<strong>Freeholders</strong> <strong>Elected</strong> <strong>in</strong> <strong>Clark</strong> <strong>County</strong><br />

On June 18, 2013 the Board of <strong>County</strong> Commissioners approved a resolution call<strong>in</strong>g for election of<br />

15 nonpartisan <strong>Freeholders</strong> <strong>in</strong> November, 2013. The <strong>Freeholders</strong> will have until December 31, 2014<br />

to draft a proposed Home Rule charter for <strong>Clark</strong> <strong>County</strong>. Voters will decide whether to adopt the<br />

proposal or not.<br />

Despite limitations, there is creative opportunity for change with a county charter. A charter can<br />

change a lot about county governance, or it could be as simple as a reiteration of general law. To<br />

give a flavor of what may be subject to change, here is a brief list:<br />

Give county citizens <strong>in</strong>itiative and referendum powers.<br />

Establish a legislative body with five or more commissioners <strong>in</strong>stead of the current three.<br />

Make the board of commissioners strictly legislative, pass<strong>in</strong>g their current executive functions<br />

to an elected (and newly created) county executive position.<br />

Make changes to elected and/or appo<strong>in</strong>ted offices. For example, make elected positions appo<strong>in</strong>ted,<br />

or appo<strong>in</strong>ted positions elected. Both have been done <strong>in</strong> other counties with<strong>in</strong> the<br />

state. The charter could also fix term limits and make elective offices partisan or nonpartisan.<br />

Require county government to adopt a b<strong>in</strong>d<strong>in</strong>g code of ethics.<br />

Create new county positions or departments, such as an Ombudsman to <strong>in</strong>terface with the public,<br />

or create a new elected Defense Attorney.<br />

<strong>NSCNA</strong> <strong>General</strong> Meet<strong>in</strong>g November 19th—Meet the <strong>Freeholders</strong><br />

Jo<strong>in</strong> us Tuesday, November 19th at 7 pm at Riverview Community Bank on Tenney Rd. for the next<br />

general meet<strong>in</strong>g of the Salmon Creek Neighborhood Association to discuss the upcom<strong>in</strong>g county<br />

freeholders and their role <strong>in</strong> potentially creat<strong>in</strong>g a new county charter form of government. Kelly<br />

Sills, the county’s Economic Development Manager and resident expert on county charters will be<br />

on hand as lead speaker. We have also extended an <strong>in</strong>vitation to the five elected freeholders from<br />

our district (district #1) to jo<strong>in</strong> us as well, shar<strong>in</strong>g their thoughts and listen<strong>in</strong>g to yours. We will<br />

also be elect<strong>in</strong>g our new executive board members at this meet<strong>in</strong>g. If you’d like to throw your hat<br />

<strong>in</strong> the r<strong>in</strong>g for any of the executive board positions, make sure to show up and do so.<br />

Vancouver Ski Bus Beg<strong>in</strong>s <strong>in</strong> January<br />

The Vancouver ski bus to Mt. Hood Meadows is scheduled to run every Saturday <strong>in</strong> 2014 dur<strong>in</strong>g the<br />

months of January and February, leav<strong>in</strong>g from Salmon Creek Elementary School. This is a great way to<br />

get kids a day of ski<strong>in</strong>g or snowboard<strong>in</strong>g without the hassle of driv<strong>in</strong>g up to Meadows, not to mention<br />

park<strong>in</strong>g! We are lucky to have the only ski bus <strong>in</strong> <strong>Clark</strong> Co that goes to Mt. Hood, leav<strong>in</strong>g from Salmon<br />

Creek. Chuck White is the advisor. There may be trips <strong>in</strong> December if there is enough snow. For more<br />

Salmon Creek Harvest Market a Huge Success<br />

Traffic, sales and the weather were brisk at the<br />

Salmon Creek Farmers’ Market’s Harvest event, held<br />

at Legacy Hospital on Tuesday, October 29. The 11<br />

a.m. to 3 p.m. hours allowed customers and vendors<br />

to enjoy the best of the day on the front walkway of<br />

the hospital as well as <strong>in</strong>side the lobby.<br />

The Salmon Creek Farmers’ Market returns on Tuesday, November<br />

26 for its Thanksgiv<strong>in</strong>g Market. Vendors will be both outside<br />

and <strong>in</strong>side the lobby of the hospital with an array of fresh and<br />

local produced products such as Red Bicycle’s salsa and chips,<br />

Moon Bear Produce’s seasonal vegetables, Gee Creek Farm’s<br />

freshly made milled products, American Foragers’ fresh mushrooms,<br />

Great Harvest Bread Company’s artisan fresh breads and<br />

ten more local vendors.<br />

The Great American Smokeout—November 21st<br />

The American Cancer Society<br />

marks the Great American Smokeout<br />

on the third Thursday of November<br />

every year by encourag<strong>in</strong>g<br />

smokers to use the date to make a<br />

plan to quit, or to plan <strong>in</strong> advance<br />

and quit smok<strong>in</strong>g that day. By quitt<strong>in</strong>g– even for one day—<br />

smokers will be tak<strong>in</strong>g an important step towards a healthier<br />

life—one that can lead to reduc<strong>in</strong>g cancer risk.<br />

Tobacco use rema<strong>in</strong>s the s<strong>in</strong>gle largest preventable cause of<br />

disease and premature death <strong>in</strong> the US, yet about 43.8 million<br />

Americans still smoke cigarettes—nearly 1 <strong>in</strong> every 5 adults.<br />

As of 2010, there were also 13.2 million cigar smokers <strong>in</strong> the<br />

US, and 2.2 million who smoke tobacco <strong>in</strong> pipes. Quitt<strong>in</strong>g is<br />

hard, but you can <strong>in</strong>crease your chances of success with help.<br />

The American Cancer Society can tell you about the steps you<br />

can take to quit smok<strong>in</strong>g and provide quit-smok<strong>in</strong>g programs,<br />

resources, and support that can <strong>in</strong>crease your chances of quitt<strong>in</strong>g<br />

Did you know. . . That <strong>in</strong> 2013 there were more than 8,000<br />

farmer’s markets <strong>in</strong> the US? 8,144 to be exact!<br />

Bike Rid<strong>in</strong>g <strong>in</strong> Wet Weather<br />

Rid<strong>in</strong>g your bike <strong>in</strong> wet weather can be miserable, but if you equip yourself well, you can stay comfortable. Many cyclists carry<br />

no wet-weather gear, and they get soaked. Some cyclists may try to use ra<strong>in</strong>gear borrowed from the coat rack at home: long<br />

ra<strong>in</strong>coats and ponchos tangle with the spokes or frame. A hood is dangerous because it can block your view when you turn your<br />

head. Rubberized ra<strong>in</strong> suits get as wet <strong>in</strong>side as out, because they don’t let perspiration evaporate.<br />

A bicyclist’s ra<strong>in</strong> cape is a f<strong>in</strong>e solution, along with fenders on your bike. The ra<strong>in</strong> cape is like a poncho, but tailored to fit you <strong>in</strong><br />

your rid<strong>in</strong>g position on the bicycle. It’s small and light to carry, and relatively <strong>in</strong>expensive to buy. It has loops a the front, which<br />

you can hook over your thumbs or over road-bike brake levers, extend<strong>in</strong>g forward like a little tent. A waist strap holds down the<br />

back of the cape. High tech ra<strong>in</strong> suits of Gore-Tex or other materials that ―breathe‖ can also do the job, especially when<br />

equipped with air holes to allow for cool<strong>in</strong>g.<br />

Your rid<strong>in</strong>g technique needs some modification <strong>in</strong> wet weather. Rim brakes work poorly if the bicycle has steel rims—stopp<strong>in</strong>g<br />

distances may be <strong>in</strong>creased by ten times. It helps to wipe the rims dry by apply<strong>in</strong>g the brakes <strong>in</strong> advance, well before you need<br />

to stop. Alum<strong>in</strong>um rims or a hub brake improve wet-weather brak<strong>in</strong>g. One of these is advisable if you ride much <strong>in</strong> wet weather.<br />

Check with your bike shop about the best choice.<br />

In the ra<strong>in</strong>, pay special attention to metal surfaces such as manhole covers or steel-grid bridge decks, pa<strong>in</strong>ted traffic mark<strong>in</strong>gs,<br />

wet leaves and oil slicks. They are all especially slippery. Avoid rid<strong>in</strong>g through puddles if you can’t see the bottom—a puddle can<br />

hide a pothole.<br />

To ride comfortably <strong>in</strong> wet weather, equip your bike with fenders and carry ra<strong>in</strong> cloth<strong>in</strong>g. Be aware of reduced traction and<br />

poorer brake performance. Equip yourself, use reasonable caution, and don’t let messy conditions keep you off your bike!<br />

collect<strong>in</strong>g thousands of<br />

pounds of food. Walk &<br />

Knock began as the spark<br />

of an idea by Bud Pasmore and Doug Rae and has grown to be<br />

<strong>Clark</strong> <strong>County</strong>'s largest food drive, operat<strong>in</strong>g more than a quarter<br />

century, and collect<strong>in</strong>g more than 6 million pounds worth nearly<br />

$8 million dollars. This year’s event is December 7th from 9<br />

am—3 pm and encompasses the entire <strong>Clark</strong> <strong>County</strong> area. To<br />

volunteer, donate, and learn more visit the Walk & Knock website<br />

at www.walkandknock.org.<br />

The faces of hunger - households with children are the larges<br />

demographic group access<strong>in</strong>g emergency food boxes. The average<br />

number of emergency food boxes distributed monthly <strong>in</strong><br />

<strong>Clark</strong> <strong>County</strong> has <strong>in</strong>creased from 9,500 to over 10,000, and<br />

39% of those receiv<strong>in</strong>g hunger<br />

relief from this source<br />

are children. The need for<br />

hunger relief cont<strong>in</strong>ues <strong>in</strong><br />

<strong>Clark</strong> <strong>County</strong> as attested to<br />

by the sheer volume of food<br />

distributed. Please give<br />

generously.<br />

Note to Seniors: Medicare Open Enrollment for 2014<br />

Medicare Open Enrollment began October 15th and runs<br />

through December 7th. All seniors who have Medicare<br />

should review their health care and drug coverage at this<br />

time and decide if they need to make changes. If you are<br />

on Medicare or know someone who is, the next few months<br />

will offer opportunities to f<strong>in</strong>d out what the health plans <strong>in</strong><br />

the county are offer<strong>in</strong>g. Watch the newspaper for announcements<br />

from the health plans about <strong>in</strong>formational<br />

sessions. Visit www.medicare.gov if you are comfortable<br />

with computers. You can make your own decisions regard<strong>in</strong>g<br />

health care at this site. If you need additional help,<br />

SHIBA advisors can assist you with Medicare questions.<br />

SHIBA volunteers are tra<strong>in</strong>ed by the Insurance Commissioners<br />

Office and provide free and unbiased assistance.<br />

Home Safety Dur<strong>in</strong>g the Holidays—Protect Your Home and Vehicle<br />

American homes are victims of burglary about every 15 seconds. The typical homeowner suffers a loss of nearly $2,000 <strong>in</strong> stolen<br />

goods and property damage. Protect<strong>in</strong>g your home aga<strong>in</strong>st burglary doesn’t necessarily have to cost you a lot of money and for a<br />

small <strong>in</strong>vestment, you can make your home less appeal<strong>in</strong>g to burglars <strong>in</strong> the first place.<br />

Prune your shrubs—Bushes, shrubs, and trees can offer an <strong>in</strong>truder places to hide and camouflage signs of a break-<strong>in</strong>. Trim<br />

back any overgrown vegetation so that your home’s w<strong>in</strong>dows, porches, and doors are visible to neighbors.<br />

Draw the b<strong>in</strong>ds—Use shades, drapes, and other w<strong>in</strong>dow treatments to keep potentially tempt<strong>in</strong>g household items out of<br />

view. Burglary is sometimes a crime of opportunity and ―w<strong>in</strong>dow shopp<strong>in</strong>g‖ is one way crim<strong>in</strong>als choose potential targets.<br />

Don’t advertise what’s <strong>in</strong> your home or new purchases—Be sure not to draw attention to your home by discard<strong>in</strong>g<br />

empty boxes at the curb with your trash (a big problem dur<strong>in</strong>g the holidays). By leav<strong>in</strong>g out boxes from a new flat screen tv,<br />

video game system, computer, etc. you’re show<strong>in</strong>g a potential burglar exactly what’s new and available <strong>in</strong> your home.<br />

Install smart light<strong>in</strong>g and motion sensors—Adequate nighttime light<strong>in</strong>g is critical because a dark or poorly lit property<br />

makes it easier for a burglar to go unnoticed. Motion sens<strong>in</strong>g lights can provide a visual alert to the homeowner and<br />

neighbors that someone may be lurk<strong>in</strong>g around.<br />

Set timers <strong>in</strong>doors—Hook up timers to <strong>in</strong>door lights as well as televisions or radios and set them to switch on about 30 m<strong>in</strong>utes<br />

before it gets dark to make it appear as if someone is home. Timers can cost from $5—$40 depend<strong>in</strong>g on their sophistication.<br />

Re<strong>in</strong>force entry po<strong>in</strong>ts—All entry doors should be solid wood or steel-wrapped wood-core doors.<br />

Shield w<strong>in</strong>dows near doors—For exist<strong>in</strong>g doors with w<strong>in</strong>dows, <strong>in</strong>stall a protective barrier of Plexiglass over exist<strong>in</strong>g glass.<br />

Use common sense—Lock all your doors and w<strong>in</strong>dows whenever you leave your home.<br />

Don’t post that you will be away from your home on social media sites—Smart thieves can f<strong>in</strong>d where you live, so if<br />

you will be away for the holidays, don’t advertise it on facebook, twitter, or other social media sites.<br />

Keep shopp<strong>in</strong>g bags <strong>in</strong> your trunk—Don’t give thieves the idea to break <strong>in</strong>to your car and steal your gifts <strong>in</strong> the first place.<br />

Park <strong>in</strong> well lit areas—Refra<strong>in</strong> from park<strong>in</strong>g under trees or near shrubs. Try to park under the lights.<br />

Salmonella is a Sneaky Germ—Watch Out!<br />

Salmonella is a bacteria and a common cause of foodborne illness,<br />

sometimes called ―food poison<strong>in</strong>g.‖ Although many other<br />

foodborne illnesses have decl<strong>in</strong>ed <strong>in</strong> the past 15 years, Salmonella<br />

<strong>in</strong>fections have not decl<strong>in</strong>ed at all.<br />

Here are some facts that may surprise you —<br />

You can get Salmonella from eat<strong>in</strong>g a wide variety of<br />

foods, not just from eggs and undercooked poultry.<br />

Although poultry and eggs are primary culprits, Salmonella<br />

can be found <strong>in</strong> a variety of foods <strong>in</strong>clud<strong>in</strong>g ground meat,<br />

fruits, vegetables—even processed foods such as frozen pot<br />

pies.<br />

Salmonella illness is more common <strong>in</strong> the summer.<br />

Warmer weather gives bacteria more opportunity to contam<strong>in</strong>ate<br />

food. Always keep cold foods cold and hot foots<br />

hot. Don’t let food sit out for more than 2 hours. On a hot<br />

day, reduce this time to 1 hour.<br />

To avoid Salmonella, you should never eat raw or<br />

lightly cooked (runny whites or yolks) eggs. Cook<strong>in</strong>g<br />

reduces the number of Salmonella bacteria present <strong>in</strong> an<br />

egg. However, a lightly cooked egg with a runny white or<br />

yolk still poses a greater risk than a thoroughly cooked<br />

eggs.<br />

You can keep you and your family safe by remember<strong>in</strong>g to:<br />

Clean—wash hands, cutt<strong>in</strong>g boards, utensils, and countertops.<br />

Separate—keep raw meat, poultry, and seafood separate<br />

from ready-to-eat foods.<br />

Cook—use a food thermometer to ensure that foods are<br />

cooked to a safe <strong>in</strong>ternal temperature: 145 for whole meats<br />

(allow<strong>in</strong>g the meat to rest for 3 m<strong>in</strong>utes before carv<strong>in</strong>g or<br />

consum<strong>in</strong>g), 160 for ground meats, and 165 for all poultry.<br />

Chill—keep your refrigerator below 40 and refrigerate food<br />

that will spoil.<br />

Do not prepare food for others—if you have diarrhea or<br />

vomit<strong>in</strong>g.<br />

Be especially careful—prepar<strong>in</strong>g food for children, pregnant<br />

women, those <strong>in</strong> poor health, and older adults<br />
