McKeon. “That the area of Moonlone Lane, Naul marked red on the adjoining map be zoned ‘RC’ Rural Cluster”. The following report by the Manager which had been circulated was CONSIDERED CONSIDERED: CONSIDERED “This site was the subject of MD2.1 which was defeated. The site is zoned RU in the Draft Development Plan. The total area being sought is approximately 12 ha. The site is located approximately 1.6km east of the Naul. There is an extensive planning history on the lands. 11 planning applications have been refused because of the inadequacy of the road network. The subject lands comprise of approximately 21 houses along a laneway which are set back making it difficult to provide for additional houses on the individual sites. Within the subject lands there appears to be 3 fields available (3.37 ha) which have no existing houses on them but could potentially accommodate approximately 10 houses. It is not considered appropriate given the inadequate road network to zone the lands RC. The subject lands are in close proximity to the Naul Village and it is considered that there are a sufficient number of Rural Clusters in the County to provide for rural generated housing need. The delineation of the lands does not lend itself to development in accordance with the RC zoning objective, which is to ‘Provide for small scale infill development serving local needs while maintaining the rural nature of the cluster’. The development for housing of these lands would be likely to result in ribbon development which would be unsightly, out of keeping with the rural character of the area and detrimental to traffic safety. There is a sufficient quantum of land zoned in the Naul to cater for the needs of the village. The proposed rezoning would be contrary to Objective Villages 1 of the Draft Development Plan,
1995 ‘Develop each village in accordance with a Local Area Plan which will provide the optimal development framework to ensure the protection and enhancement of the existing village, the strengthening and consolation of the village core and the provision of a high quality living environment for the existing and future population of the village.’ The proposed rezoning would militate against the principle of consolidation and the sequential approach. In relation to developing land sequentially, the Development Plan Guidelines (DoEHLG 2007) states that ‘in order to maximise the utility of existing and future infrastructure provision and promote the achievement of sustainable development zoning should extend outwards from the centre with undeveloped lands closest to the core being given preference i.e. ‘leapfrogging’ of development to more remote areas should be avoided.’ The proposed rezoning would result in a fragmented pattern of development and would militate against the proper planning and sustainable development of the area. RECOMMENDATION RECOMMENDATION: RECOMMENDATION No change.” Following discussion a Mapping amendment to reduce the size of the site was proposed by Councillor D. O Connor, seconded by Councillor C. Byrne. The amendment was AGREED AGREED.
