What Is the <strong>CESDRRC</strong>?<br />

The <strong>CESDRRC</strong> (China Environment and Sustainable Development Reference and Research Centre)<br />

is the largest public library and information centre in China focusing on issues concerning the current<br />

environmental situation, environmental problems, protection methods, and sustainable development.<br />

The centre is part of the CEEC (Centre for Environmental Education and Communication), which<br />

itself belongs to the SEPA (State Environmental Protection Administration).<br />

The purpose of the <strong>CESDRRC</strong> is to give the public access to environmental information by sharing<br />

knowledge, providing information, and building networks.<br />

We welcome volunteers of all nationalities to engage in our activities.<br />

So please feel welcome to visit and experience this unique facility in Beijing!<br />

Workshop Series on Sustainable Urban Development in China, “Topic I: Constantly<br />

growing demand vs. shortage of water resources: environmental conscious use of water”<br />

Organized by ski-stadtkultur international<br />

China faces more and more serious problems regarding environmental destruction and<br />

inefficient use of energy resources. The aim of this workshop series is to connect different<br />

already existing approaches to sustainability by creating a platform for critical discussion. At<br />

each workshop two to three key speakers will present a similar topic from different points of<br />

view in order to promote a wide, fruitful and controversial exchange of experiences and<br />

opinions. The workshop series will be organized as a monthly event, with speakers from<br />

different fields related to architecture, urbanism, environmental planning, engineering, and real<br />

estate. The discussions will go beyond technical issues dealing with crucial problems like<br />

implementation, cultural and social consequences.<br />

Contents: consumers’ environmental concerns are a major driving force for market success of<br />

eco-friendly products. Tanja Ploetz and Eva Sternfeld will take a look at the growing consumer<br />

awareness in China and emerging markets for green products. In the first part of the talk, Tanja<br />

Ploetz will introduce the “Green Choice” project, an initiative launched by the <strong>CESDRRC</strong> in<br />

cooperation with the environmental NGOs Friends of Nature and Global Village of Beijing that<br />

aims at promoting consumer awareness, environmental friendly lifestyles and sustainable<br />

consumption in Beijing. In the second part of the presentation, Eva Sternfeld will detail on the<br />

prospects for the organic food market in China, including practical advice on how to find<br />

Film Screening at the <strong>CESDRRC</strong>: ‘The Future of Food’<br />

Farming was once one of the most common professions in America, but now the growing of<br />

food for America's dinner tables is primarily in the hands of a small number of large agricultural<br />

corporations. With deregulations placing less federal scrutiny on how crops are grown, and an<br />

increasing number of "agri-business" firms introducing genetically modified vegetables and<br />

grains, some experts have begun to question just what we are eating, and how it got that way. At<br />

a time when some firms have started seeking patents for new strains of modified seeds and<br />

plants, will there come a day when the growing of certain essential foodstuffs will be controlled<br />

by private corporations who own a "copyright" on, say, wheat or tomatoes? The Future of Food<br />

is a documentary which focuses on growing concerns over how our crops are produced, and<br />

how science is altering the foods we eat.<br />

Followed by a discussion and an introduction to organic food initiatives in Beijing by Eva<br />

Sternfeld (<strong>CESDRRC</strong>) and Liora Pearlman (Beijing Organic Consumers)<br />

2. Our Activities in July and August<br />

July 5: Tanja Ploetz and Eva Sternfeld attended the Uranium Stewardship and Sustainable<br />

Development Workshop, organized by the Australian Embassy, the China Business Council for<br />

Sustainable Development and BHP Billiton China. The workshop gave an overview of the<br />

concept of uranium stewardship and its global practices as well as discussing China’s challenges<br />

and actions in the area. The workshop moreover touched upon product stewardship of other<br />

commodities including Green Lead initiatives, etc.<br />

July 9: Tanja Ploetz met up with her Green Choice counterparts at Friends of Nature and Global<br />

Village of Beijing to talk about future plans of the Green Choice project.<br />

July 19 Eva Sternfeld gave a presentation on “environment and energy development in China as<br />

a challenge for technical universities” at the Technical University, Berlin.<br />

July 24: Michelle Shackleton, Australian Youth Ambassador at Friends of Nature, visited the<br />

<strong>CESDRRC</strong> to introduce herself and her new position at FON. Ms. Shackleton will help FON in<br />

their environmental education efforts, and will join the Green Choice team and activities.<br />

Aug. 17: Tanja Ploetz met up with her CIM colleagues in the civil society sector, exchanging<br />

information about NGOs and civil society development in China.<br />

Aug. 28: Upon invitation of the German Embassy, Environmental Department, Tanja Ploetz met<br />

a delegation from the Federal German State North-Rhine Westphalia, which consisted of<br />

members of the Committee for Environment and Nature Conservation, Agriculture and<br />

Consumer Protection, talking about German cooperation efforts in China, environmental<br />

programmes, NGO activities and food security.<br />

On Aug. 28, Tanja Ploetz was interviewed by China Radio International (CRI) on China’s new<br />

national strategy to implement the 3R’s (Reduce, Reuse, Recycle), and what reducing energy<br />

consumption means for the individual. Among other things, the <strong>CESDRRC</strong>’s ongoing<br />

2. Publications<br />

Journal of Industrial Ecology, special issue: Industr.Ecology& the Global Impact of Cities<br />

The environmental impact of cities importantly extends beyond their borders. Cities produce<br />

greenhouse gases whose impact is global. More subtly, urban residents engender resource<br />

extraction and manufacturing with all the attendant environmental pressures beyond the city<br />

boundaries. Contributors to the special issue examined environmental impacts of cities in<br />

Singapore, Barcelona, Toronto, China and Southeast Asia as a whole. The topics ranged from<br />

the prospects for addressing global warming in urban policy to resource flows in cities. Selected<br />

articles in the special issue are available in electronic form through<br />

www.mitpressjournals.org/toc/jiec/11/2 for free download. The Journal of Industrial Ecology is<br />

a peer-reviewed international quarterly published by MIT Press, owned by Yale University, and<br />

headquartered at the Yale School of Forestry & Environmental Studies. Dr. Xuemei Bai of the<br />

Commonwealth Scientific and Industrial Research Organisation (CSIRO), Australia's national<br />

science agency, served as guest editor.<br />

OECD Recommendations on China's International Cooperation and the Environment<br />

On July 17, OECD and SEPA jointly published OECD's first Environmental Performance<br />

Review of China, which was carried out in 2006/07. The review contains a detailed analysis,<br />

and some 51 specific recommendations. The recommendations include the following:<br />

• continue efforts to work with NGOs and the public to achieve environmental policy goals;<br />

strengthen co-operation and partnerships with enterprises and corporate social responsibility.<br />

• improve governmental oversight and environmental performance in the overseas operations<br />

of Chinese corporations (such as the OECD guidelines for multinational enterprises);<br />

• integrate environmental considerations systematically into China’s growing development<br />

cooperation programme.<br />

Executive Director for the China Sustainable Cities Centre (CSCC)<br />

The CSCC is a new centre of expertise to promote clean transportation technologies and<br />

sustainable urban design as integral parts of China's rapid urbanization. This centre will work<br />

directly with cities, bringing international best practice expertise and building local capacity to<br />

promote sustainable urban designs. CSCC is a new centre within the China Sustainable Energy<br />

Programme, which has been operating in Beijing since 1999 to help China promote the cleanest<br />

energy technologies, especially energy efficiency and renewable energy (see www.efchina.org).<br />

Position details:<br />

The translator will be responsible for translating Chinese-language content for GEI's website,<br />

monthly newsletters, annual reports, grant reports and other documents into English. This<br />

position is located at our headquarters in downtown Beijing. It is a full time position with a 12<br />

month-contract beginning mid-September, 2007. There is strong possibility of contract renewal<br />

and/or promotion within the organization.<br />

Qualifications:<br />

This position requires a native English speaker with strong English writing and fluent Mandarin<br />

reading skills. Strong Mandarin speaking and listening skills are also necessary for this all-<br />

Chinese working environment. Candidates who have some experience in environmental or<br />

economic fields, NGO's and civil society, and/or international development/Chinese social<br />

studies will be given preference.<br />

The main objective of the Sustainable Development Unit in the World Bank’s Office in Beijing<br />

(WBOB) is to help the Bank's clients in China and Mongolia to reduce poverty and achieve<br />

environmentally and socially sustainable development. As a member of the Unit’s professional<br />

team, the Environmental Specialist will be expected: (i) to work as integral part of project teams<br />

to ensure that environmental issues are properly considered and addressed, and that Banksupported<br />

operations comply with the Bank’s safeguard policies during project design and<br />

implementation; (ii) to assist the Bank's work—including lending and non-lending operations—<br />

on environmental management, specifically focusing on strengthening institutional capacity,<br />

improving environmental quality and the sustainable management of natural resources, and<br />

promoting equitable solutions in managing the global commons (e.g., climate change,<br />

biodiversity conservation and others). He/she will work according to an annual work plan,<br />

adjusted periodically as necessary. He/she will work under the guidance and mentoring of the<br />

Senior Safeguard Specialist in WBOB and Environment Sector Leader in Washington, and will<br />

report to the Sector Manager, Sustainable Development, WBOB.<br />

Selection Criteria<br />

a. Graduate degree in a relevant field such as environmental engineering/science,<br />

environmental economics or natural resources management, urban planning/management.<br />

b. A minimum of 5 years relevant operational experience and proven track record in working<br />

on projects covering a broad range of environmental management issues.<br />

c. Good understanding of the World Bank’s operational policies, processes and procedures<br />

including its safeguard policies.<br />

d. Ability to think strategically and conduct dialogue on environmental policies and priorities,<br />

while maintaining a strong sense of realism with regard to in-country conditions and<br />

competing demands for resources.<br />

e. Demonstrated capacity to lead operational and analytical tasks, work in teams, coach junior<br />

staff, and share knowledge.<br />

f. Track record of dealing effectively with external and internal clients.<br />

g. Demonstrated ability to work independently with limited supervision on a wide range of<br />

environmental activities, and achieving results with agreed upon objectives and deadlines.<br />

h. Field experience highly desirable.<br />

i. Strong client orientation with commitment to results on the ground.<br />

5. Projects<br />

China Clean Development Mechanism Fund (China CDM Fund)<br />

The China CDM Fund and its management centre were established with the approval of the<br />

State Council, and supported by ministries as well as domestic and international partners. The<br />

China CDM Fund was created as a policy-oriented purely state-owned long-term non-profit<br />

development fund. The general objective is to support and promote national activities for<br />

addressing climate change under the guidance of the national sustainable development strategy.<br />

The Fund is mainly financed by revenues generated in international cooperation projects on<br />

CDM on China’s behalf.<br />

The China CDM Fund operates on the basis of cooperation between ministries with regard to<br />

climate change issue. Its managing institutions consist of the board and the management centre,<br />

with the management centre as a functional institution under the Ministry of Finance operating<br />

the business under guidance of the board. Board members are the National Development and<br />

Reform Commission, the Ministry of Finance, the Ministry of Foreign Affairs, the Ministry of<br />

Science and Technology, the Ministry of Agriculture, the State Environmental Protection<br />

Administration and the China Meteorological Administration.<br />

The World Conservation Union (IUCN) Countdown 2010<br />

At the 2002 World Summit on Sustainable Development, nearly all the world’s countries came<br />

together and promised to “achieve by 2010 a significant reduction in the current rate of loss of<br />

biological diversity.” Countdown 2010 is a powerful network of active partners working<br />

together to reach this 2010 biodiversity target. By making the case for biodiversity and its<br />

conservation, calling upon decision makers to keep their promise to save biodiversity by 2010,<br />

and taking actions ourselves to stop the loss of biodiversity, Countdown 2010 and its partners<br />

assist governments worldwide in moving closer to the 2010 biodiversity target.<br />

As a party to the Convention on Biological Diversity, China is committed to the objectives of<br />

the Convention: “to achieve by 2010 a significant reduction of the current rate of biodiversity<br />

loss at the global, regional and national level as a contribution to poverty alleviation and to the<br />

benefit of all life on earth.” The Countdown 2010 China Hub will highlight and support China's<br />

progress towards this 2010 biodiversity target. Through Countdown 2010, IUCN China will<br />

work with stakeholders to increase awareness of the target and raise the level of action towards<br />

meeting it. Countdown 2010 strives to gain maximum public attention for the challenge of<br />

saving biodiversity by 2010, to encourage and support the full implementation of all existing<br />

commitments to save biodiversity by mobilizing stakeholder action, and to demonstrate clearly<br />

what progress is being made towards the 2010 biodiversity target.<br />

Our library not only provides books about environmental science in Chinese, Japanese and<br />

English, but also materials dealing with related sciences, such as agriculture, industry, biology,<br />

Ms. LU Yuzhen and Ms. HOU Yaoxia are the librarians.<br />

Dr. Eva Sternfeld is a German CIM (Centre for International Migration & Development,<br />

see section ‘Our Supporters’ below) integrated expert working as the director of reference,<br />

research & institutional exchange in the <strong>CESDRRC</strong>. Her main fields of expertise are<br />

environmental education and water management.<br />

Ms. Tanja Plötz, M.A., graduate from Free University Berlin, Germany in the two majors of<br />

Sinology and Business Economics joined the <strong>CESDRRC</strong> in March 2002. As CIM integrated<br />

expert she is responsible for information management and digital research.<br />

Our Supporters: A Brief Introduction<br />

EETPC (Environmental Education Television Project for China) helped to set up the centre and<br />

supported <strong>CESDRRC</strong> in the initial phase in 1998/99 with furniture and a considerable stock of<br />

books. They also established the contact with CIM (Centrum fuer international Migration und<br />

Entwicklung – Centre for International Migration and Development), and helped CEEC to<br />

apply for two CIM positions. CIM is a German developmental cooperation institution, largely<br />

financed by the German Federal Ministry for Economic Cooperation and Development (BMZ-<br />

Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung), that places so-called<br />

‘Integrated Experts’ within an institution or enterprise in a partner country upon request. CIM<br />

experts are "integrated" in that they are legally and professionally answerable to a local partner<br />

employer, with whom they enter into a contract of employment in line with local terms and<br />

conditions. Tanja Ploetz and Eva Sternfeld are both working as Integrated Experts in the<br />

<strong>CESDRRC</strong>. A large part of the <strong>CESDRRC</strong>’s up-to-date electrical equipment was financed by<br />

CIM/the BMZ.<br />

The Japan Foundation Office, Beijing donated books and a copy machine. Furniture and other<br />

equipment were given by Nissho IWAI China. The Asian Development Bank supported us<br />

with the donation of English books and technical equipment. Mitsubishi Corporation, Beijing<br />

financially supported the <strong>CESDRRC</strong> in book purchases. The additional purchase of technical<br />

equipment was made possible by the financial support of NEC.<br />

The German Heinrich-Böll-Foundation has been supporting the <strong>CESDRRC</strong> financially in a<br />

number of projects, like the environmental education and ‘Profitable Environmental<br />

Management (PREMA) for Schools’ workshops, publications like ‘Desert Witness’ or the<br />

‘Water Guide for Beijing’, etc.<br />

In November 2003, the Ford Motor Company awarded the <strong>CESDRRC</strong> the third prize of their<br />

2003 Ford Motor Conservation and Environmental Grants, China, ‘Environmental Education’<br />

category. With Nuernberg Global Fairs Biofach China, the <strong>CESDRRC</strong>/ CEEC cooperates in<br />

an information campaign on organic farming and food.<br />
