegebied de Hollandse Biesbosch,<br />
en aan de zuidkant bij Lage Zwaluwe. Een TOP is een punt<br />
waar recreanten de auto kunnen parkeren om vervolgens een fietsof<br />
wandeltocht te maken. Vanaf elke TOP zijn bewegwijzerde en<br />
GPS-routes die voeren langs de mooiste plekjes in de omgeving.<br />
Een TOP is te herkennen aan een ruim vijf meter hoge groene stalen<br />
riethalm, de route naar een TOP is bewegwijzerd met bruine<br />
borden en TOP’s liggen altijd in of bij een groene omgeving vlakbij<br />
horeca.<br />

in the development and implementation of their house style.<br />
As for the choice of materials of the house style expressions, Nationaal<br />
Park De Biesbosch, with their many years of experience in<br />
the management and maintenance of a nature conservation area,<br />
was a good example for De Polders van Kruibeke. “During the entire<br />
process towards a house style vision, the partners were closely<br />
involved; either through presentations or through specific meetings<br />
on this theme. The hands-on experience of De Biesbosch with their<br />
new house style was of an immense added value,” says Mieke Vander<br />
Elst of Waterwegen en Zeekanaal NV.<br />
The cooperation also helped Waterwegen en Zeekanaal NV and<br />
Agentschap voor Natuur en Bos (ANB) in gaining more insight into<br />
Tourist Transfer Points (TTPs)<br />
During the implementation of <strong>STEP</strong>, two TTPs were placed in De<br />
Biesbosch: on the north side, in the recreation area De Hollandse<br />
Biesbosch, and on the south side at Lage Zwaluwe. A TTP is a hub<br />
where recreational users can park their car to then go on a bicycle<br />
or hiking tour. From each TTP there are signposted routes and GPSroutes<br />
which lead past the most beautiful places in the surroundings.<br />
A TTP can be recognised by a more than five-metre high<br />
green steel reed stem. The route to a TTP is signposted by brown<br />
signs and TTPs are always in or near green surroundings and near<br />
hotels, cafes or restaurants.<br />
Waterwegen en Zeekanaal NV schakelde een ontwerper in om de<br />
recreatieve infrastructuur in de polders een karakteristieke en<br />
herkenbare vorm te geven. Stefan Schöning bedacht het concept<br />
van de ‘tijdcapsule’ als huisstijl voor de inrichting van het gebied.<br />
Deze visie werd toegepast in het ontwerp van alle onderdelen<br />
van de kleinschalige infrastructuur om zo te komen tot een<br />
handboek voor een huisstijl. Het beton van de watertechnische<br />
kunstwerken komt terug in strakke en begroeibare tegels, trappen<br />
op de dijken, de befietsbare brede randen van de kasseiwegen<br />
en de infozuilen. Het hout van de bossen werd vertaald in<br />
ontwerpen voor vogelkijkpunten en vlonderpaden. Door deze<br />
‘tijdcapsules’ neer te zetten op interessante historische locaties<br />
in de polders worden de bezoekers terug in de tijd gekatapulteerd<br />
of spoelen ze net vooruit naar morgen.<br />
HIGHLIGHT<br />
Ook werden veel ervaringen uitgewisseld tussen de Biesbosch en<br />
ANB over duurzame bezoekerscentra. Alle vier de partners waren<br />
bezig met het vraagstuk over de functie en de invulling van bezoekerscentra<br />
anno 2013. Na een workshop, een gezamenlijke excursie<br />
naar voorbeelden van bezoekerscentra in Nederland en België<br />
en gezamenlijke discussies zijn nieuwe inzichten ontstaan die hebben<br />
geleid tot de conclusie om geen nieuw bezoekerscentrum te<br />
ontwerpen, maar een andere invulling te geven aan entrees, onthaallocaties<br />
en centra.<br />
Bij de acties rondom publiek-private samenwerking was de samenwerking<br />
minder intensief omdat dit onderwerp een lokaal gebonden<br />
aanpak vereist. Voor de Biesbosch was de voorlichting van<br />
het Green Business Tourism Scheme van grote toegevoegde<br />
waarde bij het opstellen van de eigen kwaliteitscriteria. Tijdens het<br />
<strong>STEP</strong>-project is ook veel contact geweest met de opsteller van het<br />
Green Boat Mark in de Broads, dat in de Biesbosch heeft geleid tot<br />
een Green Key-keurmerk speciaal voor de botenverhuur.<br />
De bestuurders van de Polders van Kruibeke konden tijdens diverse<br />
<strong>STEP</strong>-excursies en activiteiten rekenen op de aanwezigheid van de<br />
Kruibeekse voorzitter van de lokale unie voor zelfstandigen en de<br />
schepen van toerisme en middenstand. De eerste resultaten van<br />
deze participatie uit zich in het ontstaan van een gloednieuwe<br />
ʻStuurgroep Toerismeʼ in 2013. Hierin zijn zowel de gemeente als<br />
een gidsenvereniging en ondernemers van Kruibeke vertegenwoordigd.<br />
“Het op de duurzame toeristische kaart zetten van de<br />
Polders en omgeving is de volgende stap,” zegt Stefaan Nollet van<br />
Waterwegen en Zeekanaal NV.<br />

the possibilities of organising and financing the management of<br />
the region differently. The old buildings in De Polders van Kruibeke<br />
will therefore be given a new appropriate use instead of being demolished.<br />
Many experiences were also exchanged between De Biesbosch<br />
and ANB on sustainable visitor centres. All four partners were working<br />
on the issue of the function and role of visitor centres anno<br />
2013. A workshop, a joint excursion to examples of visitor centres<br />
in the Netherlands and Belgium and joint discussions led to new insights<br />
which in turn led to the conclusion not to design a new visitor<br />
centre, but to provide entrances, reception sites and centres<br />
with a new role.<br />
With respect to the actions regarding public-private cooperation,<br />
the cooperation was less intensive because this issue does not require<br />
a locally-bound approach. For De Biesbosch, the information<br />
of the Green Business Tourism Scheme was of major added value<br />
in drawing up their own quality criteria. During the <strong>STEP</strong>-project,<br />
there was a lot of contact with the developers of the Green Boat<br />
Mark in the Broads which, in De Biesbosch, resulted in a Green<br />
Key quality mark especially for boat rentals.<br />
During the various <strong>STEP</strong>-excursions and activities, the administrators<br />
of De Polders van Kruibeke could count on the presence of<br />
Kruibeke's chairman of the local union for independent entrepreneurs<br />
and the alderman of tourism and the self-employed. The first<br />
results of this participation were expressed in the creation of a<br />
brand new ʻSteering Committee on Tourismʼ in 2013. Both the<br />
municipality and an association of guides and entrepreneurs of<br />
Kruibeke are represented in it. “Putting De Polders and their surroundings<br />
on the sustainable tourist map is the next step,” says<br />
Stefaan Nollet of Waterwegen en Zeekanaal NV.<br />
Waterwegen en Zeekanaal NV called in a designer to give the<br />
recreational infrastructure in the polders a characteristic and recognisable<br />
form. Stefan Schöning came up with the concept of<br />
the ‘time capsule’ as the house style for the layout of the area.<br />
This vision was applied in the design of all components of the<br />
small-scale infrastructure in order to arrive at a manual for a house<br />
style. The concrete of the water-engineering works of art is reflected<br />
in modern paving stones on which plants can grow, stairs on<br />
the dykes, the wide edges of the cobbled streets on which can<br />
be cycled and the info columns. The wood of the forests was<br />
translated into designs for bird-watching spots and duckboard<br />
paths. By placing these ‘time capsules’ at interesting historic locations<br />
in the polders visitors are catapulted back into time or<br />
forward into tomorrow.<br />

Communicatie<br />
Alle <strong>STEP</strong>-partners hebben intensief gecommuniceerd met stakeholders,<br />
ondernemers, gemeenten, natuurorganisaties en waterbeheerders<br />
over de acties binnen de thema’s duurzaam toerisme en<br />
bezoekersmanagement. Zij hebben gezorgd dat het thema duurzaam<br />
toerisme goed onder de aandacht is gekomen in de regionale<br />
kranten en soms ook in de nationale dagbladen. Er is zelfs een aantal<br />
regionale radio- en tv-uitzendingen aan het thema gewijd.<br />
Het thema publiek-private samenwerking heeft vooral veel ondernemers<br />
bereikt met de bijeenkomsten over verduurzaming van bedrijven,<br />
de informatiebijeenkomsten over de <strong>STEP</strong>-acties, de<br />
nieuwsbrieven en de aandacht die <strong>STEP</strong> in de lokale en regionale<br />
media heeft gekregen. De eindgebruikers, de inwoners in en<br />
rondom de gebieden en de toeristen zijn nu beter op de hoogte van<br />
de bezoekersmanagementacties en goed geïnformeerd over duurzame<br />
producten van de gebieden.<br />
De partners zijn tevreden over het bereik van de communicatieactiviteiten.<br />
De media hebben volop aandacht besteed aan het<br />
<strong>STEP</strong>-project, alhoewel de nadruk in de verschenen artikelen vooral<br />
lag op het lokale aspect ervan. Het blijkt lastig om de Europese dimensie<br />
goed voor het voetlicht te brengen. Lokale en regionale<br />
media zijn daar jammer genoeg ook vaak niet in geïnteresseerd.<br />
Gezamenlijke communicatie<br />
Het ontwikkelen van de <strong>STEP</strong>-huisstijl, de website (www.step-projects.eu),<br />
de online quiz, de ontwikkeling van de app en de introductie<br />
van de ‘park pals’ zijn acties geweest die de partners<br />
gezamenlijk hebben opgepakt.<br />
Estuary Trip Competition<br />
GEZAMENLIJK HOOGTEPUNT<br />
Win een reis naar een Europees natuurgebied! Dat was de prijs<br />
voor de winnaars van de online quiz die de drie <strong>STEP</strong>-gebieden in<br />
2012 organiseerden. De quiz bestond uit vragen over het landschap<br />
en de dieren die in de drie gebieden leven. Eén van de Britse winnaars,<br />
Lisa Howard, won een reisje voor twee personen naar Antwerpen<br />
en de Polders van Kruibeke en kwam enthousiast terug:<br />
“We voelen ons vereerd dat we één van de eerste toeristen zijn geweest<br />
die de Polders van Kruibeke mochten bezoeken.” Bijna vierhonderd<br />
mensen namen deel aan de online quiz en uit ieder land<br />
ontvingen twee personen een weekendje naar een van de natuurgebieden.<br />
“De quiz bleek een fantastisch informatiekanaal, die de<br />
deelnemers inleidde in de drie gebieden en hen nieuwsgierig<br />
maakte naar meer. De pers smulde van de persberichten over de<br />
eerste buitenlandse toeristen in de Polders van Kruibeke en ook de<br />
reacties van de winnaars zelf waren ronduit hartverwarmend,”<br />
aldus Stefaan Nollet van Waterwegen en Zeekanaal NV.<br />
JOINT HIGHLIGHT<br />
Communication<br />
All <strong>STEP</strong>-partners have communicated intensively with stakeholders,<br />
entrepreneurs, municipalities, nature conservation organisations<br />
and water managers regarding the actions within the themes<br />
of sustainable tourism and visitor management. They ensured that<br />
the theme of sustainable tourism was well exposed in the regional<br />
newspapers and sometimes also in the national newspapers. Even a<br />
number of regional radio and TV-broadcasts focused on the theme.<br />
The theme of public-private cooperation especially reached many entrepreneurs<br />
during the meetings on making companies more sustainable,<br />
the information gatherings on the <strong>STEP</strong>-actions, the<br />
newsletters and the attention <strong>STEP</strong> received in the local and regional<br />
media. The end users, the residents in and around the regions<br />
and the tourists are now better informed of visitor management actions<br />
and are well-informed of sustainable products of De Biesbosch<br />
and the Broads.<br />
The partners are satisfied with the reach of the communication activities.<br />
The media have spent much attention to the <strong>STEP</strong>-project, although<br />
the emphasis in the published articles was mainly on the local<br />
aspect of it. Highlighting the European dimension proves to be difficult.<br />
Unfortunately, local and regional media are often not really interested<br />
in this aspect.<br />
Joint communication<br />
The development of the <strong>STEP</strong>-house style, the website (www.stepprojects.eu),<br />
the online quiz, the development of the app and the introduction<br />
of the ‘park pals’ were actions that the partners initiated<br />
jointly.<br />
Estuary Trip Competition<br />
Win a trip to a European nature conservation area! That was the<br />
prize for the winners of the online quiz the three <strong>STEP</strong>-regions organised<br />
in 2012. The quiz consisted of questions about the landscape<br />
and the animals living in the three regions. One of the British<br />
winners, Lisa Howard, won a trip for two to Antwerp and De Polders<br />
van Kruibeke and returned home enthusiastically: “We feel<br />
honoured to be one of the first tourists who got to visit De Polders<br />
van Kruibeke.” Nearly four hundred people took part in the online<br />
quiz and from each country two people got to spend a weekend in<br />
one of the nature conservation areas. “The quiz proved to be a fantastic<br />
information channel, which introduced the participants to<br />
the three regions and made them curious for more. The press relished<br />
the press releases regarding the first foreign tourists in De<br />
Polders van Kruibeke and the reactions from the winners themselves<br />
were simply heart-warming,” says Stefaan Nollet of Waterwegen<br />
en Zeekanaal NV.<br />
Ranger-app<br />
GEZAMENLIJK HOOGTEPUNT<br />
Als duurzame vorm van communicatie en als alternatief voor allerlei<br />
informatiefolders en brochures werkten de partners samen aan<br />
een smartphone-toepassing die de naam ‘Ranger’ kreeg. Ranger<br />
bestaat uit drie gebiedseigen app’s: Broads Ranger, Biesbosch Ranger<br />
en Polder Ranger. De beheerders van de drie gebieden geven<br />
hun ‘Ranger’ een karakteristieke invulling door allerlei weetjes toe<br />
te voegen over natuur, duurzaamheid en geschiedenis. Bezoekers<br />
kunnen deze raadplegen, maar zelf ook informatie toevoegen. Hoe<br />
meer je bekijkt en quizt, hoe hoger je status; van ʻEnthousiastʼ tot<br />
een echter ʻRangerʼ! Delen van de verhalen die voor de ‘luisterstoelen’<br />
zijn gemaakt (zie pagina 37), kunnen ook via de Biesbosch<br />
Ranger-app worden opgeroepen.<br />

JOINT HIGHLIGHT<br />
Ranger-app<br />
As a sustainable form of communication and as an alternative for<br />
all kinds of information folders and brochures, the partners worked<br />
together on a smartphone-application that was given the name<br />
‘Ranger’. Ranger consists of three region-bound apps: Broads Ranger,<br />
Biesbosch Ranger and Polder Ranger. The managers of the<br />
three regions give their ‘Ranger’ region-specific content by adding<br />
all kinds of facts about nature, sustainability and history. Visitors<br />
can consult these, but they can also add information themselves.<br />
The more you watch and play the quiz, the higher your status; from<br />
ʻEnthusiastʼ to a real ʻRangerʼ! Parts of the stories made for the ‘listening<br />
chairs’ (see page 37), can also be accessed via De Biesbosch<br />

De Biesbosch is één van de weinige zoetwatergetijdengebieden<br />
van Europa. In deze delta van de Rijn en de Maas heeft het getij<br />
nog vrij spel. De Biesbosch is een avontuurlijk doolhof van<br />
rivieren, waterbekkens, wilgenbossen en grillige kreken. Het is<br />
een uitgestrekt foerageergebied voor talloze soorten watervogels,<br />
zoals kolganzen, zilverreigers, smienten en lepelaars. Door<br />
het eeuwenlang oogsten van biezen, riet en griendhout is de<br />
Biesbosch door mensen gevormd.<br />
Actieve bevers<br />
Overal in de Biesbosch zijn sporen van de bever, die <strong>hier</strong> alweer 25<br />
jaar vaste bewoner is. Varend door het gebied kom je beverburchten<br />
tegen en omgeknaagde bomen met duidelijke afdrukken van de<br />
tanden van bevers. De bever is vanaf 1826 tot 1988 niet meer gezien<br />
in Nederland. In de periode 1988 tot en met 1992 zette Staatsbosbeheer<br />
42 bevers uit in de Biesbosch. Inmiddels leven er zo’n<br />
driehonderd bevers in het gebied; de helft van de totale beverpopulatie<br />
van Nederland. De bevers hebben het duidelijk naar hun<br />
zin en zijn inmiddels het boegbeeld van het Nationaal Park De Biesbosch<br />
geworden. Op de website www.volgdebever.nl is het dagelijks<br />
leven van een beverfamilie online te volgen via drie webcams<br />
die in en om een beverburcht zijn geplaatst.<br />

on the rhythm<br />
of the tides<br />
De Biesbosch is one of Europe's few fresh water tidal areas. In<br />
this delta of the Rhine and the Meuse, the tide still has free play.<br />
De Biesbosch is an adventurous maze of rivers, water reservoirs,<br />
willow woods and whimsical creeks. It is an extensive foraging<br />
area for numerous species of water birds such as white-fronted<br />
geese, egrets, widgeons and spoonbills. Man has formed De Biesbosch<br />
through centuries of harvesting rushes, reed and wicker.<br />
Active beavers<br />
Across De Biesbosch, traces can be found of the beaver, which has<br />
been a permanent resident here for 25 years now. Sailing through<br />
the area you come across beaver dams and gnawed-down trees<br />
showing clear impressions of beavers' teeth. Between 1826 and<br />
1988, the beaver was no longer found in the Netherlands. In the period<br />
between 1988 and 1992, Staatsbosbeheer, the National Forest<br />
Service, reintroduced 42 beavers in De Biesbosch. There are now<br />
some three hundred beavers living in the area; half the total<br />
beaver population of the Netherlands. The beavers are clearly enjoying<br />
themselves and have become the figurehead of Nationaal<br />
Park De Biesbosch. The everyday life of a beaver family can be<br />
followed online at the website www.volgdebever.nl [follow the<br />
beaver] via three webcams placed in and around a beaver lodge.<br />

Parkschap Nationaal Park De Biesbosch<br />
Parkschap Nationaal Park De Biesbosch heeft als doel om de natuur<br />
en landschapswaarden in het nationale park en zijn omgeving te<br />
beschermen en om verschillende vormen van (duurzame) recreatie<br />
te ontwikkelen, faciliteren en beheren. De gemeenten Dordrecht,<br />
Sliedrecht, Werkendam en Drimmelen en de provincies Zuid-Holland<br />
en Noord-Brabant werken samen in het Parkschap Nationaal<br />
Park De Biesbosch. Tevens werken zij nauw samen met Staatsbosbeheer.<br />
Deelname <strong>STEP</strong><br />
De Biesbosch heeft besloten om deel te nemen aan het samenwerkingsprogramma<br />
<strong>STEP</strong>, vanwege de mogelijkheid om duurzaam<br />
toerisme naar een hoger plan te brengen. De grotere financiële<br />
slagkracht - door een aanzienlijke Europese subsidie - heeft kansen<br />
geboden om samen te werken met partners uit andere landen en<br />
gezamenlijk acties op te pakken en uit te voeren. Kennisoverdracht<br />
en inzichten in de aanpak van andere landen hebben gezorgd voor<br />
een grote toegevoegde waarde.<br />

De ondernemers in de Biesbosch waren zeer betrokken bij het uitvoeren<br />
van de <strong>STEP</strong>-acties. Het enthousiasme van de ondernemers<br />
heeft bijvoorbeeld geleid tot het ontstaan om het Beleef en Geef de<br />
Biesbosch Fonds (zie pagina 20) en zonder medewerking van de<br />
gastheren in het gebied was het nooit gelukt om individuele overeenkomsten<br />
af te sluiten.<br />
Parkschap Nationaal<br />
Park De Biesbosch<br />
The aim of Parkschap Nationaal Park De Biesbosch is to protect nature<br />
and landscape values in the national park and its surroundings<br />
and to develop, facilitate and manage various forms of (sustainable)<br />
recreation. The Municipalities of Dordrecht, Sliedrecht, Werkendam<br />
and Drimmelen and the provinces of Zuid-Holland and<br />
Noord-Brabant work together in Parkschap Nationaal Park De Biesbosch.<br />
They also work closely together with Staatsbosbeheer.<br />
Participation in <strong>STEP</strong><br />
De Biesbosch decided to participate in the <strong>STEP</strong> cooperation programme,<br />
because it offered the opportunity of raising sustainable<br />
tourism to a higher level. The larger financial clout – brought about<br />
by a substantial European subsidy –offered opportunities to work<br />
together with partners from other countries and to initiate and implement<br />
joint actions. Knowledge transfer and insights into the approach<br />
of other countries have ensured a large added value.<br />

The entrepreneurs in De Biesbosch were closely involved in implementing<br />
the <strong>STEP</strong>-actions. For instance, their enthusiasm resulted<br />
in the setting up of the Beleef en Geef De Biesbosch Fonds (see<br />
page 21) and without the cooperation of the ambassadors in the<br />
area, we would have never managed to seal individual contracts.<br />
Herkenbare hoofdpoorten<br />
HOOGTEPUNT<br />
Om de drie hoofdpoorten in de Biesbosch – de twee bezoekerscentra<br />
in Dordrecht en Drimmelen en het Biesboschmuseum in<br />
Werkendam – herkenbaarder te maken voor bezoekers als entreepoort<br />
van het nationaal park, is speciaal voor de Biesbosch een<br />
nieuwe huisstijl ontworpen met kegelvormige bakens en borden.<br />
De huisstijl is gebaseerd op de kenmerkende knaagsporen van bevers<br />
en ontworpen door het Belgische bureau Stefan Schöning Studio,<br />
die ook de huisstijl voor de Polders van Kruibeke ontwikkelde.<br />
De uitstraling is die van één nationaal park met behoud van eigen<br />
identiteit per hoofdpoort. Deze <strong>STEP</strong>-actie zorgt voor een sterke<br />
verbetering van de informatievoorziening aan bezoekers rond de<br />
hoofdpoorten. Ook de gastheren in de Biesbosch maken deel uit<br />
van de huisstijl: het landelijke gastheerschildje heeft in de Biesbosch<br />
een kegelvorm gekregen.<br />
Zonnepont Grienduil<br />
HOOGTEPUNT<br />
De elektrische zonnepont die in 2012 in de vaart werd genomen,<br />
draagt de naam ‘Grienduil’. De naam werd bedacht door één van<br />
de bezoekers aan de Biesbosch, die <strong>hier</strong>mee een avontuurlijk verblijf<br />
in de Ecolodge won. De pont verbindt het recreatiegebied De<br />
Hollandse Biesbosch met de rest van de Biesbosch. De Grienduil<br />
wordt ingezet om zowel wandelaars als fietsers te vervoeren.<br />
Elektrische oplaadpunten<br />
HOOGTEPUNT<br />
Het eerder uitgevoerde onderzoek naar de indeling van het gebied<br />
en het gebruik van het gebied door watersporters heeft als basis<br />
gediend om de behoefte voor elektrisch varen in kaart te brengen.<br />
De Biesbosch wil het duurzaam varen stimuleren en daarbij de watersporters<br />
faciliteren. Uit een verkenning bleek dat de gebruikers<br />
behoefte hebben aan een aantal oplaadstations. Tijdens het <strong>STEP</strong>-<br />

Recognisable main gates<br />
To make the three main gates in De Biesbosch – the two visitor<br />
centres in Dordrecht and Drimmelen and De Biesbosch museum in<br />
Werkendam – more recognisable for visitors as an entrance gate<br />
to the national park, a new house style was designed especially<br />
for De Biesbosch featuring cone-shaped beacons and signs. The<br />
house style is based on the characteristic gnawing impressions of<br />
beavers and was designed by the Belgian bureau Stefan Schöning<br />
Studio who also designed the house style for De Polders van Kruibeke.<br />
The image is that of one national park while retaining each<br />
main gate's own identity. This <strong>STEP</strong>-action ensures a solid improvement<br />
of the information provision to visitors around the main<br />
gates. The park ambassadors are also part of the house style:<br />
the ambassador sign has been given a conical shape in De Biesbosch.<br />
Grienduil solar-powered ferry<br />
The electric solar-powered ferry, which was put to use in 2012,<br />
bears the name ‘Grienduil’ [Wicker Owl]. The name was thought<br />
up by one of the visitors of De Biesbosch, who won an adventurous<br />
stay in the Ecolodge. The ferry connects the recreational area De<br />
Hollandse Biesbosch with the rest of De Biesbosch. The Grienduil<br />
is used to transport both hikers and cyclists.<br />
Electric charging points<br />
The study carried out previously into the layout of the area and the<br />
use of it by water sports enthusiasts served as a basis for identifying<br />
the need for electric powered boating. De Biesbosch wants to<br />
promote sustainable boating and thereby facilitate water sports<br />
enthusiasts. A survey showed that users have a need for a number<br />
of charging stations. During the <strong>STEP</strong>-project, three charging points<br />

project zijn er drie oplaadpunten in gebruik genomen en op vier<br />
andere locaties zullen na afloop van <strong>STEP</strong> nog oplaadpunten worden<br />
geplaatst. In de Broads is het netwerk van oplaadstations verder<br />
uitgebreid tijdens het <strong>STEP</strong>-project (zie pagina 51).<br />
Luisterstoelen<br />
HOOGTEPUNT<br />
De vier ‘luisterstoelen’ in het Biesboschcentrum Dordrecht, gemaakt<br />
van essenhout en hooglanderleer, zijn het resultaat van een<br />
opdracht aan afstuderende ontwerpers van de Design Academy in<br />
Eindhoven om de Biesbosch ‘fysiek en mentaal’ te ontsluiten. De<br />
‘luisterstoel’ is een ontwerp van Roland Pieter Smit die met zijn<br />
tentoonstelling ‘Biesboschverhalen anno nu’ de cultuurhistorie van<br />
de Biesbosch een persoonlijk gezicht wil geven. De veertig verhalen<br />
die tot nu toe voor de stoelen zijn opgenomen, gaan over het<br />
heden en verleden. Een boswachter vertelt bijvoorbeeld over ‘zijn’<br />
eikenboom en een inwoonster uit Dordrecht over haar vakanties in<br />
de Biesbosch als kind van griendwerkers. De verhalen zijn via<br />
touchscreens in de stoelen op te roepen en fragmenten ervan worden<br />
opgenomen in de Biesbosch Ranger-app voor de smartphone.<br />
Op deze manier kun je de verhalen beluisteren op de plek die erbij<br />

Vissershang in Hank. De andere ‘luisterstoel’ zal gaan<br />
rondreizen langs de gastheren in de Biesbosch.<br />
Green Key<br />
HOOGTEPUNT<br />
Green Key is een Europees duurzaamheidskeurmerk voor toeristisch-recreatieve<br />
bedrijven. Meer dan tien ondernemers in de Biesbosch<br />
hebben de Green Key-certificering behaald. Het gaat <strong>hier</strong>bij<br />
om concrete maatregelen voor het verminderen van gas-, wateren<br />
elektraverbruik en afval. Daarnaast is kennisontwikkeling en<br />
-deling en maatschappelijk verantwoord ondernemen een belangrijk<br />
onderdeel van Green Key. In opdracht van de Biesbosch ontwikkelde<br />
Stichting Keurmerk, Milieu, Veiligheid en Kwaliteit<br />
speciale Green Key-criteria voor bootverhuurbedrijven. De verwachting<br />
is dat dit jaar twee Biesboschbedrijven het Green Keykeurmerk<br />
voor bootverhuurbedrijven zullen behalen. De Green<br />
Key-certificering is vergelijkbaar met de in de Broads ontwikkelde<br />
Green Boat Mark.<br />

Listening chairs<br />
The four ‘listening chairs’ in Dordrecht's Biesbosch centre, made<br />
from ash wood and highlander leather, are the result of an assignment<br />
to graduating designers of the Design Academy in Eindhoven<br />
to open up De Biesbosch ‘physically and mentally’. The<br />
‘listening chair’ is a design by Roland Pieter Smit who wants to<br />
give his exhibition on ‘Contemporary Biesbosch tales’ describing<br />
the cultural history of De Biesbosch a personal character. The forty<br />
tales recorded for the chairs so far are about the present and the<br />
past. For instance, a Park warden tells about ‘his’ oak tree and a citizen<br />
of Dordrecht about her holidays in De Biesbosch as a wicker<br />
workers' child. The stories can be accessed via touch screens in<br />
the chairs and fragments of it will be included in De Biesbosch<br />
Ranger-app for the smartphone. This enables you to listen to the<br />
tales in a place that goes with it. Two extra listening chairs will be<br />
placed at the park ambassadors. One chair will be placed permanently<br />
in Café-restaurant Vissershang in Hank. The other listening<br />
chair will travel past the park ambassadors.<br />
Green Key<br />
Green Key is a European sustainability quality mark for touristrecreational<br />
businesses. Over ten entrepreneurs in De Biesbosch<br />
have obtained the Green Key-certification. It concerns taking<br />
concrete measures to reduce waste and the use of gas, water and<br />
electricity. Developing and sharing knowledge and corporate<br />
social responsibility are a key component of Green Key. On the<br />
instructions of De Biesbosch the Quality Mark Foundation for the<br />
Environment, Safety and Quality developed special Green Keycriteria<br />
for boat rental companies. This year, two Biesbosch-based<br />
companies are expected to obtain the Green Key quality mark for<br />
boat rental companies. The Green Key-certification is comparable<br />
to the Green Boat Mark developed in the Broads.<br />

In de oude polders van Kruibeke, Bazel en Rupelmonde in België<br />
wordt gewerkt aan een groot gecontroleerd overstromingsgebied:<br />
de Polders van Kruibeke. Dit gebied van 650 hectare<br />
combineert veiligheid (bescherming tegen toekomstige overstromingen),<br />
natuurontwikkeling (behoud van bestaande natuur,<br />
de ontwikkeling van waardevol getijdennatuur en het creëren<br />
van weidevogelgebieden) en recreatie (ontwikkeling van duurzaam<br />
toerisme). De Polders van Kruibeke zijn nog volop in aanleg,<br />
waarbij het eindbeeld bestaat uit een gevarieerd landschap<br />
van water, bos en weide en met veel duurzame recreatiemogelijkheden.<br />
Gecontroleerd overstromen<br />
Het overstromingsgebied zal twee keer per jaar onder water komen<br />
te staan; wanneer het springtij samenvalt met een extreme noordwesterstorm.<br />
Door het water te bergen in dit gebied daalt de kans<br />
op overstromingen in de Scheldevallei van eenmaal per 70 jaar naar<br />
eenmaal per 350 jaar. Door de huidige Scheldedijk af te graven,<br />
kan het Scheldewater het overstromingsgebied gecontroleerd binnenstromen.<br />
Een hoge ringdijk rond het gebied belet dat woongebieden,<br />
wegen en andere infrastructuur onder water lopen. Het<br />
water stroomt weer weg via speciale uitwateringsconstructies<br />
wanneer het water in de rivier weer voldoende gedaald is.<br />
De Polders van Kruibeke<br />
tidal nature<br />

In the old polders of Kruibeke, Bazel and Rupelmonde in Belgium,<br />
large controlled floodplains are being realised: De Polders<br />
van Kruibeke. This 650-hectare area combines safety (protection<br />
against future floods), developing nature (preservation of<br />
existing nature, developing valuable tidal nature and creating<br />
areas for grassland birds) and recreation (developing sustainable<br />
tourism). De Polders of Kruibeke are still under construction. The<br />
final image consists of a varied land-scape of water, forest and<br />
meadows with lots of sustainable possibilities for recreation.<br />
Controlled flooding<br />
The floodplains will be flooded twice a year; when spring tide coincides<br />
with an extreme north-western storm. By storing the water<br />
in this area, the odds of flooding in the Scheldt valley drop from<br />
once every 70 years to once every 350 years. By excavating the<br />
present Scheldt dyke, the water of the river Scheldt can flow into<br />
the floodplains in a controlled manner. A high ring-dyke around<br />
the area prevents residential areas, roads and other infrastructure<br />
from flooding. The water flows away again via special discharge<br />
constructions when the water in the river has dropped sufficiently.<br />

Trekpleister<br />
De Polders van Kruibeke zullen op alle andere dagen in het jaar een<br />
trekpleister zijn voor vissers, vogelliefhebbers, wandelaars en fietsers.<br />
Allerlei verharde en onverharde paden doorkruisen het gebied<br />
voor wandelaars en fietsers. Vogelliefhebbers kunnen in het<br />
gebied hun hart ophalen, want ruim een kwart van het gebied zal<br />
als weidevogelgebied worden ingericht. Vanuit de vele vogelkijkhutten,<br />
die staan langs de wandelpaden, hebben zij een goede kans om<br />
grutto’s, kieviten, gele kwikstaarten, scholeksters of tureluurs in het<br />
vizier te krijgen.<br />

Het Agentschap voor Natuur en Bos en Waterwegen en Zeekanaal<br />
NV werken samen aan de realisatie van de Polders van Kruibeke.<br />
Het Agentschap voor Natuur en Bos past zijn expertise toe voor de<br />
ontwikkeling van een waardevol natuur- en weidevogelgebied, slikken<br />
en schorren en herbebossing. Waterwegen en Zeekanaal NV<br />
is verantwoordelijk voor het ontwerp, de uitvoering en het beheer<br />
in het kader van de veiligheid. Samen werken zij aan de recreatieve<br />
ontsluiting van het gebied.<br />
Deelname <strong>STEP</strong><br />
Voor het Agentschap voor Natuur en Bos en Waterwegen en Zeekanaal<br />
NV was de keuze om in te stappen geen moeilijke. Door een<br />
samenwerking aan te gaan met de andere partners kan in een korte<br />
tijd veel meer bereikt worden en naar de beste oplossingen worden<br />
gezocht. De voordelen van het delen van kennis en ervaring, het<br />
combineren van resultaten van lokale en gezamenlijke studies en<br />
de financiële injectie zou alleen maar kunnen leiden tot een betere<br />
aanpak van het duurzaamheidsvraagstuk.<br />

Attraction<br />
On all other days in the year De Polders van Kruibeke will function<br />
as an attraction for anglers, bird-watchers, hikers and cyclists. All<br />
kinds of paved and unpaved paths traverse the area for hikers and<br />
cyclists. Bird-lovers can have a great time in the area, for over a<br />
quarter of the area will be laid out as grassland bird area. From the<br />
many bird-watching huts located along the footpaths they stand a<br />
good chance of spotting black-tailed godwits, lapwings, yellow<br />
wagtails, oystercatchers or redshanks.<br />

Agentschap voor Natuur en Bos and Waterwegen en Zeekanaal<br />
NV are working together on developing De Polders of Kruibeke.<br />
Agentschap voor Natuur en Bos applies its expertise to developing<br />
a valuable nature conservation and grassland bird area, mud flats,<br />
salt marshes and reforestation. Waterwegen en Zeekanaal NV is<br />
responsible for the design, implementation and management within<br />
the scope of safety. Together they are working on the recreational<br />
opening up of the area.<br />
Participation in <strong>STEP</strong><br />
For Agentschap voor Natuur en Bos and Waterwegen en Zeekanaal<br />
NV the choice of joining was not a hard one. By entering into<br />
cooperation with the other partners, much more can be achieved<br />
and the best solutions can be looked for in a short period of time.<br />
The advantages of sharing knowledge and experience, of combining<br />
results of local and joint studies and the financial injection<br />
could only result in a better approach of the issue of sustainability.<br />

van de relaties met de belanghebbenden in het gebied. Er is<br />
meer draagvlak bij de bevolking voor de ontwikkeling van de polders<br />
en ook ondernemers zien de samenwerkingsmogelijkheden<br />
die er voor hen zijn in het gebied. Allerlei communicatieactiviteiten<br />
zoals de Open Werfdagen, de workshops voor ondernemers en de<br />
werfwandelingen hebben <strong>hier</strong>aan bijgedragen.<br />
Opstellen van een<br />
bezoekersmanagementplan<br />
HOOGTEPUNT<br />
Waterwegen en Zeekanaal NV heeft binnen <strong>STEP</strong> een studie gedaan<br />
naar de integratie van een overstromings- en natuurgebied<br />
in haar omgeving en hoe er optimaal wordt omgegaan met het stijgend<br />
aantal bezoekers in een toeristische trekpleister. Uit de gehouden<br />
workshops voor de gemeente, omwonenden en diverse<br />
verenigingen kwamen ideeën en wensen naar voren die zijn meegenomen<br />
in het plan. Een belangrijke uitkomst van de studie was<br />
de aanduiding van vier onthaalzones (of poorten) om zo de toeristisch-recreatieve<br />
stromen te verdelen over alle polders. Op die<br />
manier wordt een overbelasting van de dorpen maar ook van de<br />
kwetsbare natuur vermeden. Een slim doordacht netwerk van<br />
paden en wegen laat de bezoeker op een duurzame wijze in het<br />
gebied zonder de ecologische draagkracht te overschrijden. De ondernemers<br />
van Kruibeke werden alvast geïnspireerd door de<br />
toeristische mogelijkheden die werden geformuleerd in de studie<br />
en verenigden zich met de gemeente in een werkgroep om zich<br />
voor te bereiden op het publiek openstellen van de Polders van<br />
Kruibeke!<br />

HIGHLIGHT<br />
The <strong>STEP</strong>-results were partly realised by improving the relationships<br />
with the interested parties in the area. There is more support<br />
among the population for the development of the polders and<br />
entrepreneurs also realise the possibilities for cooperation available<br />
to them in the area. All kinds of communication activities such<br />
as the Open Yard days, the workshops for entrepreneurs and the<br />
yard walks have also contributed to this.<br />
Drawing up a visitor<br />
management plan<br />
Waterwegen en Zeekanaal NV has carried out a study within <strong>STEP</strong><br />
into the integration of a flood and nature conservation area in its<br />
surroundings and how the rising number of visitors in a tourist attraction<br />
is dealt with optimally. From the workshops organised for<br />
the municipality, residents and various associations, ideas and<br />
wishes emerged which were included in the plan. A major outcome<br />
of the study was the indication of four reception zones (or gates) in<br />
order to divide the tourist-recreational flows across the entire polders.<br />
In this way a strain on the villages but also on the vulnerable<br />
nature will be avoided. A cleverly thought-out network of paths and<br />
roads provide the visitor sustainable access to the area without<br />
exceeding the ecological capacity. The entrepreneurs of Kruibeke<br />
were inspired by the tourist opportunities formulated in the study<br />
and united themselves with the municipality in a workgroup to prepare<br />
themselves for opening up De Polders van Kruibeke to the<br />
public!<br />

Het Agentschap voor Natuur en Bos schreef voor het ontwerp van<br />
een van de vier toegangspoorten van de Polders van Kruibeke een<br />
wedstrijd uit onder drie ontwerpteams. Het winnende ontwerp<br />
kwam van Achtergael Architecten, Antea Group, PROAP en Stefan<br />
Schöning Studio. Hun idee voor de poort is dat het modulair en<br />
flexibel is opgebouwd met onder andere een uitbreidbare pier.<br />
Daarnaast wordt er veel aandacht besteed aan buitenbelevingen en<br />
is het ontwerp goed geïntegreerd in de omgeving.<br />
Communicatieplan<br />
HOOGTEPUNT<br />
Het Agentschap voor Natuur en Bos wil met gerichte communicatieacties<br />
het maatschappelijk draagvlak voor de natuurontwikkeling<br />
in het Schelde-estuarium herstellen. Bedoeling is om voor de<br />
periode 2012-2016 het hele Schelde-estuarium positief in beeld te<br />
brengen. Niet alleen, maar samen met partners, de zogenaamde<br />
‘Scheldespreekbuizen’, die nu al actief werken rond de Schelde.<br />
De voorgestelde communicatieacties vergroten het bewustzijn van<br />
de intrinsieke waarde van de biodiversiteit in de Schelderegio en<br />
stimuleren duurzame recreatie en toerisme.<br />

In de Polders van Kruibeke wordt door het Agentschap voor Natuur<br />
en Bos de nieuwe huisstijl toegepast binnen de aanleg van<br />
het multifunctionele natuurgebied Kortbroek. In het gebied worden<br />
twee visvijvers, een rietveld en wandelpaden aangelegd. Eén<br />
vijver kan gebruikt worden door de lokale visclubs. Er worden ook<br />
steigers voorzien voor mindermobiele vissers. De andere vijver krijgt<br />
een natuurlijke inrichting, zodat er verschillende biotopen kunnen<br />
ontstaan. Rondom de vijvers komen een wandelpad, een avontuurlijk<br />
pad met stapstenen, een speelweide en diverse vogeluitkijkposten,<br />
amfibieënpoelen en een zwaluwrand.<br />
Alle toeristische belanghebbenden van de gemeentelijke toeristische<br />
dienst tot Toerisme Vlaanderen zijn via de gehouden workshops<br />
betrokken geweest bij het opstellen van een visie op de<br />
toeristische marktwaarde van de Polders van Kruibeke. Ook zijn<br />
workshops georganiseerd om ondernemers uit Kruibeke warm te<br />
maken voor de economische potenties die ontstaan door de aanleg<br />
van het natuurgebied in de achtertuin. Een van de sprekers was<br />
een uitbater van een taverne uit Reusel (Nederland). Zijn succes is<br />
mede te danken aan de arrangementen en activiteiten die hij kan<br />
aanbieden vanwege de ligging in een natuurgebied.<br />

Preliminary design<br />
of the entrance<br />
For the design of one of the four access points to De Polders van<br />
Kruibeke, Agentschap voor Natuur and Bos organised a contest<br />
among three design teams. The winning design was submitted by<br />
Achtergael Architecten, Antea Group, PROAP and Stefan Schöning<br />
Studio. Their idea for the entrance was that it had to be built up modularly<br />
and flexibly and had to include an expandable jetty. In addition,<br />
much attention was paid to outside experiences and the<br />
design was well integrated in its surroundings.<br />
Communication plan<br />
By means of targeted communication actions, Agentschap voor<br />
Natuur en Bos wants to restore social support for the development<br />
of nature in the Scheldt estuary. The idea is to positively portray<br />
the entire Scheldt estuary for the period 2012-2016. Not alone, but<br />
together with partners, the so-called ‘Scheldt spokesmen’, who are<br />
already actively operating around the river Scheldt. The proposed<br />
communication actions raise the awareness of the intrinsic value<br />
of the biodiversity in the Scheldt region and stimulate sustainable<br />
recreation and tourism.<br />

recreational infrastructure<br />
In De Polders van Kruibeke, the new house style is applied by<br />
Agentschap voor Natuur en Bos within the development of the<br />
multifunctional Kortbroek nature conservation area. In the area,<br />
two fishponds, a reed marsh and footpaths are being constructed.<br />
One pond can be used by the local fishing clubs. Jetties will also<br />
be provided for less mobile anglers. The other pond will be given a<br />
natural layout allowing for various biotopes to emerge. A footpath,<br />
an adventurous path with stepping stones, a playing field and<br />
various bird observation huts, amphibian pools and a swallow<br />
round will be constructed around the ponds.<br />
Workshops on visitor<br />
management<br />
All tourist stakeholders of the municipal tourist department for<br />
Flanders Tourism were involved through the workshops in drawing<br />
up a vision on the tourist market value of De Polders van Kruibeke.<br />
Workshops were also organised to make entrepreneurs from Kruibeke<br />
enthusiastic with respect to the economic potential created<br />
with the construction of the nature conservation area in the backyard.<br />
One of the speakers was an owner of a tavern from Reusel,<br />
the Netherlands. He owes his success partly to the package deals<br />
and activities he can offer because of the location in a nature conservation<br />

waterland<br />
De Broads, lid van de nationale parkenfamilie in Groot-Brittannië,<br />
is hét betoverende ‘wetland’ van Groot-Brittannië; een uniek<br />
landschap dat sinds de middeleeuwen door veenontginning door<br />
mensen is gevormd. Het gebied bestaat uit vijf rivieren en 63<br />
door riet omzoomde kleine meren (Broads).<br />
Uitgestrekt vaargebied<br />
Als vaargebied is de Broads erg populair door de combinatie van<br />
natuurschoon en rust. Het is zeer uitgestrekt (303 km2 ) en beslaat<br />
meer dan tweehonderd kilometer aan waterwegen zonder sluizen,<br />
variërend van kleine geïsoleerde meren tot grote wateroppervlakten.<br />
Zij zijn een toevluchtsoord voor een schat aan zeldzame planten<br />
en dieren zoals otters en woelmuizen maar ook vogels zoals de<br />
roerdomp en de grootste vlinder van Groot-Brittannië, de Koninginnenpage,<br />
die nergens anders in Groot-Brittannië voorkomt. Vele<br />
delen van dit unieke gebied zijn aangewezen als internationaal belangrijk<br />
gebied voor flora en fauna.<br />
Broads Authority<br />
De Broads Authority is een overheidsinstelling die verantwoordelijk<br />
is voor het beheer, de promotie en de planning van het gebied. Ook<br />
het onderhoud van waterwegen is een taak van de Broads Authority.<br />
De organisatie krijgt een derde van de totale inkomsten uit heffingen<br />
op boten. Samen met Broads Tourism (ondernemers) zorgt<br />

Britain’s magical<br />
waterland<br />
The Broads, a member of the family of national f parks in Great-<br />
Britain, is the largest protected wetland in the UK; a unique<br />
landscape that has been shaped by man working hand in hand<br />
with nature (through peat digging) since the middle ages. The<br />
area is made up of five main rivers and 63 reed-fringed broads<br />
(small lakes), and it is very well suited for boating but also for<br />
walking.<br />
Extensive sailing area<br />
The Broads is very popular as a sailing area because of the combination<br />
of natural beauty and calm waters. It is very extensive and<br />
covers 303 square kilometres, with over two hundred kilometres of<br />
lock-free waterways. It serves as a refuge for a wealth of rare plants<br />
and animals such as otters and voles, but also birds such as the<br />
bittern and Britain's largest butterfly, the swallowtail, which is not<br />
found anywhere else in the UK. Many parts of this unique area<br />
have been designated as internationally key areas for flora and<br />
fauna.<br />

Resultaten in de Broads<br />
Het Parkschap Nationaal Park De Biesbosch heeft de Broads Authority<br />
benaderd om mee te doen aan het samenwerkingsverband<br />
<strong>STEP</strong>. De Broads Authority zag veel gezamenlijke aanknopingspunten<br />
en toegevoegde waarde in het samen optrekken om duurzame<br />
thema’s aan te pakken.<br />
De Broads Authority heeft in de Broads de volgende resultaten met<br />
<strong>STEP</strong> behaald:<br />

Tijdens de uitvoering van het <strong>STEP</strong>-project heeft de Broads Authority<br />
de banden met de toeristische ondernemers in het gebied stevig<br />
aangehaald. Door deze publiek-private samenwerking zijn veel<br />
successen behaald zoals het opstellen van de criteria voor het<br />
Green Boat Mark, het promoten van het merk ‘The Broads’, de<br />
website ‘Enjoy the Broads’ en de invoering van het ‘Love the<br />
Broads’-fonds.<br />
Enjoy The Broads<br />
HOOGTEPUNT<br />
De nieuwe huisstijl van de Broads is ontwikkeld in samenwerking<br />
met de ondernemers in het gebied (zie pagina 21). Hiermee is het<br />
gehele ondernemersnetwerk nieuw leven ingeblazen. Een van de<br />
belangrijkste huisstijluitingen is de nieuwe toeristische website<br />
www.enjoythebroads.com. Op deze website kan de bezoeker zich<br />

The Broads Authority is a government institution in charge of the<br />
management, promotion and planning of the area. Maintaining<br />
waterways is also a task of the Broads Authority. The organisation<br />
receives a third of its total income from levies on boats, and this is<br />
ring-fenced for the maintenance of the navigation. Together with<br />
Broads Tourism (entrepreneurs) the Broads Authority oversees the<br />
monitoring and improvement of the quality of the tourist product<br />
and the joint marketing of the region.<br />
Participation in <strong>STEP</strong><br />
Parkschap Nationaal Park De Biesbosch approached the Broads<br />
Authority to join the <strong>STEP</strong> partnership. The Broads Authority noticed<br />
many common reference points and added value in joining forces<br />
to tackle sustainable themes.<br />
Results in the Broads<br />
The Broads Authority in the Broads achieved the following results<br />

During the implementation of the <strong>STEP</strong>-project, the Broads Authority<br />
has firmly tightened the bonds with the tourist entrepreneurs<br />
in the area. Because of this public-private cooperation, many successes<br />
were realised, such as the drawing up of the criteria for the<br />
Green Boat Mark, the promotion of the Broads’ brand, the website<br />
‘Enjoy the Broads’ and the introduction of the ‘Love the Broads’fund.<br />

‘Love the Broads’-fonds<br />
HOOGTEPUNT<br />
De Broads Authority heeft samen met Broads Tourism een fonds<br />
opgezet waarbij bezoekers een kleine financiële bijdrage kunnen<br />
leveren aan het behoud van de omgeving, educatie en duurzame<br />
projecten in het gebied. Via het ‘Love the Broads’-fonds kunnen de<br />
bezoekers het gebied ‘de liefde verklaren’ door iets extra’s te betalen<br />
op de huur van een fiets of boot, via de horeca of gewoon<br />
door geld in een speciale donatiedoos te stoppen.<br />
Elektrische oplaadpunten<br />
HOOGTEPUNT<br />
De Broads Authority heeft het netwerk van elektrische oplaadpunten<br />
uitgebreid met zes nieuwe oplaadpunten. In totaal zijn er nu<br />
achttien oplaadpunten langs de vaarroutes in de Broads. Elektrisch<br />
varen - als onderdeel van duurzaam varen - wordt sterk gestimuleerd<br />
in de Broads. Via de website van het gebied is een informatiefolder<br />
te downloaden waarop staat aangegeven waar de<br />
oplaadpunten zijn en hoe de watersporters ze kunnen gebruiken.<br />
Ook in de Biesbosch zijn tijdens het <strong>STEP</strong>-project oplaadpunten gerealiseerd.<br />

Green Boat Mark<br />
HOOGTEPUNT<br />
In juni 2011 lanceerde de Broads Authority samen met Broads Tourism<br />
en het Green Tourism Business Scheme, de nieuwe Green Mark<br />
accreditatie voor ecovriendelijke vakantiemotorjachten. In de Biesbosch<br />
is tijdens het <strong>STEP</strong>-project een soortgelijk systeem ontwikkeld<br />
(zie pagina 37).<br />
Het bootverhuurbedrijf Norfolk Broads Direct uit de Broads was de<br />
eerste in Groot-Brittannië die het keurmerk toegekend heeft ge-<br />

Broads Branding Initiative<br />
The Britain’s Magical Waterland brand for the Broads was developed<br />
in cooperation with the tourism business community in the area (see<br />
page 21). This has breathed new life into Broads Tourism. Closely linked<br />
to this is the new tourist website www.enjoythebroads.com.<br />
On this website, the visitor can be inspired by the area, download<br />
brochures about it and discover much information for accommodation,<br />
boating, things to do and places to visit.<br />
‘Love the Broads’-visitor<br />
payback initiative<br />
Together with Broads Tourism and the Broads Trust, the Broads<br />
Authority has set up a visitor payback scheme allowing visitors to<br />
make a small financial contribution to the preservation of the surroundings,<br />
education and sustainable projects in the area.<br />
Through the ‘Love the Broads’ initiative visitors can help to protect<br />
the places that they love to visit by donating a small amount<br />
on top of the rent of a bicycle or boat, through the cost of a meal<br />
or accommodation or simply by putting money in a special donations<br />
box.<br />
Electric charging points<br />
The Broads Authority has expanded the network of electric charging<br />
points by six new charging points. In total, there are now<br />
eighteen charging points along the sailing routes in the Broads. As<br />
part of sustainable boating, electrically powered boating is strongly<br />
promoted in the Broads. Via the area's website, an information<br />
folder can be downloaded which indicates the location of the<br />
charging points and how boaters can use them. In De Biesbosch<br />
charging points were also realised during the <strong>STEP</strong>-project (see<br />
page 35).<br />

Bruce Hanson van de Broads Authority aan de BBC over het belang<br />
van het keurmerk. Inmiddels hebben drie bootverhuurbedrijven<br />
het Green Boat Mark gehaald voor (een deel van) hun<br />
verhuurvloot.<br />
Green Destination Guide<br />

De Green Destination Guide is een platform om de Broads op een<br />
innovatieve manier te presenteren aan allerlei nieuwe bezoekers.<br />
De ‘gids’ bestaat uit de vernieuwde Broads-website www.enjoythebroads.com,<br />
een papieren brochure en een Enjoy the Broadsapp<br />
voor smartphones. De app promoot ook alle ‘groene’<br />
ondernemers in het gebied. Alle informatie uit de Green Destination<br />
Guide van de Broads staat ook op de website voor ecotoeristen in<br />
Groot-Brittannië, www.greentraveller.co.uk.<br />
Broads Wildlife Explorer<br />
HOOGTEPUNT<br />
Bezoekers kunnen op centrale punten in de Broads via een computerprogramma<br />
op een touchscreen honderden korte en langere<br />
films bekijken over de aanwezige flora en fauna. Het doel van de<br />
Broads Wildlife Explorer is te laten zien dat de Broads hét natuurgebied<br />
in Groot-Brittannië is waar de meeste zeldzame en beschermde<br />
planten- en diersoorten leven. De touchscreens worden<br />
veel gebruikt door zowel kinderen als volwassenen.<br />
Aanlegplaatsen bij<br />
Dutch Tea Gardens<br />
HOOGTEPUNT<br />
Bij de Dutch Tea Gardens van Oulton Broad zijn nieuwe aanlegplaatsen<br />
gerealiseerd voor waterrecreanten. Bezoekers kunnen hun<br />
boot midden in dit afgelegen gebied aanleggen en <strong>hier</strong> overnachten.<br />
Door de plaatsing van drijvende pontons kunnen boten aanleggen<br />
zonder dat de oevers worden aangetast.<br />

Green Boat Mark<br />
In June 2011, the Broads Authority, in partnership with Broads<br />
Tourism and the Green Tourism Business Scheme, launched the<br />
new Green Boat Mark accreditation for eco-friendly holiday motor<br />
cruisers. A similar system was also developed in De Biesbosch during<br />
the <strong>STEP</strong>-project (see page 37).<br />
The Norfolk Broads Direct boat hire company from the Broads was<br />
the first in Great Britain to be awarded the eco mark for its most<br />
sustainable fleet. “Sustainability is of major importance for us and<br />
our aim is to make the Broads the most sustainable boating destination<br />
in Europe. “The Green Boat Mark is a major step forward in<br />
our positioning”, says Bruce Hanson of the Broads Authority to the<br />
BBC on the importance of the quality mark. Three boat rental companies<br />
have now obtained the Green Boat Mark for all or a part of<br />
their rental fleets.<br />
Green Destination Guide<br />
The Green Destination Guide is a platform to present the Broads in<br />
an innovative manner to all kinds of new visitors.<br />
The ‘guide’ is made up of the renewed Broads-website<br />
www.enjoythebroads.com, a paper brochure and an Enjoy the<br />
Broads-app for smartphones. The app also promotes ‘green’ entrepreneurs<br />
in the region. The information from the Green Destination<br />
Guide to the Broads is also on the website for eco-tourists<br />
in Great Britain, www.greentraveller.co.uk.<br />
Broads Wildlife Explorer<br />
At central locations in the Broads, visitors can watch hundreds of<br />
short and longer films about the flora and fauna in the region via<br />
a computer programme on a giant touch screen. The aim of the<br />
Broads Wildlife Explorer is to show the public that the Broads is<br />
the Nature Capital of the UK with the largest concentration of rare<br />
species in the whole country. The touch screens are very popular<br />
with both children and adults.<br />
Mooring places at the<br />
Dutch Tea Gardens<br />
At the Dutch Tea Gardens, near Oulton Broad, new moorings have<br />
been created so that boats can moor in this remote area and can<br />
spend the night there. By placing floating pontoons boats can moor<br />
without damaging the banks.<br />

Dit boek over duurzaam toerisme vroeg ook om een duurzame<br />
aanpak in de realisatie ervan. Daarom is dit boek gedrukt met<br />
biologisch afbreekbare inkten. Het gekozen papier voor de<br />
omslag is gemaakt van 100% gerecycled materiaal. Het papier<br />
voor het binnenwerk, van het merk GaiaKraft, is boomvrij en<br />
gemaakt van mineraalpoeder (CaCO3) met een klein percentage<br />
niet giftige hars.<br />
Bij de productie van GaiaKraft zijn geen water of bleekmiddelen<br />
gebruikt en de uitstoot van CO2 is 80% minder dan bij de<br />
productie van gewoon papier. Doordat het papier geen inkt<br />
absorbeert, gebruikt GaiaKraft circa 25% minder inkt dan<br />
houtpulp papier. Daarnaast is GaiaKraft onder invloed van<br />
zonlicht afbreekbaar en volledig te recyclen. Bij verbranding<br />
komen geen schadelijke gassen vrij. GaiaKraft is Cradle-to-<br />
Cradle gecertificeerd.<br />
Voor de ontwikkeling van dit boek is samengewerkt met een<br />
lokaal gevestigd creatief bureau voor tekst, concept en<br />
vormgeving en voor het drukwerk is gekozen voor een lokaal<br />
gevestigde drukkerij.<br />

This book on sustainable tourism also required a sustainable<br />
approach in its production. That is why this book was printed<br />
using biodegradable inks. The paper chosen for the cover is<br />
made of 100% recycled material. The paper for the contents, of<br />
the brand GaiaKraft, is tree-free paper and is made of mineral<br />
powder (CaCO3) with a small percentage of non-toxic resin.<br />
No water or bleaching agents were used in the production of<br />
GaiaKraft and the CO2 emission is 80% less than in the<br />
production of conventional paper. As the paper does not absorb<br />
any ink, GaiaKraft uses about 25% less ink than paper<br />
made from wood pulp. In addition, GaiaKraft is degradable<br />
under the influence of sun light and fully recyclable. No toxic<br />
gases are released when incinerated. GaiaKraft is Cradle-to-<br />
Cradle certified.<br />
For the development of this book, we cooperated with a locally<br />
established creative firm for text editing, concept and design<br />
and a locally established printing company was picked for<br />
printing.<br />
