CHAPTER I – PREVENTION, CARE AND TREATMENT<br />

46 This chapter delineates national <strong>care</strong> <strong>and</strong> treatment guidelines that con<strong>for</strong>m to the<br />

best international <strong>and</strong> local norms <strong>and</strong> st<strong>and</strong>ards <strong>and</strong> best practice. These<br />

guidelines <strong>and</strong> per<strong>for</strong>mance st<strong>and</strong>ards are applied uni<strong>for</strong>mly throughout the<br />

country. These include st<strong>and</strong>ard treatment guidelines, laboratory diagnostic tests,<br />

drug protocols, frequencies <strong>and</strong> types of visits with health professionals <strong>and</strong> other<br />

st<strong>and</strong>ards <strong>for</strong> the <strong>care</strong> <strong>and</strong> treatment of people living with <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong>.<br />

47 Components of this continuum of <strong>care</strong> include:<br />

47.1 Prevention strategies;<br />

47.2 Voluntary counselling <strong>and</strong> <strong>HIV</strong> testing;<br />

47.3 Medical <strong>care</strong> <strong>and</strong> treatment by a dedicated, trained medical team;<br />

47.4 Psychosocial support;<br />

47.5 Nutritional assistance;<br />

47.6 Social support; <strong>and</strong><br />

47.7 Home- <strong>and</strong> community-based services.<br />

48 The key prevention strategies are:<br />

48.1 Voluntary Counselling <strong>and</strong> Testing<br />

48.2 Prevention of Mother-to-Child Transmission<br />

48.3 In<strong>for</strong>mation, Education, <strong>and</strong> Communication (IEC)<br />

48.4 Management of Sexually Transmitted Infections<br />

48.5 Supply of barrier methods such as condoms<br />

48.6 Life skills <strong>and</strong> <strong>HIV</strong> <strong>and</strong> <strong>AIDS</strong> education<br />

49 There are multiple entry points into the <strong>care</strong> delivery system, including voluntary<br />

counselling <strong>and</strong> testing services, PMTCT programmes, clinics offering<br />

reproductive health <strong>and</strong> STI services, primary health <strong>care</strong> clinics, TB clinics,<br />

inpatient hospital settings <strong>and</strong> prisons.<br />

50 Following diagnosis <strong>and</strong> staging of <strong>HIV</strong> infection, individuals may be referred <strong>for</strong><br />

antiretroviral therapy <strong>and</strong>/or prophylaxis <strong>for</strong> opportunistic infections, or routine<br />
