<strong>Recruitment</strong> <strong>Notice</strong><br />

The <strong>Institut</strong> für Europäische <strong>Politik</strong> is member of a consortium short-listed by the EU<br />

Commission for a project aimed at supporting the Albanian government in their European<br />

integration efforts with special regard to coordination of the different aspects of the<br />

integration process and the effective management of Community Assistance Programs.<br />

The project shall start in November 2006 and will last for 28 months.<br />

The <strong>Institut</strong> für Europäische <strong>Politik</strong> seeks to recruit four key-experts: (1) Team Leader, (2)<br />

Assistant to the Team Leader and Training Coordinator and (3) Senior Legal Expert<br />

and (4) Interagency Liaison Expert/Financial Expert.<br />

Key expert 1: Team Leader (full time based) 510 days<br />

Qualification and skills<br />

• University Degree, preferably in Law, Political Sciences, Economics<br />

• Advanced degree in European Integration or Public Administration<br />

• Knowledge of the adoption of the acquis communautaire by European transition<br />

countries<br />

• Fluency in English, with advanced drafting skills<br />

General professional experience<br />

• 15 years of professional experience, of which a minimum of 5 years of proven working<br />

experience in European integration in the framework of Stabilisation and Association<br />

processes, acquired in EU and/or transition countries<br />

• Previous-working experience at the ministerial level and/or high level of public<br />

administration will be an asset<br />

Specific professional experience<br />

• At least three years of proven experience as resident Senior Expert/Team Leader in a<br />

complex, multi-disciplinary European Integration project with capacity building and training<br />

components<br />

• At least one year of proven professional experience in the field of donors’ coordination in<br />

the context of EC technical assistance (CARDS, PHARE, TACIS)<br />

Key expert 2: Assistant to the team leader and training coordinator,<br />

300 days<br />

Qualifications and skills<br />

• University Degree, preferably in Law, Political Sciences or Economics<br />

• Fluency in English, with advanced drafting skills<br />

• Fully proficient in the Albanian language (native speaker level)<br />

General professional experience<br />

• 10 years of professional experience of which a minimum of 3 years of proven<br />

professional experience in the field of European integration and donors’ coordination<br />

Specific professional experience<br />

• 2 years of experience in similar projects with a training component in the context of EC<br />

technical assistance (CARDS, PHARE, TACIS)<br />

Key expert 3: Senior legal expert, 330 days<br />

Qualifications and skills<br />

• University Degree in Law<br />

• Specialisation in EU affairs and EU law and/or comparative law<br />

• Fluency in English, with advanced drafting skills<br />

General professional experience<br />

• 10 years of proven professional experience of which at least 5 years as Senior Legal<br />

Expert in transition countries<br />

Specific professional experience<br />

• At least two years as resident Senior Legal Expert within a complex, multidisciplinary<br />

European Integration project with capacity building and training components in the context<br />

of EC technical assistance (CARDS, PHARE, TACIS)<br />

• Experience in legislative drafting in European transition countries will be an asset<br />

Key expert 4: Interagency liaison expert/financial expert, 250 days<br />

Qualifications and skills<br />

• University Degree in economics<br />

• Advanced degree in public finances or related subject<br />

• Fluency in English, with advanced drafting skills<br />

General professional experience<br />

• 10 years of proven professional experience, of which at least 5 years as Senior Expert in<br />

the field of public finances in the EU and/or European transition countries<br />

Specific professional experience<br />

At least two years of proven professional experience in the field of donors’ coordination in<br />

the context of EC technical assistance (CARDS, PHARE, TACIS)<br />
