III. PREVENTIVE AND MONITORING ASPECTS OF RAGGING AT UNIVERSITY LEVEL<br />
A monitor<strong>in</strong>g cell shall be constituted at University level, directly function<strong>in</strong>g<br />
under the ‘Registrar’ to coord<strong>in</strong>ate with the constituents of the University. The<br />
cell shall call for reports from the Directors/Heads of the colleges <strong>in</strong> regard to the<br />
<strong>ac</strong>tivities of the ‘<strong>Anti</strong>‐<strong>Ragg<strong>in</strong>g</strong> Committees’, and the compliance with <strong>in</strong>structions<br />
on various ragg<strong>in</strong>g preventive measures, <strong>in</strong>cidents and the manner <strong>in</strong> which the<br />
same are dealt with. The constitution of the cell is as under<br />
i) Dean Students’ Welfare<br />
ii) One Director nom<strong>in</strong>ated by the Vice Chancellor<br />
iii) Chief Proctor<br />
iv) Chief Warden or one warden nom<strong>in</strong>ated by the Vice Chancellor<br />
v) Registrar – Member Secretary and FIP<br />
At least one member of the committee shall be a female member.<br />
The first three months of the college <strong>in</strong> e<strong>ac</strong>h <strong>ac</strong>ademic session are very critical for<br />
‘ragg<strong>in</strong>g’ and hence anonymous random surveys, <strong>ac</strong>ross first year students shall<br />
be carried out at regular <strong>in</strong>tervals, dur<strong>in</strong>g first three months, at all the colleges of<br />
the University, to verify and check, whether the campus is <strong>in</strong>deed free from<br />
‘ragg<strong>in</strong>g’.<br />
This cell should also keep itself abreast of the decisions of Hon’ble Courts, Centre<br />
and State Governments, regulatory bodies <strong>in</strong> the higher education etc. on anti‐<br />
ragg<strong>in</strong>g measures. Fortnightly meet<strong>in</strong>g of the cell with the Heads of Institutions<br />
shall be held dur<strong>in</strong>g the first three months and thereafter as when needed to<br />
ensure strict compliance of the orders issued.<br />
All colleges at the entrance po<strong>in</strong>t shall also have compla<strong>in</strong>t cum suggestion boxes<br />
which shall be opened by the Head of the Institution on a daily basis for the first<br />
three months after admission and thereafter at regular <strong>in</strong>tervals for any<br />
compla<strong>in</strong>t/suggestion received.<br />
IV. PROCEDURAL AND PUNITIVE ASPECTS OF ‘RAGGING’<br />
(A) First Information Persons (FIPs)<br />
i) E<strong>ac</strong>h college and/or the University should nom<strong>in</strong>ate, ‘First Information<br />
Persons’ (FIPs) at beg<strong>in</strong>n<strong>in</strong>g of e<strong>ac</strong>h <strong>ac</strong>ademic year. These persons should<br />
provide first <strong>in</strong>stance <strong>in</strong>tervention <strong>in</strong> case of any compla<strong>in</strong>t of ‘ragg<strong>in</strong>g’.<br />
The FIP shall be the Registrar <strong>in</strong> case of the University and the admission<br />
coord<strong>in</strong>ator <strong>in</strong> case of the colleges. The constitution of the <strong>Anti</strong>‐ragg<strong>in</strong>g<br />
committee is as under<br />
