"The golden goose<br />
That's the way the president <strong>of</strong> the Upper<br />
Township Board <strong>of</strong> Education described it recently<br />
in discussing how the building boom has sent<br />
School enrollments soaring with the result that<br />
the school tax rate in the township is shooting up<br />
53 percent this year<br />
No longer can Upper residents and, especially,<br />
homeowners be swure in the<br />
e that revenues from the electric com<br />
[enerating station in Beesley's Point will<br />
pany<br />
provide the near free ride that township tax<br />
payers have grown accustomed to<br />
Things aren't hopeless by any means After all,<br />
the millions <strong>of</strong> dollars coming in via the gross<br />
receipts and franchise tax still enable the Township<br />
Committee to put together a municipal<br />
budget needing no local taxes.<br />
But the handwriting is clearly on the blackboard.<br />
This year, for example, the Committee<br />
members are cutting back on the amount <strong>of</strong> funds<br />
they have traditionally given the School Board<br />
to subsidize the schools and keep the school tax<br />
down,<br />
Officials are fearful the amount the township<br />
gets in the way <strong>of</strong> free money from the electric<br />
utility will gradually be decreasing as other<br />
municipalities across the state clamor for a<br />
bigger piece <strong>of</strong> the gross receipts pie.<br />
The people crunch is very real now in the<br />
township It's no longer just a possibility that<br />
more people will bring more demands on government<br />
services.<br />
Besides higher school taxes and the serious<br />
consideration <strong>of</strong> a regionalized school system,<br />
what's next? A police department, A paid fire<br />
department. <strong>City</strong> water,,,<br />
The country's being taken out <strong>of</strong> the township.<br />
