this document summarizes the 2011 <strong>Update</strong> of<br />
florida’s turnpike enterprise master <strong>Plan</strong> for the<br />
short-, intermediate-, and long-term planning of<br />
major capital improvement projects. the master<br />
<strong>Plan</strong> is updated annually in response to changing<br />
project needs and changing funding levels. It<br />
includes a ten-Year finance <strong>Plan</strong> of programmed<br />
and planned improvements and a list of unfunded<br />
needs Projects. the planning time frame for this<br />
master <strong>Plan</strong> <strong>Update</strong> is fY 2011 through fY 2035.<br />
2.0 types of turnpike projects<br />
the turnpike master <strong>Plan</strong> includes a variety of<br />
transportation projects. these projects are generally<br />
categorized as either improvement projects<br />
or expansion projects. Improvement projects<br />
are those that add capacity and/or access to<br />
existing facilities and include highway widenings,<br />
new or modified interchanges, service plaza<br />
improvements, and toll plaza improvements.<br />
expansion projects are new facilities and include<br />
new expressways or tolled expressway lanes on<br />
existing non-tolled limited-access facilities.<br />
the 2011 <strong>Update</strong> to the turnpike master <strong>Plan</strong> also<br />
features improvement projects known as efficiency<br />
projects. these projects are generally smaller in<br />
scope and have a much lower project cost than<br />
traditional turnpike improvement projects. they<br />
are identified to address specific operational<br />
needs and safety issues on the turnpike system<br />
that normally would be included as part of major<br />
widening projects. however, since the turnpike has<br />
been operating with reduced revenues for the past<br />
few years, several of its major widening projects<br />
have been deferred. The <strong>Turnpike</strong>’s efficiency<br />
projects provide interim preservation and safety<br />
benefits to the system until deferred projects can<br />
be programmed and implemented. they are<br />
also compatible with the florida department<br />
of transportation (fdot) transportation system<br />
management and operations (tsm&o) Program<br />
that promotes cost-effective investment decisions<br />
for projects that improve mobility performance.<br />

3.0 development of the turnpike<br />
master plan<br />
the turnpike master <strong>Plan</strong> is an annually updated<br />
report that identifies all projects that are funded<br />
through the construction phase and are<br />
programmed and planned in the ten-Year finance<br />
<strong>Plan</strong>. It also contains a list of unfunded needs<br />
Projects.<br />
3.1 Project IdentIfIcatIon<br />
The identification of new projects to be included<br />
in the annual update of the turnpike master <strong>Plan</strong><br />
is made through internal and external means.<br />
Internally, the turnpike utilizes its transportation<br />
planning resources and other departments to<br />
assist in the identification of needed projects. The<br />
primary planning resource available to the turnpike<br />
is the Annual Traffic Trends Report. This report<br />
documents an analysis of the forecasts of future<br />
traffic demand for all the facilities in the <strong>Turnpike</strong><br />
system. the forecasts are compared to roadway<br />
lane-capacity thresholds to estimate if and when<br />
facility improvements will be needed.<br />
In addition, the turnpike reviews aerial photography<br />
to monitor turnpike system performance,<br />
and conducts an annual field review called<br />
the “turnpike tour.” the turnpike tour is a<br />
comprehensive system review performed by key<br />
staff from the turnpike functional areas of planning,<br />

and maintenance. the focus of this effort is to<br />
incorporate their perspectives on deficiencies in<br />
safety, preservation, capacity, and efficiency.<br />
the turnpike also receives requests and ideas<br />
for new projects from external sources including<br />
metropolitan <strong>Plan</strong>ning organizations (mPos),<br />
expressway authorities, elected/appointed officials,<br />
private developers, members of the general public,<br />
and other florida department of transportation<br />
(FDOT) Districts or the FDOT Central Office.<br />
the turnpike studies proposed projects to determine<br />
feasibility and ultimately considers the following four<br />
factors when making a recommendation regarding<br />
whether a project should be implemented: (1)<br />
Project need; (2) Impacts to the environment; (3)<br />
local support; and (4) financial feasibility.<br />

Projects identified for implementation have the<br />
ultimate goal of being fully funded through the<br />
construction phase in the turnpike adopted five-<br />
Year Work Program. however, depending upon
available revenues, the estimated time frame when<br />
the project is needed, and the relative need of a<br />
given project in relation to all other project needs,<br />
projects may first be listed as <strong>Turnpike</strong> unfunded<br />
needs projects.<br />

the turnpike earns revenues from toll collections<br />
and concession fees on its 460 miles of limitedaccess<br />
tolled facilities. a capital improvements<br />
program called the five-Year Work Program is<br />
developed from a combination of turnpike toll and<br />
concession revenues and from bond proceeds<br />
obtained by leveraging those revenues. though<br />
the turnpike is generally a self-funded entity,<br />
the five-Year Work Program may also contain<br />
federal funding awards and/or private developer<br />
funding contributions toward projects. generally,<br />
private entities who propose projects to serve<br />
their developments are expected to pay for those<br />
projects.<br />
The Five-Year Work Program is a financially feasible<br />
document containing all of the turnpike capital<br />
improvement projects that are funded for a<br />
five-year time period by phase, funding type,<br />
and year. the five-Year Work Program is updated<br />
annually to reflect the next five-year time frame of<br />
project funding by dropping the current or first year<br />
of funding and adding a new outer or fifth year<br />
of funding. In the fall of each year, the turnpike<br />
develops a tentative five-Year Work Program that<br />
is presented to the local governments at public<br />
hearings conducted by metropolitan <strong>Plan</strong>ning<br />
organizations (mPos) or, in rural areas, by county<br />

must be adopted by the state secretary of the<br />
department of transportation by july 1 of each<br />
year. funding is then annually appropriated by the<br />
florida legislature.<br />
for this update of the turnpike master <strong>Plan</strong>, the<br />
tentative five-Year Work Program includes projects<br />
and activities funded in fY 2012 through fY 2016<br />
totaling approximately $2.9 billion.<br />
3.3 ten-Year fInance <strong>Plan</strong><br />
annually, the turnpike builds upon the five-Year<br />
Work Program to develop a ten-Year finance<br />
<strong>Plan</strong>. The Ten-Year Finance <strong>Plan</strong> is also a financially<br />
feasible document that contains all projects<br />
programmed in the adopted and tentative five-<br />
Year Work Program, and four additional years of<br />
planned project improvements.<br />
the ten-Year finance <strong>Plan</strong> used to develop this<br />
<strong>Update</strong> of the turnpike master <strong>Plan</strong> includes<br />
programmed and planned projects for fY 2011<br />
through fY 2020. the ten-Year finance <strong>Plan</strong> consists<br />
of projects programmed in fY 2011 from the current<br />
adopted five-Year Work Program, the projects<br />
programmed in fY 2012 through fY 2016 of the<br />
tentative five-Year Work Program, and projects<br />
planned for the four additional outer years, fY 2017<br />

In addition to containing ten years of programmed<br />
and planned capital improvement projects, the<br />
turnpike master <strong>Plan</strong> includes unfunded capital<br />
improvement project needs. the list of unfunded<br />
needs Projects is a longer-range planning tool used<br />
to identify future projects that could be advanced<br />
into the ten-Year finance <strong>Plan</strong> when funding<br />
becomes available. the horizon year for the list of<br />
unfunded needs projects is 2035.<br />
4.0 the turnpike master plan update<br />
(fY 2011 throUgh fY 2035)<br />
the turnpike master <strong>Plan</strong> is composed of the ten-<br />
Year finance <strong>Plan</strong> and the list of unfunded needs<br />
Projects. an update to the turnpike master <strong>Plan</strong> is<br />
produced annually in the may-june time frame to<br />
reflect updates to the <strong>Turnpike</strong> Ten-Year Finance<br />
<strong>Plan</strong> and to identify unfunded needs projects.<br />
this annual update to the master <strong>Plan</strong> is for the<br />
planning time frame of fY 2011 through fY 2035.<br />
this annual update to the turnpike master <strong>Plan</strong><br />
includes 34 projects programmed for construction.<br />
these projects consist of seven highway widenings,<br />
fifteen interchanges, four projects to modernize<br />
and streamline electronic toll collection, and eight<br />
service plaza reconstructions.<br />
for informational purposes, the master <strong>Plan</strong><br />
includes ten improvement projects and one<br />
expansion project that are currently under<br />
construction. these projects consist of four highway<br />
widenings, two interchanges, one expansion<br />
facility, and four toll collection facility projects. the<br />
toll collection projects include a lane conversion to<br />
dedicated sunPass toll collection at the eastern toll<br />
Plaza on the Polk Parkway, and three phases of the<br />
A lane conversion to dedicated SunPass toll collection at<br />
the Eastern Toll Plaza on the Polk Parkway.
system-wide project to convert turnpike mainline<br />
and ramp plazas to cashless, all-electronic toll (aet)<br />
collection.<br />
In this update of the turnpike master <strong>Plan</strong>, the<br />
years identified for the unfunded needs projects<br />
range from 2015 to 2035. Unfunded widening needs<br />
projects are listed in the turnpike master <strong>Plan</strong> by<br />
year needed in five-year increments. Within each<br />
five-year increment, projects are not necessarily<br />
listed in priority order. all interchange projects<br />
included in the needs <strong>Plan</strong> are assumed to be<br />
needed by 2035. the needs <strong>Plan</strong> also contains<br />
Phases 7 through 9 of the turnpike system-wide plan<br />
to convert toll collection to an all-electronic format.<br />
these projects are not necessarily listed in priority<br />
order and are assumed to be needed by 2035.<br />
detailed descriptions of projects programmed for<br />
the construction phase have been prepared for the<br />
turnpike master <strong>Plan</strong>. In addition, the projects are<br />
summarized in project tables, and are graphically<br />
displayed on project maps. several of the project<br />
descriptions include more than one project, as<br />
indicated in the project tables.<br />
4.1 Project descrIPtIons<br />
Project descriptions are provided below for all<br />
projects funded for construction in the ten-Year<br />
finance <strong>Plan</strong>. the projects below are listed in the<br />

Widen the turnpike mainline<br />
from the heft to north of<br />
johnson street and Implement<br />
the turnpike Interchange<br />
Modification at Hollywood<br />
boulevard in broward county.<br />
this is a project to widen the turnpike mainline/s.r.<br />
91 from the heft to north of johnson street from six<br />
to eight travel lanes, including pavement milling<br />
and resurfacing. this project is approximately 3.7<br />
miles in length and includes bridge widenings over<br />
Pembroke road, hollywood boulevard, and<br />
johnson street.<br />
FY 2011 - FY 2035<br />
It also includes the implementation of the major<br />
reconstruction of the hollywood boulevard<br />
Interchange. the interchange reconstruction<br />
consists of the addition of new ramps to and from<br />
the north at the existing interchange. these new<br />
ramps will be configured in a tight diamond. Both<br />
projects are programmed for construction in fY<br />
2020.<br />

from north of johnson street to<br />
Griffin Road in Broward County.<br />
this is a project to widen the turnpike mainline/s.r.<br />
91 from just north of Johnson Street to Griffin Road<br />
from six to eight travel lanes, including pavement<br />
milling and resurfacing. this project is approximately<br />
3.4 miles in length and also includes the<br />
replacement of the sheridan street bridge over the<br />
turnpike. this project is programmed for<br />
construction in fY 2020.<br />

Widen the veterans expressway<br />
from memorial highway to<br />
south of gunn highway and<br />
Implement conversion to allelectronic<br />

6 on the veterans expressway<br />
and suncoast Parkway in<br />
hillsborough, Pasco, and<br />
hernando counties.<br />
This project is composed of two major items. The first<br />
of these is the widening of the veterans expressway/<br />
s.r. 589 from memorial highway to south of gunn<br />
highway from four-lanes to a total of eight travel<br />
lanes, including pavement milling and resurfacing.<br />
the widening project includes the replacement<br />
of the anderson toll Plaza and realignment of the<br />
anderson road ramps to alleviate congestion.<br />
It also includes the construction of sound barrier<br />
walls to reduce noise to affected communities and<br />
special aesthetic treatment for the sound barrier<br />
walls and the retaining walls.<br />
the second major component of this project is the<br />
implementation of aet Phase 6. this is a project to<br />
convert all existing toll collection facilities on the<br />

veterans expressway and the suncoast Parkway<br />
to a cashless, all-electronic toll collection system.<br />
the aet Phase 6 conversion project includes 20<br />
ramp toll plazas and five mainline toll plazas. Both<br />
the widening and the aet conversion projects are<br />
scheduled for construction in fY 2014.<br />

south florida conversion to<br />
all-electronic tolling (aet) Phase<br />
4 on the turnpike from golden<br />
Glades to Griffin Road in Miamidade<br />
and broward counties.<br />
this is Phase 4 of a program to convert all existing<br />
toll collection facilities on the turnpike system to a<br />
cashless, all-electronic toll collection system. the<br />
project limits of aet Phase 4 begin at the golden<br />
glades Interchange on the turnpike mainline in<br />
Miami-Dade County, and end at the Griffin Road<br />
Interchange on the turnpike mainline in broward<br />
county. the Phase 4 conversion project includes<br />
seven ramp toll plazas and one mainline toll<br />
plaza. (aet Phases 1, 2, and 3 are currently under<br />
construction.)<br />
AET gantry on the HEFT at the Bird Road mainline plaza.<br />
AET Phase 4 also includes two efficiency projects.<br />
The first efficiency project is the widening of the<br />
northbound heft to northbound turnpike ramp<br />
in miami-dade county to two lanes and the<br />
elimination of the eastbound lane drop from the<br />
heft. In addition, the northbound turnpike will<br />
be widened to extend the acceleration lane<br />
and expand the merge area to receive the<br />
widened ramp. this is an operational and safety<br />
improvement that will reduce the congestion<br />
that forms on the ramp and backs up toward<br />
the miramar toll Plaza and improve the merging<br />
operation on the turnpike mainline.<br />
The second efficiency project is at the Hollywood<br />
boulevard Interchange in south broward county.<br />
It will construct an additional southbound turnpike<br />
off-ramp for southbound turnpike to westbound<br />
hollywood boulevard movements and introduce<br />
a new signalized intersection at the ramp terminal.<br />
this ramp will have all-electronic toll collection with<br />
a standard two-lane gantry and support structures.<br />
Implementing this project will remove a substantial<br />
amount of traffic from the interchange and reduce<br />
back-ups onto the turnpike that occur on a regular<br />
basis. this ramp will also simplify implementation<br />
of the ultimate reconfiguration of the Hollywood<br />
boulevard Interchange. the construction phase is<br />
scheduled for fY 2012.<br />

Implement the Interstate 595<br />
(I-595) Improvements in broward<br />
county.<br />
this is an fdot district four project to implement<br />
several major improvements to the I-595 corridor<br />
from the Interstate 75 (I-75)/sawgrass expressway<br />
Interchange to the I-595/Interstate 95 (I-95)<br />
Interchange. the approximate project length is 10.5<br />
miles. In addition to roadway resurfacing, major<br />
features of this project include geometric<br />
improvements to the I-595/turnpike Interchange,<br />
tolled reversible express lanes (to be called<br />
“595Express”) on I-595 serving traffic to/from the<br />
I-75/sawgrass expressway Interchange from/to east<br />
of s.r. 7 with a direct connection to the turnpike<br />
mainline, auxiliary lanes on eastbound and<br />
westbound I-595 and s.r. 84, and grade-separated,<br />
braided entrance and exit ramps. as part of this<br />
project, the turnpike/I-595 Interchange is being<br />
reconstructed to improve its operation and to<br />
incorporate the “595express” ramps so that a direct<br />
connection to the median of the turnpike is<br />
created.
Florida’s <strong>Turnpike</strong> over I-595<br />
this project is being implemented under a P3<br />
agreement which is a public-private partnership<br />
that has been created between the florida<br />
department of transportation and acs<br />
Infrastructure development, a private entity that<br />
serves as the project concessionaire. Under the P3<br />
agreement, the concessionaire is responsible for<br />
designing, building, financing, operating, and<br />
maintaining the project. fdot district four and the<br />
turnpike serve as funding partners for this project.<br />
the turnpike will maintain and operate the toll<br />
collection facilities after the project has been<br />
completed.<br />

bridge over the turnpike<br />
mainline at Pga boulevard in<br />
Palm beach county.<br />
this is a project to replace and widen the existing<br />
ramp bridge over the turnpike mainline/s.r. 91<br />
at Pga boulevard in Palm beach county. the<br />
existing one-lane bridge has a substandard vertical<br />
clearance. also, the existing bridge envelope does<br />
not provide for the future eight-lane widening<br />
of the turnpike mainline in this location. the new<br />
bridge will consist of two spans and two northbound<br />
off-ramp lanes with an overall length of 245 feet.<br />
the vertical clearance will be 17.2 feet. signing,<br />

lighting, drainage, and other elements are included<br />
in the project design. this project is programmed for<br />
construction in fY 2012.<br />

county.<br />
this is a project to replace the existing ramp bridge<br />
over the turnpike mainline/s.r. 91 at Indiantown<br />
road in Palm beach county. the existing bridge has<br />
a substandard vertical clearance. also, the existing<br />
bridge envelope does not provide for the future<br />
eight-lane widening of the turnpike mainline. the<br />
new bridge will consist of two spans with an overall<br />
length of 261 feet. the vertical clearance will be 17<br />
feet. various signing, lighting, drainage, and other<br />
elements are also included in the design. this<br />
project is programmed for construction in fY 2012.<br />

these service plazas receive an average of 34,000<br />
vehicles each day and provide the following<br />
customer services: food, fuel, restrooms, gift shops,<br />
atms, pet curbing areas, and traveler information.<br />
In 2009, the turnpike awarded a concession<br />
contract to areas Usa. they will make extensive<br />
improvements at the services plazas and<br />
manage their operation for 30 years. among the<br />
improvements will be renovations or replacements<br />
for plaza buildings, upgrades for fueling facilities,<br />
addition of convenience store type amenities,<br />
enhanced bus and truck parking, and more. the<br />
schedules for implementing the construction of the<br />
new and renovated facilities have been staggered<br />
so that all of the service plazas will not be under<br />
construction at the same time and turnpike<br />
customers will still be able to utilize the service<br />
plazas.<br />

the southbound s.r. 874 ramp to southbound heft<br />
so that one of the three ramp lanes exits to the<br />
right, crosses under the heft bridge over the csx rail
line, and merges into the right side of the<br />
southbound heft mainline; (2) narrow the existing<br />
three-lane ramp that enters the southbound heft to<br />
two-lanes in order to maintain lane balance with<br />
the southbound heft mainline roadway; and (3)<br />
widen the southbound heft mainline (including the<br />
bridge over the csx railroad) to add one-lane and<br />
eliminate the existing southbound lane drop.<br />
Implementation of this project will improve safety<br />
and operations by eliminating the southbound s.r.<br />
874 traffic weave across southbound HEFT lanes to<br />
exit at sW 152nd street. It will also result in smoother<br />
southbound traffic flows on the HEFT Mainline south<br />
of s.r. 874, and provide a southbound heft mainline<br />
capacity improvement that was deferred by the<br />
postponement of the larger widening project. this<br />
project is scheduled for construction in fY 2011.<br />

roadway section. This improvement modifies the<br />
existing bridge structures within the project limits by<br />
reducing the inside/outside shoulders to allow for<br />
four, 12-foot travel lanes with eight-foot shoulders.<br />
this is a safety and operational improvement that<br />
will eliminate or reduce the bottleneck for the<br />
existing six-lane segment between kendall drive<br />
and bird road. It will also eliminate congestion for<br />
the northbound on-ramp merge on the heft at<br />

exit movements at kendall drive. this project is<br />

movement and two right-turn lanes for the<br />
northbound to eastbound movement, (3) remove<br />
the slope protection under the heft bridge over<br />
kendall drive on the north side and relocate the<br />
westbound to southbound entry ramp to be<br />
located behind the column line, and (4) widen<br />
kendall drive westbound to four through lanes from<br />
west of mills drive to meet the existing four-lane<br />
section west of the heft southbound exit ramp<br />
intersection. this project is programmed for<br />

new ramp terminal intersection; and (5) provide a<br />
second northbound left turn lane at the east<br />
intersection for additional capacity. Implementation<br />
of this project will provide a more orderly pattern for<br />
signalized traffic control at the ramp terminus<br />
intersection and will provide better congestion<br />
control along sW 8th street. this project is<br />
programmed for construction in fY 2013.<br />

this project includes the following improvements: (1)<br />
widen the intersection approach of the southbound<br />
exit ramp terminal at bird road to provide three<br />
right-turn lanes and three left-turn lanes at the<br />
intersection; (2) extend the six-lane cross section of<br />
bird road on the west side of the heft between sW<br />
117th court toward sW 122nd avenue as far as<br />
possible to avoid purchasing right-of-way or<br />
widening the canal bridge; (3) extend the<br />
eastbound bird road left-turn storage lane to sW<br />
117th avenue; and (4) relocate the northbound<br />
heft exit ramp bridge over the snapper creek<br />
canal so that it provides a two-lane diverge from<br />
the northbound heft, an extended storage section,<br />
and three left-turn lanes at the sW 117th avenue<br />
intersection approach. these improvements are<br />
consistent with the proposed “ultimate”<br />
interchange configuration for the HEFT in this<br />
location. Implementation of these improvements<br />
will increase capacity and vehicle storage at both<br />
the southbound and northbound exit ramp<br />
terminals. relocation of the northbound exit ramp<br />
bridge will lengthen the distance between the<br />
ramp and the sW 117th avenue/bird road<br />
intersection, providing additional storage length<br />
and reducing the likelihood that the ramp will<br />
back-up onto the northbound heft. this project is<br />
scheduled for construction in fY 2013.<br />

to two-lanes; (2) widen the northbound side of<br />
the interchange connector road by one additional<br />
lane; (3) widen the on-ramp to Interstate 4<br />
eastbound from one-lane to two-lanes; and (4)<br />
tie-in the Interstate 4 eastbound on-ramp to the<br />
existing pick-up lane just east of the Interchange on<br />
Interstate 4 eastbound. Implementation of this<br />
project will alleviate peak traffic period back-ups<br />
that occur through the interchange and sometimes<br />
spill onto the turnpike mainline. this project is<br />

Phase 5 on the turnpike from<br />

this project is Phase 5 of a program to convert all<br />
existing toll collection facilities on the turnpike<br />
system to a cashless, all-electronic toll collection<br />
system. the aet Phase 5 project includes the<br />
turnpike mainline from I-595 to the lantana mainline<br />
Plaza, and all of the sawgrass expressway. the<br />
Phase 5 conversion project includes 34 ramp toll<br />
plazas and three mainline toll plazas.<br />
this project also includes improvements to the<br />
Glades Road Interchange. Specifically, the<br />
northbound exit ramp will be widened and<br />
lengthened. In addition, the southbound to<br />
westbound right turn movement will be widened to<br />
two lanes at the ramp intersection.<br />
aet Phases 1, 2, and 3 are currently under<br />
construction, and Phase 4 is scheduled for<br />
construction in 2012. Phase 5 is scheduled for<br />
construction in 2014.<br />
