Helena Francis is Chair of <strong>the</strong> Wayne Francis Charitable Trust, which is a member of <strong>the</strong> Canterbury<br />
Recovery Funders Network <strong>–</strong> a collaboration of philanthropists and funders who came toge<strong>the</strong>r <strong>in</strong> <strong>the</strong><br />
immediate aftermath of <strong>the</strong> February 2011 earthquake.<br />
Organised by <strong>Philanthropy</strong> New Zealand, that first, urgent meet<strong>in</strong>g has now become a quarterly<br />
event where both members and o<strong>the</strong>rs fund<strong>in</strong>g <strong>Christchurch</strong>’s recovery can collaborate on how to best<br />
help those affected.<br />
Here, Helena reflects on how it is well-placed people who are mak<strong>in</strong>g <strong>the</strong> difference between<br />
effective and <strong>in</strong>effective philanthropy <strong>in</strong> <strong>Christchurch</strong> <strong>–</strong> often <strong>in</strong> unexpected ways.<br />
In <strong>Christchurch</strong> over <strong>the</strong> past year, <strong>Philanthropy</strong> New Zealand has<br />
been br<strong>in</strong>g<strong>in</strong>g people toge<strong>the</strong>r, through <strong>the</strong> Canterbury Recovery<br />
Funders Network, to identify and have conversations around needs.<br />
We’re try<strong>in</strong>g to avoid duplicat<strong>in</strong>g our resources as we reach out to <strong>the</strong><br />
community.<br />
One example of this is <strong>the</strong> Todd and<br />
T<strong>in</strong>dall Foundations, which have worked<br />
toge<strong>the</strong>r to engage a <strong>Christchurch</strong>-based<br />
project manager, Bede Mart<strong>in</strong> (of Interact<br />
Canterbury), whose role is to <strong>in</strong>form <strong>the</strong>ir<br />
fund<strong>in</strong>g decisions.<br />
But this has also had a whole o<strong>the</strong>r,<br />
un<strong>in</strong>tended effect. In <strong>the</strong> course of his<br />
work, Bede makes new connections and, as<br />
he talks to people and groups, is discover<strong>in</strong>g Bede Mart<strong>in</strong><br />
o<strong>the</strong>r areas of need.<br />
For example, when visit<strong>in</strong>g a small church group to discuss a<br />
youth recreation centre <strong>in</strong> a hard-hit suburb of eastern <strong>Christchurch</strong>, it<br />
soon became evident that <strong>the</strong> church had uncovered wider issues. The<br />
area lacked social support networks and <strong>the</strong> group described it as a<br />
“community <strong>in</strong> name only”. The focus <strong>the</strong>n moved to assess<strong>in</strong>g <strong>the</strong> needs<br />
of families and <strong>the</strong> elderly, work<strong>in</strong>g with local groups to prioritise need.<br />
This resulted <strong>in</strong> fund<strong>in</strong>g for two part-time positions to facilitate <strong>the</strong>se<br />
community priorities.<br />
Without face to face discussion, <strong>the</strong> <strong>in</strong>itial need for a youth facility<br />
might have led to <strong>the</strong> wider and deeper needs of <strong>the</strong> area rema<strong>in</strong><strong>in</strong>g<br />
unsupported.<br />
So, while that wasn’t <strong>in</strong>tended, hav<strong>in</strong>g a person like Bede talk<strong>in</strong>g to<br />
community groups has turned out to be a great source of <strong>in</strong>formation for<br />
all grantmakers <strong>in</strong> our network, and is help<strong>in</strong>g us to reduce any duplication<br />
of our resources.<br />
This has been a positive by-product for <strong>the</strong> grantmakers <strong>–</strong> Bede has,<br />
<strong>in</strong> a good way, <strong>in</strong>filtrated <strong>the</strong> NGO (non-governmental organisations)<br />
sector!<br />
You can chuck $5 million<br />
at <strong>the</strong> problem, but if you<br />
haven’t got <strong>the</strong> wisdom,<br />
<strong>the</strong> <strong>in</strong>tellect and <strong>the</strong><br />
conversations beh<strong>in</strong>d it, you<br />
won’t maximise its impact.<br />
The importance of staff<br />
After <strong>the</strong> earthquakes, <strong>the</strong>re was an immensely generous <strong>in</strong>flux<br />
of funds. But for those try<strong>in</strong>g to direct <strong>the</strong> fund<strong>in</strong>g, this needed to be<br />
supported by hav<strong>in</strong>g people at <strong>the</strong> frontl<strong>in</strong>e, talk<strong>in</strong>g to <strong>the</strong> community.<br />
One of <strong>the</strong> th<strong>in</strong>gs we are learn<strong>in</strong>g is that <strong>the</strong> money is great but we<br />
also need <strong>the</strong> people capacity beh<strong>in</strong>d that money. You can chuck $5<br />
million at <strong>the</strong> problem, but if you haven’t got <strong>the</strong> wisdom, <strong>the</strong> <strong>in</strong>tellect<br />
and <strong>the</strong> conversations beh<strong>in</strong>d it, you won’t maximise its impact.<br />
I don’t want to dwell on negatives, but some organisations have<br />
found this out <strong>the</strong> hard way.<br />
What we now know is we need <strong>the</strong> staff<strong>in</strong>g capacity <strong>–</strong> foundations<br />
need to <strong>in</strong>vest <strong>in</strong> <strong>the</strong>ir people, because it is essential to have good people<br />
on <strong>the</strong> ground if <strong>the</strong>y are to direct <strong>the</strong>ir fund<strong>in</strong>g effectively.<br />
It’s also valuable to have <strong>the</strong> f<strong>in</strong>ancial support, through <strong>Philanthropy</strong><br />
New Zealand members, to fund <strong>the</strong>se post-quake meet<strong>in</strong>gs. Members<br />
have put <strong>the</strong>ir money where <strong>the</strong>ir mouth is and supported us by provid<strong>in</strong>g<br />
a space for us to come toge<strong>the</strong>r and be <strong>in</strong>formed. Because without <strong>the</strong>se<br />
people pay<strong>in</strong>g for it, <strong>Philanthropy</strong> New Zealand wouldn’t be able to<br />
susta<strong>in</strong> this forum.<br />

Perspectives<br />
This makes it less expensive to fund. We just have to make sure we’re<br />
strik<strong>in</strong>g a balance between cutt<strong>in</strong>g out bureaucracy and ensur<strong>in</strong>g services<br />
are still be<strong>in</strong>g delivered responsibly.<br />
Some of our ideas and relationships are completely new and<br />
experimental <strong>–</strong> but we have noth<strong>in</strong>g to lose. It’s now or never!<br />

As a result of this support, we are work<strong>in</strong>g with groups who are not<br />
our usual alliances.<br />
For example, <strong>the</strong> Wayne Francis Charitable Trust, Rotary, M<strong>in</strong>istry of<br />
Youth Development, <strong>the</strong> Human Rights Commission, Todd Foundation,<br />
Department of Internal Affairs and Vodafone NZ Foundation (through <strong>the</strong><br />
White Elephant Trust) are all work<strong>in</strong>g toge<strong>the</strong>r to support <strong>the</strong> youth voice<br />
<strong>in</strong> Canterbury through <strong>the</strong> Otautahi Youth Council.<br />
Our role, at <strong>the</strong> Wayne Francis Charitable Trust, is to convene <strong>the</strong>se<br />
meet<strong>in</strong>gs; to br<strong>in</strong>g <strong>the</strong> people toge<strong>the</strong>r. The group is hop<strong>in</strong>g to fund a<br />
co-ord<strong>in</strong>ator for <strong>the</strong> youth council, to support <strong>the</strong>m, and to also give its<br />
members media tra<strong>in</strong><strong>in</strong>g so <strong>the</strong>y have <strong>the</strong> skills to speak on behalf of <strong>the</strong><br />
young people of <strong>Christchurch</strong>.<br />
Young people are go<strong>in</strong>g to benefit from our city and <strong>the</strong>y need to be<br />
consider<strong>in</strong>g <strong>the</strong>ir contribution, so it’s really valuable that <strong>the</strong>y are heard.<br />
This is also a great chance to build strong, healthy communities. So,<br />
we’re listen<strong>in</strong>g to <strong>the</strong> people <strong>in</strong> a community, support<strong>in</strong>g young people,<br />
and look<strong>in</strong>g for evidence-based <strong>in</strong>dicators to build our work on.<br />
A new approach?<br />
I th<strong>in</strong>k that <strong>Christchurch</strong> is almost fast-track<strong>in</strong>g all <strong>the</strong> stuff we<br />
knew was of value, but which wasn’t necessarily happen<strong>in</strong>g before <strong>the</strong><br />
earthquakes. It’s sort of like a pressure cooker <strong>–</strong> if we don’t do it now,<br />
we never will.<br />
The quakes created an opportunity to deliver social services <strong>in</strong> a more<br />
effective, efficient and cohesive way, with closer collaboration between<br />
funders, community groups and social service providers.<br />
For example, victims of domestic violence will soon be able to go<br />
to police and access o<strong>the</strong>r social services through a one-stop shop <strong>in</strong><br />
a couple of hours. Before, a person had to go to multiple agencies to<br />
get help.<br />
<strong>Christchurch</strong> has seen amaz<strong>in</strong>g neighbourly support, social <strong>in</strong>clusion<br />
and communities com<strong>in</strong>g toge<strong>the</strong>r. We keep hear<strong>in</strong>g from people, “we<br />
want that sense of community, but we don’t want <strong>the</strong> earthquakes!” I<br />
th<strong>in</strong>k we’ve already got positive results and untraditional partnerships <strong>–</strong><br />
but this is def<strong>in</strong>itely an opportunity to try new th<strong>in</strong>gs, have new alliances<br />
and new ideas.<br />
Wouldn’t it be great if <strong>the</strong> credibility and strength of <strong>the</strong> philanthropic<br />
sector is raised because of <strong>the</strong> effective work that is be<strong>in</strong>g done <strong>in</strong><br />
<strong>Christchurch</strong>?<br />
It would be particularly great if this was recognised by <strong>the</strong> Government<br />
<strong>–</strong> that philanthropy <strong>in</strong> <strong>Christchurch</strong> is about more than monuments.<br />
We have a real opportunity to have a huge impact, with thoughtful<br />
and effective outcomes.<br />
Of course, it is also a great opportunity to promote corporate giv<strong>in</strong>g,<br />
if bus<strong>in</strong>esses can see what good work we’re do<strong>in</strong>g <strong>in</strong> <strong>Christchurch</strong>.<br />
Hopefully, <strong>the</strong> results from <strong>the</strong> Otautahi Youth Council project will<br />
be undeniably positive and if it works really well <strong>the</strong>n its model (of youth<br />
tra<strong>in</strong><strong>in</strong>g) can be translated <strong>in</strong>to o<strong>the</strong>r parts of New Zealand.<br />
I would def<strong>in</strong>itely like to see <strong>the</strong> voice of <strong>the</strong> young people <strong>in</strong><br />
<strong>Christchurch</strong> be<strong>in</strong>g heard and acknowledged, and someth<strong>in</strong>g done<br />
about it this year <strong>–</strong> why not? <strong>Not</strong> everyth<strong>in</strong>g has to take forever!<br />
Perspectives <strong>in</strong>vites a grantmaker or philanthropist to give us, <strong>in</strong> <strong>the</strong>ir own<br />
words, a personal perspective on giv<strong>in</strong>g.<br />

<strong>Christchurch</strong> set up to temporarily fill vacant spaces, which collaborates with a<br />
wide range of funders, volunteers and community groups.<br />
