9.11 World Health Organisation Target<br />

9.11.1 South Africa notes the World Health Organisation’s announcement<br />

of a <strong>comprehensive</strong> strategy to realize a goal of providing<br />

antiretroviral drugs to three million people worldwide by the year<br />

2005. As a member state of the World Health Organisation (WHO)<br />

it is envisaged that there will be collaboration between this<br />

programme <strong>and</strong> WHO activities that aim to achieve the objective of<br />

providing <strong>comprehensive</strong> <strong>care</strong> <strong>for</strong> people living with <strong>HIV</strong> <strong>and</strong><br />

<strong>AIDS</strong>, with due recognition of the complexities of programme<br />

administration.<br />

9.12 Multi-Drug Resistant Tuberculosis<br />

9.12.1 As with TB, poor management <strong>and</strong> poor compliance with<br />

antiretroviral therapy results in multi-drug resistant <strong>HIV</strong>, which<br />

could impact negatively on both diseases.<br />

9.12.2 To optimise <strong>care</strong> <strong>for</strong> <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> patients who also have<br />

tuberculosis it is important to develop <strong>and</strong> sustain joint management<br />

programmes.<br />

9.12.3 It is also critical that effective health in<strong>for</strong>mation is imparted to<br />

patients to ensure good patient adherence to treatment to prevent the<br />

further spread of drug resistance, as is currently being experienced<br />

with TB.<br />

9.12.4 <strong>HIV</strong>-infected persons are at increased risk of infection caused by<br />

antibiotic-resistant microorganisms. Containment of resistance to<br />

antimicrobial agents requires the establishment of appropriate earlywarning<br />
