This concludes my criticisms of the Bogg's paper, but there is one last<br />

point here that I would add; the Boggs, while citing the many schemes which<br />

ar,e being used by whites to block any attempts by Blacks to gain power in the<br />

cities, have stated - and I sincerely question the revolutionary character of<br />

this statement - that<br />

"these scherles may definitely delay or even permanetly<br />

exclude the black majority front taking over the reins<br />

of city government ." 44 .<br />

To this statement I must reply " n o th i n g ever remains the same, not<br />

even in North America .<br />

This problem of colored peoples regaining their dignity, a question<br />

to which many still relegate to a position of minor importance( for<br />

example, by subordinating it to a question of economic relationships),<br />

was considered of such importance by delegates to the Tricontinental<br />

Conference as to warrant special attention in the form of a resolution:<br />

"The colonial system was not satisfied with dislocating<br />

social structures deplacing entire populations~<br />

imposing artificial frontiers upon territories<br />

and languages and decimating our peoples by means of v<br />

forced labor m mines and on plantations ; with an equal<br />

violence it attacked the cultural heritage of our<br />

countries . . .In the best of cases the cultures that<br />

escaped pure and simple destruction were condemned to<br />

vegetate in historic secrecy . The cultural dynamism<br />

belonging to each people rapidly degenerated into a<br />

totality of fragmented folkloric traditions into<br />

clothing and culinary practices into groups of artists<br />

incapar.;le of carrying .on the process of histor.icwl<br />

continuity in the creation and genuine ef"ervescence<br />

of both literature and science . Savage exploitation<br />
