The number <strong>of</strong> scientists/technicians was significantly increased in related areas. Each year, <strong>the</strong><br />
government staff are sent to <strong>the</strong> o<strong>the</strong>r countries in term <strong>of</strong> capacity building in PGRFA c<strong>on</strong>servati<strong>on</strong><br />
and sustainable utilizati<strong>on</strong>. Case in point, CARDI has a str<strong>on</strong>g collaborati<strong>on</strong> in both regi<strong>on</strong>al and<br />
internati<strong>on</strong>al level to streng<strong>the</strong>n <strong>the</strong> capacity <strong>of</strong> staffs to improve <strong>the</strong> skills <strong>of</strong> gene bank<br />
management, germplasm collecti<strong>on</strong>, characterizati<strong>on</strong> and evaluati<strong>on</strong>, have been improved during<br />
<strong>the</strong> last 10 years.<br />
There are no courses specifically <strong>on</strong> PGR c<strong>on</strong>servati<strong>on</strong> and utilizati<strong>on</strong> in universities and colleges in<br />
Cambodia. Never<strong>the</strong>less, due to inadequate budget and training facilities, both training/educati<strong>on</strong><br />
quality and quantity remain insufficient to meet <strong>the</strong> actual requirements for well educated and<br />
trained staff in PGRFA. To partly overcome this problem, staffs have been encouraged to take<br />
opportunities to study abroad. However, as already menti<strong>on</strong>ed, <strong>the</strong>re is an important shortage <strong>of</strong><br />
well-trained staff for implementing successfully all <strong>the</strong> activities necessary for <strong>the</strong> country's<br />
PGRFA c<strong>on</strong>servati<strong>on</strong> and sustainable use.<br />
Activity Area 20: Promoting Public Awareness <strong>of</strong> <strong>the</strong> Value <strong>of</strong> <strong>Plan</strong>t Genetic<br />
Resources for Food and Agriculture C<strong>on</strong>servati<strong>on</strong> and Use<br />
Increasing public awareness is c<strong>on</strong>servati<strong>on</strong> imperative, particularly in countries with rapid and<br />
large-scale genetic erosi<strong>on</strong>. The public in general is not always aware <strong>of</strong> <strong>the</strong> effects <strong>of</strong> PGRFA <strong>on</strong><br />
<strong>the</strong> ec<strong>on</strong>omy and <strong>the</strong> envir<strong>on</strong>ment, and <strong>on</strong> <strong>the</strong> urgent and critical need for <strong>the</strong>ir c<strong>on</strong>servati<strong>on</strong>. This<br />
can be alleviated by popular audio-visual presentati<strong>on</strong>, as well as educati<strong>on</strong>. Communicati<strong>on</strong>s and<br />
c<strong>on</strong>sultati<strong>on</strong>s are <strong>the</strong> dual means <strong>of</strong> increasing public awareness and appreciati<strong>on</strong> <strong>of</strong> <strong>the</strong> needs and<br />
benefits <strong>of</strong> c<strong>on</strong>servati<strong>on</strong> <strong>of</strong> PGRFA.<br />
Under <strong>the</strong> project “Capacity Building and Enhanced Regi<strong>on</strong>al Collaborati<strong>on</strong> for <strong>the</strong><br />
C<strong>on</strong>servati<strong>on</strong> and Sustainable Use <strong>of</strong> <strong>Plan</strong>t Genetic Resource in Asia” (GCP/RAS/240/JPN),<br />
workshops and training course were organized and significantly c<strong>on</strong>tributed to promoting public<br />
awareness in <strong>the</strong> country for PGRFA c<strong>on</strong>servati<strong>on</strong> and sustainable use. Also, 3 000 copies <strong>of</strong><br />
brochures have been published for distributi<strong>on</strong> and disseminati<strong>on</strong> to all stakeholders.<br />
Never<strong>the</strong>less, limited public awareness remains a great c<strong>on</strong>straint to most PGRFA activities. The<br />
main cause for this is <strong>the</strong> limited effort and c<strong>on</strong>cern spent for community trainings and awareness<br />
rising. Very limited number <strong>of</strong> forums have been organized <strong>on</strong> <strong>the</strong> related issues, and no trainings at<br />
all <strong>of</strong>fered to farmers and communities; up to now most <strong>of</strong> <strong>the</strong> awareness raising activities was<br />
carried out under projects funded by foreign d<strong>on</strong>ors, <strong>the</strong>re is no sustainable and str<strong>on</strong>g nati<strong>on</strong>al<br />
projects for this aspect. Also, very few informati<strong>on</strong>, educati<strong>on</strong> and communicati<strong>on</strong> (IEC) materials<br />
were produced and introduced/distributed to <strong>the</strong> public. Moreover, <strong>the</strong> PGR issues have rarely been<br />
menti<strong>on</strong>ed <strong>on</strong> both <strong>the</strong> central and local governmental mass communicati<strong>on</strong> channels.<br />
Inadequate study and use <strong>of</strong> indigenous knowledge for PGRFA c<strong>on</strong>servati<strong>on</strong> is ano<strong>the</strong>r important<br />
issue. This is not <strong>on</strong>ly problematic for public awareness rising, but in many cases also an obstacle<br />
for implementati<strong>on</strong> <strong>of</strong> many o<strong>the</strong>r activities, as already menti<strong>on</strong>ed before.<br />
