(EA-SWMC)
EU-Asia Sustainable Waste Management Cycle : Integrating Best Practices of Solid Waste Management
Policies (EA-SWMC) is a project supported by the Asia Pro-Eco Programme of the European Commission (EC) and
jointly promoted by the National Solid Waste Management Department, Perak State Government (PSG), The
Association of Environmental Consultants and Companies of Malaysia (AECCOM), The INTA International Urban
Development Assoiciation (INTA) from The Netherlands; ICEI European Secretariat GmbH from Germany; Danish Topic
Centre on Waste and Resources (DTC/WR) from Denmark and Shropshire County Council from United Kingdom.
Objective
The main objectives of EA-SWMC is to implement measures that will ensure the management of solid waste and
cleansing process complies with environment best practices.
It serves to safeguard public health and welfare in a joint effort with multi stakeholders towards achieving waste
minimization and recycling of valuable resources pillared on the principle of sustainable development which will
promote the development and adoption of less-polluting and more-resource efficient products, processes and services.
This project encourages between the EU and Asia on the exchange and application of environmental policies,
technologies, and practices that promote a better quality of life and encourage tripartite co-operation among
institutions, business and local communities thus achieving the noble objective of civil society. The Project will initiate
a solid waste management plan and thus improving environment performance based on joint effort of all invited
stakeholders.
Asia Pro Eco Programme
Asia Pro Eco is an European Union (EU) initiative that aims to fund EU-Asia partnership projects specifically in the field
of the Urban-Environment. The objective of Asia Pro Eco is to draw the EU and Asia closer together through institutional
and operational partnerships and networks to tackle major issues on the protection and remediation of the urban
environment. The programme aims to promote the sharing of innovative technologies, best practices, policies,
measures, and capacity-building which can improve the quality of life and environmental conditions of urban
populations in Asia.
Target Groups
The target groups of this project consist of urban environmental officers such as government officers in charge of solid
waste management from federal and state government as well as local authorities, urban environmental Non-
Government Organisations (NGOs) and Community-Based Organisations (CBO), institution of higher learning and
research institutions, representatives of private sector involved in solid waste management such as recycling
companies, waste management concessionaires, environmental consultants and contractors providing various services
such as equipment supplies, laboratory testing services, technology consultancy, environmental engineering and
monitoring services as well as the local communities.

EU-Asia Sustainable Waste
Management Cycle (EA-SWMC)
The EA-Asia Solid Waste Management Conference will be held on 29-30 October 2008. The focus of this
conference would be on strategic issues and key aspects related to policy governance of solid waste
management best practices. The themes of discussion include A: EU-Malaysia Solid Waste Management Policy,
B(I): Malaysia Policy and Regulatory Framework, B(II): Technology Innovations for Future Solid Waste Management,
C: EU Policy and Regulatory Framework on Solid Waste Management, D(I): Economic Instrument and Financing
Methods and D(II): Best Practices and Case Studies.
The secretariat is pleased to invite interested individuals or organisations to submit their synopsis of presentation
papers. All papers must be written in English and contain no more than 600 words. Speakers whose abstracts are
accepted will be expected to prepare a power-point presentation for use at the Conference’s session. Please indicate
which session of the themes you intend to present your paper. Kindly submit your synopsis of presentation and
biography before 30 April 2008 to the Conference Secretariat via e-mail to info@ea-swmc.org

A notification of acceptance will be sent out on 31 May 2008.
