Fingal County Council is starting the process of
preparing a Local Area Plan for Baldoyle - Stapolin to
replace the original Baldoyle/Portmarnock Action Area
Plan which was adopted in November 2001 (see location
map at the back of the document).
A Local Area Plan (LAP) is a statutory document prepared
by the Council in accordance with the requirements
of the Planning & Development Acts. The aim of an
LAP is to set out a detailed framework for the proper
planning and sustainable development of a specific area,
focusing particularly on the policies and mechanisms
that deliver necessary physical, social, and environmental
infrastructure to the existing and future residents of the
area.
The Local Area Plan must be consistent with the
objectives of the Fingal Development Plan 2011-2017 and
will guide and manage future development in the area.
Once adopted, the LAP will provide a 6 year statutory
framework for guiding development and assessing
planning applications in the area covered by the LAP.
As part of the LAP process the Council is required
to undertake two specific types of environmental
assessment:
• A Strategic Environmental Assessment as
required under the SEA Directive
(2001/42/EC)
• An Appropriate Assessment screening, as
required under the Habitats Directive
(92/43/EEC) and as appropriate to prepare a
Natura Impact Report.
The findings and reports of these assessments will be
published by the Council with the Draft LAP.
The LAP will:
• set a framework for and highlight
opportunities and constraints associated
with this development;
• outline future housing requirements and the
manner in which it is to be provided;
• develop policies to encourage and support
economic development;
• provide for the conservation of the natural and
built heritage;
• ensure necessary supporting physical and
social infrastructure is provided in a timely
manner;
• support sustainable development practices,
including public transport, sustainable urban
drainage systems (SuDs);
• inform and guide those planning on
investigating in future commercial or
residential development, infrastructure or
services;
• be used as part of the assessment of
development proposals and planning
applications.
Your Role
Period of Consultation
The preparation of a Local Area Plan has two phases:
• A Pre-Draft and
• Draft phase
Local Area Plan Process
Presently we are at the ‘pre-draft’ stage which is followed
by the preparation and publication of a Draft Local Area
Plan. At both stages, the planning authority undertakes
public consultation exercises and invites your comments.
