<strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> is starting the process of<br />
preparing a Local Area Plan for <strong>Baldoyle</strong> - <strong>Stapolin</strong> to<br />
replace the original <strong>Baldoyle</strong>/Portmarnock Action Area<br />
Plan which was adopted in November 2001 (see location<br />
map at the back of the document).<br />
A Local Area Plan (LAP) is a statutory document prepared<br />
by the <strong>Council</strong> in accordance with the requirements<br />
of the Planning & Development Acts. The aim of an<br />
LAP is to set out a detailed framework for the proper<br />
planning and sustainable development of a specific area,<br />
focusing particularly on the policies and mechanisms<br />
that deliver necessary physical, social, and environmental<br />
infrastructure to the existing and future residents of the<br />
area.<br />
The Local Area Plan must be consistent with the<br />
objectives of the <strong>Fingal</strong> Development Plan 2011-2017 and<br />
will guide and manage future development in the area.<br />
Once adopted, the LAP will provide a 6 year statutory<br />
framework for guiding development and assessing<br />
planning applications in the area covered by the LAP.<br />
As part of the LAP process the <strong>Council</strong> is required<br />
to undertake two specific types of environmental<br />
assessment:<br />
• A <strong>Strategic</strong> Environmental Assessment as<br />
required under the SEA Directive<br />
(2001/42/EC)<br />
• An Appropriate Assessment screening, as<br />
required under the Habitats Directive<br />
(92/43/EEC) and as appropriate to prepare a<br />
Natura Impact Report.<br />
The findings and reports of these assessments will be<br />
published by the <strong>Council</strong> with the Draft LAP.<br />
The LAP will:<br />
• set a framework for and highlight<br />
opportunities and constraints associated<br />
with this development;<br />
• outline future housing requirements and the<br />
manner in which it is to be provided;<br />
• develop policies to encourage and support<br />
economic development;<br />
• provide for the conservation of the natural and<br />
built heritage;<br />
• ensure necessary supporting physical and<br />
social infrastructure is provided in a timely<br />
manner;<br />
• support sustainable development practices,<br />
including public transport, sustainable urban<br />
drainage systems (SuDs);<br />
• inform and guide those planning on<br />
investigating in future commercial or<br />
residential development, infrastructure or<br />
services;<br />
• be used as part of the assessment of<br />
development proposals and planning<br />
applications.<br />

The preparation of a Local Area Plan has two phases:<br />
• A Pre-Draft and<br />
• Draft phase<br />
Local Area Plan Process<br />
Presently we are at the ‘pre-draft’ stage which is followed<br />
by the preparation and publication of a Draft Local Area<br />
Plan. At both stages, the planning authority undertakes<br />
public consultation exercises and invites your comments.
