county. 410 Whitn<strong>all</strong> would serve on <strong>the</strong> Board from its inception in 1908 until<br />
1947, and would serve as its unpaid secretary from 1919 to 1926. 411 It was<br />
under <strong>this</strong> commission that Whitn<strong>all</strong>’s largest project–<strong>the</strong> consolidation and<br />
creation of Milwaukee County’s parkways and parks–would take place.<br />
This commission acted at a slower pace than <strong>the</strong> Metropolitan Park<br />
Commission; it did not acquire any land for a county park until 1910 when<br />
<strong>the</strong>y bought <strong>the</strong> 41 acre Winkler Tract along <strong>the</strong> Menomonee River in<br />
Wauwatosa. 412 Origin<strong>all</strong>y known as Sholes Park, after C. Latham Sholes, <strong>the</strong><br />
inventor of <strong>the</strong> modern typewriter, it was later changed to Jacobus Park, after<br />
a Wauwatosa county supervisor. 413 By <strong>the</strong> 1920s, <strong>the</strong> Commission began to<br />
look outside of just planning county parks to transportation planning through<br />
<strong>the</strong> county. In 1923, Whitn<strong>all</strong> introduced his preliminary plan for “parked<br />
driveways” or “parked ways” around <strong>the</strong> county proposing 84 miles of<br />
parkways that would follow <strong>the</strong> natural landscape of <strong>the</strong> area. 414 As he had<br />
championed before, most of <strong>the</strong>se drives would follow <strong>the</strong> contours of <strong>the</strong><br />
lakeshore, rivers and creeks in <strong>the</strong> area. They would facilitate <strong>the</strong> easy<br />
movement into <strong>the</strong> suburbs as Whitn<strong>all</strong> advocated and create more green<br />
spaces for <strong>the</strong> public to ga<strong>the</strong>r and play. The idea was <strong>the</strong>n supported by two<br />
