The Sentinel Thursday, <strong>Mar</strong>ch 12 f <strong>1987</strong><br />
Those who maintain that a fee <strong>of</strong> $5 per launch<br />
at the municipal boat ramps is too high are<br />
justified in their belief <strong>City</strong> Council should<br />
drastically reduce the proposed charge What is<br />
more, elected <strong>of</strong>ficials, especially the mayor,<br />
should more carefully consider the<br />
ramifications <strong>of</strong> user fees vs general taxation.<br />
Why the proposed boat ramp fee is exorbitant<br />
is explained well by the letter writers on this<br />
page; a user fee should not be intended to<br />
" money for the city beyond actual costs<br />
Politicians love to point out that monies from<br />
user fees go into the genera! fund; that they are<br />
not earmarked to pay for only the specific service<br />
provided: Beach fees are not merely to pay<br />
for the costs <strong>of</strong> lifeguards, for example. We<br />
don't need to change state law to allow for the<br />
earmarking <strong>of</strong> user fee revenue. What we need is<br />
elected <strong>of</strong>ficials who give a concerted effort to<br />
provide optimum services at minimum expense<br />
The feeling among <strong>City</strong> Council members w<br />
the initial budget <strong>of</strong> the Gillian administration<br />
seemed to be one <strong>of</strong> surprise, almost elation, that<br />
appropriations, and the resulting tax levy,<br />
weren*t as high or didn't require as much an increase<br />
as they had supposed. Any increase in<br />
taxes should be cause for scrutiny. And the<br />
i<br />
should be to reduce spending, not<br />
to seek another source <strong>of</strong> revenue.<br />
<strong>Ocean</strong> <strong>City</strong> is one <strong>of</strong> the wealthiest towns in<br />
New Jersey, That doesn't mean every taxpayer,<br />
every citizen here is rich. It certainly doesn't<br />
mean we're willing to pay more every year as<br />
though it's expected and accepted.<br />
