By his Chief Superintendent, Duckinfield:-
(i)
Having at 2.47 pm been warned by the said kfershall that
a dangerous situation existed outside the tu rn stile s
and that "the gates" should be opened, failed , despite
two intervening and urgently expressed identical
requests, to give an answer u n til 2.52 pro;
(ii)
Failed between 2.47 pm and 2.52 pm to evaluate the
consequence inside the ground of opening the gates and
in p articu lar the danger that those entering by Gate C
would be likely to or might enter pens three and four
via the tunnel;
( iii) Having correctly decided at 2.52 pm to order the
opening of the gates failed p rio r to transm itting such
an order to warn S.W.F.C. and h is own officers in the
area of h is intended action in order to prevent further
ingress into pens three and four;
(iv)
Failed to infoni) the Ground Conrander, Superintendent
Greenwood that he had ordered the opening of the gates
and that there was a likelihood (or even only a
p o ssib ility ) that further spectators might have entered
the already packed pens three and four;
