Landslides at Karnaprayag: Another Uttarkashi in the making?

lands support over 40 species of n<strong>at</strong>ive<br />
fish and many n<strong>at</strong>ive aqu<strong>at</strong>ic plants, <strong>in</strong>clud<strong>in</strong>g<br />
<strong>the</strong> rare Oryza rufipogon, a wild<br />
species of rice. The habit<strong>at</strong>s th<strong>at</strong> <strong>the</strong>se<br />
wetlands offer are <strong>the</strong> result of a delic<strong>at</strong>e<br />
transition between terrestrial ecosystems<br />
and <strong>the</strong> totally aqu<strong>at</strong>ic, e.g. lakes. Transitional<br />
wetlands are f<strong>in</strong>e-tuned to <strong>the</strong> annual<br />
p<strong>at</strong>terns of ra<strong>in</strong> and drought, and<br />
easily lose <strong>the</strong>ir ecological <strong>in</strong>tegrity if<br />
<strong>the</strong> depth and flow of w<strong>at</strong>er are altered.<br />
The 400 reservoirs th<strong>at</strong> <strong>the</strong> project envisages,<br />
will def<strong>in</strong>itely alter <strong>the</strong> ecological<br />
<strong>in</strong>tegrity of wetlands locally.<br />
Moreover, stagn<strong>at</strong>ion of w<strong>at</strong>er due to<br />
<strong>the</strong> build<strong>in</strong>g of reservoirs has favoured<br />
<strong>the</strong> spread of lake-adapted alien species<br />
such as <strong>the</strong> tilapia throughout <strong>the</strong> country<br />
<strong>in</strong> less than 50 years. Studies <strong>in</strong> lakes of<br />
Rajasthan have revealed th<strong>at</strong> 60–70% of <strong>the</strong><br />
fish biomass <strong>in</strong> such w<strong>at</strong>ers can be of tilapia<br />
9 . In South Africa, aggressive species<br />
of fishes, <strong>in</strong>clud<strong>in</strong>g Austroglanis<br />
scl<strong>at</strong>eri, Barbus aeneus, Clarias gariep<strong>in</strong>us<br />
and Labeo capensis have been accidentally<br />
transported through <strong>the</strong> <strong>in</strong>terbas<strong>in</strong><br />
transfer of w<strong>at</strong>er. These are now a<br />
thre<strong>at</strong> to <strong>the</strong> local species 10 .<br />
The African c<strong>at</strong>fish (Clarias gariep<strong>in</strong>us)<br />
is <strong>at</strong> present <strong>in</strong>troduced and widely<br />
cultured <strong>in</strong> India. P<strong>at</strong>hological studies<br />
have shown th<strong>at</strong> <strong>the</strong> species is more<br />
prone to be a carrier of bacterial <strong>in</strong>fections<br />
than <strong>the</strong> n<strong>at</strong>ive Clarias b<strong>at</strong>rachus.<br />
Eighteen species of <strong>in</strong>fectious bacteria<br />
have been isol<strong>at</strong>ed from <strong>the</strong> African c<strong>at</strong>fish<br />
as aga<strong>in</strong>st three <strong>in</strong> <strong>the</strong> n<strong>at</strong>ive Indian<br />
species of c<strong>at</strong>fish 9 . Major carps (C<strong>at</strong>la<br />
c<strong>at</strong>la, Labeo rohita and Cirrh<strong>in</strong>us mrigala)<br />
th<strong>at</strong> are found throughout south India<br />
are those th<strong>at</strong> have been <strong>in</strong>troduced<br />
from north Indian rivers. These carps<br />
were earlier known to hydridize only <strong>in</strong><br />
aquaculture 4 . The existence of n<strong>at</strong>ural<br />
hybrids of L. rohita and L. calbasu has<br />
been recently confirmed <strong>in</strong> Indian w<strong>at</strong>ers 9 .<br />
Aga<strong>in</strong>st this backdrop, <strong>the</strong> plan to <strong>in</strong>terl<strong>in</strong>k<br />
major Indian rivers has to be put<br />
through more serious ecological scrut<strong>in</strong>y.<br />
The N<strong>at</strong>ional Bureau of Fish Genetic Resources<br />
had <strong>in</strong>iti<strong>at</strong>ed a programme to<br />
conserve fish genetic resources throughout<br />
<strong>the</strong> country. As part of this <strong>in</strong>iti<strong>at</strong>ive,<br />
two fish sanctuaries have been identified<br />
<strong>in</strong> northwest India 9 . However, <strong>the</strong> gre<strong>at</strong>est<br />
diversity of Indian fishes lies <strong>in</strong> <strong>the</strong><br />
south and locally <strong>in</strong> <strong>the</strong> Western Gh<strong>at</strong>s.<br />
L<strong>in</strong>k<strong>in</strong>g <strong>the</strong> rivers th<strong>at</strong> flow out of <strong>the</strong>se<br />
hills with <strong>the</strong> o<strong>the</strong>r pen<strong>in</strong>sular and north<br />
Indian rivers without rigorous evalu<strong>at</strong>ion<br />
of <strong>the</strong> ecological impacts can prove disastrous<br />
not only to <strong>the</strong> fish, but also to<br />
<strong>the</strong> many <strong>in</strong>tric<strong>at</strong>ely l<strong>in</strong>ked biotic processes<br />
th<strong>at</strong> have evolved over <strong>the</strong> past<br />
hundred of millions of years 11 . Ecologists<br />
please arise. We cannot be sleep<strong>in</strong>g<br />
policemen!<br />

<strong>Landslides</strong> <strong>at</strong> <strong>Karnaprayag</strong>: <strong>Ano<strong>the</strong>r</strong> <strong>Uttarkashi</strong> <strong>in</strong> <strong>the</strong> mak<strong>in</strong>g?<br />
A sudden change <strong>in</strong> <strong>the</strong> slope profile,<br />
particularly by landslides, has often produced<br />
disastrous results <strong>in</strong> <strong>the</strong> Himalayan<br />
valleys. This phenomenon has been <strong>in</strong>vestig<strong>at</strong>ed<br />
thoroughly 1 . The <strong>Uttarkashi</strong> landslide<br />
of 2003 had caused widespread<br />
damage <strong>in</strong> many parts of <strong>the</strong> township 2 .<br />
Prelim<strong>in</strong>ary signs of landslid<strong>in</strong>g have been<br />
observed by <strong>the</strong> author <strong>in</strong> <strong>the</strong> vic<strong>in</strong>ity of<br />
<strong>Karnaprayag</strong> township, Chamoli district,<br />
Uttaranchal th<strong>at</strong> has <strong>the</strong> potential of turn<strong>in</strong>g<br />
<strong>in</strong>to ano<strong>the</strong>r <strong>Uttarkashi</strong> <strong>in</strong> <strong>the</strong> near<br />
future. The small township of <strong>Karnaprayag</strong><br />
is situ<strong>at</strong>ed <strong>at</strong> a height of 788 m <strong>at</strong> <strong>the</strong><br />
confluence of Alaknanda and P<strong>in</strong>dar rivers<br />
on <strong>the</strong> Haridwar–Badr<strong>in</strong><strong>at</strong>h N<strong>at</strong>ional<br />
Highway-58. Field <strong>in</strong>vestig<strong>at</strong>ions have<br />
revealed th<strong>at</strong> some localities of <strong>the</strong> town,<br />
viz. Upper Bazar locality above <strong>Karnaprayag</strong>–Simli<br />
road, Kotwali and Police<br />
Colony and parts of Bhergaon above<br />
<strong>Karnaprayag</strong>–Nauti road south of P<strong>in</strong>der<br />
river are highly vulnerable to landslide<br />
hazard (Figure 1).<br />
A transl<strong>at</strong>ional debris rock slide has<br />
developed <strong>in</strong> <strong>the</strong> immedi<strong>at</strong>e downslope<br />
of Upper Bazar locality <strong>in</strong> <strong>Karnaprayag</strong>.<br />
The period 2002–2004 has witnessed upslope<br />
extension of this slid<strong>in</strong>g activity. In<br />
2002, <strong>the</strong> active slide scarp was about<br />
20 m away from <strong>the</strong> residential area of<br />
Upper Bazar, but dur<strong>in</strong>g <strong>the</strong> ra<strong>in</strong>y season<br />

<strong>in</strong> 2003, <strong>the</strong> head-ward shift of <strong>the</strong> slide<br />
scarp had brought this slide zone to as<br />
close as 10 m of <strong>the</strong> residential area just<br />
above (Figure 2 a). This area is already<br />
show<strong>in</strong>g evidence of gradual subsidence<br />
such as visible cracks on <strong>the</strong> road and<br />
build<strong>in</strong>gs, some of which even show<br />
slight tilt<strong>in</strong>g. In <strong>the</strong> event of fur<strong>the</strong>r upslope<br />
extension of <strong>the</strong> slide scarp, <strong>the</strong><br />
immedi<strong>at</strong>e upslope area of Upper Bazar<br />
can experience rapid subsidence (Figure<br />
2 a). Several build<strong>in</strong>gs, <strong>in</strong>clud<strong>in</strong>g 18<br />
houses, a temple and a mosque <strong>in</strong> <strong>the</strong><br />
Upper Bazar locality are <strong>at</strong> high risk as<br />
<strong>the</strong>se are immedi<strong>at</strong>ely above <strong>the</strong> head<br />
scarp of <strong>the</strong> active slide zone.<br />

<strong>Ano<strong>the</strong>r</strong> transl<strong>at</strong>ional debris slide has<br />
developed <strong>in</strong> <strong>the</strong> downslope of Kotwali<br />
and Police Colony locality just above <strong>the</strong><br />
<strong>Karnaprayag</strong>–Nauti road. The head-ward<br />
expansion of <strong>the</strong> slide zone may result <strong>in</strong><br />
<strong>the</strong> subsidence of <strong>the</strong> area. Fur<strong>the</strong>r upslope<br />
of Kotwali area is <strong>the</strong> Bhergaon locality,<br />
loc<strong>at</strong>ed just below a rockfall zone,<br />
which has been witness<strong>in</strong>g occasional<br />
fall<strong>in</strong>g of large boulders (Figure 2 b).<br />
About 20 families are <strong>at</strong> risk here.<br />
An old debris flowslide exists along a<br />
nala th<strong>at</strong> jo<strong>in</strong>s <strong>the</strong> P<strong>in</strong>dar river <strong>in</strong> <strong>the</strong><br />
immedi<strong>at</strong>e upstream of <strong>the</strong> Alaknanda–<br />
P<strong>in</strong>der confluence. The Nagar Panchay<strong>at</strong><br />
office th<strong>at</strong> is loc<strong>at</strong>ed below this old slide<br />
debris as well as some hotels and commercial/residential<br />
complexes of P<strong>in</strong>dar<br />
Valley Colony are vulnerable to debris<br />
flow any time <strong>in</strong> <strong>the</strong> near future. In <strong>the</strong><br />
nor<strong>the</strong>rn part of <strong>Karnaprayag</strong> town, Gandhi<br />
Nagar locality on <strong>the</strong> nor<strong>the</strong>rn bank<br />
of P<strong>in</strong>der river and Shakti Nagar on <strong>the</strong><br />
eastern bank of Alaknanda are also vulnerable<br />
to landslides. So is <strong>the</strong> Ira-Badhani<br />
village towards <strong>the</strong> sou<strong>the</strong>astern extremity<br />
of Nagar Panchay<strong>at</strong> <strong>Karnaprayag</strong><br />
(Figure 1), where a primary school build<strong>in</strong>g<br />
has been abandoned s<strong>in</strong>ce 2001 because<br />
of <strong>the</strong> damage caused by landslides.<br />
In addition, some houses are also witness<strong>in</strong>g<br />
tilt<strong>in</strong>g and subsidence <strong>in</strong> Kafaldali<br />
Tok and parts of Majhera Tok <strong>in</strong> <strong>the</strong><br />
Ira-Badhani village.<br />
The area under <strong>in</strong>vestig<strong>at</strong>ion forms a<br />
part of <strong>the</strong> Garhwal Group of rocks compris<strong>in</strong>g<br />
Hariyali quartzite (or Chamoli<br />
quartzite) and <strong>Karnaprayag</strong> metavolcan-<br />

ics th<strong>at</strong> have been subjected to three<br />
phases of tectonic deform<strong>at</strong>ions. Sou<strong>the</strong>rly<br />
plung<strong>in</strong>g <strong>Karnaprayag</strong> anticl<strong>in</strong>e was<br />
developed dur<strong>in</strong>g <strong>the</strong> second phase of<br />
tectonic movements. The anticl<strong>in</strong>al axis<br />
passes through west of <strong>Karnaprayag</strong> and<br />
its nosal part is trunc<strong>at</strong>ed by North Almora<br />
Thrust. The nor<strong>the</strong>rn limb of <strong>the</strong><br />
anticl<strong>in</strong>e is offset by <strong>the</strong> Alaknanda Fault<br />
which extends to Kaleshwar <strong>in</strong> <strong>the</strong> east<br />
and <strong>the</strong>reafter takes a sou<strong>the</strong>rly turn east<br />
of <strong>Karnaprayag</strong> 3 . The western part of<br />
<strong>Karnaprayag</strong> township <strong>in</strong> <strong>the</strong> downstream<br />
of <strong>the</strong> Alaknanda–P<strong>in</strong>der confluence is<br />
occupied by thickly bedded Hariyali<br />
quartzite with four sets of prom<strong>in</strong>ent jo<strong>in</strong>t<br />
orient<strong>at</strong>ions. The metavolcanics are observed<br />
<strong>in</strong> <strong>the</strong> eastern part of <strong>Karnaprayag</strong><br />
particularly below <strong>the</strong> Upper Bazar locality,<br />
<strong>in</strong> <strong>the</strong> form of porphyritic metavolcanic<br />
flow with well-developed schistosity.<br />
A major part of <strong>Karnaprayag</strong> town on<br />
<strong>the</strong> left bank of P<strong>in</strong>der river is sitt<strong>in</strong>g on<br />
a large colluvial fan heap<strong>in</strong>g out with<br />
coarse debris compris<strong>in</strong>g rock fragments<br />
and unconsolid<strong>at</strong>ed debris m<strong>at</strong>erial, reworked<br />
by small seasonal streams. The<br />
Upper Bazar and Kotwali areas are loc<strong>at</strong>ed<br />
<strong>at</strong> <strong>the</strong> distal part of this colluvial fan<br />
th<strong>at</strong> is subjected to toe erosion by P<strong>in</strong>der<br />
river (Figure 2 a). Bhergaon locality,<br />
which is <strong>at</strong> <strong>the</strong> proximal end of <strong>the</strong> colluvial<br />
fan, is prone to rock-fall from <strong>the</strong><br />
immedi<strong>at</strong>e upslope (Figure 2 b). The<br />
P<strong>in</strong>der Valley locality is aga<strong>in</strong> sitt<strong>in</strong>g on<br />
<strong>the</strong> colluvial fan, while <strong>the</strong> upper parts of<br />
Gandhi Nagar and Shakti Nagar locali-<br />

ties on <strong>the</strong> opposite bank of P<strong>in</strong>der river<br />
are loc<strong>at</strong>ed on <strong>the</strong> debris cone of an old<br />
slide.<br />
The cumul<strong>at</strong>ive effects of n<strong>at</strong>ural processes<br />
and anthropogenic activities may<br />
act as caus<strong>at</strong>ive factors for <strong>the</strong>se potential<br />
slide zones. Factors th<strong>at</strong> acceler<strong>at</strong>e<br />
<strong>the</strong> slid<strong>in</strong>g activity <strong>in</strong>clude heavy monsoonal<br />
precipit<strong>at</strong>ion, excessive seepage<br />
of w<strong>at</strong>er caused by block<strong>in</strong>g of surface<br />
dra<strong>in</strong>age, narrow<strong>in</strong>g of <strong>the</strong> courses of<br />
seasonal streams, absence of proper sewage<br />
system and blocked scuppers <strong>in</strong> <strong>the</strong><br />
town.<br />
The exist<strong>in</strong>g provision for dra<strong>in</strong><strong>in</strong>g out<br />
<strong>the</strong> excess surface run-off is <strong>in</strong> <strong>the</strong> form<br />
of narrow scuppers. But most of such<br />
scuppers are presently blocked by disposal<br />
of waste <strong>in</strong>to <strong>the</strong>m, <strong>in</strong> <strong>the</strong> absence<br />
of a proper sewage system <strong>in</strong> <strong>the</strong> town.<br />
The block<strong>in</strong>g and/or narrow<strong>in</strong>g of <strong>the</strong><br />
n<strong>at</strong>ural dra<strong>in</strong>age courses <strong>in</strong> Upper Bazar<br />
and its upslope area impede <strong>the</strong> surface<br />
flow of excess ra<strong>in</strong>w<strong>at</strong>er <strong>in</strong>to <strong>the</strong> P<strong>in</strong>der<br />
river. This leads to seepage of w<strong>at</strong>er,<br />

a
consequently <strong>in</strong>creas<strong>in</strong>g <strong>the</strong> pore w<strong>at</strong>er<br />
pressure <strong>in</strong> <strong>the</strong> loose, unconsolid<strong>at</strong>ed debris<br />
m<strong>at</strong>erial which is already overburdened<br />
by s<strong>in</strong>gle- and double-storied<br />
houses. Toe erosion by P<strong>in</strong>der river coupled<br />
with slope-cutt<strong>in</strong>g of <strong>the</strong> lower portion<br />
of <strong>the</strong> slide for broaden<strong>in</strong>g of <strong>Karnaprayag</strong>–Simli<br />
road and subsequent<br />
alter<strong>at</strong>ion of <strong>the</strong> angle of repose of slide<br />
m<strong>at</strong>erial have resulted <strong>in</strong> <strong>the</strong> head-ward<br />
extension of <strong>the</strong> slide towards Upper<br />
Bazar area (Figure 2 a).<br />
The trigger<strong>in</strong>g factors for <strong>the</strong> nearby<br />
Kotwali and Police Colony slide <strong>in</strong>clude<br />
<strong>the</strong> unplanned cutt<strong>in</strong>g of slope for widen<strong>in</strong>g<br />
of roads <strong>in</strong> <strong>the</strong> immedi<strong>at</strong>e downslope<br />
area. Poor dra<strong>in</strong>age network and absence<br />
of proper sewage system <strong>in</strong> <strong>the</strong> upslope<br />
of Kotwali and severe bank erosion by<br />
small seasonal dra<strong>in</strong>s <strong>in</strong> its vic<strong>in</strong>ity may<br />
also aggrav<strong>at</strong>e <strong>the</strong> problem of landslide<br />
<strong>in</strong> this area. The head-ward shift of this<br />
active slide zone by about 25 m may<br />
cause subsidence of <strong>the</strong> houses <strong>in</strong> <strong>the</strong> area.<br />
The rockfall <strong>at</strong> Bhergaon is <strong>the</strong> result<br />
of reactiv<strong>at</strong>ion of an old rockfall zone <strong>in</strong><br />
<strong>the</strong> upslope. Highly jo<strong>in</strong>ted quartzites have<br />
shown widen<strong>in</strong>g of jo<strong>in</strong>ts due to blast<strong>in</strong>g<br />
for road construction. These widened<br />
jo<strong>in</strong>ts have served as conduits for percol<strong>at</strong>ion<br />
of w<strong>at</strong>er which, <strong>in</strong> turn, has exerted<br />
forward thrust and pore w<strong>at</strong>er pressure on<br />
<strong>the</strong> rock mass, <strong>the</strong>reby caus<strong>in</strong>g transl<strong>at</strong>ional<br />
rockfall (Figure 2 b).<br />
The <strong>Karnaprayag</strong> Nagar Panchay<strong>at</strong><br />
build<strong>in</strong>g is obstruct<strong>in</strong>g <strong>the</strong> n<strong>at</strong>ural course<br />
of a high-gradient seasonal stream. Though<br />
<strong>the</strong> stream w<strong>at</strong>er is diverted <strong>in</strong>to small<br />
cemented dra<strong>in</strong>s constructed between <strong>the</strong><br />
boundary wall of Nagar Panchay<strong>at</strong> Bhawan<br />
and <strong>the</strong> road, a cloud burst <strong>in</strong> <strong>the</strong> up-<br />

<strong>the</strong> Department of Pharmacology and<br />
Toxicology <strong>at</strong> N<strong>at</strong>ional Institute of Phar-<br />
stream c<strong>at</strong>chment of this seasonal stream<br />
dur<strong>in</strong>g <strong>the</strong> ra<strong>in</strong>y season may br<strong>in</strong>g huge<br />
volumes of debris which can cause severe<br />
damage to <strong>the</strong> Nagar Panchay<strong>at</strong> Bhawan<br />
and <strong>the</strong> P<strong>in</strong>der Valley Colony downstream.<br />
Ira-Badhani village <strong>in</strong> <strong>the</strong> eastern part<br />
of <strong>Karnaprayag</strong> Nagar Panchay<strong>at</strong> is loc<strong>at</strong>ed<br />
on a solufluction lobe. The slow flow<br />
has been acceler<strong>at</strong>ed along seasonal<br />
streams due to toe erosion and <strong>in</strong>crease<br />
<strong>in</strong> pore w<strong>at</strong>er pressure, as a result of high<br />
seepage through spr<strong>in</strong>gs and block<strong>in</strong>g<br />
of scuppers on <strong>the</strong> <strong>Karnaprayag</strong>–Nauti<br />
road <strong>in</strong> <strong>the</strong> immedi<strong>at</strong>e upstream of Ira-<br />
Badhani.<br />
There is urgent need for an emergency<br />
plan dur<strong>in</strong>g monsoon or <strong>in</strong> <strong>the</strong> event of<br />
<strong>in</strong>cessant ra<strong>in</strong>s for <strong>the</strong> evacu<strong>at</strong>ion of people<br />
resid<strong>in</strong>g <strong>in</strong> <strong>the</strong> danger zones immedi<strong>at</strong>ely<br />
above <strong>the</strong> <strong>Karnaprayag</strong>–Simli road<br />
<strong>in</strong> <strong>the</strong> Upper Bazar area, Kotwali, Police<br />
Colony, Nagar Panchay<strong>at</strong> office and parts<br />
of P<strong>in</strong>der Valley Colony area.<br />
The severe hazard-prone Upper Bazar<br />
area requires terrac<strong>in</strong>g of downslope<br />

Channeliz<strong>at</strong>ion of w<strong>at</strong>er away from <strong>the</strong><br />
slide zones of Upper Bazar area, Kotwali,<br />
Police Colony, Bhergaon and Nagar Panchay<strong>at</strong><br />
office, particularly <strong>the</strong> construction<br />
of scuppers <strong>in</strong> <strong>the</strong> Upper Bazar area,<br />
needs to be taken up on priority basis.<br />
Clean<strong>in</strong>g of exist<strong>in</strong>g scuppers and construction<br />
of sewage l<strong>in</strong>es <strong>in</strong> vulnerable<br />
localities should also be taken up.<br />
