MASTER PLAN UPDATEFY
2011 - FY 2035
FY 2011 - FY 2035
this document summarizes the 2011 Update of
florida’s turnpike enterprise master Plan for the
short-, intermediate-, and long-term planning of
major capital improvement projects. the master
Plan is updated annually in response to changing
project needs and changing funding levels. It
includes a ten-Year finance Plan of programmed
and planned improvements and a list of unfunded
needs Projects. the planning time frame for this
master Plan Update is fY 2011 through fY 2035.
2.0 types of turnpike projects
the turnpike master Plan includes a variety of
transportation projects. these projects are generally
categorized as either improvement projects
or expansion projects. Improvement projects
are those that add capacity and/or access to
existing facilities and include highway widenings,
new or modified interchanges, service plaza
improvements, and toll plaza improvements.
expansion projects are new facilities and include
new expressways or tolled expressway lanes on
existing non-tolled limited-access facilities.
the 2011 Update to the turnpike master Plan also
features improvement projects known as efficiency
projects. these projects are generally smaller in
scope and have a much lower project cost than
traditional turnpike improvement projects. they
are identified to address specific operational
needs and safety issues on the turnpike system
that normally would be included as part of major
widening projects. however, since the turnpike has
been operating with reduced revenues for the past
few years, several of its major widening projects
have been deferred. The Turnpike’s efficiency
projects provide interim preservation and safety
benefits to the system until deferred projects can
be programmed and implemented. they are
also compatible with the florida department
of transportation (fdot) transportation system
management and operations (tsm&o) Program
that promotes cost-effective investment decisions
for projects that improve mobility performance.
MASTER PLAN ANNUAL UPDATE
3.0 development of the turnpike
master plan
the turnpike master Plan is an annually updated
report that identifies all projects that are funded
through the construction phase and are
programmed and planned in the ten-Year finance
Plan. It also contains a list of unfunded needs
Projects.
3.1 Project IdentIfIcatIon
The identification of new projects to be included
in the annual update of the turnpike master Plan
is made through internal and external means.
Internally, the turnpike utilizes its transportation
planning resources and other departments to
assist in the identification of needed projects. The
primary planning resource available to the turnpike
is the Annual Traffic Trends Report. This report
documents an analysis of the forecasts of future
traffic demand for all the facilities in the Turnpike
system. the forecasts are compared to roadway
lane-capacity thresholds to estimate if and when
facility improvements will be needed.
In addition, the turnpike reviews aerial photography
to monitor turnpike system performance,
and conducts an annual field review called
the “turnpike tour.” the turnpike tour is a
comprehensive system review performed by key
staff from the turnpike functional areas of planning,
Using aerial photography to monitor System performance
design, construction, operations, tolls, finance,
and maintenance. the focus of this effort is to
incorporate their perspectives on deficiencies in
safety, preservation, capacity, and efficiency.
the turnpike also receives requests and ideas
for new projects from external sources including
metropolitan Planning organizations (mPos),
expressway authorities, elected/appointed officials,
private developers, members of the general public,
and other florida department of transportation
(FDOT) Districts or the FDOT Central Office.
the turnpike studies proposed projects to determine
feasibility and ultimately considers the following four
factors when making a recommendation regarding
whether a project should be implemented: (1)
Project need; (2) Impacts to the environment; (3)
local support; and (4) financial feasibility.
are there any major
environmental issues that
would impact and/or fatally
flaw the implementation
of the proposed project?
Is there demonstrated local
support for the proposed
project?
to what extent will the
project's forecasted toll
revenues contribute to
funding this improvement?
Projects identified for implementation have the
ultimate goal of being fully funded through the
construction phase in the turnpike adopted five-
Year Work Program. however, depending upon

available revenues, the estimated time frame when
the project is needed, and the relative need of a
given project in relation to all other project needs,
projects may first be listed as Turnpike unfunded
needs projects.
1. 2. 3.
the turnpike earns revenues from toll collections
and concession fees on its 460 miles of limitedaccess
tolled facilities. a capital improvements
program called the five-Year Work Program is
developed from a combination of turnpike toll and
concession revenues and from bond proceeds
obtained by leveraging those revenues. though
the turnpike is generally a self-funded entity,
the five-Year Work Program may also contain
federal funding awards and/or private developer
funding contributions toward projects. generally,
private entities who propose projects to serve
their developments are expected to pay for those
projects.
The Five-Year Work Program is a financially feasible
document containing all of the turnpike capital
improvement projects that are funded for a
five-year time period by phase, funding type,
and year. the five-Year Work Program is updated
annually to reflect the next five-year time frame of
project funding by dropping the current or first year
of funding and adding a new outer or fifth year
of funding. In the fall of each year, the turnpike
develops a tentative five-Year Work Program that
is presented to the local governments at public
hearings conducted by metropolitan Planning
organizations (mPos) or, in rural areas, by county
In addition to containing ten years of programmed
and planned capital improvement projects, the
turnpike master Plan includes unfunded capital
improvement project needs. the list of unfunded
needs Projects is a longer-range planning tool used
to identify future projects that could be advanced
into the ten-Year finance Plan when funding
becomes available. the horizon year for the list of
unfunded needs projects is 2035.
4.0 the turnpike master plan update
(fY 2011 throUgh fY 2035)
the turnpike master Plan is composed of the ten-
Year finance Plan and the list of unfunded needs
Projects. an update to the turnpike master Plan is
produced annually in the may-june time frame to
reflect updates to the Turnpike Ten-Year Finance
Plan and to identify unfunded needs projects.
this annual update to the master Plan is for the
planning time frame of fY 2011 through fY 2035.
this annual update to the turnpike master Plan
includes 34 projects programmed for construction.
these projects consist of seven highway widenings,
fifteen interchanges, four projects to modernize
and streamline electronic toll collection, and eight
service plaza reconstructions.
for informational purposes, the master Plan
includes ten improvement projects and one
expansion project that are currently under
construction. these projects consist of four highway
widenings, two interchanges, one expansion
facility, and four toll collection facility projects. the
toll collection projects include a lane conversion to
dedicated sunPass toll collection at the eastern toll
Plaza on the Polk Parkway, and three phases of the
system-wide project to convert turnpike mainline
and ramp plazas to cashless, all-electronic toll (aet)
collection.
In this update of the turnpike master Plan, the
years identified for the unfunded needs projects
range from 2015 to 2035. Unfunded widening needs
projects are listed in the turnpike master Plan by
year needed in five-year increments. Within each
five-year increment, projects are not necessarily
listed in priority order. all interchange projects
included in the needs Plan are assumed to be
needed by 2035. the needs Plan also contains
Phases 7 through 9 of the turnpike system-wide plan
to convert toll collection to an all-electronic format.
these projects are not necessarily listed in priority
order and are assumed to be needed by 2035.
detailed descriptions of projects programmed for
the construction phase have been prepared for the
turnpike master Plan. In addition, the projects are
summarized in project tables, and are graphically
displayed on project maps. several of the project
descriptions include more than one project, as
indicated in the project tables.
4.1 Project descrIPtIons
Project descriptions are provided below for all
projects funded for construction in the ten-Year
finance Plan. the projects below are listed in the
tolling (aet) Phase
6 on the veterans expressway
and suncoast Parkway in
hillsborough, Pasco, and
hernando counties.
This project is composed of two major items. The first
of these is the widening of the veterans expressway/
s.r. 589 from memorial highway to south of gunn
highway from four-lanes to a total of eight travel
lanes, including pavement milling and resurfacing.
the widening project includes the replacement
of the anderson toll Plaza and realignment of the
anderson road ramps to alleviate congestion.
It also includes the construction of sound barrier
walls to reduce noise to affected communities and
special aesthetic treatment for the sound barrier
walls and the retaining walls.
the second major component of this project is the
implementation of aet Phase 6. this is a project to
415462-2
south florida conversion to
all-electronic tolling (aet) Phase
4 on the turnpike from golden
Glades to Griffin Road in Miamidade
and broward counties.
this is Phase 4 of a program to convert all existing
toll collection facilities on the turnpike system to a
cashless, all-electronic toll collection system. the
project limits of aet Phase 4 begin at the golden
glades Interchange on the turnpike mainline in
Miami-Dade County, and end at the Griffin Road
Interchange on the turnpike mainline in broward
county. the Phase 4 conversion project includes
seven ramp toll plazas and one mainline toll
plaza. (aet Phases 1, 2, and 3 are currently under
construction.)
AET gantry on the HEFT at the Bird Road mainline plaza.
AET Phase 4 also includes two efficiency projects.
The first efficiency project is the widening of the
northbound heft to northbound turnpike ramp
in miami-dade county to two lanes and the
elimination of the eastbound lane drop from the
heft. In addition, the northbound turnpike will
be widened to extend the acceleration lane
and expand the merge area to receive the
widened ramp. this is an operational and safety
improvement that will reduce the congestion
that forms on the ramp and backs up toward
the miramar toll Plaza and improve the merging
operation on the turnpike mainline.
The second efficiency project is at the Hollywood
boulevard Interchange in south broward county.
It will construct an additional southbound turnpike
off-ramp for southbound turnpike to westbound
hollywood boulevard movements and introduce
a new signalized intersection at the ramp terminal.
this ramp will have all-electronic toll collection with
a standard two-lane gantry and support structures.
Implementing this project will remove a substantial
amount of traffic from the interchange and reduce
back-ups onto the turnpike that occur on a regular
basis. this ramp will also simplify implementation
of the ultimate reconfiguration of the Hollywood
boulevard Interchange. the construction phase is
scheduled for fY 2012.
420809-3
Implement the Interstate 595
(I-595) Improvements in broward
county.
this is an fdot district four project to implement
several major improvements to the I-595 corridor
from the Interstate 75 (I-75)/sawgrass expressway
Interchange to the I-595/Interstate 95 (I-95)
Interchange. the approximate project length is 10.5
miles. In addition to roadway resurfacing, major
features of this project include geometric
improvements to the I-595/turnpike Interchange,
tolled reversible express lanes (to be called
“595Express”) on I-595 serving traffic to/from the
I-75/sawgrass expressway Interchange from/to east
of s.r. 7 with a direct connection to the turnpike
mainline, auxiliary lanes on eastbound and
westbound I-595 and s.r. 84, and grade-separated,
braided entrance and exit ramps. as part of this
project, the turnpike/I-595 Interchange is being
reconstructed to improve its operation and to
incorporate the “595express” ramps so that a direct
connection to the median of the turnpike is
created.

Florida’s Turnpike over I-595
this project is being implemented under a P3
agreement which is a public-private partnership
that has been created between the florida
department of transportation and acs
Infrastructure development, a private entity that
serves as the project concessionaire. Under the P3
agreement, the concessionaire is responsible for
designing, building, financing, operating, and
maintaining the project. fdot district four and the
turnpike serve as funding partners for this project.
the turnpike will maintain and operate the toll
collection facilities after the project has been
completed.
422349-1
bridge over the turnpike
mainline at Pga boulevard in
Palm beach county.
this is a project to replace and widen the existing
ramp bridge over the turnpike mainline/s.r. 91
at Pga boulevard in Palm beach county. the
existing one-lane bridge has a substandard vertical
clearance. also, the existing bridge envelope does
not provide for the future eight-lane widening
of the turnpike mainline in this location. the new
bridge will consist of two spans and two northbound
off-ramp lanes with an overall length of 245 feet.
the vertical clearance will be 17.2 feet. signing,
contract to areas Usa. they will make extensive
improvements at the services plazas and
manage their operation for 30 years. among the
improvements will be renovations or replacements
for plaza buildings, upgrades for fueling facilities,
addition of convenience store type amenities,
enhanced bus and truck parking, and more. the
schedules for implementing the construction of the
new and renovated facilities have been staggered
so that all of the service plazas will not be under
construction at the same time and turnpike
customers will still be able to utilize the service
plazas.
Improvements will be made to the interior of the service plaza buildings.
Implement southbound
Interchange Improvements on
the heft at s.r. 874 in miamidade
county.
This is an efficiency project to modify the HEFT/S.R.
874 Interchange in the following manner: (1) split
the southbound s.r. 874 ramp to southbound heft
so that one of the three ramp lanes exits to the
right, crosses under the heft bridge over the csx rail

line, and merges into the right side of the
southbound heft mainline; (2) narrow the existing
three-lane ramp that enters the southbound heft to
two-lanes in order to maintain lane balance with
the southbound heft mainline roadway; and (3)
widen the southbound heft mainline (including the
bridge over the csx railroad) to add one-lane and
eliminate the existing southbound lane drop.
Implementation of this project will improve safety
and operations by eliminating the southbound s.r.
874 traffic weave across southbound HEFT lanes to
exit at sW 152nd street. It will also result in smoother
southbound traffic flows on the HEFT Mainline south
of s.r. 874, and provide a southbound heft mainline
capacity improvement that was deferred by the
postponement of the larger widening project. this
project is scheduled for construction in fY 2011.
existing bridge structures within the project limits by
reducing the inside/outside shoulders to allow for
four, 12-foot travel lanes with eight-foot shoulders.
this is a safety and operational improvement that
will eliminate or reduce the bottleneck for the
existing six-lane segment between kendall drive
and bird road. It will also eliminate congestion for
the northbound on-ramp merge on the heft at
kendall drive, and improve operations for entry and
exit movements at kendall drive. this project is
programmed for construction in fY 2014.
southbound to eastbound movement and three
right-turn lanes for the southbound to westbound
movement, (2) widen the ramp terminal intersection
approach of the northbound exit ramp to provide
two left-turn lanes for the northbound to westbound
movement and two right-turn lanes for the
northbound to eastbound movement, (3) remove
the slope protection under the heft bridge over
kendall drive on the north side and relocate the
westbound to southbound entry ramp to be
located behind the column line, and (4) widen
kendall drive westbound to four through lanes from
this project includes the following improvements: (1)
widen the intersection approach of the southbound
exit ramp terminal at bird road to provide three
right-turn lanes and three left-turn lanes at the
intersection; (2) extend the six-lane cross section of
bird road on the west side of the heft between sW
117th court toward sW 122nd avenue as far as
possible to avoid purchasing right-of-way or
widening the canal bridge; (3) extend the
eastbound bird road left-turn storage lane to sW
117th avenue; and (4) relocate the northbound
heft exit ramp bridge over the snapper creek
canal so that it provides a two-lane diverge from
the northbound heft, an extended storage section,
and three left-turn lanes at the sW 117th avenue
intersection approach. these improvements are
consistent with the proposed “ultimate”
interchange configuration for the HEFT in this
location. Implementation of these improvements
will increase capacity and vehicle storage at both
the southbound and northbound exit ramp
terminals. relocation of the northbound exit ramp
bridge will lengthen the distance between the
ramp and the sW 117th avenue/bird road
intersection, providing additional storage length
and reducing the likelihood that the ramp will
back-up onto the northbound heft. this project is
scheduled for construction in fY 2013.
