3.<br />
<strong>3x3</strong> BASKETBALL<br />
A) General Principles<br />
1. <strong>3x3</strong> is a basketball game played with 3 players on each team on a<br />
half court, with one basket<br />
2. FIBA wants to use <strong>3x3</strong> basketball to assist in the development and<br />
promotion of the game of basketball as well as to unite the<br />
basketball community<br />
3. In line with FIBA’s role as defined by its Statutes, FIBA intends to<br />
supervise and regulate <strong>3x3</strong> basketball and any variation of it in<br />
cooperation with and with the support of Zones and National<br />
Federations<br />
4. FIBA may delegate the development of all aspects of the <strong>3x3</strong> to the<br />
International <strong>Basketball</strong> Foundation, except for the nationalitybased<br />
competitions.

<strong>3x3</strong> BASKETBALL<br />
B) Competitions<br />
1. Competitions are divided into:<br />
a. Pick-up games<br />
b. Regular competitions<br />
c. Nationality based competitions<br />
d. Other variations, such as 1x1, 2x2, skill contests, etc.<br />
2. Pick-up games may be organized by any individual player<br />
3. Regular competitions such as tournaments, leagues, ladders may be<br />
organized by FIBA/IBF, Zones, National Federations, clubs,<br />
universities, schools, municipalities and other public or private<br />
entities and individuals.<br />
4. Nationality-based events can be run only by FIBA and, by delegation,<br />
by its Zones.<br />
5. Other variations may be part of individual activities or organized<br />
competitions

<strong>3x3</strong> BASKETBALL<br />
C) Competitions requirements<br />
1. In order to be partipate in the FIBA <strong>3x3</strong> world, all competitions need to<br />
be registered through the FIBA<strong>3x3</strong> Digital Platform<br />
2. The use of the FIBA <strong>3x3</strong> Rules of the Game is mandatory, but may be<br />
adapted to the level of competitions/organization<br />
3. FIBA will provide handbooks and guidelines for the organization of<br />
competitions. They will differ by level of competitions<br />
4. Organizers may add further reasonable registration conditions,<br />
including but not limited to financial ones<br />
5. Organizers may divide participants by age, gender, height and/or by<br />
skill levels

D) Players<br />
1. Players of any nationality, age, gender and skills may participate in<br />
<strong>3x3</strong> competitions<br />
• Exception: Organizers of events may apply restrictions by age, gender, height or<br />
skills.<br />
2. Players are free to form teams without nationality restrictions<br />
• Exception: FIBA may allow nationality restrictions for nationality-based competitions<br />
3. Players who participate in <strong>3x3</strong> competitions shall be registered with<br />
the FIBA <strong>3x3</strong> Digital Platform<br />
4. All registered players will be individually ranked in a unique <strong>3x3</strong><br />
World Ranking
7.<br />
<strong>3x3</strong> BASKETBALL<br />
E) National Federations<br />
1. National Federations are encouraged to organize <strong>3x3</strong> events as<br />
national tours through their major cities. National Federations may<br />
delegate this responsibility to their members or to private or public<br />
organizers.<br />
2. Any athlete shall be authorized to play, subject to proper registration.<br />
Competitions are not based on nationalities, unless approved so by<br />
FIBA.<br />
3. National Federations shall comply with the requirements in Chapter C<br />
4. National Federations will have their tournaments classified by FIBA<br />
and attributed with ranking points. Participants will be part of the FIBA<br />
<strong>3x3</strong> World Ranking.<br />
5. In order to qualify players for nationality-based international events, a<br />
national tour with at least 3 tournaments must be organized.<br />
6. The National Federation may select any player for nationality-based<br />
international events, but they must be ranked in the FIBA <strong>3x3</strong> World<br />
Ranking and have participated in two <strong>3x3</strong> events over the past year

<strong>3x3</strong> BASKETBALL<br />
F) Zones<br />
1. Zones shall encourage National Federations to organize <strong>3x3</strong> events<br />
2. Zones are encouraged to organize their own <strong>3x3</strong> events in order to<br />
promote basketball<br />
3. Zones shall comply with the requirements set in Chapter C<br />
4. Zones will have their tournament classified by FIBA and attributed<br />
with ranking points. Participants will be part of the FIBA <strong>3x3</strong> World<br />
Ranking.<br />
5. Zones shall organize nationality-based tournaments as determined<br />
by FIBA
9.<br />
<strong>3x3</strong> BASKETBALL<br />
G) Other Organizers of <strong>3x3</strong> events<br />
1. National Federations shall encourage existing private or public<br />
organizers of <strong>3x3</strong> events that have a domestic field of<br />
invited/registered participants and sanction their events.<br />
2. Organizers of these events shall be responsible for the respect of the<br />
requirements in Chapter C and shall comply with any other<br />
reasonable condition required by the national federation.<br />
3. Organizers will have their tournaments classified by FIBA and<br />
attributed with ranking points. Participants will be part of the FIBA<br />
<strong>3x3</strong> World Ranking.<br />
4. In the event of disputes over the sanctioning of a given event, FIBA’s<br />
decision shall prevail.
10.<br />
<strong>3x3</strong> BASKETBALL<br />
H) FIBA<br />
1. FIBA shall encourage Zones and National Federations to organize<br />
<strong>3x3</strong> events<br />
2. FIBA may organize <strong>3x3</strong> events directly or through IBF<br />
3. FIBA classifies all events and attributes ranking points to all<br />
participants<br />
4. FIBA will determine the qualification system to World<br />
Championships (if any), YOGs and, if available, Olympic Games<br />
5. FIBA shall set up:<br />
1. <strong>3x3</strong> Committee (to review and adapt on a regular basis all elements of <strong>3x3</strong>)<br />
2. <strong>3x3</strong> Ranking Committee (to oversee the World Ranking)<br />
3. <strong>3x3</strong> Certification Committee (to classify all events and decide on conflicts)<br />
4. <strong>3x3</strong> Rules Committee (to review the Rules of the Game)

OTHER ASPECTS related to qualifications for World Championships and Youth Olympic Games<br />
• Zones to organize qualification tournaments as of 2013<br />
• qualification system by invitation in 2012, unless express interest is indicated by a Zone by<br />
February 2012<br />
• Qualification tournaments will be male & female simultaneously, open to all members. Must be<br />
organized in the same year and end 10 weeks prior to corresponding championship following FIBA<br />
<strong>3x3</strong> eligibility criteria for countries and players (deadline for YOG may vary)<br />
• Zones need to communicate by end of previous year whether they organize or not qualification<br />
tournament(s); in latter case, the Zone’s slots revert to FIBA, who will discretionally assign those<br />
slots, similar to 2010 YOG principles, or organize qualification events<br />
• In principle, top 3 teams qualify directly; the remaining are invited by FIBA based on country<br />
diversification, similar to 2010 YOG principles<br />
• Exposure, if and as required, in reserved categories: playing ball, referee uniforms,<br />
apparel/footwear (tbc), consumer electronics (tbc) and betting. Media and digital rights reserved on<br />
a non-exclusive basis<br />
• Event Manual to be published by March 2012
