The next key step was to design a CoA that would tag the information correctly across the three<br />
central software packages and enable interfaces with other clients.<br />
Other steps included:<br />
Assessing know-how gaps and setting up training<br />
Configuring the system in accordance with IAS / IFRS<br />
Setting up change management support<br />
Developing training materials and training courses<br />
Testing the system<br />
Setting up the new TSA operation with an appropriate legal basis<br />
Switching over from the old system to the new.<br />
The system “went live” on January 1, 2004. The basic cost of the system was a little over US$30<br />
million. However, when accounting for training, change management, and other factors, the overall<br />
cost was estimated at roughly US$ 70 million. Notably, the IFMIS was financed entirely from the<br />
Slovak Government’s own budget.<br />
The Slovak IFMIS was a major achievement given the political climate as well. The implementation<br />
process endured a change in government, but the process was not derailed because the elected<br />
Assembly (Parliament) was committed to a new system and forced the hand of the bureaucracy.<br />
