Statement of Explanation<br />
The work, which was accomplished on this site, was performed by CMS Environmental, Inc. (CMS)<br />
which was the UXO contractor on <strong>Fort</strong> <strong>Ord</strong> from August 1995 through September 1998. In June of<br />
1998 CMS was sold and the name of the company became <strong>USA</strong> Environmental, Inc. (<strong>USA</strong>). In July<br />
1998 <strong>USA</strong> began to conduct work on <strong>Fort</strong> <strong>Ord</strong> as a sub-contractor to CMS. In September the novation<br />
was complete and <strong>USA</strong> became the prime contractor for Contract Number DACA 87-96-D-0019.<br />
One of the results of this change is that <strong>USA</strong> is now reporting on work performed by CMS. The one<br />
noticeable difference and apparent inconsistency is the use of “<strong>USA</strong>” in the headers for each page,<br />
while “CMS” is referenced in the text. This disparity is unavoidable, as <strong>USA</strong> Environmental did not<br />
exist when these operations were being performed and CMS Environmental now no longer exists on<br />
<strong>Fort</strong> <strong>Ord</strong>.<br />

Chapter 1: Overview<br />
1.0 INTRODUCTION<br />
An <strong>Ord</strong>nance and Explosive (<strong>OE</strong>) grid sampling and a four (4) foot removal action was completed on<br />
Site <strong>OE</strong>-53 (EDC) with the objective of removing all UXO items from the site to a depth of at least<br />
four (4) feet where such items could be detected from the surface using magnetometers. Site <strong>OE</strong>-53<br />
(EDC) (formerly know as Shoulder Launched Projectile Area) is located north of the Multi-Range<br />
Area (MRA) between Parker Flats Road and Parker Flats Cut-off. Site <strong>OE</strong>-53 (EDC) is identified in<br />
the Final Phase 2 Engineering Evaluation/Cost Analysis (EE/CA) (April 1998) as Land Use Group III,<br />
Institutional/public, commercial, industrial, residential and as such may be subject to additional<br />
development in the future. Site <strong>OE</strong>-53 (EDC) encompasses approximately three hundred ten (310)<br />
acres and is rated medium for both terrain and vegetation difficulty. Figure 1-1 shows the boundaries<br />
of Site <strong>OE</strong>-53 (EDC) and figure 1-2 on the following page shows the location of this map within the<br />
former <strong>Fort</strong> <strong>Ord</strong>.<br />

1.1 AUTHORITY<br />
CMS was tasked under Contract Number DACA87-96-D-0019 Task <strong>Ord</strong>er 0004 to perform vegetation<br />
removal, perimeter survey, <strong>100%</strong> grid sampling, survey and <strong>4'</strong> <strong>OE</strong> removal from <strong>OE</strong>-53 (EDC). The<br />
Sacramento District Office of the U.S. Army Corps of Engineers (CESPK) administered this contract.<br />
Work under Task <strong>Ord</strong>er 0004 commenced in June of 1998 (survey). Authority for these operations is<br />
as follows:<br />
(a) The work performed under this task order falls under the authority of the Base Realignment and<br />
Closure Act (BRAC) and was executed to search for ordnance and explosives (<strong>OE</strong>) that<br />
constituted an imminent and substantial endangerment to the local populace and site personnel.<br />
(b) Department of Defense (DoD) is the removal response authority with respect to incidents involving<br />
DoD military weapons and munitions or weapons and munitions under the jurisdiction, custody or<br />
control of DoD as identified by 40 CFR Section 300.120(d).<br />
(c) These actions are consistent with the Comprehensive Environmental Response, Compensation and<br />
Liability Act (CERCLA), section 104 and the National Contingency Plan, sections 300.400(b) and<br />
300.400(c)<br />
(d) Consistent with the above, no Federal, State or Local permits were required nor were obtained for<br />
the detonation of UXO on-site.<br />
(e) The provisions of 29 CFR 1910.120 (OSHA Hazardous Waste and Emergency Operation) apply to<br />

1.2 HISTORY OF ORDNANCE AND EXPLOSIVE USE IN THE SITE<br />
The following information was obtained from the Revised Archives Search Report (ASR). Shoulder<br />
Launched Projectile Target Area “C”. The hill, located between the two flats, was a target area for the<br />
rifle grenades and shoulder-launched projectiles. The firing points were near a small building across<br />
the flat to the west. The hill was also assaulted by rifle grenades and shoulder launched projectiles<br />
form the east. This use occurred in the 1940’s, 1950’s, and 1960’s. The hill south of the large flat at<br />
Parker Flats was a target area for rifle grenades and ground/tube launched projectiles. The firing point<br />
was near the road on the northeast side of the flat. The main target was a tank hull placed at the<br />
intersection of two roads. This use occurred in the 1940’s, 1950’s, and 1960’s. A site inspection in<br />
May of 1996, <strong>USA</strong>CE <strong>OE</strong> Safety Specialist discovered one 3” Stokes mortar with unknown filler. A<br />
second visit revealed 75mm fragments, two 3” Stokes mortars and unidentified projectile<br />
fragmentation.<br />

Chapter 2: Operation Approach<br />
2.0 INTRODUCTION<br />
This chapter provides a description of the specific activities involved in meeting the requirements of<br />
the Work Plan as it applies to Site <strong>OE</strong>-53. Results of daily operations are recorded in Daily Operations<br />
Journals, included in this report as Appendix I. <strong>Grid</strong> Operations Records are included as Appendix J.<br />
Relevant portions of this Work Plan are included in this report as Appendix F.<br />
2.1 SITE VISIT AND SITE–SPECIFIC WORK PLAN<br />
A site visit was conducted by CMS on June 5-9, 1995. The Site-Specific Work Plan (July 21, 1995)<br />
makes no mention of Site <strong>OE</strong>-53, but states, “Other sites determined to be contaminated as the result of<br />
on-going <strong>OE</strong> sampling on <strong>Fort</strong> <strong>Ord</strong> can be added or substituted for cited acreage as information<br />
becomes available.”<br />
2.2 COMMUNITY RELATIONS<br />
<strong>USA</strong> has not received any requests for community relation’s activities in relationship to Site <strong>OE</strong>-53.<br />
2.3 LOCATION SURVEYS AND MAPPING<br />
Surveying activities commenced on June 2, 1998 on Site <strong>OE</strong>-53 using global positioning system<br />
(GPS). The total area of Site <strong>OE</strong>-53 (310.30 acres) contains one thousand three hundred fifty-seven<br />
(1357) 100’ by 100’ grids and partial grids. The survey team commenced staking fifty-two (52) 100' X<br />
100' grids for <strong>100%</strong> grid sampling. The northern most boundary of Site <strong>OE</strong>-53 was established on<br />
February 4, 2000. By April 3, 2000, the entire site was completed and all grids were staked. Work<br />
Plan procedures for surveying and mapping are included in Appendix F. Planimetric maps are<br />
included in Appendix E.<br />
2.4 BRUSH CUTTING OPERATIONS<br />
Due to the heavy vegetation density on Site <strong>OE</strong>-53, mechanical vegetation removal was required on<br />
most of these grids. Manual brush cutting techniques using chainsaws and rotary trimmers were<br />
incorporated to compliment the mechanical operations in the heavily wooded areas. Brush cutting<br />
began on June 2, 1998 and continued through April of 2000. Procedures for mechanical and manual<br />
brush cutting procedures are listed in Appendix F, Work Plan Excerpts.<br />
2.5 PRIOR SAMPLING OPERATIONS<br />
The revised ASR (1997) states that this site has not been investigated as of this time.<br />
2.6 RESULTS OF WORK PERFORMED BY CMS/<strong>USA</strong> ENVIRONMENTAL<br />
Two separate phases of work were performed on Site <strong>OE</strong>-53:<br />
(a) <strong>100%</strong> grid sampling<br />
(b) <strong>4'</strong> <strong>OE</strong> removal<br />
Each phase will be discussed in detail as a distinct operation in the following sections. A listing of<br />
UXO encountered during each phase is listed in tabular form in the corresponding subparagraph of this<br />
section. A complete site listing of UXO and <strong>OE</strong> scrap is presented in Appendix C.<br />

2.6.1 <strong>100%</strong> GRID SAMPLING<br />
<strong>100%</strong> grid sampling, to a depth of 4 ft below ground surface (bgs) was performed on fifty-two (52)<br />
100' X 100' grids on Site <strong>OE</strong>-53. This phase of the work started on June 10, 1998 and was completed<br />
on September 21, 1998. Six hundred sixteen (616) occurrences <strong>OE</strong> or <strong>OE</strong> scrap items were recovered<br />
from forty-seven (47) of the fifty-two (52) sample grids. Nineteen (19) items recovered contained<br />
energetic material or hazardous components. Scrap removed from these fifty-two (52) grids was<br />
comprised of 453 pounds of <strong>OE</strong> scrap and 841 pounds of non-<strong>OE</strong> scrap. UXO recovered during the<br />
<strong>100%</strong> grid-sampling phase is listed in Table 2-1 below:<br />

2.6.2 FOUR FOOT <strong>OE</strong> REMOVAL OPERATIONS<br />
A decision was made by the government to conduct a <strong>4'</strong> <strong>OE</strong> removal operation on the site. <strong>USA</strong> started<br />
four (4) foot <strong>OE</strong> removal operations on the remaining one thousand three hundred and five (1,305)<br />
grids beginning in September of 1998. Work was completed in December 2000. A total of twelve<br />
thousand eighty-six (12,086) occurrences of UXO/<strong>OE</strong> scrap were encountered on these grids <strong>OE</strong> Scrap<br />
11,584 Pounds/Non-<strong>OE</strong> Scrap 27,180 Pounds. One thousand two hundred ninety-one (1,291)<br />
contained energetic material or hazardous components. As the original five hundred and twenty two<br />
(522) 4’ <strong>OE</strong> <strong>Removal</strong> grids inside <strong>OE</strong>-53 were completed a protocol was developed by <strong>USA</strong><br />
Environmental Inc. to be used by <strong>USA</strong>CE SPK as an interim guidance on following the <strong>OE</strong> on the<br />
edge of a completed site. The protocol involved additional removal/sampling for 200 ft beyond the<br />
location of Projected ordnance items and 100 ft beyond all thrown or placed ordnance items. This<br />
protocol considered significant discovery of <strong>OE</strong> related scrap as a reason for additional<br />
removal/sampling of the surrounding area. This “Follow the <strong>OE</strong>” protocol added an additional 192.30<br />
acres to the original size of <strong>OE</strong>-53. The removal effort ceased when contact with boundary <strong>OE</strong>-50 to<br />
the west; BLM land to the east; the Multi Range Area to the south; and an arbitrary line to cease<br />
operations to the north was designated by the <strong>USA</strong>CE SPK. A description of these items is listed in<br />
Table 2-2 below:<br />

2.7 DEMOLITION OPERATIONS<br />
UXO items encountered at Site <strong>OE</strong>-53 were destroyed by CMS/<strong>USA</strong> using demolition procedures.<br />
There are two categories of UXO items which may be encountered: 1) items with energetic materials<br />
or hazardous components unsafe to move which are therefore detonated where found and 2) items with<br />
energetic materials and hazardous components deemed safe to move which were relocated to a safe<br />
holding area until consolidated demolition shots were scheduled. Consolidated demolition shots to<br />
dispose of UXO from the safe holding area were held at Range 45 and in the fuel break, areas of<br />
former <strong>Fort</strong> <strong>Ord</strong> used for demolition operations because they are sufficiently remote from dwellings,<br />
the terrain affords good visibility for the demolition team and the areas are less likely to be subject to<br />
intruders because of their locations inside the fenced Multi-Range Area (MRA). UXO items from Site<br />
<strong>OE</strong>-53 were also destroyed in demolition operations in Sites <strong>OE</strong>-37, <strong>OE</strong>-10A, <strong>OE</strong>-44 and <strong>OE</strong>-42.<br />
Explosives Usage Records from the <strong>OE</strong> database related to the destruction of the UXO from Site <strong>OE</strong>-<br />
53 are included in this report as Appendix G. All demolition was accomplished as specified in the<br />
Work Plan and described in Appendix F of this report.<br />
2.8 ORDNANCE SCRAP AND OTHER SCRAP RECOVERED<br />
<strong>Ord</strong>nance scrap is defined as a military munition or components thereof, which contain no explosive,<br />

pyrotechnic or chemical agent. These can be, but are not limited to, practice munitions without<br />
spotting charges, drill rounds, inert training munitions or expended ejection munitions. Fragments of<br />
military munitions, which have functioned as designed or were recovered from areas where munitions<br />
have been intentionally destroyed, are ordnance scrap if they have no explosive, pyrotechnic or<br />
chemical filler. These items pose no imminent threat to public safety but may require venting or some<br />
other action prior to release from government control. Table 2-3 below lists, in pounds, both ordnance<br />
(<strong>OE</strong>) scrap and non-ordnance scrap (nails, cans, fence posts etc.) recovered from Site <strong>OE</strong>-53. Table 2-4<br />
describes <strong>OE</strong> scrap (fragments) items recovered and recorded by weight (pounds). Table 2-5 lists <strong>OE</strong><br />
scrap items recorded by quantity (each). Appendix H addresses the disposition of the ordnance scrap.<br />

2.9 QUALITY ASSURANCE AND QUALITY CONTROL TESTS<br />
Throughout operations at Site <strong>OE</strong>-53 CMS and <strong>USA</strong> performed daily operational checks and Quality<br />
Control (QC) inspections of its work. Procedures for quality control are specified in the Work Plan<br />
included as Appendix F. No deficiency reports were written during inspections of the work done in<br />

Site <strong>OE</strong>-53. Quality Control and Quality Assurance inspections for the <strong>100%</strong> sample grids and <strong>4'</strong> <strong>OE</strong><br />
removal grids are located in Appendix K and L respectively.<br />
2.10 ANALYSIS OF EFFECTIVENESS<br />
Information extracted from the ASR and the <strong>USA</strong>CE <strong>OE</strong> Safety Specialist site visit accurately<br />
forecasted the ordnance types encountered at Site <strong>OE</strong>-53. While a variety of ordnance types were<br />
ultimately found on the site as predicted by this data, all UXO and ordnance scrap recovered from Site<br />
<strong>OE</strong>-53 was compatible with information provided in these documents. The design UXO (the deepest<br />
penetrating ordnance type found by on-site investigators) for Site <strong>OE</strong>-53 is recorded in the April 1998<br />
Phase II EE/CA as a 37mm projectile (the EE/CA Phase II referenced the M48 75mm projectile, which<br />
can be expected to penetrate up 4.9' in sand. Types found on this site were the 75mm Mk 1, shrapnel<br />
projectiles). Comparison data presented in this report references the M48 as no data is presented for<br />
the Mk1 shrapnel version of this item. Note 1 in Table 2-6 states that the deepest detection depth at the<br />
former <strong>Fort</strong> <strong>Ord</strong> is 3.9’ for the 75mm Shrapnel MK1. Both 75mm and 37mm projectiles are believed<br />
to penetrate deeper than can be detected using the Schonstedt GA-52Cx magnetic locator. Table 2-6<br />
below lists the calculated penetration capabilities of ordnance recovered from Site <strong>OE</strong>-53 and the<br />
estimated depth at which the ordnance may be expected to be found using the Schonstedt GA-52Cx<br />

2.11 CONCLUSIONS<br />
<strong>USA</strong> was able to confirm the ASR that rifle grenades and tube-launched projectiles used in <strong>OE</strong>-53.<br />
The location of firing points could not be determined. The two (2) phases of UXO remediation<br />
conducted on Site <strong>OE</strong>-53 are complete. <strong>Ord</strong>nance and ordnance scrap was removed from the fifty-two<br />
(52) 100' X 100' sampling girds accomplished in September 1998. These grids were investigated to<br />
four (4) feet bgs by the use of GA-52Cx Schonstedt Flux Gate Magnetometer. Nineteen (19) instances<br />

of UXO were recovered from these sample grids.<br />
The remainder of the one thousand three hundred and five (1,305) grids on <strong>OE</strong>-53 was investigated to<br />
four (4) feet bgs beginning September 1998. This effort produced one thousand three hundred twentynine<br />
(1329) occurrences of UXO and eleven thousand seven hundred sixty-one (11761) instances of<br />
<strong>OE</strong> scrap. <strong>OE</strong> scrap removed from site <strong>OE</strong>-53 was comprised of a variety of munitions used for troop<br />
training and fragments of 37mm and 75mm projectiles, 60mm, 81mm mortars and Levins Projectors.<br />
Because some of the ordnance scrap on this site appears to have been placed or buried, (such as live<br />
and expended pyrotechnics found 36"-48" bgs), it is possible that buried or placed UXO/<strong>OE</strong> scrap may<br />
still exist on Site <strong>OE</strong>-53.<br />
Looking at the data <strong>USA</strong> Environmental Inc. has published, in Cost and Schedule Reports, the <strong>OE</strong><br />
Database and the Contract Closure Report can render a professional opinion.<br />
Penetrated <strong>Ord</strong>nance:<br />
1. 92% of the 75mm M49 either the HE or Common M1 version were found within 24" of the surface.<br />
2. The Schonstedt was able to locate projectiles down to a maximum depth of MK1 Shrapnel at 30"<br />
(one inch deeper than the Huntsville Penetration Study) and MK 1 Common at 48" in (sand) which is<br />
(deeper 19" deeper than the Huntsville Penetration study).<br />
3. 91% of all Shrapnel projectiles recovered were expended. This seems to reflect a very high<br />
percentage function as designed.<br />
4. We have found UXO Shrapnel Projectiles down to 30" below ground surface and expended<br />
shrapnel projectiles down to the same level.<br />
When the <strong>Ord</strong>nance Detection and Discrimination Study (ODDS) is reviewed for which instruments<br />
were effectively locating items in the first 24" (which is where the majority of UXO and <strong>OE</strong> scrap is<br />
located) the Schonstedt was rated as one of the best.<br />
2.12 RECOMMENDATIONS<br />
It is the evaluation of <strong>USA</strong> management personnel in consultation with <strong>USA</strong>CE <strong>OE</strong> Safety Specialists<br />
that the existence of buried UXO within the site is possible. The results of this <strong>OE</strong> removal effort on<br />
Site <strong>OE</strong>-53 support the following recommendations:<br />
(a) In view of the extent of the investigation and removal efforts conducted on this site, the<br />
demonstrated ability of UXO Technicians to detect and remove deeply buried munitions, and<br />
comparing maximum penetration data with <strong>USA</strong>'s <strong>OE</strong> database for the penetrating ordnance<br />
located on Site <strong>OE</strong>-53, it is unlikely that penetrating ordnance exists on this site.<br />
(b) The presence of buried ordnance located on the site at depths to 48" dictates the possibility exists,<br />
(but is considered unlikely), for more occurrences of deeply buried ordnance which is beyond the<br />
detection capabilities of the Schonstedt GA-52Cx. Therefore further investigation using the same<br />
technology would be ineffective.<br />

(c) It is the opinion of this contractor that, taking into account the extensive sampling and intrusive<br />
activities conducted in this site, this action has resulted in a high degree of certainty that no further<br />
<strong>OE</strong> response is needed if current and planned reuse does not require intrusive activities below the<br />
four foot (4’) clearance depth. If the reuse of the property does require activities below the 4’<br />
clearance depth it is the recommendation of the contractor to have a UXO construction support<br />
team on stand by during the intrusive operations, or to bring in technologies that have the<br />
capabilities of detecting anomalies at depth greater than 4’ bgs.<br />
(d) Due to the extent of removal efforts in the north, south and the east of site <strong>OE</strong>-53 and the sampling<br />
conducted in MOCO-2 and clearance of <strong>OE</strong>-44 EDC there is a strong indication that penetrating<br />
ordnance could be beneath the surface of Parker Flats Road and Eucalyptus Road bordering Site<br />
<strong>OE</strong>-53. It would be the contractor’s recommendation that the Government use a technology that is<br />
capable of investigating the potential of anomalies below the surface of the road.<br />

3.0 INTRODUCTION<br />
This chapter discusses the total number of man-hours, associated exposure data and costs incurred<br />
associated with the performance of <strong>100%</strong> <strong>Grid</strong> <strong>Sampling</strong> and <strong>4'</strong> <strong>OE</strong> removal on Site <strong>OE</strong>-53.<br />
3.1 MANPOWER<br />
Operations on Site <strong>OE</strong>-53 took place under Task <strong>Ord</strong>er 0004 of Contract Number DACA87-96-D-<br />
0019 and were accomplished between June 1998 and November 2000. Table 3-1 shows the<br />
breakdown of man-hours for Site <strong>OE</strong>-53 by labor category.<br />

3.2 EXPOSURE DATA<br />
For the purposes of this report exposure data for Site <strong>OE</strong>-53 is provided in the form of labor hours per<br />
labor category. <strong>USA</strong> recorded 15 injuries/illnesses associated with the work done on this site. 7 of the<br />
15 injuries/illnesses resulted in a total of 134 days of restricted duty. 1 injury (knee strain) resulted in a<br />
Lost Time Accident totaling 2 LWD. Exposure data for Site <strong>OE</strong>-53 is summarized in the preceding<br />
chart.<br />
3.3 COST<br />
Work was performed and costs were incurred on Site <strong>OE</strong>-53 under Task <strong>Ord</strong>er 0004, Contract Number<br />
DACA87-96-D-0019. Table 3-2 lists the cost of the <strong>100%</strong> grid sampling performed, and Table 3-3<br />
shows the cost of the <strong>4'</strong> removal operation. Table 3-4 breaks down the support labor costs and Table 3-<br />
5 summarizes the costs for all phases of work conducted on site <strong>OE</strong>-53.<br />

Chapter 4: Recapitulation<br />
4.0 INTRODUCTION<br />
The <strong>100%</strong> grid sampling, and four (4) foot <strong>OE</strong> removal action on Site <strong>OE</strong>-53 was accomplished by<br />
CMS and <strong>USA</strong> Environmental Inc. between June 1998 and November 2000. Authorization was<br />
provided under Task <strong>Ord</strong>er 0004 under Contract Number DACA87-96-D-0019. This chapter<br />
recapitulates the information contained in this report and describes the specific lessons learned during<br />
this operation.<br />
4.1 RECAPITULATION OF THE REPORT<br />
4.1.1 SITE DESCRIPTION<br />
Site <strong>OE</strong>-53 is located north of The MRA between Parker Flats Road and Eucalyptus Road. At the time<br />
of the sampling and <strong>OE</strong> removal actions, the site encompassed approximately three hundred ten (310)<br />
acres. Site <strong>OE</strong>-53 is identified in the Final Phase 2 Engineering Evaluation/Cost Analysis (EE/CA)<br />
(April 1998) as Land Use Group III, Institutional/public, commercial, industrial, residential and as<br />
such may be subject to additional development in the future.<br />
4.1.2 PRIOR SAMPLING RESULTS<br />
The 1997 Revised Archive Search Report (ASR) states that Site <strong>OE</strong>-53 has not been investigated as of<br />
this time. Based upon a site inspection conducted on the site by an <strong>USA</strong>CE <strong>OE</strong> Safety Specialist. <strong>OE</strong><br />
items located on the site included 75mm projectile shrapnel and 3” Stokes Trench Mortars.<br />
4.1.3 PARAMETERS OF SAMPLING<br />
CMS performed <strong>100%</strong> grid sampling on fifty-two (52) 100' X 100' grids in June 1998. This action was<br />
completed by <strong>USA</strong> in June 1998 with nineteen (19) occurrences of UXO containing energetic<br />
materials being located.<br />
<strong>USA</strong> Environmental performed additional expansion sampling on two hundred and thirty-six (236)<br />
surrounding the northern most sample grids. This <strong>4'</strong> removal of grids was cleared by <strong>USA</strong> in March<br />
and April 1999. Twenty-three (23) UXO items were located and destroyed during subsequent<br />
demolition operations, conducted mainly on Range 43. One item was blown in place as it was deemed<br />
unsafe to move to another disposal site.<br />
4.1.4 BRUSH REMOVAL OPERATIONS<br />
Vegetation removal operations required for Site <strong>OE</strong>-53 were accomplished by mechanical and manual<br />
brush cutting crews. CMS/<strong>USA</strong> subcontractor, Timberline Logging, provided mechanical brush<br />
cutting. Manual cutting was accomplished by a team of laborers escorted by a UXO Technician<br />
provided by CMS and <strong>USA</strong>.<br />
4.1.5 <strong>100%</strong> GRID SAMPLING OPERATIONS<br />
Fifty-two (52) 100' X 100' grids were <strong>100%</strong> investigated between June 25, and June 23, 1998.<br />
Nineteen (19) instances of UXO were reported from these grids and four hundred fifty-three (453)<br />
pounds of fragments or pieces of ordnance scrap was located and removed. Eight hundred and forty-<br />

one (841) pounds of <strong>OE</strong> scrap and non-ordnance scrap respectively was collected and removed from<br />
these grids.<br />
4.1.6 FOUR FOOT <strong>OE</strong> REMOVAL<br />
During the four (4) foot <strong>OE</strong> removal phase of this action, which entailed investigating a total of twelve<br />
thousand eighty-six (12,086) occurrences of UXO/<strong>OE</strong> scrap that were encountered within site <strong>OE</strong>-53.<br />
One thousand two hundred ninety-one (1,291) contained energetic material or hazardous components.<br />
Scrap collected and removed consisted of eleven thousand three hundred eight-four (11,384) pounds of<br />
<strong>OE</strong> scrap, and twenty seven thousand and one hundred and eighty (27,180) pounds of non-<strong>OE</strong> scrap.<br />
The total scrap removed during these two phases is eleven thousand eight hundred thirty-seven<br />
(11,837) pounds of <strong>OE</strong> scrap and twenty eight thousand and twenty one (28,021) pounds of non-<strong>OE</strong><br />
scrap.<br />
4.1.8 SUMMARY OF COSTS<br />
This total cost of these two (sampling/removal) actions at Site <strong>OE</strong>-53 was $64,137.47 for the sampling<br />
effort and $753,941.05 for the four (4) foot removal. Seventy one thousand, three hundred twenty-four<br />
(71,324) personnel-hours were devoted to this site.<br />
4.1.9 SUMMARY OF RECOMMENDATIONS<br />
It is the evaluation of <strong>USA</strong> management personnel in consultation with <strong>USA</strong>CE <strong>OE</strong> Safety Specialists<br />
that the existence of buried UXO within the site is possible. The results of this <strong>OE</strong> removal effort on<br />
Site <strong>OE</strong>-53 support the following recommendations:<br />
(a) In view of the extent of the investigation and removal efforts conducted on this site, the<br />
demonstrated ability of UXO Technicians to detect and remove deeply buried munitions, and<br />
comparing maximum penetration data with <strong>USA</strong>'s <strong>OE</strong> database for the penetrating ordnance<br />
located on Site <strong>OE</strong>-53, it is unlikely that penetrating ordnance exists on this site.<br />
(b) The presence of buried ordnance located on the site at depths to 48" dictates the possibility exists,<br />
(but is considered unlikely), for more occurrences of deeply buried ordnance which is beyond the<br />
detection capabilities of the Schonstedt GA-52Cx. Therefore further investigation using the same<br />
technology would be ineffective.<br />
(c) It is the opinion of this contractor that, taking into account the extensive sampling and intrusive<br />
activities conducted in this site, this action has resulted in a high degree of certainty that no further<br />
<strong>OE</strong> response is needed if current and planned reuse does not require intrusive activities below the<br />
four (4) foot clearance depth. If the reuse of the property does require activities below the 4’<br />
clearance depth, it is the recommendation of the contractor to have a UXO construction support<br />
team on standby during the intrusive operations, or to bring in technologies that have the<br />
capabilities of detecting anomalies at depth greater than 4’.<br />
(d) Due to the extent of removal efforts in the south and the west of site <strong>OE</strong>-53 and the sampling<br />
conducted in MOCO-2 and clearance of <strong>OE</strong>-44 EDC there is a strong indication that penetrating<br />
ordnance could be beneath the surface of Parker Flats Cutoff and Eucalyptus Road bordering Site<br />

<strong>OE</strong>-53. It would be the contractor’s recommendation that the Government use a technology that is<br />
capable of investigating the potential on anomalies below the surface of the road.<br />
Looking at the data <strong>USA</strong> Environmental Inc. has published, in Cost and Schedule Reports, the <strong>OE</strong><br />
Database and the Contract Closure Report can render a professional opinion.<br />
Penetrated <strong>Ord</strong>nance:<br />
1. 92% of the 75mm M49 either the HE or Common M1 version were found within 24" of the surface.<br />
2. The Schonstedt was able to locate projectiles down to a maximum depth of MK1 Shrapnel at 30"<br />
(one inch deeper than the Huntsville Penetration Study) and MK 1 Common at 48" in (sand) which is<br />
(deeper 19" deeper than the Huntsville Penetration study).<br />
3. 91% of all Shrapnel projectiles recovered were expended. This seems to reflect a very high<br />
percentage function as designed.<br />
4. We have found UXO Shrapnel Projectiles down to 30" below ground surface and expended<br />
shrapnel projectiles down to the same level.<br />
When the <strong>Ord</strong>nance Detection and Discrimination Study (ODDS) is reviewed for which instruments<br />
were effectively locating items in the first 24" (which is where the majority of UXO and <strong>OE</strong> scrap is<br />
located) the Schonstedt was rated as one of the best.<br />
