Invitation to a meeting in Jakarta on March 15 <strong>and</strong> 16, 2001<br />

<strong>“Human</strong> <strong>rights</strong> <strong>and</strong> <strong>sustaining</strong> <strong>the</strong> <strong>transition</strong> <strong>from</strong> <strong>authoritarian</strong> rule to democracy”<br />

In advance of its annual assembly, held this year in Jakarta on 17 <strong>and</strong> 18 March 2001, <strong>and</strong> in<br />

association with Forum Asia, <strong>the</strong> International Council on Human Rights Policy will convene a<br />

two-day international meeting on March 15 <strong>and</strong> 16 to discuss how countries that throw off<br />

<strong>authoritarian</strong> <strong>and</strong> militarised forms of government can sustain democratic reform.<br />

The meeting will bring toge<strong>the</strong>r some 40 participants, including Members of <strong>the</strong> International<br />

Council (who are listed on <strong>the</strong> attached sheet), representatives <strong>from</strong> Indonesia, <strong>and</strong> experts<br />

<strong>and</strong> activists <strong>from</strong> o<strong>the</strong>r countries in <strong>the</strong> region invited in association with Forum Asia. The<br />

aim of <strong>the</strong> meeting is to identify some of <strong>the</strong> difficult problems that face national<br />

organisations as <strong>the</strong>y try to sustain democratic reform, <strong>and</strong> explore ways of resolving or<br />

managing those problems. A draft programme of <strong>the</strong> meeting is attached.<br />

We hope very much that you will accept our invitation to attend. Please confirm your<br />

participation with Robert Archer at <strong>the</strong> International Council <strong>and</strong> with Somchai Homlaor at<br />

Forum Asia.<br />

The conference organisers will cover your travel costs <strong>and</strong> your accommodation costs during<br />

<strong>the</strong> meeting. Please discuss all practical arrangements with Veronique Rompas, on behalf of<br />

<strong>the</strong> conference staff in Jakarta. Her contact details can be found at <strong>the</strong> end of this letter.<br />

Following <strong>the</strong> meeting it is planned to prepare a short report, which will summarise <strong>the</strong> main<br />

<strong>the</strong>mes <strong>and</strong> conclusions of <strong>the</strong> discussion. The report will be published in bahasa indonesia<br />

<strong>and</strong> in English. It will not take <strong>the</strong> form of a verbatim record but attempt to present <strong>the</strong> issues<br />

analytically in order to be accessible <strong>and</strong> useful to a wider public.<br />
