HEALTH PLAN UPDATES EFFECTIVE JULY 1, 2010<br />

To comply with federal mandated benefits, the following changes to the FCPS self insured health plan are effective July 1, 2010:<br />

• Extended Coverage for Full-time Students on Medical Leave – coverage for an eligible dependent who is a full time student at a postsecondary<br />

school and who needs a medically necessary leave of absence will be extended until the earlier of the following:<br />

➣ one year after the medically necessary leave of absence begins; or<br />

➣ the date coverage would otherwise terminate under the Plan<br />

• Medicaid and the Children’s Health Insurance Program (CHIP) – FCPS is required annually to notify employees about potential opportunities<br />

for premium assistance in the states in which they reside to help pay for health coverage. The state of Maryland currently does<br />

not offer this, and detailed information is included in this packet for employees residing in Pennsylvania, Virginia and West Virginia.<br />

• Mental Health Parity and Addiction Equity Act – copayments/co-insurance and treatment limitations for mental health and substance<br />

abuse services will match the copayments/co-insurance and treatment limitations of the medical/surgical benefits.<br />

• New Health Care Reform Bill Impacts Reimbursement of Over-The-Counter (OTC) Medicines –<br />

➣ effective January 1, 2011 (mid-year for FCPS plan year), employees can no longer purchase over-the-counter (OTC)<br />

medications with the medical flexible spending account (FSA) funds unless prescribed by a health care provider.<br />

Detailed information is included in this packet.<br />

➣ effective January 1, 2011, employees can no longer use the CVS Extracare discount card to receive discounts on<br />

OTC medications.<br />

HEALTH PLAN UPDATES EFFECTIVE JULY 1, 2011<br />

Health care reform changes impacting the FCPS medical plan:<br />

Many health plan benefit changes are included in the recent health care reform legislation and are being phased in between 2010 and<br />

2018. The change which will be implemented for the FCPS plan next plan year, July 1, 2011:<br />

➣ extended coverage to dependents under age 26 if they have no access to other employer-sponsored coverage<br />

ADDITIONAL ANNOUNCEMENTS EFFECTIVE JULY 1, 2010<br />

• CVS/Caremark issuing new employee identification cards – CVS/Caremark is no longer using social security numbers to identify<br />

employees and will issue new identification cards for the plan year beginning July 1, 2010. <strong>Employee</strong>s should destroy the old cards<br />

when they receive the new ones mailed to their homes.<br />

• Coverage for hair prosthesis – benefits will be available for hair prosthesis for loss of natural hair resulting from chemotherapy treatment<br />

for cancer when prescribed by the resident oncologist. 100% in-network and 80/20% after deductible for out-of-network subject to a<br />

maximum of $350 and limited to one hair prosthesis per policy year.<br />

• Documentation now required when adding dependents to your medical and/or dental coverage – beginning with the May 2010 open<br />

enrollment period, employees adding dependents to their insurance coverage must submit the required documentation, including but<br />

not limited to:<br />

➣ Spouse – copy of marriage certificate and most recent tax return showing marital status, personal and financial<br />

information blacked out<br />

➣ Child – copy of birth certificate and college schedule if a full time student. Detailed information is included in this<br />

packet.<br />

• No action needed for employees currently covering one dependent –<br />

➣ employees who are currently covering one dependent and are not making coverage changes this year do not need<br />

to complete an enrollment form. Premium adjustments will be handled through the FCPS Benefits/Payroll system.<br />

➣ employees who are adding one dependent during the May open enrollment period must complete an enrollment form<br />

and return to the Benefits Office with the documentation described above by May 28.<br />
