Invitation to a meeting in Jakarta on March 15 and 16, 2001
“Human rights and sustaining the transition from authoritarian rule to democracy”
In advance of its annual assembly, held this year in Jakarta on 17 and 18 March 2001, and in
association with Forum Asia, the International Council on Human Rights Policy will convene a
two-day international meeting on March 15 and 16 to discuss how countries that throw off
authoritarian and militarised forms of government can sustain democratic reform.
The meeting will bring together some 40 participants, including Members of the International
Council (who are listed on the attached sheet), representatives from Indonesia, and experts
and activists from other countries in the region invited in association with Forum Asia. The
aim of the meeting is to identify some of the difficult problems that face national
organisations as they try to sustain democratic reform, and explore ways of resolving or
managing those problems. A draft programme of the meeting is attached.

The conference organisers will cover your travel costs and your accommodation costs during

Following the meeting it is planned to prepare a short report, which will summarise the main
themes and conclusions of the discussion. The report will be published in bahasa indonesia
and in English. It will not take the form of a verbatim record but attempt to present the issues
analytically in order to be accessible and useful to a wider public.
