INTRODUCTION INTRODUCTION It is the policy of Fingal County Council that all roads in residential and industrial developments are provided with appropriate public lighting. In all developments to be taken-in-charge by Fingal County Council, the Developer is completely responsible for ensuring that all aspects of the Council public lighting design are completed to the Council's satisfaction. Should a Developer decide retrospectively to offer a development for adoption by the Council, he will be responsible also for any additional works that may be required to bring the public lighting system up to taking-in-charge standard. Public lighting installations normally require supply and installation of all ducting, cabling, service-pillars, columns, lanterns and other necessary electrical equipment as specified by the Council. Fingal County Council has a policy of minimising energy usage in lighting installations subject to achieving appropriate lighting levels and minimising maintenance costs. With this objective in mind, the Electrical Section will provide the layout of the public lighting system on site drawings provided by the Developer. Column positions, nominal height of columns, lantern types, cable sizes, underground circuits and column numbering scheme will all be indicated. The Developer must adhere fully to the layout shown. The installation will not be accepted unless it is has been installed according to the agreed design and electrical specifications. All installations will be subject to inspection by the Electrical Section during works and on completion. Any conflicts between the Council lighting design requirements and site conditions must be notified to the Electrical Section prior to agreeing appropriate modifications. Unapproved modifications will not be accepted for taking-incharge. The office address is Civic Offices, Grove Road, Blanchardstown, Dublin 15. The site layout shall show clearly road names, house numbers, ESB LT distribution pillars, footpaths, verges, driveways and any features that may require special consideration for lighting, e.g. shared surface areas, cycle tracks, chicanes and other traffic calming measures. It shall also clearly distinguish between areas that will be open to general public access and to be taken-incharge by Fingal County Council, and areas which will have restricted access and be in the care of any private management company. As the service pillars and columns on the various roads within the development are erected, fitted out, cabled and tested, the Developer shall submit the Green sheet of the approved Completion Certificate, CERT 1, together with a Supply Point Duct Completion Certificate to the Electrical Section. Subject to the payment of the required contributions outlined below under ESB requirements, the Council Inspector will review the installation and report any defects noted to the Developer. These must be corrected, and if necessary a new Completion Certificate submitted to enable the Council to issue a formal PL Connection Order to ESBN.
