Another example <strong>of</strong> <strong>fraud</strong>ulent<br />

is the <strong>of</strong>fer <strong>of</strong> advance-loans being<br />

made available against surety <strong>of</strong> bank<br />

securities and/or ixed deposits.<br />

Also, <strong>of</strong>fers to deposit substantial<br />

(cash) transfer from ictitious accounts<br />

located abroad, either to the<br />

credit <strong>of</strong> the potential victims’ bank<br />

accounts or to the credit <strong>of</strong> companies<br />

in local banks, with added promises<br />

that the respective account holders<br />

would, thereby, earn substantial<br />

sums by way <strong>of</strong> commissions.<br />

The CBO pointed out that some <strong>of</strong><br />

the <strong>fraud</strong>sters try to deal with local<br />

banks indirectly through unauthorised<br />

persons who give the impression<br />

that they conduct normal banking<br />

transactions, which, incidentally, also<br />

MUSCAT — Recent data released by the National Centre<br />

for Statistics and Information NCSI showed that the inlation<br />

rate in the Sultanate recorded 2.3 per cent in February<br />

2013, compared to February 2012, while it fell by 0.2 per<br />

cent compared to January 2013.<br />

The inlation rate in the Sultanate dropped from 2.7 per<br />

cent in January 2013 to 2.3 per cent in February 2013. The<br />

report indicated that, with regard to the level <strong>of</strong> change in<br />

the consumer price indices in the Sultanate for February<br />

2013, the data show that the general index declined by 0.2<br />

per cent, compared with January <strong>of</strong> the same year.<br />

This was attributed to decline in prices <strong>of</strong> personal<br />

goods and other services group by 1.8 per cent, and food,<br />

beverages and tobacco group by 0.1 per cent. While the<br />

prices <strong>of</strong> garments, textiles and footwear group slightly<br />

increased by 0.2 per cent, groups <strong>of</strong> furniture, appliances,<br />

transport and communications services by 0.1 per cent<br />

each, prices <strong>of</strong> house leasing, electricity, water and fuel<br />

group, culture and entertainment services group and medical<br />

and educational services group remained unchanged<br />

during February 2013 compared to the previous month.<br />

The CBO added that some institutions/individuals<br />

under different<br />

names, such as "portfolios" and so<br />

on, have surfaced lately to carry out<br />

the business <strong>of</strong> collecting funds from<br />

<strong>Oman</strong>i citizens and residents for the<br />

purpose <strong>of</strong> investment in different<br />

inancial instruments, such as stocks<br />

and bonds, as well as speculation in<br />

foreign currencies and similar inancial<br />

activities against predetermined<br />

interest rates paid monthly or according<br />

to the agreement.<br />

The CBO inds it timely to reiterate<br />

its advice to members <strong>of</strong> the public to<br />

be more cautious and avoid dealing<br />

with strangers and unauthorised entities/<br />

persons. The customers should<br />

limit all their inancial dealings to<br />

licensed/ regulated institutions. In<br />

case <strong>of</strong> any doubt, they should seek<br />

the advices <strong>of</strong> their banks and pr<strong>of</strong>essionals<br />

in all aspects including the<br />

accredition, legality and reliability <strong>of</strong><br />

the persons/ institutions <strong>of</strong>fering the<br />

products and services. They should<br />

report any unauthorised and suspicious<br />

approaches immediately to the<br />

bank, training programmes<br />

and rehabilitation <strong>of</strong> the<br />

national workforce, role <strong>of</strong><br />

the Ministry in rehabilitation<br />

and development control,<br />

and the main dificulties<br />

facing the <strong>Oman</strong>isation<br />

programmes.<br />

committee raised queries<br />

about assessment <strong>of</strong> employment<br />

main dificulties and obstacles<br />

refusal <strong>of</strong> opportunities<br />

<strong>of</strong>fered by the private sector's<br />

irms, and nature and<br />

activity <strong>of</strong> companies that<br />
