MINUTES OF REGULAR MEETING OF THE BOARD OF EDUCATION OF 

SPARTA COMMUNITY SCHOOL DISTRICT #140 

RANDOLPH COUNTY, ILLINOIS, 

HELD AT LINCOLN MIDDLE SCHOOL 

IN SAID SCHOOL DISTRICT AT 7:00 P.M. 

ON THE 21 st DAY OF MAY 2012 

The regular meeting was called to order at 7:00 p.m. by President Todd Brooks and upon the roll 

being called, Todd Brooks and the following members of the Board of Education answered 

present: Stephanie Bernardoni, Don Outten, Wayne Roberts, Greg Valleroy, Dana Weber and 

Allen Wilson. Absent: none. Others present were Superintendent Larry Beattie, Recording 

Secretary Tina Witherby, Principals Scott Beckley, Dennis Hall, Ryan McClellan and Laura 

Woodworth, and members of the faculty, community and press (County Journal and Sparta 

Journal.) 

Board President Brooks led everyone in the Pledge of Allegiance. 

Dana Weber moved, Wayne Roberts seconded to approve the minutes of the April 16, 2012, 

regular meeting as presented. Roll call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, 

Weber, Wilson and Brooks. Nays: none. Motion carried. 

Stephanie Bernardoni moved, Wayne Roberts seconded to approve the Bills, Payroll, Cash Flow 

and Fund Balances as presented. Roll call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, 


The next regular board meeting is scheduled for June 18, 2012, at 7 p.m. at Lincoln Middle 

School. 

Mr. Beattie reported that Teacher Larry Stork and the Skills USA students have removed the 

bleachers from Lincoln Middle School. The new bleachers should be installed May 29, 2012. 

The Sparta High School softball field is uneven. A discussion was held regarding the complex 

south of town. Either softball field will need work done. 

Teacher Amy Juhl gave a presentation on the “Read Live” program. It covers fluency, 

comprehension, vocabulary, projecting and retelling. Primary Attendance Center had a 60-day 

trial for 30 students. Students, parents and teachers really liked the program and saw 

improvement in the students’ reading.

Williams as Head Boys’ Basketball Coach at Sparta High School effective April 23, 2012. Roll 

call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, Weber, Wilson and Brooks. Nays: 

none. Motion carried. 

Wayne Roberts moved, Stephanie Bernardoni seconded to accept the retirement request of Karen 

Sheely as Teacher at Lincoln Middle School effective at the end of the 2011-2012 school year.

Wayne Roberts moved, Stephanie Bernardoni seconded to approve the bid from Quivey 

Sanitation of Sparta, Illinois, in the amount of $830 per month for daily trash services for the 

district for the 2012-2013 school year. Roll call vote. Yeas: Bernardoni, Outten, Roberts, 

Valleroy, Weber, Wilson and Brooks. Nays: none. Motion carried. 

Wayne Roberts moved, Stephanie Bernardoni seconded to approve the bid from Paper 101 in the 

amount of $25.04 per case for copier paper for the district for the 2012-2013 school year. Roll 



Cross-Country at Evansville Attendance Center was discussed. Costs would include entry fees, 

busses and the stipend. The stipend would have to be agreed upon by the Sparta Education 

Association.


Wayne Roberts moved, Stephanie Bernardoni seconded to adopt Policy #7:180 Preventing 

Bullying, Intimidation and Harassment and Policy #7:305 Student Athlete Concussions and Head 

Injuries as presented. Roll call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, Weber, 

Wilson and Brooks. Nays: none. Motion carried. 

The first reading was held for Educational Support Policies: #5:300 Schedules and Employment 

Year, #5:310 Compensatory Time-Off and #5:320 Evaluation. 

Rosette Clay addressed the Board of Education to update them on disturbing things she read on 

Facebook. She wanted the administration to be aware of it so a racial confrontation could be 

avoided. 

With no other public comment requests for open session, the meeting continued. 

Stephanie Bernardoni moved, Wayne Roberts seconded to enter into executive session at 7:35 

p.m. to discuss items related to specific employee performance/hiring and legal matters. Roll

p.m. Roll call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, Weber, Wilson and Brooks.

Stephanie Bernardoni moved, Greg Valleroy seconded to approve the executive session minutes 

as presented for the April 16, 2012, meeting. Roll call vote. Yeas: Bernardoni, Outten, Roberts, 

Valleroy, Weber, Wilson and Brooks. Nays: none. Motion carried. 

Stephanie Bernardoni moved, Don Outten seconded to employ Lynda Loesing as a 10-month 

Assistant Principal at Sparta High School for the 2012-2013 school year with a one-year contract 

and a starting salary of $50,000. Roll call vote. Yeas: Bernardoni, Outten, Roberts, Valleroy, 


Stephanie Bernardoni moved, Greg Valleroy seconded to employ Jonathan Mueth as a full-time 

Teacher for the District for the 2012-2013 school year subject to and contingent upon successful 

completion of a criminal history background check, physical and drug screening along with 

proper certification and highly qualified status. Roll call vote. Yeas: Bernardoni, Outten, 

Roberts, Valleroy, Weber, Wilson and Brooks. Nays: none. Motion carried.

Director at Sparta High School for the 2012-2013 school year. Roll call vote. Yeas:

carried. 

Stephanie Bernardoni moved, Greg Valleroy seconded to employ Shelley Nurnberger as Kids 

Club Coordinator at Evansville Attendance Center for 2.92 hours per day at $12 per hour for the 

2012-2013 school year subject to and contingent upon successful completion of a criminal 

history background check, physical and drug screening. Roll call vote. Yeas: Bernardoni, 

Outten, Roberts, Valleroy, Weber, Wilson and Brooks. Nays: none. Motion carried. 

Board Member Don Outten asked why there were two people hired for the Athletic Director 

position at Sparta High School. Dave Peck was approved during the extra-curricular 

recommendations and then Rich Williams was also approved. 

Mr. Peck is retiring in the middle of the school year. He will train Mr. Williams. 

Stephanie Bernardoni moved, Greg Valleroy seconded to employ Jessica Schmierbach as Kids 

Club Supervisor at Evansville Attendance Center for 2.92 hours per day at $8.25 per hour for the 

2012-2013 school year subject to and contingent upon successful completion of a criminal 

history background check, physical and drug screening. Roll call vote. Yeas: Bernardoni, 

Outten, Roberts, Valleroy, Weber, Wilson and Brooks. Nays: none. Motion carried.
