Improving the Quality of Routine Primary Health Care Data at Facility Level in Lejweleputswa District Municipality, Free State 2 Support Systems LESSONS LEARNT ❖ ❖ ❖ ❖ ❖ ❖ ❖ In order to improve quality of data, there needs to be a focus on the point of data collection at facility level. Each facility should have a specific person who is responsible for information such as a facility information coordinator who is an existing staff member. When staff analyse their own data, they become aware of the impact that poor quality data has on the monitoring process. Information used at local level can be used to assess progress towards local, district, provincial and national objectives and targets. Information used at facility level can be used to improve quality and coverage of services. Information is not a vertical programme but merely a tool to assist with planning, implementation and monitoring. It can be used to improve quality of care and to identify problem areas and priorities. By involving the facilities in the planning process, common objectives and targets are set. It is essential to give feedback to the facilities on their performance. This helps to acknowledge their work and to challenge any irregularities. Recommendations ❖ ❖ ❖ A shift in perception is needed from focusing on the use of software to the use of information for management. Data definitions must be known and understood by all who are involved with the data. District information officers need to visit facilities regularly. They should spend at least 60% of their time on training and support of facility staff. 23
2 Support Systems In order to improve drug supply and management, a situation analysis is an essential first step in identifying problem areas. The reality of the situation analysis must be discussed with all interested parties. Drug Supply and Management City of Tshwane, Gauteng Tshwane is one of three metropolitan municipalities in Gauteng. It incorporates the old city of Pretoria (urban) and parts of North West province’s Odi and Moretele health districts (peri-urban / rural). An ISDS facilitator was introduced to the district in May 2001 to assist with the development of the health district. Both provincial and local authority management identified drug supply and management as a focus area. Situation As Tshwane is a cross-boundary district between Gauteng and North West Provinces, facilities in Odi and Moretele are supplied with stock by the North West provincial pharmaceutical depot, and different standard operating procedures are in use. In the Gauteng parts of the metro area, a dual drug supply management was in operation, with both provincial and local government health departments operating a depot from which their own facilities were being supplied. This caused a duplication of efforts, facilities, staff and transport. There had also been “over-expenditure” in the drug budget, mainly at local authority facilities over a number of years.
