AN OVERVIEW OF THE <strong>INSTITUTE</strong>'S HISTORY The International Student Leadership Institute was founded in October of 1982 with the intention of providing instruction and training to students with leadership potential in the United States Department of Defense Schools (DoDDS) in the Germany-South Region. During the spring of 1981, student council sponsors expressed concern about the lack of leadership skills in student councils across the Germany-South Region. These concerns were voiced to the Regional Office and Mr. George A. Grantham, Social Studies Coordinator, was asked to devise a plan to remedy the situation. Having success with another training program for students the year before, Mr. Grantham contacted Ms. Ingeborg Burck, Foreign Language and Intercultural Coordinator also with DoDDS. With Ms. Burck's input, the two planned the first International Student Leadership Institute held at the Fliegerhorst Erding, outside Munich, in the spring of 1982. From the very onset, this Institute was designed to be international. The United States schools in Germany operate in an international community and therefore, it was decided that any leadership training should prepare students to function as leaders in that same world atmosphere. Schools from the partner North Atlantic Treaty Organization countries of Canada, France, and Germany were to be invited. The first Institute was held at Erding with 70 participants from grades 7-11. At the 1982 Institute, a program was devised to elect a Board of Regents to act as the faculty for the coming year's Institute. The first Board consisted of one teacher and three students from the DoDDS-Germany South schools, and one teacher and one student each from the Canadian Forces schools, the French Forces schools, and a Gymnasium from Ulm. Future Institutes continued to utilize a Board and by 1984, the Board had been expanded to 15 members. After months of research and numerous discussions, it was decided that the best structure for the Institute would be an organizational systems model developed by Dr. James Cribbin. This facilitated the structuring of information into thirteen systems that function in all organizations, at all times. By training students in these systems, one could be reasonably assured that student leaders would possess the information they would need to manage and lead in any situation and any organization whether it be school or business. The first curriculum based on these organizational systems was developed during 1982- 83 and was used at the 1983 Institute held at Erding. In that year, the number of participants was increased to 100 and selection was limited to grades 9-11. In 1984, the United States Department of Defense Schools Germany merged and the Institute was moved from Erding to the Jugendgästehaus at Oberwesel am Rhein. The program developed in 1982 continued to be used. The number of participants was increased to 150 with four nations participating. attended. In 1987, the Institute joined with the Mershon Center at the Ohio State University to develop a new book to be used at the Institute. The Cribbin's book was too much related to business and a book was needed which reflected problems student leaders encountered during their school year. The Cribbin's book would continue to be used as a supplemental text. This publication was piloted in the fall of 1989. In conjunction with this program, the international Student Issues Forum was added as part of the 1988 agenda. In 1989, Dutch participants joined the Institute and were added to the 1990 Board. In 1990, lessons reflected the material found in Dr. Woyach's book, Preparing for Leadership: A Guide to Leadership in the Global Age for Young Adults. Also that year, a delegation from Sweden participated in the annual session bringing the number of nations represented to six. In 1991, a Swedish member was added to the Board. In 1992, the first Polish delegation attended the Institute and the first Polish regent was added to the 1994 Board. In 1995, the first Danish delegation joined the Institute and the first Danish regent was added to the 1996 Board. In 1996 the first Latvian delegation took part in the Institute and in 1997 we had the first Latvian regent. The same year, schools from Belgium and Finland participated for the first time. In 1998 we had a Belgian and a Finnish regent. In 2000 we had two new countries; the Czech Republic and Estonia. In 2001, we had the first Hungarian school and the first regents from the Czech Republic and Estonia. Finally, from those who have once served as regent or delegate in the past, to those presently attending, and to those in the future, we thank you all for a very rich tradition of excellence that continues on at ISLI.
