SCOPE OF WORK<br />
(per contract No. AID 492-0312-S-00-1209-00).<br />
The Contractor,working with the Bureau of Land Management<br />
(BLM) Legal Analyst from the United States and with the<br />
assistance of the longterm BLM project team will deliver a<br />
study that adheres to the following format and that addresses<br />
questions included but not limited to the ones listed below.<br />
Jointly the advisors will investigate and analyze, within the<br />
limits of time and data availability, the legal factors<br />
contributing to or inhibiting the process of land mapping,<br />
titling and registration (LMTR) in Indonesia. In addition the<br />
Contractor will recommend/propose modifications where steps in<br />
the process of LMTR can be expedited or even eliminated without<br />
reducing the legality and/or guarantee of land title. If<br />
practical difficulties prevent adhering to this format, the<br />
Contractor will suggest changes in consultations with GOI and<br />
USAID/Indonesia.<br />

Define/explain Indonesian land laws that directly affect<br />
LMTR. How effectively have national development policies<br />
concerning LMTR has been translated into<br />
workable/implementable land laws, regulations and procedures.<br />
Section IV: Constraints to LMTR<br />
What are the legal constraints to an accelerated system of<br />
LMTR? How do current GOI regulations and processes<br />
assist/interfere with LMTR?<br />
