I. INTRODUCTION<br />

On 7 July 2002 <strong>the</strong> Royal Government <strong>of</strong> Cambodia accepted <strong>the</strong> Internati<strong>on</strong>al Treaty <strong>on</strong> <strong>Plan</strong>t<br />

Genetic Resources for Food and Agriculture, which was approved by <strong>the</strong> FAO C<strong>on</strong>ference at its 31 st<br />

sessi<strong>on</strong> in November 2001 pursuant to its Article 26 and undertook to abide by its provisi<strong>on</strong>s.<br />

<strong>Plan</strong>t genetic resources (PGR) are c<strong>on</strong>sidered an important part <strong>of</strong> cultural heritage, nati<strong>on</strong>al identity<br />

and resources. PGR are <strong>the</strong> basis for food security and safety. The Internati<strong>on</strong>al Treaty <strong>on</strong> <strong>Plan</strong>t<br />

Genetic Resources for Food and Agriculture (ITPGRFA) is <strong>the</strong>refore crucial for <strong>the</strong> sustainable<br />

c<strong>on</strong>servati<strong>on</strong> <strong>of</strong> plant genetic resources’ and food security. For this reas<strong>on</strong>, <strong>the</strong> government is<br />

actively engaged in addressing issues such as: The development <strong>of</strong> plant varieties that can be<br />

adapted to different tastes and growing c<strong>on</strong>diti<strong>on</strong>s; How to elaborate a system where <strong>the</strong> richness <strong>of</strong><br />

nature may be used for research and breeding programs; Adaptati<strong>on</strong> <strong>of</strong> crops to changing<br />

envir<strong>on</strong>ments and <strong>the</strong> challenges <strong>of</strong> increasing food producti<strong>on</strong>.<br />

The Royal Government <strong>of</strong> Cambodia is a committed to participating in <strong>the</strong> internati<strong>on</strong>al processes<br />

with <strong>the</strong> aim <strong>of</strong> sustainable development, germplasm c<strong>on</strong>servati<strong>on</strong> and sustainable use <strong>of</strong> genetic<br />

resources. To this end Cambodia is a C<strong>on</strong>tracting Country to <strong>the</strong> “Internati<strong>on</strong>al Treaty <strong>on</strong> <strong>Plan</strong>t<br />

Genetic Resources for Food and Agriculture” since this is also closely related to <strong>the</strong> fulfillment <strong>of</strong><br />

<strong>the</strong> UN Millennium Development Goals.<br />

The project “Capacity Building and Enhanced Regi<strong>on</strong>al Collaborati<strong>on</strong> for <strong>the</strong> C<strong>on</strong>servati<strong>on</strong><br />

and Sustainable Use <strong>of</strong> <strong>Plan</strong>t Genetic Resource in Asia” (GCP/RAS/240/JPN) is implemented<br />

by <strong>the</strong> FAO Regi<strong>on</strong>al Office for <strong>the</strong> Asia and <strong>the</strong> Pacific. The project funded by <strong>the</strong> government <strong>of</strong><br />

Japan aims (1) to promote <strong>the</strong> implementati<strong>on</strong> <strong>of</strong> <strong>the</strong> twenty priority activity areas <strong>of</strong> <strong>the</strong> GPA for<br />

<strong>the</strong> c<strong>on</strong>servati<strong>on</strong> and sustainable utilizati<strong>on</strong> <strong>of</strong> PGRFA; and (2) to c<strong>on</strong>tribute to <strong>the</strong> establishment <strong>of</strong><br />

a c<strong>on</strong>tinuing m<strong>on</strong>itoring framework <strong>of</strong> <strong>the</strong> GPA implementati<strong>on</strong> at nati<strong>on</strong>al and regi<strong>on</strong>al levels and<br />

a mechanism for ga<strong>the</strong>ring and sharing informati<strong>on</strong>, as well as for priority setting for GPA<br />

implementati<strong>on</strong>.<br />

The Cambodian Agricultural Research and Development Institute (CARDI) became <strong>the</strong> project<br />

member after signing <strong>of</strong> an LOA between CARDI and Food and Agriculture <strong>of</strong> United Nati<strong>on</strong><br />

(FAO) <strong>on</strong> November 17, 2009. The purpose <strong>of</strong> <strong>the</strong> project is to streng<strong>the</strong>n capacity and<br />

collaborati<strong>on</strong> <strong>on</strong> PGRFA, and particularly instituti<strong>on</strong>alizing regular updating <strong>of</strong> Nati<strong>on</strong>al<br />

Informati<strong>on</strong> Sharing Mechanism <strong>of</strong> <strong>Global</strong> <strong>Plan</strong> <strong>of</strong> Acti<strong>on</strong> (<str<strong>on</strong>g>NISM</str<strong>on</strong>g>-GPA) PGRFA database which is<br />

<strong>the</strong> main m<strong>on</strong>itoring mechanism <strong>of</strong> <strong>the</strong> GPA. The project activities are aimed to support Cambodia<br />
