I am honored to serve as<br />

the Acting Secretary <strong>of</strong> the<br />

<strong>Wisconsin</strong> <strong>Department</strong> <strong>of</strong><br />

<strong>Veterans</strong> Affairs (WDVA).<br />

As a woman veteran with<br />

29 years <strong>of</strong> military service,<br />

I am proud to have the<br />

opportunity to lead the<br />

agency and represent the<br />

fastest-growing popul<strong>at</strong>ion <strong>of</strong><br />

veterans – women comprise<br />

about 15 percent <strong>of</strong> the<br />

military popul<strong>at</strong>ion currently.<br />

There is a rewarding sense<br />

<strong>of</strong> purpose for current service<br />

members and new veterans.<br />

Our <strong>Wisconsin</strong> veterans<br />

community is a combin<strong>at</strong>ion<br />

<strong>of</strong> established veterans as<br />

well as those who have been<br />

serving in recent conflicts.<br />

It is the combined duty and<br />

tradition <strong>of</strong> all <strong>of</strong> us to work<br />

together on each other’s<br />

behalf, going forward into the<br />

future.<br />

As we look ahead during<br />

the month <strong>of</strong> May, some<br />

<strong>of</strong> the main issues in the<br />

forefront for WDVA have been<br />

presented and discussed<br />

<strong>at</strong> meetings <strong>of</strong> the <strong>Wisconsin</strong><br />

Board <strong>of</strong> <strong>Veterans</strong> Affairs:<br />

the department’s budget for<br />

2011-13; the reorganiz<strong>at</strong>ion<br />

plan (which was acted upon<br />

by the Board and WDVA has<br />

started to be put into place);<br />

and the st<strong>at</strong>e <strong>of</strong> the <strong>Wisconsin</strong><br />

<strong>Veterans</strong> <strong>Home</strong>s, including<br />

future plans for construction,<br />

oversight and oper<strong>at</strong>ions <strong>of</strong> a<br />

new 72-bed Skilled Nursing<br />

Facility <strong>at</strong> Chippewa Falls.<br />

In the current economic<br />

clim<strong>at</strong>e, times may be tight,<br />

but the department will strive<br />

to continue providing the best<br />

quality <strong>of</strong> care, programs and<br />

services veterans deserve.<br />

There is a new segment<br />

<strong>of</strong> veterans <strong>of</strong> Iraq and<br />

Afghanistan, who will need our<br />

support and encouragement<br />

now more than ever, as they<br />

face challenges and we<br />

address program issues such<br />

as Post-Traum<strong>at</strong>ic Stress<br />

Disorder (PTSD), Traum<strong>at</strong>ic<br />

Blast Injury (TBI), suicide and<br />

homelessness prevention,<br />

employment and job training,<br />

health care and connections<br />

with fellow veterans and<br />

community groups.<br />

At the end <strong>of</strong> May, we observe<br />

a special holiday. Memorial<br />

Day acts as a reminder to<br />

us th<strong>at</strong> the veterans who<br />

passed, whom we honor and<br />

remember, served to ensure a<br />

better future for all who have<br />

served after them, as well as<br />

for the citizens <strong>of</strong> our n<strong>at</strong>ion.<br />

Their reward would be in<br />

knowing we are carrying our<br />

proud traditions on into the<br />

future.<br />

AchieVemenT AWArd To<br />

herBerT f. heLgerson<br />

A World War II veteran who served<br />

in General Omar Bradley’s 1st Army<br />

and General George P<strong>at</strong>ton’s 3rd Army,<br />

was honored with the Veteran Lifetime<br />

Achievement Award for April 2011, by the<br />

<strong>Wisconsin</strong> Board <strong>of</strong> <strong>Veterans</strong> Affairs, <strong>at</strong> a<br />

ceremony in Madison.<br />

Herbert F. Helgerson, 88, <strong>of</strong> Soldiers<br />

Grove, enlisted in the U.S. Army on<br />

February 6, 1943 in Milwaukee and<br />

completed basic training <strong>at</strong> Camp Swift,<br />

Texas in April 1943. He was assigned as a<br />

Section Leader to the 553rd Heavy Pontoon<br />

B<strong>at</strong>talion <strong>at</strong> Camp Swift and particip<strong>at</strong>ed<br />

in pontoon bridge construction exercises<br />

on the Sabine River along the Louisiana<br />

border. In the fall <strong>of</strong> 1943, he volunteered<br />

to join the soon-to-be deployed 291st<br />

Comb<strong>at</strong> Engineer B<strong>at</strong>talion <strong>at</strong> Camp Swift<br />

and served continuously with Company B<br />

<strong>of</strong> the 291st throughout the war, initially<br />

as a Heavy Truck Driver and then as a<br />

Construction (Bulldozer) Oper<strong>at</strong>or.<br />

On June 18, 1944, his unit was ordered<br />

to move to Southampton, England to load<br />

their heavy equipment onto the USS Amos<br />

G. Throop, where it waited aboard ship<br />

in the storm-tossed harbor for three days<br />

before being disp<strong>at</strong>ched across the English<br />

Channel.<br />

On June 23, 1943, he drove a truck,<br />

with his trailer-mounted bulldozer in tow,<br />

<strong>of</strong>f <strong>of</strong> a Landing Ship Tank (LST) into the<br />

shallows <strong>of</strong> Utah Beach, where he helped<br />

construct a bypass road.<br />

From July to September 1944 his unit<br />

performed road maintenance and mine<br />

clearance along the main supply route,<br />

driving by night to keep up with the front.<br />

His unit arrived in Mortain, France just<br />

before the counter-<strong>of</strong>fensive now known<br />

as the B<strong>at</strong>tle <strong>of</strong> the Bulge. During th<strong>at</strong><br />

b<strong>at</strong>tle, his unit was assigned defensive<br />

perimeter duty <strong>at</strong> Malmédy and he was<br />

awarded the Bronze Star for clearing<br />

snow-covered roads with his bulldozer<br />

while under constant machine gun, mortar,<br />

and artillery fire. In March 1945, en route<br />

to Walheim, Germany with his unit, he<br />

drove his bulldozer across the Ludendorff<br />

Bridge <strong>at</strong> Remagen, under enemy fire, to<br />

prepare approaches for a pontoon bridge.<br />

After VE Day his unit was assigned<br />

debris-clearance duty in Frankfurt,<br />

Nuremberg, and Munich.<br />

During his time with the 291st<br />

Engineer B<strong>at</strong>talion, he served in General<br />

Omar Bradley’s 1st Army and General<br />

George P<strong>at</strong>ton’s 3rd Army, saw duty<br />

in France, Belgium, Luxembourg and<br />

Germany, and won b<strong>at</strong>tle stars for the<br />

Normandy, Northern France, Rhineland,<br />

Ardennes and Central Europe Campaigns.<br />

In August 1945, he was sent to Camp<br />

Lucky Strike, France for rot<strong>at</strong>ion to the<br />

U.S. and subsequent re-deployment to the<br />

Asian The<strong>at</strong>re <strong>of</strong> Oper<strong>at</strong>ions, but on VJ<br />

Day, he was rescheduled for rot<strong>at</strong>ion and<br />

discharge.<br />

He was discharged on October 16,<br />

1945 <strong>at</strong> Camp McCoy with the rank<br />

<strong>of</strong> Tech 5 - Construction Oper<strong>at</strong>or. His<br />

decor<strong>at</strong>ions include the Bronze Star, the<br />

Good Conduct Medal, the European-<br />

African-Middle Eastern Service Medal<br />

with Five B<strong>at</strong>tle Stars, the Distinguished<br />

Unit Cit<strong>at</strong>ion, the Presidential Unit<br />

Cit<strong>at</strong>ion, a Letter <strong>of</strong> Commend<strong>at</strong>ion, and<br />

Four Overseas Bars.<br />

After the war, he borrowed $100<br />

on a handshake as a down-payment<br />

on a saw mill loc<strong>at</strong>ed in Soldiers<br />

Grove and began his career as an<br />

entrepreneur. Over the next<br />

42 years he oper<strong>at</strong>ed Helgerson<br />

Forest Products, which bought,<br />

harvested, milled, and sold locally<br />

harvested hardwoods and gave<br />

employment to numerous mill-hands<br />

over the years.<br />

Helgerson is a Life Member <strong>of</strong><br />

the American Legion and a 65-year<br />

member <strong>of</strong> William Schoville Post<br />

220 in Soldiers Grove, where he has<br />

served as Post Vice Commander and<br />

Post Finance Officer.<br />

In the community, he is a past<br />

member <strong>of</strong> the Soldiers Grove<br />

Village Board, the Soldiers Grove<br />

Fire <strong>Department</strong>, and the Kickapoo<br />

Valley Associ<strong>at</strong>ion Development<br />

Council. He has actively supported<br />

Kickapoo Area Girl Scout and Boy<br />

Scout endeavors, is a past member<br />

<strong>of</strong> the Soldiers Grove High School Band<br />

Parent Associ<strong>at</strong>ion, and takes food to other<br />

elderly members <strong>of</strong> the community. He is<br />

a 60-year member <strong>of</strong> St. Philips C<strong>at</strong>holic<br />

Church, serving on the Parish Council as<br />

Finance Chair. He is also a member <strong>of</strong> the<br />

Knights <strong>of</strong> Columbus. He and his wife <strong>of</strong><br />

60 years, Anita, raised six children.<br />

The Veteran Lifetime Achievement<br />

Award recognizes living veterans currently<br />

residing in <strong>Wisconsin</strong> who have compiled<br />

a record <strong>of</strong> exemplary service as a military<br />

service member, a veteran, and a citizen<br />

during the veteran’s lifetime. Helgerson is<br />

the 20th recipient <strong>of</strong> the award.<br />

Nomin<strong>at</strong>ions are accepted from<br />

any <strong>Wisconsin</strong> resident, and the Board<br />

especially encourages submissions from<br />

<strong>Wisconsin</strong> veterans, veterans service<br />

organiz<strong>at</strong>ions, County <strong>Veterans</strong> Service<br />

Offices and other veterans groups.<br />

My name is Jim Hotvedt and I am<br />

the new Chief <strong>of</strong> the Security/Fire/<br />

Safety Bureau. Today I’m writing<br />

as a guest for the Commandant’s<br />

Column, but I intend to write a<br />

monthly column for the Courier<br />

with m<strong>at</strong>erial th<strong>at</strong> is relevant,<br />

inform<strong>at</strong>ive, and dare I hope,<br />

possibly even entertaining to the<br />

members <strong>of</strong> WVH-<strong>King</strong> and other<br />

readers <strong>of</strong> this newsletter. But,<br />

enough about me; my biography<br />

was in last month’s issue.<br />

The focus <strong>of</strong> this column is to<br />

introduce you to the staff you have<br />

most likely observed <strong>at</strong> work one<br />

time or another on the grounds or<br />

in the buildings. The full-timers<br />

are eight dedic<strong>at</strong>ed individuals<br />

who know this complex inside<br />

and out. Their knowledge has<br />

accumul<strong>at</strong>ed through years <strong>of</strong><br />

p<strong>at</strong>rolling the halls, tunnels and<br />

grounds, responding to medical<br />

calls, fire calls, trespassers, dogs<br />

and c<strong>at</strong>s and any other type <strong>of</strong> call<br />

th<strong>at</strong> sometimes defies c<strong>at</strong>egorizing.<br />

The experience represented by<br />

these eight <strong>of</strong>ficers totals 136<br />

years. Rounding out the schedule<br />

are two limited term employees.<br />

They are fully qualified to perform<br />

<strong>at</strong> the same level as the full-time<br />

<strong>of</strong>ficers, but must be teamed with<br />

one <strong>of</strong> them while on duty.<br />

All <strong>of</strong>ficers, <strong>at</strong> a minimum, are<br />

St<strong>at</strong>e <strong>of</strong> <strong>Wisconsin</strong> Certified<br />

Firefighter II and all have just<br />

completed their First Responder<br />

Medical Refresher course, which<br />

occurs in every two years. They<br />

share in the duties <strong>of</strong> fire safety<br />

inspections <strong>of</strong> all <strong>of</strong> our buildings,<br />

fire drills, fire extinguisher<br />

demonstr<strong>at</strong>ions, 24/7 monitoring<br />

<strong>of</strong> fire alarm and sprinkler panels,<br />

and taking over the telephone<br />

switchboard for the home from<br />

1630-0800 hours on weekdays and<br />

all day on weekends and holidays.<br />

Their list <strong>of</strong> duties and services is<br />

hard to put a cap on, I think you<br />

are starting to get the idea.<br />

The Security/Fire/Safety building<br />

<strong>at</strong> the <strong>Wisconsin</strong> <strong>Veterans</strong> <strong>Home</strong><br />

<strong>at</strong> <strong>King</strong> is staffed 24 hours a<br />

day, seven days a week. The<br />

<strong>of</strong>ficers work in pairs putting in 12<br />

hour days/nights. In addition to<br />

shared duties, each <strong>of</strong>ficer serves<br />

a separ<strong>at</strong>e function assisting<br />

the Chief in administering the<br />

department.<br />

As a Chaplain,<br />

I <strong>of</strong>ten meet<br />

people who<br />

are stuck not<br />

knowing the<br />

next direction or step to take in life. Often<br />

times, the individual doesn't realize the<br />

reason they are stuck is th<strong>at</strong> they have<br />

lost a sense <strong>of</strong> life's purpose. I feel this<br />

happens to all <strong>of</strong> us <strong>at</strong> some point in our<br />

lives.<br />

The Apostle Paul made pr<strong>of</strong>ound<br />

st<strong>at</strong>ements when he penned these words<br />

found in Philippians 3:10, “Th<strong>at</strong> I<br />

may know Him and the power <strong>of</strong> His<br />

resurrection,” and in I Corinthians 2:2,<br />

“For I decided to know nothing among<br />

you, except Jesus Christ and Him<br />

crucified.”<br />

It is abundantly evident th<strong>at</strong> Paul's life<br />

purpose was to know Christ. He sought to<br />

know Christ personally and how He was <strong>at</strong><br />

work in life’s circumstances. This pursuit<br />

<strong>of</strong> discovery was the objective <strong>of</strong> Paul's<br />

life.<br />

Paul didn’t just seek to simply know<br />

Christ for the first time, but to continually<br />

seek to know wh<strong>at</strong> Christ wanted from<br />

his life each and every day, as well as to<br />

experience Christ’s power, in the course<br />

<strong>of</strong> daily living. Paul was determined to<br />

discover God's will and purpose for his<br />

challenges and trials. Paul understood<br />

th<strong>at</strong> it was through difficulties th<strong>at</strong> God<br />

journeys with us, in order th<strong>at</strong> He might<br />

help us to see our need and help us in our<br />

need to become more like Christ.<br />

This is life's purpose—to become<br />

more like Christ. So <strong>of</strong>ten we view life<br />

so differently. However, in Heaven’s<br />

economy, it is who we are or who we are<br />

becoming th<strong>at</strong> God is most concerned.<br />

When we think about it, isn't this wh<strong>at</strong><br />

m<strong>at</strong>ters most? Isn't this wh<strong>at</strong> should<br />

determine wh<strong>at</strong> we do and how we do it?<br />

The other day, someone who is a life<br />

coach client <strong>of</strong> mine was stuck and called<br />

me. He was perplexed as he did not know<br />

wh<strong>at</strong> to do. He wasn't sure wh<strong>at</strong> he should<br />

do as it rel<strong>at</strong>ed to his future. Should he<br />

take a job <strong>of</strong>fer in another st<strong>at</strong>e or should<br />

he remain where he is now? By the end <strong>of</strong><br />

our convers<strong>at</strong>ion, the bottom line came to<br />

the surface when I asked him, “In God's<br />

call in your life, who has He called you to<br />

be?” There was a long silence and then,<br />

"Hmm, th<strong>at</strong>’s a good question."<br />

In answering th<strong>at</strong> question, my dear<br />

friend began to make his choice <strong>of</strong> wh<strong>at</strong><br />

he was to do. You see, in responding to<br />

who God wants us to be we can effectively<br />

respond to wh<strong>at</strong> we will do. When we<br />

discover who God desires us to become,<br />

we can face life's challenges with the gre<strong>at</strong><br />

expect<strong>at</strong>ion th<strong>at</strong> wh<strong>at</strong> we are becoming<br />

in Him will certainly lead us to wh<strong>at</strong> we<br />

ought to do in every life circumstance.<br />

We simply make the choice based on<br />

if it aligns with wh<strong>at</strong> God is doing or wh<strong>at</strong><br />

He would have done as it rel<strong>at</strong>es to our<br />

character development.<br />

“This is life’s purpose—to<br />

become more like Christ.”<br />

Not too long ago, a fellow Christian<br />

felt the extreme need to sue the company<br />

she worked for. This was a Christian<br />

organiz<strong>at</strong>ion and she felt she had been<br />

tre<strong>at</strong>ed unfairly. Instead <strong>of</strong> trying to work<br />

things out, she consulted an <strong>at</strong>torney.<br />

Wh<strong>at</strong> saddened me was when she<br />

and her Christian <strong>at</strong>torney were asked<br />

to sit down and reason together the best<br />

course to pursue, the response was,<br />

"NO, we have nothing to discuss. If the<br />

company does not reply to our request as<br />

we have demanded, they will be sued!" I<br />

wondered, “Is this God's way to solve this<br />

problem?” I thought, “Doesn't God's word<br />

encourage us as Christians to come and<br />

reason together?”<br />

Wh<strong>at</strong> was sad was th<strong>at</strong> the Christian<br />

lawyer didn't even see the wisdom in<br />

seeking to glorify God by (1) learning all<br />

the facts and clarifying the issues to effect<br />

an optimal God glorifying outcome and<br />

(2) seeing if indeed something could have<br />

been worked out th<strong>at</strong> would not only uplift<br />

Jesus, but would demonstr<strong>at</strong>e a powerful<br />

witness to everyone involved as to wh<strong>at</strong><br />

God can do to bring reconcili<strong>at</strong>ion in the<br />

body <strong>of</strong> Christ.<br />

You see, as a Christian, the first thing<br />

we should ask ourselves in any situ<strong>at</strong>ion<br />

is, "Wh<strong>at</strong> is God's purpose in this?" Our<br />

problem is th<strong>at</strong> all too <strong>of</strong>ten we seek our<br />

personal purpose and reasoning for wh<strong>at</strong><br />

we do without consulting God. The Bible<br />

tells us <strong>of</strong> a leader <strong>of</strong> God, named Joshua,<br />

who when he forgot to consult God, <strong>at</strong> a<br />

place called Ai, experienced a gre<strong>at</strong> loss.<br />

However, when he consulted God and<br />

followed His direction he gained a gre<strong>at</strong><br />

victory. (Joshua 7 & 8) I believe a good<br />

course <strong>of</strong> action in life is to remember to<br />

make sure our purposes and decisions are<br />

in tune with God's. This is imper<strong>at</strong>ive in<br />

our Christian growth, as we must always<br />

remember th<strong>at</strong>, “My thoughts are not your<br />

thoughts, neither are your ways my ways,”<br />

declares the LORD.” Isaiah 55:8<br />

As this is true as we grow in<br />

positive character development, we must<br />

constantly and consistently consult God<br />

in all m<strong>at</strong>ters <strong>of</strong> our lives. We must be<br />

seeking His purpose and not our own. For<br />

it is in seeking and fulfilling God's purpose<br />

th<strong>at</strong> we glorify Him and accomplish with<br />

gre<strong>at</strong> joy the direction and purpose <strong>of</strong> life<br />

which He has designed for us. This must<br />

be our life's direction and goal.<br />

In life we too, like Paul, in all things<br />

must seek to decide to know nothing else<br />

in the midst <strong>of</strong> our making decisions and<br />

life circumstance, but to know Christ,<br />

Him Crucified and the power <strong>of</strong> His<br />

resurrection. To do this and to have this<br />

experience is life's ultim<strong>at</strong>e purpose.<br />

The Pool League came to a close and<br />

celebr<strong>at</strong>ed the season with a banquet<br />

sponsored by the Disabled American<br />

<strong>Veterans</strong> and Auxiliary. Thanks for<br />

another GREAT year!<br />

Barron County <strong>Veterans</strong> Service Office<br />

arranged a tour and brought a van with<br />

ten veterans and spouses to see wh<strong>at</strong><br />

WVH-<strong>King</strong> has to <strong>of</strong>fer. Tour members<br />

commented, “your facility is absolutely<br />

something to be proud <strong>of</strong>” and we certainly<br />

agree!<br />

As the ice thins every year, members anxiously wait and<br />

hosted a Wound Care Certific<strong>at</strong>ion Training<br />

Program for 40 RNs, two <strong>of</strong> whom were<br />

WVH-<strong>King</strong> RN staff. The visiting nurses<br />

said they were very impressed with <strong>King</strong>.<br />

The <strong>Wisconsin</strong> <strong>Veterans</strong> <strong>Home</strong> <strong>at</strong> <strong>King</strong><br />

hosted a drinking w<strong>at</strong>er table top exercise<br />

funded by the Environmental Protection<br />

Agency through the <strong>Department</strong> <strong>of</strong> N<strong>at</strong>ural<br />

Resources (DNR). The training exercise<br />

was a tremendous learning experience and<br />

visitors from Emergency Management, DNR<br />

and Public Health were among those who<br />

particip<strong>at</strong>ed.<br />

The <strong>Wisconsin</strong> Airborne Tribute Case is now<br />

in the <strong>King</strong> Museum. The case contains many<br />

memorabilia <strong>of</strong> the Airborne uniforms, medals<br />

and equipment, 3rd Infantry (Audie Murphy).<br />

Dedic<strong>at</strong>ed veterans coordin<strong>at</strong>ed the placement<br />

<strong>of</strong> the case <strong>at</strong> the <strong>King</strong> Museum.<br />

Veteran Community Celebr<strong>at</strong>es<br />

N<strong>at</strong>ional Volunteer Week<br />

Almost 200 volunteers <strong>at</strong>tended<br />

the banquet on Wednesday, April<br />

20 th . Registered volunteers who<br />

contribute 25 hours or more <strong>of</strong><br />

service are invited to this yearly<br />

banquet. Volunteers who were able<br />

to give more than 100 hours were<br />

recognized <strong>at</strong> the program with a<br />

certific<strong>at</strong>e <strong>of</strong> appreci<strong>at</strong>ion and a pin<br />

or bar. The <strong>Veterans</strong> <strong>Home</strong> <strong>at</strong> <strong>King</strong><br />

has over 350 active volunteers who<br />

don<strong>at</strong>ed 38,108 hours <strong>of</strong> volunteer<br />

time to the <strong>Home</strong>. “We’re extremely<br />

fortun<strong>at</strong>e to have so many dedic<strong>at</strong>ed<br />

and compassion<strong>at</strong>e volunteers,” said<br />

Jackie Moore, Acting Commandant<br />

<strong>of</strong> the <strong>Home</strong>.<br />

Irene Guthu, a long-time volunteer<br />

was recognized for her service<br />

<strong>of</strong> over 10,000 hours. She began<br />

volunteering <strong>at</strong> the <strong>Home</strong> in<br />

November, 1983 as a member <strong>of</strong><br />

the Disabled American <strong>Veterans</strong><br />

Auxiliary. “I probably get more<br />

out <strong>of</strong> my volunteering than the<br />

members; it makes me feel good to<br />

give back,” said Ms. Guthu.<br />

Members <strong>of</strong> Girl Scout Troop 2800,<br />

K<strong>at</strong>herine and Kelsey Leaf, delivered<br />

handmade greeting cards. Many hours went<br />

into this project and the members <strong>at</strong> <strong>King</strong><br />

certainly appreci<strong>at</strong>e the troops’ efforts.<br />

Wausau VFW and Auxiliary sponsored the<br />

monthly birthday bingo for the members <strong>at</strong><br />

<strong>King</strong>.<br />

AMVETS don<strong>at</strong>ed a 210 gallon<br />

fresh w<strong>at</strong>er aquarium with 63 fish<br />

to the <strong>Wisconsin</strong> <strong>Veterans</strong> <strong>Home</strong> <strong>at</strong><br />

<strong>King</strong>. Members and visitors alike are<br />

impressed with the beauty and serenity<br />

<strong>of</strong> the tank.<br />

Over 40 students from the Waupaca High School gave their<br />

time, talent and energy on Wednesday, April 27 <strong>at</strong> <strong>King</strong>.<br />

Students, as participants <strong>of</strong> a service learning project, raked<br />

leaves, cleaned buildings and played games with members.<br />
