Statement of Explanation
The work, which was accomplished on this site, was performed by CMS Environmental, Inc. (CMS)
which was the UXO contractor on Fort Ord from August 1995 through September 1998. In June of
1998 CMS was sold and the name of the company became USA Environmental, Inc. (USA). In July
1998 USA began to conduct work on Fort Ord as a sub-contractor to CMS. In September the novation
was complete and USA became the prime contractor for Contract Number DACA 87-96-D-0019.
One of the results of this change is that USA is now reporting on work performed by CMS. The one
noticeable difference and apparent inconsistency is the use of “USA” in the headers for each page,
while “CMS” is referenced in the text. This disparity is unavoidable, as USA Environmental did not
exist when these operations were being performed and CMS Environmental now no longer exists on
1.0 INTRODUCTION
An Ordnance and Explosive (OE) grid sampling and a four (4) foot removal action was completed on
Site OE-53 (EDC) with the objective of removing all UXO items from the site to a depth of at least
four (4) feet where such items could be detected from the surface using magnetometers. Site OE-53
(EDC) (formerly know as Shoulder Launched Projectile Area) is located north of the Multi-Range
Area (MRA) between Parker Flats Road and Parker Flats Cut-off. Site OE-53 (EDC) is identified in
the Final Phase 2 Engineering Evaluation/Cost Analysis (EE/CA) (April 1998) as Land Use Group III,
Institutional/public, commercial, industrial, residential and as such may be subject to additional
development in the future. Site OE-53 (EDC) encompasses approximately three hundred ten (310)
acres and is rated medium for both terrain and vegetation difficulty. Figure 1-1 shows the boundaries
of Site OE-53 (EDC) and figure 1-2 on the following page shows the location of this map within the
1.2 HISTORY OF ORDNANCE AND EXPLOSIVE USE IN THE SITE
The following information was obtained from the Revised Archives Search Report (ASR). Shoulder
Launched Projectile Target Area “C”. The hill, located between the two flats, was a target area for the
rifle grenades and shoulder-launched projectiles. The firing points were near a small building across
the flat to the west. The hill was also assaulted by rifle grenades and shoulder launched projectiles
form the east. This use occurred in the 1940’s, 1950’s, and 1960’s. The hill south of the large flat at
Parker Flats was a target area for rifle grenades and ground/tube launched projectiles. The firing point
was near the road on the northeast side of the flat. The main target was a tank hull placed at the
intersection of two roads. This use occurred in the 1940’s, 1950’s, and 1960’s. A site inspection in
May of 1996, USACE OE Safety Specialist discovered one 3” Stokes mortar with unknown filler. A
second visit revealed 75mm fragments, two 3” Stokes mortars and unidentified projectile
fragmentation.
Chapter 2: Operation Approach
2.0 INTRODUCTION
This chapter provides a description of the specific activities involved in meeting the requirements of
the Work Plan as it applies to Site OE-53. Results of daily operations are recorded in Daily Operations
Journals, included in this report as Appendix I. Grid Operations Records are included as Appendix J.
Relevant portions of this Work Plan are included in this report as Appendix F.
2.1 SITE VISIT AND SITE–SPECIFIC WORK PLAN
A site visit was conducted by CMS on June 5-9, 1995. The Site-Specific Work Plan (July 21, 1995)
makes no mention of Site OE-53, but states, “Other sites determined to be contaminated as the result of
on-going OE sampling on Fort Ord can be added or substituted for cited acreage as information
becomes available.”
2.2 COMMUNITY RELATIONS
USA has not received any requests for community relation’s activities in relationship to Site OE-53.
2.3 LOCATION SURVEYS AND MAPPING
Surveying activities commenced on June 2, 1998 on Site OE-53 using global positioning system
(GPS). The total area of Site OE-53 (310.30 acres) contains one thousand three hundred fifty-seven
(1357) 100’ by 100’ grids and partial grids. The survey team commenced staking fifty-two (52) 100' X
100' grids for 100% grid sampling. The northern most boundary of Site OE-53 was established on
February 4, 2000. By April 3, 2000, the entire site was completed and all grids were staked. Work
Plan procedures for surveying and mapping are included in Appendix F. Planimetric maps are
included in Appendix E.
2.4 BRUSH CUTTING OPERATIONS
Due to the heavy vegetation density on Site OE-53, mechanical vegetation removal was required on
most of these grids. Manual brush cutting techniques using chainsaws and rotary trimmers were
incorporated to compliment the mechanical operations in the heavily wooded areas. Brush cutting
began on June 2, 1998 and continued through April of 2000. Procedures for mechanical and manual
brush cutting procedures are listed in Appendix F, Work Plan Excerpts.
2.5 PRIOR SAMPLING OPERATIONS
The revised ASR (1997) states that this site has not been investigated as of this time.
2.6 RESULTS OF WORK PERFORMED BY CMS/USA ENVIRONMENTAL
Two separate phases of work were performed on Site OE-53:
(a) 100% grid sampling
(b) 4' OE removal
Each phase will be discussed in detail as a distinct operation in the following sections. A listing of
UXO encountered during each phase is listed in tabular form in the corresponding subparagraph of this
section. A complete site listing of UXO and OE scrap is presented in Appendix C.
Final: 30 September 2001
2.6.1 100% GRID SAMPLING
100% grid sampling, to a depth of 4 ft below ground surface (bgs) was performed on fifty-two (52)
100' X 100' grids on Site OE-53. This phase of the work started on June 10, 1998 and was completed
on September 21, 1998. Six hundred sixteen (616) occurrences OE or OE scrap items were recovered
from forty-seven (47) of the fifty-two (52) sample grids. Nineteen (19) items recovered contained
energetic material or hazardous components. Scrap removed from these fifty-two (52) grids was
comprised of 453 pounds of OE scrap and 841 pounds of non-OE scrap. UXO recovered during the
100% grid-sampling phase is listed in Table 2-1 below:
2.6.2 FOUR FOOT OE REMOVAL OPERATIONS
A decision was made by the government to conduct a 4' OE removal operation on the site. USA started
four (4) foot OE removal operations on the remaining one thousand three hundred and five (1,305)
grids beginning in September of 1998. Work was completed in December 2000. A total of twelve
thousand eighty-six (12,086) occurrences of UXO/OE scrap were encountered on these grids OE Scrap
11,584 Pounds/Non-OE Scrap 27,180 Pounds. One thousand two hundred ninety-one (1,291)
contained energetic material or hazardous components. As the original five hundred and twenty two
(522) 4’ OE Removal grids inside OE-53 were completed a protocol was developed by USA
Environmental Inc. to be used by USACE SPK as an interim guidance on following the OE on the
edge of a completed site. The protocol involved additional removal/sampling for 200 ft beyond the
location of Projected ordnance items and 100 ft beyond all thrown or placed ordnance items. This
protocol considered significant discovery of OE related scrap as a reason for additional
removal/sampling of the surrounding area. This “Follow the OE” protocol added an additional 192.30
acres to the original size of OE-53. The removal effort ceased when contact with boundary OE-50 to
the west; BLM land to the east; the Multi Range Area to the south; and an arbitrary line to cease
operations to the north was designated by the USACE SPK. A description of these items is listed in
2.7 DEMOLITION OPERATIONS
UXO items encountered at Site OE-53 were destroyed by CMS/USA using demolition procedures.
There are two categories of UXO items which may be encountered: 1) items with energetic materials
or hazardous components unsafe to move which are therefore detonated where found and 2) items with
energetic materials and hazardous components deemed safe to move which were relocated to a safe
holding area until consolidated demolition shots were scheduled. Consolidated demolition shots to
dispose of UXO from the safe holding area were held at Range 45 and in the fuel break, areas of
former Fort Ord used for demolition operations because they are sufficiently remote from dwellings,
the terrain affords good visibility for the demolition team and the areas are less likely to be subject to
intruders because of their locations inside the fenced Multi-Range Area (MRA). UXO items from Site
OE-53 were also destroyed in demolition operations in Sites OE-37, OE-10A, OE-44 and OE-42.
Explosives Usage Records from the OE database related to the destruction of the UXO from Site OE-
53 are included in this report as Appendix G. All demolition was accomplished as specified in the
Work Plan and described in Appendix F of this report.
2.8 ORDNANCE SCRAP AND OTHER SCRAP RECOVERED
Ordnance scrap is defined as a military munition or components thereof, which contain no explosive,
Task Order Number 0004, Contract Number DACA87-96-D-0019
Page 2-5

pyrotechnic or chemical agent. These can be, but are not limited to, practice munitions without
spotting charges, drill rounds, inert training munitions or expended ejection munitions. Fragments of
military munitions, which have functioned as designed or were recovered from areas where munitions
have been intentionally destroyed, are ordnance scrap if they have no explosive, pyrotechnic or
chemical filler. These items pose no imminent threat to public safety but may require venting or some
other action prior to release from government control. Table 2-3 below lists, in pounds, both ordnance
(OE) scrap and non-ordnance scrap (nails, cans, fence posts etc.) recovered from Site OE-53. Table 2-4
describes OE scrap (fragments) items recovered and recorded by weight (pounds). Table 2-5 lists OE
scrap items recorded by quantity (each). Appendix H addresses the disposition of the ordnance scrap.
2.10 ANALYSIS OF EFFECTIVENESS
Information extracted from the ASR and the USACE OE Safety Specialist site visit accurately
forecasted the ordnance types encountered at Site OE-53. While a variety of ordnance types were
ultimately found on the site as predicted by this data, all UXO and ordnance scrap recovered from Site
OE-53 was compatible with information provided in these documents. The design UXO (the deepest
penetrating ordnance type found by on-site investigators) for Site OE-53 is recorded in the April 1998
Phase II EE/CA as a 37mm projectile (the EE/CA Phase II referenced the M48 75mm projectile, which
can be expected to penetrate up 4.9' in sand. Types found on this site were the 75mm Mk 1, shrapnel
projectiles). Comparison data presented in this report references the M48 as no data is presented for
the Mk1 shrapnel version of this item. Note 1 in Table 2-6 states that the deepest detection depth at the
former Fort Ord is 3.9’ for the 75mm Shrapnel MK1. Both 75mm and 37mm projectiles are believed
to penetrate deeper than can be detected using the Schonstedt GA-52Cx magnetic locator. Table 2-6
below lists the calculated penetration capabilities of ordnance recovered from Site OE-53 and the
estimated depth at which the ordnance may be expected to be found using the Schonstedt GA-52Cx
magnetic locator.
2.11 CONCLUSIONS
USA was able to confirm the ASR that rifle grenades and tube-launched projectiles used in OE-53.
The location of firing points could not be determined. The two (2) phases of UXO remediation
conducted on Site OE-53 are complete. Ordnance and ordnance scrap was removed from the fifty-two
(52) 100' X 100' sampling girds accomplished in September 1998. These grids were investigated to
four (4) feet bgs by the use of GA-52Cx Schonstedt Flux Gate Magnetometer. Nineteen (19) instances
Page 2-12

USA AAR–100% Grid Sampling/4' OE Removal- Site OE-53, Former Fort Ord, CA
Final: 30 September 2001
of UXO were recovered from these sample grids.
The remainder of the one thousand three hundred and five (1,305) grids on OE-53 was investigated to
four (4) feet bgs beginning September 1998. This effort produced one thousand three hundred twentynine
(1329) occurrences of UXO and eleven thousand seven hundred sixty-one (11761) instances of
OE scrap. OE scrap removed from site OE-53 was comprised of a variety of munitions used for troop
training and fragments of 37mm and 75mm projectiles, 60mm, 81mm mortars and Levins Projectors.
Because some of the ordnance scrap on this site appears to have been placed or buried, (such as live
and expended pyrotechnics found 36"-48" bgs), it is possible that buried or placed UXO/OE scrap may
still exist on Site OE-53.
Looking at the data USA Environmental Inc. has published, in Cost and Schedule Reports, the OE
Database and the Contract Closure Report can render a professional opinion.
Penetrated Ordnance:
1. 92% of the 75mm M49 either the HE or Common M1 version were found within 24" of the surface.
2. The Schonstedt was able to locate projectiles down to a maximum depth of MK1 Shrapnel at 30"
(one inch deeper than the Huntsville Penetration Study) and MK 1 Common at 48" in (sand) which is
(deeper 19" deeper than the Huntsville Penetration study).
3. 91% of all Shrapnel projectiles recovered were expended. This seems to reflect a very high
percentage function as designed.
4. We have found UXO Shrapnel Projectiles down to 30" below ground surface and expended
shrapnel projectiles down to the same level.
When the Ordnance Detection and Discrimination Study (ODDS) is reviewed for which instruments
were effectively locating items in the first 24" (which is where the majority of UXO and OE scrap is
located) the Schonstedt was rated as one of the best.
2.12 RECOMMENDATIONS
It is the evaluation of USA management personnel in consultation with USACE OE Safety Specialists
that the existence of buried UXO within the site is possible. The results of this OE removal effort on
Site OE-53 support the following recommendations:
(a) In view of the extent of the investigation and removal efforts conducted on this site, the
demonstrated ability of UXO Technicians to detect and remove deeply buried munitions, and
comparing maximum penetration data with USA's OE database for the penetrating ordnance
located on Site OE-53, it is unlikely that penetrating ordnance exists on this site.
(b) The presence of buried ordnance located on the site at depths to 48" dictates the possibility exists,
(but is considered unlikely), for more occurrences of deeply buried ordnance which is beyond the
detection capabilities of the Schonstedt GA-52Cx. Therefore further investigation using the same
technology would be ineffective.
Final: 30 September 2001
(c) It is the opinion of this contractor that, taking into account the extensive sampling and intrusive
activities conducted in this site, this action has resulted in a high degree of certainty that no further
OE response is needed if current and planned reuse does not require intrusive activities below the
four foot (4’) clearance depth. If the reuse of the property does require activities below the 4’
clearance depth it is the recommendation of the contractor to have a UXO construction support
team on stand by during the intrusive operations, or to bring in technologies that have the
capabilities of detecting anomalies at depth greater than 4’ bgs.
(d) Due to the extent of removal efforts in the north, south and the east of site OE-53 and the sampling
conducted in MOCO-2 and clearance of OE-44 EDC there is a strong indication that penetrating
ordnance could be beneath the surface of Parker Flats Road and Eucalyptus Road bordering Site
OE-53. It would be the contractor’s recommendation that the Government use a technology that is
capable of investigating the potential of anomalies below the surface of the road.
Chapter 4: Recapitulation
4.0 INTRODUCTION
The 100% grid sampling, and four (4) foot OE removal action on Site OE-53 was accomplished by
CMS and USA Environmental Inc. between June 1998 and November 2000. Authorization was
provided under Task Order 0004 under Contract Number DACA87-96-D-0019. This chapter
recapitulates the information contained in this report and describes the specific lessons learned during
this operation.
4.1 RECAPITULATION OF THE REPORT
4.1.1 SITE DESCRIPTION
Site OE-53 is located north of The MRA between Parker Flats Road and Eucalyptus Road. At the time
of the sampling and OE removal actions, the site encompassed approximately three hundred ten (310)
acres. Site OE-53 is identified in the Final Phase 2 Engineering Evaluation/Cost Analysis (EE/CA)
(April 1998) as Land Use Group III, Institutional/public, commercial, industrial, residential and as
such may be subject to additional development in the future.
4.1.2 PRIOR SAMPLING RESULTS
The 1997 Revised Archive Search Report (ASR) states that Site OE-53 has not been investigated as of
this time. Based upon a site inspection conducted on the site by an USACE OE Safety Specialist. OE
items located on the site included 75mm projectile shrapnel and 3” Stokes Trench Mortars.
4.1.3 PARAMETERS OF SAMPLING
CMS performed 100% grid sampling on fifty-two (52) 100' X 100' grids in June 1998. This action was
completed by USA in June 1998 with nineteen (19) occurrences of UXO containing energetic
materials being located.
USA Environmental performed additional expansion sampling on two hundred and thirty-six (236)
surrounding the northern most sample grids. This 4' removal of grids was cleared by USA in March
and April 1999. Twenty-three (23) UXO items were located and destroyed during subsequent
demolition operations, conducted mainly on Range 43. One item was blown in place as it was deemed
unsafe to move to another disposal site.
4.1.4 BRUSH REMOVAL OPERATIONS
Vegetation removal operations required for Site OE-53 were accomplished by mechanical and manual
brush cutting crews. CMS/USA subcontractor, Timberline Logging, provided mechanical brush
cutting. Manual cutting was accomplished by a team of laborers escorted by a UXO Technician
provided by CMS and USA.
4.1.5 100% GRID SAMPLING OPERATIONS
Fifty-two (52) 100' X 100' grids were 100% investigated between June 25, and June 23, 1998.
Nineteen (19) instances of UXO were reported from these grids and four hundred fifty-three (453)
pounds of fragments or pieces of ordnance scrap was located and removed. Eight hundred and forty-
Final: 30 September 2001
one (841) pounds of OE scrap and non-ordnance scrap respectively was collected and removed from
these grids.
4.1.6 FOUR FOOT OE REMOVAL
During the four (4) foot OE removal phase of this action, which entailed investigating a total of twelve
thousand eighty-six (12,086) occurrences of UXO/OE scrap that were encountered within site OE-53.
One thousand two hundred ninety-one (1,291) contained energetic material or hazardous components.
Scrap collected and removed consisted of eleven thousand three hundred eight-four (11,384) pounds of
OE scrap, and twenty seven thousand and one hundred and eighty (27,180) pounds of non-OE scrap.
The total scrap removed during these two phases is eleven thousand eight hundred thirty-seven
(11,837) pounds of OE scrap and twenty eight thousand and twenty one (28,021) pounds of non-OE
scrap.
4.1.8 SUMMARY OF COSTS
This total cost of these two (sampling/removal) actions at Site OE-53 was $64,137.47 for the sampling
effort and $753,941.05 for the four (4) foot removal. Seventy one thousand, three hundred twenty-four
(71,324) personnel-hours were devoted to this site.
4.1.9 SUMMARY OF RECOMMENDATIONS
(c) It is the opinion of this contractor that, taking into account the extensive sampling and intrusive
activities conducted in this site, this action has resulted in a high degree of certainty that no further
OE response is needed if current and planned reuse does not require intrusive activities below the
four (4) foot clearance depth. If the reuse of the property does require activities below the 4’
clearance depth, it is the recommendation of the contractor to have a UXO construction support
team on standby during the intrusive operations, or to bring in technologies that have the
capabilities of detecting anomalies at depth greater than 4’.
(d) Due to the extent of removal efforts in the south and the west of site OE-53 and the sampling
conducted in MOCO-2 and clearance of OE-44 EDC there is a strong indication that penetrating
ordnance could be beneath the surface of Parker Flats Cutoff and Eucalyptus Road bordering Site
