identified.<br />

2. IMPLEMENTATION PHASE<br />

The implementati<strong>on</strong> phase's activities involved organizati<strong>on</strong> <strong>of</strong> nati<strong>on</strong>al SH meetings and<br />

workshops, data ga<strong>the</strong>ring, compilati<strong>on</strong>, analysis and developing <strong>the</strong> Cambodian <str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA<br />

website. The activities <strong>of</strong> <strong>the</strong> implementati<strong>on</strong> phase were undertaken as follows.<br />

1.1 The First Stakeholder Meeting<br />

The first stakeholder meeting was held at CARDI <strong>on</strong> June 2010 and aimed to discuss <strong>the</strong> GPA<br />

objectives and review <strong>the</strong> 20 priority activity areas <strong>of</strong> GPA with relevant SHs. In total, 21<br />

participants representing 8 different and relevant instituti<strong>on</strong>s attended <strong>the</strong> meeting. The roles and<br />

resp<strong>on</strong>sibilities <strong>of</strong> stakeholder for <strong>the</strong> <str<strong>on</strong>g>NISM</str<strong>on</strong>g> establishment were also defined.<br />

The meeting was moderated by Mr. Ty Channa, deputy director <strong>of</strong> CARDI and Nati<strong>on</strong>al Focal<br />

Point (NFP) <strong>of</strong> <strong>the</strong> project. Mr. Mom Sovanna, IT Specialist and Mr. Thorng Ra, Assistant to<br />

Project facilitated <strong>the</strong> meeting. The significance <strong>of</strong> <str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA and its objectives were introduced<br />

to <strong>the</strong> SHs with emphasized <strong>on</strong> <strong>the</strong> 20 priority activity areas <strong>of</strong> <strong>the</strong> GPA and key SHs involved. In<br />

additi<strong>on</strong>, <strong>the</strong> types <strong>of</strong> informati<strong>on</strong> (indicators, reporting format, and guideline for <strong>the</strong> nati<strong>on</strong>al<br />

process), comm<strong>on</strong> tables, and computer applicati<strong>on</strong> were presented to SHs during <strong>the</strong> meeting.<br />

Moreover, <strong>the</strong> resp<strong>on</strong>sibilities <strong>of</strong> SHs were defined and discussed am<strong>on</strong>g SHs and <strong>the</strong>y agreed to<br />

establish <strong>the</strong> <str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA. They require benefits when taking part in <strong>the</strong> <str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA project and<br />

sub-agreements should be approved by instituti<strong>on</strong>s or head <strong>of</strong> instituti<strong>on</strong>s with <strong>the</strong> NFP. In this case,<br />

<strong>the</strong> head <strong>of</strong> instituti<strong>on</strong>s appoint a staff member to work with <strong>the</strong> NFP.<br />

In order to measure <strong>the</strong> capacity and available facilities <strong>of</strong> each SHs for <str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA establishment,<br />

a questi<strong>on</strong>naire for <strong>the</strong> 20 priority activity areas was translated into Khmer and provided to <strong>the</strong><br />

participants to answer. Based <strong>on</strong> <strong>the</strong> results obtained, needs <strong>of</strong> SHs were identified and appropriate<br />

acti<strong>on</strong>s taken to assist <strong>the</strong> SHs to ga<strong>the</strong>r and compile data and informati<strong>on</strong> were refined, including<br />

direct individual training for SHs <strong>on</strong> <strong>the</strong> use <strong>of</strong> <strong>the</strong> computer s<strong>of</strong>tware.<br />
