AFFORDABLE HOUSING
Keys Sunday
Eager homeowners can’t wait
Bayside Landing nearly finished
By KAREN QUIST
kquist@keynoter.com
It’s nearly time to show
off Bayside Landing on
Big Coppitt Key.
“We’re looking at this as
our flagship,” said Bob
Calhoun, the executive
director of Habitat for
Humanity of Key West and
the Lower Keys, which
built the 18-home development.
“We want to show
people what affordable
housing is.”
The public will get a
chance to see what the
community looks like during
a dedication ceremony
set for 10:30 a.m. Saturday
at the complex on U.S. 1
bayside at mile marker 11.
Calhoun said he hopes
the first eight homes will
have their certificates of
occupancy from the county
before then, so the owners
can close on their purchases
and get ready to move in.
The final 10 will follow in
later weeks.
Moving day’s been a long
time coming, particularly for
future Bayside residents such
as Jason and Cassie Murphy,
who’ve been looking forward
to this day for more
than four years.
The Murphys say
they’ve had second
thoughts a few times as
they waited for the project
to take shape, but those
thoughts didn’t last long.
With the drop in real estate
prices, the couple looked at
other options, including
some defined as affordable
housing, but they couldn’t
find anything comparable.
Habitat’s Susan Miller
said the three-bedroom
homes are $180,000 and the
two-bedroom ones are
$150,000. A quick look
through the real estate listings
shows fewer than 100
homes in the Keys offered
for less than $200,000.
Miller said the new homeowners
should pay $1,200
to $1,300 a month for their
mortgage, insurance, taxes
and association fees.
The Murphys say they’re
paying $400 more a month
for a four-bedroom rental in
New Town’s Poinciana than
they’ll pay for their elevated,
two-story, three-bedroom
duplex with a peekaboo
water view on Big Coppitt.
And nothing can compare,
Cassie says, to having
your own home. They joke
Natalie Aguilar and her
daughter, Rebecca, are
purchasing this home
together.
about the duplex’s color —
theirs is a vibrant orange —
but said it’s grown on them.
The Murphys have a
grown daughter, Breanna,
and two kids still at home,
13-year-old Amber and 6year-old
Jason Jr. They can’t
wait to decorate their rooms.
On a recent Saturday, the
Murphys joined other
Habitat families, 11 young
people from Americorps
and nine people from a vis-
Jason and Cassie Murphy
already know how they’ll
decorate for Amber, 13,
and Jason Jr., 6.
The project was financed
other people he’ll want to
Habitat homeowners helping to put the finishing touches on modular homes
HABITAT / From 3
Prospective homeowners
first go through an application
process, which includes
income guidelines. They take
a series of homeownership
courses and put in time at
work sites and at fundraisers.
They buy the homes with a
no-interest mortgage.
The process has been an
education, said future resident
Natalie Aguilar, who’s
been waiting a little more
than a year to move out of
her current rental on Stock
Island. She’s learned a lot
about home improvement
while putting in her “sweat
equity” hours, and she said
the Habitat-sponsored classes
in personal finance and home
safety are ones that everyone
should have to take.
able to purchase a home,”
said the 40-year resident of
the Keys who works for
Hospice/Visiting Nurses
Association. She’ll live in
the home with her co-owning
daughter, Rebecca, who
works at Lower Keys
Medical Center.
Perhaps most importantly,
the process has built a
sense of community as
strangers became friends
who will soon be neighbors.
Aguilar can’t wait to watch
her 4-year-old grandson
play in the common area
with the neighbors’ kids.
It’s that sense of community
that Calhoun is
most proud of and wants to
show off.
Bayside Landing took
several years to wind its
way through planning and
permitting after the nonprofit
housing group won
the right to build on the
www.KeysNet.com
county-purchased land,
which had been set aside
for affordable housing.
Calhoun said construction
on the development — a
mix of duplexes and
triplexes — began in mid-
January 2009. Every couple
of months after that, pieces
of the vibrantly hued modular
homes would arrive
via semi-trailer from their
mainland factory.
Calhoun knows not all
of the residents nearby
were thrilled with the color
scheme. “Now that they’re
all together, they do all
look good,” he said. He’s
really looking forward to
how the site will look once
the landscaping is in.
As is customary with
Habitat, it’s likely that people
will be asked to plant a
few plants or trees during the
dedication, Calhoun said.
As Aguilar said with a
smile, “It’s going to be a
real community.”
Collections pull
in 40,000 pounds
Monroe County’s solid
waste division collected
21,820 pounds of electronic
waste (computer gear, phones
and small appliances) and
19,160 pounds of household
hazardous waste (paint, pesticides,
herbicides and such)
from residents during four
special weekend drop-off
events throughout the county
last month.
That’s more than 40,000
pounds of waste that might
have otherwise ended up in
the mainland incinerator with
the rest of our trash.
The e-waste is being handled
by Illinois-based Intercon
Solutions, which has offices in
Tampa. The company vows
the potentially hazardous
electronic castoffs will be
recycled properly, not resold
or dumped in a landfill. The
company says it operates
within ISO 9001, ISO 14001
and OHSAS 18001 certifica-
tion guidelines.
In other recycling news,
solid waste’s senior administrator,
Rosa Washington, just
received the 2008 data from
Florida’s Department of
Environmental Protection,
which shows that the Keys
recycled 10 percent of its
waste that year.
The data’s a little stale, of
course, but that figure’s better
than the oft-estimated 7 percent
for the county.
Tax certificates
now up for bid
In Monroe County, one out
of 10 property owners have
yet to pay their 2009 property
taxes.
The list of those parcels
and their owners now delinquent
on taxes — 61 pages
worth — is inserted in
Wednesday’s Keynoter.
Tax Collector Danise D.
Henriquez said her office had
received payments for 89 percent
of Monroe County’s taxable
parcels as of April 30.
“That’s pretty good,”
Henriquez said.
The remaining properties
— 5,094, to be exact — represent
nearly $16.7 million in
unpaid taxes. Henriquez said
the number is close to last
year’s.
to the surrounding community, businesses and trail users
during the construction. As of May 10, a schedule for the
Reasons for nonpayment
vary, she said, but the challenging
economy is clearly
taking a toll.
Based on past trends, it’s
pay their bills now owe a 3
percent penalty.
The property tax debts are
they’ll be sold June 1 as tax
Question: We’ve been
ashamed to ask this question,
but last week my husband
and I decided to put
our business up for sale, so
here goes.
In the past when we’ve
looked at selling the business,
the professionals
advising us say that there is
“too much cash” in the
business, even though we
keep the money invested in
CDs and other interestearning
vehicles.
With this last business
downturn, we burned
through some of the cash,
and my husband and I are
glad we had what we consider
to be a “prudent
reserve.”
So tell us, in your opinion,
just how much cash is
“too much?”
Answer: I love questions
like this because there
is both a “textbook” answer
and an answer that is right
for the particular owners of
a particular business. The
second answer, of course, is
the tough one.
The “textbook” says that
about one or two operating
cycles worth of cash
reserves are about right for
most businesses. An operating
cycle is the number of
days it takes between the
time that most of your
expenses are paid and the
time that you collect money
from your customers. For
most service businesses,
this will be about two
weeks. For most retailers,
this will be a week or two.
An adequate cash reserve
would be your average
expenses for one or two
operating
cycles.
Don’t go by
these generalities,
however.
Have your
certified
public
accountant
calculate
the cash
cycle and reserve for your
business based upon the
particularities of your situation.
Now, on to the tough
question. In addition to
what the “textbook” says,
how much extra do you as
an owner want to have in
reserve? Let me relate a
story from an actual experience
last week. I was working
with another consultant
with whom I have had a 22-
Keys Sunday
KEYS TO BUSINESS SUCCESS
year relationship. Right
after World War II, her dad
started a manufacturing
business from an invention
used during the war by the
military. After the war, her
father adapted the part for
use in domestic automobiles,
and the business in
turn has been very profitable.
Today, her dad is 91
years old, and is still running
the day-to-day affairs
of the company. But, like a
lot of us Keys business
owners, the business has
had a very challenging time
over the past three or four
years.
“Yes,” my friend
remarked, “Dad and I were
laughing the other day. He
said that, had he listened to
those two potential buyers
of his business when they
said he had ‘too much
cash,’ he wouldn’t be in
business today.” Before
hanging up, my friend and I
agreed that given the experience
of the past couple of
years, businesses perhaps
need to redefine liquidity
and the need for adequate
capital reserves. “Dad” in
this example probably had
in excess of $1 million of
cash for his $15 million (in
sales) business. I have a
few — very few — clients
with this level of reserve
and, in the Keys, it’s easy to
justify when you consider
the exposure of most Keys
businesses to hurricanes
and other natural disasters.
Talk to your CPA and
other advisers, and, on a
five-year timeline, try to
come up with a level of
reserves that you’d be comfortable
with. When you
Marathon teacher is cultivating the seeds of science
By KATHY LANCASTER
Keys Sunday contributor
Listen closely to
Phillip Steadham’s
science class. You’re
as likely to hear the sliding
metal of pruning shears or
the tapping of a trowel on a
garden bed as a student’s
voice asking about the best
time to pick a pepper or
whether to water a hothouse
tomato.
The project is a new
hands-on curriculum in the
form of a working garden
for the nine special-needs
students Steadham teaches
at Marathon Middle and
High School.
“One of the most difficult
challenges in education
is matching student
learning styles with the
curriculum,” Steadham
said. “When my students
weren’t learning science
from their textbook, I knew
I had to find another way.”
With only a sketch of a
plan last year, Steadham
scouted for a new location
for his students. He knew
he needed a ground-floor
classroom with an exterior
door. Fortunately, his new
room assignment not only
A greener Keys cruiser
Don’t have the cash
right now to buy a more
fuel-efficient car? Keep
your old vehicle running
as efficiently as possible
with these simple tips:
◆ Make sure your tires
are inflated to the recommended
pressure. Buy
and actually use a pressure
gauge. Time to look
for new tires? Fuel-efficient
tires, made by all
the big manufacturers,
use less energy on the
road and are highly rated
for safety.
◆ Keep your car tuned
up and consider a synthetic
oil when you are
due for a change.
◆ Remove roof racks,
bike carriers and clam
shells when not in use –
they’re a drag. You lose 5
percent fuel efficiency
when they are on the car.
And remember, your vehicle
is not a mobile storage
unit. Every 100 pounds of
stuff steals 2 percent of
your fuel efficiency.
◆ Just like your light
switch: when not in use –
turn off the juice. When
possible avoid idling
while waiting for passengers.This
is most important
when picking up
children after school as
they walk past a long line
of idling cars to get to
you.
◆ Slow down. If
you’re driving faster than
60 mph, you’re losing up
to 10 percent of your gas
mileage for every five
miles you add to the
speed.
◆ Consolidate
errands and carpool to
save you time and money.
Keeping your old
cruiser can be green –
you aren’t purchasing
something new and you
aren’t adding the old car
to the trash heap.
Dear EarthTalk: I
understand there’s an issue
with the herbicide atrazine
showing up in dangerous
quantities in drinking
water, mostly throughout
the central U.S. Why is
this happening and what’s
being done about it?
— Marcus Gerde,
Atrazine is an herbicide
that is widely used across
the U.S. and elsewhere to
control both broadleaf and
grassy weeds in large-scale
agricultural operations
growing corn, sorghum,
sugar cane and other
foods. While its use is
credited with increasing
agricultural yields by as
much as 6 percent, there is
a dark side. The nonprofit
Natural Resources Defense
Council reports that
atrazine exposure has been
shown to impair the reproductive
systems of
amphibians and mammals,
and has been linked to cancer
in both laboratory animals
and humans. Male
frogs exposed to minute
doses of atrazine can
dents in Steadham’s class.
Each day the students take
part in all the duties
required of operating a
working garden — weeding,
watering, trimming,
and inspecting for damage
and insects.
Steadman and his students
eschew the use of
chemicals, instead depending
solely on soil, water
and “ a lot of tender loving
care.”
As the young plants
mature, the students gather
Atrazine finds its way
develop female sex characteristics,
including hermaphroditism
and the presence
of eggs in the testes.
Researchers suspect that
these effects are amplified
when atrazine and other
harmful agricultural chemicals
are employed together.
Atrazine’s wide use
makes its impacts that
much scarier. The NRDC
reports that it is the most
commonly detected pesticide
or herbicide in U.S.
waters, with the highest
levels found in Indiana,
Missouri and Nebraska.
The Southeast also faces
atrazine overload issues.
“My goal is that within
the next year we’ll have
one or two students
involved in a gardening or
garden department capacity
in which they are actively
using these skills,” he said.
The students share his
enthusiasm for the project,
and perhaps Steadham is
correct about the right
match for his students’
learning style. Each student
spends up to two hours per
day tending the garden, and
enthusiasm remains high.
As sophomore Josh
we do from the science
even though study after
study implicates atrazine
in a long list of environmental
and health problems,
the U.S.
Environmental Protection
Agency still allows farms
to apply 75 million pounds
of it each year. The
European Union banned
atrazine in 2004 due to
persistent groundwater
pollution there.
Critics of the EPA
accuse the agency of selling
out the health of the
American people so industrial
agricultural companies
can make big profits.
Indeed, in 2003, the EPA
estimated a total annual
economic impact, if
atrazine were to be
banned, of over $2 billion,
including a yield loss plus
increased herbicide cost
averaging $28 per acre. In
2006, the EPA concluded
that triazine herbicides
(such as atrazine) posed
“no harm that would result
to the general U.S. population,
infants, children or
other... consumers.”
In light of the EPA’s
refusal to consider a ban
on atrazine, the NRDC and
other groups have taken up
the cause of educating
consumers about the dangers
posed by our national
addiction to dangerous
herbicides and pesticides,
and lobbying elected officials
to add their voices.
President Obama has
promised to take a hard
look at atrazine, but it
remains to be seen how
long it will be before any
such review takes place.
Of course, organic
farmers aren’t waiting
around for Obama to ban
atrazine. By planting
diverse crops, rotating
them regularly and
employing other age-old
agricultural techniques, a
new generation of
American farmers is learning
that expensive chemicals
may not be able to
boost their yields enough
to warrant the high financial
and environmental
costs associated with constant
chemical spraying.
