The change in suction used for design is typically represented by a suction envelope since actual suction values are not known at the time of construction of the foundation or over the life of the structure structure. (suction does not need to be measured for typical design for this reason) The design suction envelope approach will be conservative. Assuming you know exactly what the suction values are at the time of construction would be dangerous. 22
