TENDER NOTIFICATION FOR SERVERS CONSOLIDATION
THROUGH VIRTUALIZATION

IDRBT is looking out for a solution involving a high end server with virtualization
features to manage a few of its applications like domain controller, additional
domain controller, R & D servers – (MATLAB and Rational Rose), Library
Management, Internet access and patch management servers.
The solution would involve server virtualization with high availability features (in
cluster mode), latest OS and applications with hardware with the following
options:
1. A. Server: -
Option –I 4U Rack Mount Solution 2*Quad Core >2.4Ghz Processor, RAM 32GB
(8GB*4) DDR3 Expandable to 128GB, GB SAS300GB@15K *3 Server should
support Minimum of 5/6 SAS Drives with RAID Support 0,1,3,5,10, DVD Rom, RPS
and Dual Gigabit Fault Tolerant NIC’s, 4Gbps FC Dual Connectivity to connect SAN
Storage Servers with High Availability – 2No’s
Option –II Blade Servers Solution with Enclosure Should support up to 5/6 Blade
Servers 2*Quad Core >2.4Ghz Processor, RAM 32GB (8GB*4) DDR3 Expandable to

Objective of this Tender Document:
Supply of new Hardware, Software for Consolidation of existing servers at IDRBT
through virtualization. Important Instructions for the tender are as under: -

The summary of the work involved and the responsibilities of the vendor are as
detailed below.
1. Vendor has to supply and Install all the necessary hardware, software and
other related tools/software at IDRBT, which comprise the complete solution
as per the requirements specified.
2. Vendor has to deploy qualified personnel at IDRBT to install all required
services and applications.
3. Develop a process for addition/Deletion of an application/server to the
virtualized solution.
4. Vendor has to define different administrative roles in the management
console with different administrative rights.
5. Vendor shall record all major / minor incidents, which ensure to take decision
on capacity planning, network planning and performance enhancement.
6. Vendor should conduct periodic security and network reviews during the 3-
year warranty period and ensure all patches/upgrades/latest IOS are applied
as and when OEM releases them.
7. The solution offered must work, install, deploy and operate:-
• On industry standard server hardware in multiple CPU socket
configurations
• With industry standard Network Attached Storage and Ethernet
Adaptor
• With the operating systems released by the software manufacturer

8. The Solution offered must work, install, deploy and operate on open industry
standards in respect of hardware/ software and belated equipments/ tools.

The vendors in response to the present tender may submit their bids in two
parts, the Technical Bid and the Commercial Bid. The Technical Bid shall be as per
the format for the Technical Bid, specified in the tender document. The
Commercial Bid shall be as per the format for the Commercial Bid, specified in the
tender document. Both the bids shall be sealed and submitted separately. The
Technical and Commercial bids should be submitted in separate sealed envelopes

Technical Bid: Tender responses should be submitted in original in a sealed
envelope clearly super scribing on the envelope “Technical bid for Server

Commercial Bid: Tender responses in original should be submitted in a sealed

Vendors are requested to submit a “softcopy” version of their Technical and
Commercial responses on CD/USB Pen drive in Microsoft Office 2000 format,
[Word 2000]. Soft-copies are to be sealed within the respective Technical and
Commercial Bid envelopes.

a) Format of Product specification (Technical Bid): -

The technical bid should also include the product literature, manual and a short
description of the product proposed to be supplied. In case, the product as
specified in the BOM is end of life or not being manufactured by the OEM, the
vendor is required to provide sufficient proof of such claim and is allowed to
quote for an alternate product with such similar working capability.
The Commercial Bid should contain the following:
The vendors are required to submit a copy of the Technical Bid highlighting the
features to be supplied along with the Commercial Bid.
Any item, which the vendor feels is required, the prices for the item should be
mentioned in the commercial bid and the details of it should be mentioned
compulsorily in the technical bid along with the required quantity
Note: Taxes if any should be explicitly stated in the Commercial Bid
The bill of material containing item-wise details in respect of server consolidation
through virtualization for IDRBT offered by the vendor, must be furnished along
with the prices thereof, as per the terms and conditions contained in this
document. The Vendor will undertake to ensure that the prices are reasonable
and in the range of prices for similar / same services available in the market. If any
irregularity is detected anytime in respect of the above, the Institute will have the
right to take appropriate action against the Vendor, as deemed fit by the Institute.
Other Conditions:
The PO will contain various terms and conditions relating to payment, delivery,
installation & operationalisation, training, commissioning & acceptance, support
during period of maintenance, penalty due to delay in performance , performance
guarantee, liquidated damages etc. However, the terms and conditions are not
conclusive and IDRBT reserves the right to add, delete, modify or alter all or any

of these terms and conditions in any manner, as deemed necessary by the
Organization.
The vendor shall be responsible for delivery of the goods as per the bill of
material of the purchase order at specified location within 3-5 weeks from the
date of the purchase order.
All the specifications and other related literature & information, provided by the
Service Provider agreed by the Institute, would also form a part of the PO.
IDRBT reserves the right to modify/amend/cancel the tender and its conditions.
IDRBT reserves the right to accept/reject in full or in part the bids received from
the eligible vendors.
