Bayside Landing nearly finished<br />

It’s nearly time to show<br />

off Bayside Landing on<br />

Big Coppitt Key.<br />

“We’re looking at this as<br />

our flagship,” said Bob<br />

Calhoun, the executive<br />

director of Habitat for<br />

Humanity of Key West and<br />

the Lower <strong>Keys</strong>, which<br />

built the 18-<strong>home</strong> development.<br />

“We want to show<br />

people what affordable<br />

housing is.”<br />

The public will get a<br />

chance to see what the<br />

community looks like during<br />

a dedication ceremony<br />

set for 10:30 a.m. Saturday<br />

at the complex on U.S. 1<br />

bayside at mile marker 11.<br />

Calhoun said he hopes<br />

the first eight <strong>home</strong>s will<br />

have their certificates of<br />

occupancy from the county<br />

before then, so the owners<br />

can close on their purchases<br />

and get ready to move in.<br />

The final 10 will follow in<br />

later weeks.<br />

Moving day’s been a long<br />

time coming, particularly for<br />

future Bayside residents such<br />

as Jason and Cassie Murphy,<br />

who’ve been looking forward<br />

to this day for more<br />

than four years.<br />

The Murphys say<br />

they’ve had second<br />

thoughts a few times as<br />

they waited for the project<br />

to take shape, but those<br />

thoughts didn’t last long.<br />

With the drop in real estate<br />

prices, the couple looked at<br />

other options, including<br />

some defined as affordable<br />

housing, but they couldn’t<br />

find anything comparable.<br />

Habitat’s Susan Miller<br />

said the three-bedroom<br />

<strong>home</strong>s are $180,000 and the<br />

two-bedroom ones are<br />

$150,000. A quick look<br />

through the real estate listings<br />

shows fewer than 100<br />

<strong>home</strong>s in the <strong>Keys</strong> offered<br />

for less than $200,000.<br />

Miller said the new <strong>home</strong>owners<br />

should pay $1,200<br />

to $1,300 a month for their<br />

mortgage, insurance, taxes<br />

and association fees.<br />

The Murphys say they’re<br />

paying $400 more a month<br />

for a four-bedroom rental in<br />

New Town’s Poinciana than<br />

they’ll pay for their elevated,<br />

two-story, three-bedroom<br />

duplex with a peekaboo<br />

water view on Big Coppitt.<br />

And nothing can compare,<br />

Cassie says, to having<br />

your own <strong>home</strong>. They joke<br />

purchasing this <strong>home</strong><br />

together.<br />

about the duplex’s color —<br />

theirs is a vibrant orange —<br />

but said it’s grown on them.<br />

The Murphys have a<br />

grown daughter, Breanna,<br />

and two kids still at <strong>home</strong>,<br />

13-year-old Amber and 6year-old<br />

Jason Jr. They can’t<br />

wait to decorate their rooms.<br />

The project was financed<br />

by the <strong>Florida</strong> Housing<br />

Finance Corp. and First State<br />

Bank, Calhoun said, and<br />

he’ll have a laundry list of<br />

other people he’ll want to<br />

thank during Saturday’s dedication.<br />

Association. She’ll live in<br />

the <strong>home</strong> with her co-owning<br />

daughter, Rebecca, who<br />

works at Lower <strong>Keys</strong><br />

Medical Center.<br />

Perhaps most importantly,<br />

the process has built a<br />

sense of community as<br />

strangers became friends<br />

who will soon be neighbors.<br />

Aguilar can’t wait to watch<br />

her 4-year-old grandson<br />

play in the common area<br />

with the neighbors’ kids.<br />

It’s that sense of community<br />

that Calhoun is<br />

most proud of and wants to<br />

show off.<br />

Bayside Landing took<br />

several years to wind its<br />

way through planning and<br />

permitting after the nonprofit<br />

housing group won<br />

the right to build on the<br />

county-purchased land,<br />

which had been set aside<br />

for affordable housing.<br />

Calhoun said construction<br />

on the development — a<br />

mix of duplexes and<br />

triplexes — began in mid-<br />

January 2009. Every couple<br />

of months after that, pieces<br />

of the vibrantly hued modular<br />

<strong>home</strong>s would arrive<br />

via semi-trailer from their<br />

mainland factory.<br />

Calhoun knows not all<br />

of the residents nearby<br />

were thrilled with the color<br />

scheme. “Now that they’re<br />

all together, they do all<br />

look good,” he said. He’s<br />

really looking forward to<br />

how the site will look once<br />

the landscaping is in.<br />

As is customary with<br />

Habitat, it’s likely that people<br />

will be asked to plant a<br />

few plants or trees during the<br />

dedication, Calhoun said.<br />

As Aguilar said with a<br />

smile, “It’s going to be a<br />

real community.”<br />

Collections pull<br />

in 40,000 pounds<br />

Monroe County’s solid<br />

waste division collected<br />

21,820 pounds of electronic<br />

waste (computer gear, phones<br />

and small appliances) and<br />

19,160 pounds of household<br />

hazardous waste (paint, pesticides,<br />

herbicides and such)<br />

from residents during four<br />

special weekend drop-off<br />

events throughout the county<br />

last month.<br />

That’s more than 40,000<br />

pounds of waste that might<br />

have otherwise ended up in<br />

the mainland incinerator with<br />

the rest of our trash.<br />

The e-waste is being handled<br />

by Illinois-based Intercon<br />

Solutions, which has offices in<br />

Tampa. The company vows<br />

the potentially hazardous<br />

electronic castoffs will be<br />

recycled properly, not resold<br />

or dumped in a landfill. The<br />

company says it operates<br />

within ISO 9001, ISO 14001<br />

and OHSAS 18001 certifica-<br />

tion guidelines.<br />

In other recycling news,<br />

solid waste’s senior administrator,<br />

Rosa Washington, just<br />

received the 2008 data from<br />

<strong>Florida</strong>’s Department of<br />

Environmental Protection,<br />

which shows that the <strong>Keys</strong><br />

recycled 10 percent of its<br />

waste that year.<br />

The data’s a little stale, of<br />

course, but that figure’s better<br />

than the oft-estimated 7 percent<br />

for the county.<br />

Tax certificates<br />

now up for bid<br />

In Monroe County, one out<br />

of 10 property owners have<br />

yet to pay their 2009 property<br />

taxes.<br />

The list of those parcels<br />

and their owners now delinquent<br />

on taxes — 61 pages<br />

worth — is inserted in<br />

Wednesday’s <strong>Keynoter</strong>.<br />

Tax Collector Danise D.<br />

Henriquez said her office had<br />

received payments for 89 percent<br />

of Monroe County’s taxable<br />

parcels as of April 30.<br />

“That’s pretty good,”<br />

Henriquez said.<br />

The remaining properties<br />

— 5,094, to be exact — represent<br />

nearly $16.7 million in<br />

unpaid taxes. Henriquez said<br />

the number is close to last<br />

year’s.<br />

Progress on the <strong>Florida</strong> <strong>Keys</strong><br />

Overseas Heritage Trail in Marathon<br />

Construction is underway for a segment of the <strong>Florida</strong> <strong>Keys</strong><br />

Overseas Heritage Trail (FKOHT) from MM 47 - MM 54<br />

within the <strong>Florida</strong> Department of Transportation Right-of-<br />

Way in Marathon, beginning with the mobilization of<br />

equipment and supplies. The 7-mile project, which is targeted<br />

for completion in six months, will be addressed one<br />

section at a time and each section will be reopened as it is<br />

completed. Every effort will be made to minimize impact<br />

to the surrounding community, businesses and trail users<br />

during the construction. As of May 10, a schedule for the<br />

construction of each segment will be posted at<br />

Question: We’ve been<br />

ashamed to ask this question,<br />

but last week my husband<br />

and I decided to put<br />

our business up for sale, so<br />

here goes.<br />

In the past when we’ve<br />

looked at selling the business,<br />

the professionals<br />

advising us say that there is<br />

“too much cash” in the<br />

business, even though we<br />

keep the money invested in<br />

CDs and other interestearning<br />

vehicles.<br />

With this last business<br />

downturn, we burned<br />

through some of the cash,<br />

and my husband and I are<br />

glad we had what we consider<br />

to be a “prudent<br />

reserve.”<br />

So tell us, in your opinion,<br />

just how much cash is<br />

“too much?”<br />

Answer: I love questions<br />

like this because there<br />

is both a “textbook” answer<br />

and an answer that is right<br />

for the particular owners of<br />

a particular business. The<br />

second answer, of course, is<br />

the tough one.<br />

The “textbook” says that<br />

about one or two operating<br />

cycles worth of cash<br />

reserves are about right for<br />

most businesses. An operating<br />

cycle is the number of<br />

days it takes between the<br />

time that most of your<br />

expenses are paid and the<br />

time that you collect money<br />

from your customers. For<br />

most service businesses,<br />

this will be about two<br />

weeks. For most retailers,<br />

this will be a week or two.<br />

An adequate cash reserve<br />

would be your average<br />

expenses for one or two<br />

operating<br />

cycles.<br />

Don’t go by<br />

these generalities,<br />

however.<br />

Have your<br />

certified<br />

public<br />

accountant<br />

calculate<br />

the cash<br />

cycle and reserve for your<br />

business based upon the<br />

particularities of your situation.<br />

Now, on to the tough<br />

question. In addition to<br />

what the “textbook” says,<br />

how much extra do you as<br />

an owner want to have in<br />

reserve? Let me relate a<br />

story from an actual experience<br />

last week. I was working<br />

with another consultant<br />

after World War II, her dad<br />

started a manufacturing<br />

business from an invention<br />

used during the war by the<br />

military. After the war, her<br />

father adapted the part for<br />

use in domestic automobiles,<br />

and the business in<br />

turn has been very profitable.<br />

Today, her dad is 91<br />

years old, and is still running<br />

the day-to-day affairs<br />

of the company. But, like a<br />

lot of us <strong>Keys</strong> business<br />

owners, the business has<br />

had a very challenging time<br />

over the past three or four<br />

years.<br />

“Yes,” my friend<br />

remarked, “Dad and I were<br />

laughing the other day. He<br />

said that, had he listened to<br />

those two potential buyers<br />

of his business when they<br />

said he had ‘too much<br />

cash,’ he wouldn’t be in<br />

business today.” Before<br />

hanging up, my friend and I<br />

agreed that given the experience<br />

of the past couple of<br />

years, businesses perhaps<br />

need to redefine liquidity<br />

and the need for adequate<br />

capital reserves. “Dad” in<br />

this example probably had<br />

in excess of $1 million of<br />

cash for his $15 million (in<br />

sales) business. I have a<br />

few — very few — clients<br />

with this level of reserve<br />

and, in the <strong>Keys</strong>, it’s easy to<br />

justify when you consider<br />

the exposure of most <strong>Keys</strong><br />

businesses to hurricanes<br />

and other natural disasters.<br />

Talk to your CPA and<br />

other advisers, and, on a<br />

five-year timeline, try to<br />

come up with a level of<br />

reserves that you’d be comfortable<br />

Marathon teacher is cultivating the seeds of science<br />

as likely to hear the sliding<br />

metal of pruning shears or<br />

the tapping of a trowel on a<br />

garden bed as a student’s<br />

voice asking about the best<br />

time to pick a pepper or<br />

whether to water a hothouse<br />

tomato.<br />

The project is a new<br />

hands-on curriculum in the<br />

form of a working garden<br />

for the nine special-needs<br />

students Steadham teaches<br />

at Marathon Middle and<br />

High School.<br />

“One of the most difficult<br />

challenges in education<br />

is matching student<br />

learning styles with the<br />

curriculum,” Steadham<br />

said. “When my students<br />

weren’t learning science<br />

from their textbook, I knew<br />

I had to find another way.”<br />

With only a sketch of a<br />

plan last year, Steadham<br />

scouted for a new location<br />

for his students. He knew<br />

he needed a ground-floor<br />

classroom with an exterior<br />

door. Fortunately, his new<br />

Atrazine is an herbicide<br />

that is widely used across<br />

the U.S. and elsewhere to<br />

control both broadleaf and<br />

grassy weeds in large-scale<br />

agricultural operations<br />

growing corn, sorghum,<br />

sugar cane and other<br />

foods. While its use is<br />

credited with increasing<br />

agricultural yields by as<br />

much as 6 percent, there is<br />

a dark side. The nonprofit<br />

Natural Resources Defense<br />

Council reports that<br />

atrazine exposure has been<br />

shown to impair the reproductive<br />

systems of<br />

amphibians and mammals,<br />

and has been linked to cancer<br />

in both laboratory animals<br />

and humans. Male<br />

frogs exposed to minute<br />

doses of atrazine can<br />

dents in Steadham’s class.<br />

Each day the students take<br />

part in all the duties<br />

required of operating a<br />

working garden — weeding,<br />

watering, trimming,<br />

and inspecting for damage<br />

and insects.<br />

Steadman and his students<br />

eschew the use of<br />

chemicals, instead depending<br />

solely on soil, water<br />

and “ a lot of tender loving<br />

care.”<br />

As the young plants<br />

mature, the students gather<br />

and deliver produce to<br />

Researchers suspect that<br />

these effects are amplified<br />

when atrazine and other<br />

harmful agricultural chemicals<br />

are employed together.<br />

Atrazine’s wide use<br />

makes its impacts that<br />

much scarier. The NRDC<br />

reports that it is the most<br />

commonly detected pesticide<br />

or herbicide in U.S.<br />

waters, with the highest<br />

levels found in Indiana,<br />

Missouri and Nebraska.<br />

The Southeast also faces<br />

and perhaps Steadham is<br />

correct about the right<br />

match for his students’<br />

learning style. Each student<br />

spends up to two hours per<br />

day tending the garden, and<br />

enthusiasm remains high.<br />

in a long list of environmental<br />

and health problems,<br />

the U.S.<br />

Environmental Protection<br />

Agency still allows farms<br />

to apply 75 million pounds<br />

of it each year. The<br />

European Union banned<br />

atrazine in 2004 due to<br />

persistent groundwater<br />

pollution there.<br />

Critics of the EPA<br />

accuse the agency of selling<br />

out the health of the<br />

American people so industrial<br />

agricultural companies<br />

can make big profits.<br />

Indeed, in 2003, the EPA<br />

estimated a total annual<br />

economic impact, if<br />

atrazine were to be<br />

banned, of over $2 billion,<br />

including a yield loss plus<br />

increased herbicide cost<br />

averaging $28 per acre. In<br />

2006, the EPA concluded<br />

that triazine herbicides<br />

(such as atrazine) posed<br />

“no harm that would result<br />

to the general U.S. population,<br />

infants, children or<br />

other... consumers.”<br />

In light of the EPA’s<br />

refusal to consider a ban<br />

on atrazine, the NRDC and<br />

other groups have taken up<br />

the cause of educating<br />

consumers about the dangers<br />

posed by our national<br />

addiction to dangerous<br />

herbicides and pesticides,<br />

and lobbying elected officials<br />

to add their voices.<br />

President Obama has<br />

promised to take a hard<br />

look at atrazine, but it<br />

remains to be seen how<br />

long it will be before any<br />

such review takes place.<br />

Of course, organic<br />

farmers aren’t waiting<br />

around for Obama to ban<br />

atrazine. By planting<br />

diverse crops, rotating<br />

them regularly and<br />

employing other age-old<br />

agricultural techniques, a<br />

new generation of<br />

American farmers is learning<br />

that expensive chemicals<br />

may not be able to<br />

boost their yields enough<br />

to warrant the high financial<br />

and environmental<br />

costs associated with constant<br />

chemical spraying.<br />
