Recommendations<br />
In addition to the <strong>European</strong> Convention on<br />
<strong>Human</strong> <strong>Rights</strong>, there are a number <strong>of</strong> other<br />
international standards which the judicial<br />
authorities should consider when addressing the<br />

<strong>The</strong> Council <strong>of</strong> Europe has also adopted the<br />
<strong>European</strong> Convention for the Prevention <strong>of</strong> Torture<br />
and Inhuman and Degrading Treatment or<br />
Punishment in 1994. All member states <strong>of</strong> the<br />
Council have ratified this convention. 92<br />
Under the convention, a committee (“the<br />
CPT”), composed <strong>of</strong> as many independent and<br />
impartial experts as there are States Parties, drawn<br />
