Bonding: Bonding: The municipality may borrow money through bonding to pay <strong>for</strong> acquisitions. Money from the Open<br />
Space Fund can be used as a down payment and can cover the debt service over time. Bonds require voter<br />
approval and can impair the tax credit of the municipality.<br />
Installment Installment Purchases: Purchases: The <strong>Township</strong> can contract with a landowner to purchase a piece of property over time.<br />
The property owner receives the purchase price incrementally and typically interest due on the balance.<br />
Donation: Donation: Donation of land to the municipality can provide a potential tax reduction to a private property<br />
owner. The <strong>Township</strong> may wish to consider working with a nonprofit land trust, such as the New Jersey<br />
Natural Lands Trust, to reach out to landowners in the <strong>Township</strong> that hold sensitive environmental lands or<br />
lands within designated greenways and discuss with them the general tax advantages of donations, bargain<br />
sales and conservation easements.<br />
Long Long-Term Long<br />
Term Lease: The <strong>Township</strong> may wish to consider long-term lease arrangements with private landowners<br />
that may not wish to transfer ownership. The <strong>Township</strong> already uses this arrangement with the <strong>Cherry</strong> <strong>Hill</strong><br />
Public School District <strong>for</strong> use of the recreation facilities at both public high schools in the <strong>Township</strong>.<br />
Grant Grant Funding: Funding: Funding: A number of grants are available to the <strong>Township</strong> to acquire open space and create recreation<br />
opportunities including, but not limited to:<br />
NJDEP Green Acres Program provides low interest (2%) loans and grants to municipal and county<br />
governments to acquire open space and develop outdoor recreation facilities. For municipalities that have<br />
completed an Open Space and Recreation <strong>Plan</strong>, Green Acres provides grant funding and low-interest loans<br />

NJDEP Recreation Trails Program Grants are made available to develop and maintain trail facilities across<br />
the state. The program is funded through the Federal Highway Trust Fund.<br />

NJDOT Transportation Enhancement Funds can be used <strong>for</strong> the creation of trails <strong>for</strong> bikes and pedestrians<br />

Education Education and and and Outreach<br />
Outreach<br />
Promoting public knowledge of recreation and open space values and needs in the community is an important<br />
endeavor <strong>for</strong> the <strong>Township</strong>. Education and outreach starts with this plan and the public involvement process<br />
that has gone into creating this plan. The <strong>Township</strong>’s Recreation Department also works diligently to promote<br />
the usage of our open space and recreation parcels by <strong>Township</strong> residents. Increased usage generally leads<br />
to a better understanding of the need <strong>for</strong> open space and the importance of its protection.<br />
Partnering with local non-profit land preservation organizations to help increase outreach and education<br />
activities may be something the <strong>Township</strong> may consider. These organizations focus on outreach regarding the<br />
need to preserve open space and provide recreational opportunities and are well-versed in the benefits of<br />
open space <strong>for</strong> the community as a whole, particularly in regard to land values and public health benefits of<br />
utilizing open space.<br />
The <strong>Township</strong> may also consider working closely with the <strong>Cherry</strong> <strong>Hill</strong> Public School District to promote<br />
education at the elementary and high schools, and encourage the use of <strong>Township</strong> open space <strong>for</strong><br />
educational purposes.<br />
