2 Initial Road Map<br />
3. Government resources to be committed<br />
4. Project team composed of:<br />
• Project Manager<br />
• Logistics Support<br />
• Legal support expert in current Government <strong>Financial</strong> rules and regulations, fiscal matters,<br />
• IT expertise<br />
• Business process expert – current business processes<br />
• Other experts the host government may nominate<br />
5. Steering Committee (SC) chaired by Minister of Finance or his delegate. Members to include:<br />
• Project Managers – Government and IFMIS team<br />
• Central Bank representative<br />
• Debt Agency representative<br />
• Ministry Finance department nominees, maximum 4<br />
• Nominated minute-taker and secretary to the SC<br />
6. SC Minute approval process to be in place – Maximum time, 5 working days<br />
SC Monthly meeting schedule to be fixed<br />
Other committees established should all report to SC<br />
7. Dispute resolution process to be agreed, max time period 60 working days,<br />
Ombudsman Minister Finance, or Prime Minister – Donor Representative, last resort<br />

• At least past three years’ approved and executed budgets<br />

• Internal Auditors<br />

• Organization Chart<br />

• <strong>Information</strong> on current systems functioning<br />
9. What must be completed before tender process<br />
• CoA<br />
• Business Process mapping<br />
• Set of complete reports that all Users and User Departments require to accomplish their work<br />
• Testing of accepted CoA<br />
