What Is the <strong>CESDRRC</strong>?<br />

The <strong>CESDRRC</strong> (China Environment and Sustainable Development Reference and Research Centre)<br />

is the largest public library and information centre in China focusing on issues concerning the current<br />

environmental situation, environmental problems, protection methods, and sustainable development.<br />

The centre is part of the CEEC (Centre for Environmental Education and Communication), which<br />

itself belongs to the SEPA (State Environmental Protection Administration).<br />

The purpose of the <strong>CESDRRC</strong> is to give the public access to environmental information by sharing<br />

knowledge, providing information, and building networks.<br />

We welcome volunteers of all nationalities to engage in our activities.<br />

So please feel welcome to visit and experience this unique facility in Beijing!<br />

June 5-20: to celebrate the 37th World Environment Day the Centre for Environmental<br />

Education and Communication (CEEC) of SEPA will organise an exhibition, focusing on<br />

‘Pollution Abatement and Environmentally Friendly Society’ at Beijing Zhongshan Park<br />

June 12, 14:00 at the <strong>CESDRRC</strong>: lecture on ‘Potential Impacts of the Clean Development<br />

Mechanism on Sustainable Development in Rural China’ by Dr. Paul Thiers, Associate<br />

Professor of Political Science, Washington State University and Visiting Professor, China<br />

Agricultural University<br />

China is now the leading host country for greenhouse gas reduction projects using the Clean<br />

Development Mechanism (CDM) of the Kyoto Protocol. Many of these projects will have<br />

environmental and social impacts on rural China. In this talk Paul Thiers examines how the<br />

CDM might promote sustainable rural development in areas such as renewable energy, pollution<br />

control, reforestation and increasing farmer income. Thiers also considers the difficulties in the<br />

CDM approach in rural China and potential conflicts between GHG reduction policy and local<br />

sustainability in such areas as competition for bio-energy.<br />

Paul Thiers is an associate professor of political science at Washington State University in the<br />

USA and a visiting professor at China Agricultural University in Beijing. His research focuses<br />

on the political, economic and environmental consequences of interaction between global forces<br />

and local political economy in China.<br />

June 14, 14:00 at the <strong>CESDRRC</strong>: film screening of “A Tale of Two Cities”, produced by<br />

the Television Trust for the Environment (TVE) for the BBC (25 min., in English), with<br />

comments by Dr. Helen Marquard (DEFRA) and a Q&A session afterwards.<br />

“A Tale of Two Cities” explores both London and Beijing today - both cities will host the<br />

Olympics partly on green promises of future sustainability, but do they measure up? This Earth<br />

Report sets out to audit the green credentials of both cities, looking at five key criteria: power,<br />

transport, food, waste and water. The film asks if both cities can sustain themselves in the future<br />

without draining the earth’s resources, and whether they will deliver on their Olympic promises.<br />

Helen Marquard, Head of European and International Sustainable Development at the UK's<br />

Department for Environment, Food and Rural Affairs (DEFRA) will introduce the film and take<br />

questions after the viewing.<br />

2. Our Activities in May<br />

May 10: Tanja Ploetz attended the preparation meeting for the event ‘Greening the Beige’ on<br />

May 26 (see below).<br />

May 17: in the morning, CIM colleague Michael Hollaender, Ph.D., currently working for an<br />

organization called USC-SATUNAMA in Indonesia, came to visit the <strong>CESDRRC</strong> for an<br />

exchange with Tanja Ploetz and Eva Sternfeld on work experiences, activities, ongoing projects,<br />

etc. USC-SATUNAMA is an Indonesian foundation that offers seminars on conflict prevention<br />

methods, promoting a readiness for political participation and cooperation among diverse ethnic<br />

May 17: in the afternoon, the <strong>CESDRRC</strong> housed a press conference for the EU-China<br />

Biodiversity Programme (ECBP). ECBP is a joint initiative between UNDP, the EU, the<br />

Chinese Ministry of Commerce and SEPA that seeks to improve biodiversity conservation and<br />

management. ECBP addresses policy and institutional barriers to improved biodiversity<br />

conservation through integrating biodiversity in sectoral and economic development plans and<br />

policies. It will raise awareness of biodiversity among key stakeholders, from decision-makers<br />

to the general public. Linking biodiversity to climate change will be a key feature of this<br />

approach. The bulk of the approximately € 50 million programme will be devoted to a series of<br />

field projects in the northern, southern and western part of China, where the effects of both<br />

biodiversity loss and climate change are likely to be most acute. The field projects will develop,<br />

implement and replicate innovative approaches to address biodiversity loss on the ground<br />

through partnerships between national and international organizations. Monitoring systems will<br />

be set up to track progress in field projects and link the results to policy processes at the national<br />

May 18: the <strong>CESDRRC</strong> housed an internal CIM ‘Workshop on Developing Civil Society in<br />

China and Indonesia’, chaired by Michael Hollaender (see above), and attended by CIM experts<br />

in the NGO field, as well as a delegation from CIM headquarters in Frankfurt/ Germany<br />

currently visiting China.<br />

May 21: Tanja Ploetz and Eva Sternfeld attended a CIM-GTZ Workshop at the Landmark Hotel.<br />

May 22: in the morning, Tanja Ploetz and Eva Sternfeld attended an internal CIM meeting at<br />

the Landmark Hotel.<br />

May 22: in the afternoon, the <strong>CESDRRC</strong> housed the lecture ‘Potential, Rules and Barriers for<br />

CDM in China’ by Prof. Andreas Oberheitmann, Ph.D, International Director, Research Centre<br />

for International Environmental Policy, Department for Environmental Science and Engineering<br />

Qinghua University. CDM under the Kyoto Protocol is playing an increasing role in China's<br />

climate protection policy. Currently, China is hosting 42 registered CDM projects, 228 projects<br />

are at the validation stage or requesting registration at the CDM Executive Board. The<br />

presentation gave an overview of the current situation concerning CDM in China, provided an<br />

estimation of the CDM potential as well as CDM rules and current barriers for CDM in China.<br />

May 23: in the morning, the <strong>CESDRRC</strong> hosted the presentation “China’s New Role in Africa:<br />

Challenges and Opportunities” by Peter Bosshard, Policy Director of the International Rivers<br />

Network (IRN). Mr. Bosshard together with Daniel Ribeiro (water expert, Justica Ambiental,<br />

Mozambique) had come to China for the occasion of the annual meeting of the African<br />

Development Bank, held on May 17+18 in Shanghai. China has become one of the most<br />

important trade partners of Africa. Moreover, Africa received US $ 5.7 billion in development<br />

aid. In 2006, China Exim Bank, which is expected to become the world’s largest credit agency<br />

soon, approved US $ 6.5 billion and supports altogether some 279 projects, mostly<br />

infrastructure projects in Africa. This implies that the Chinese engagement bears great<br />

opportunities for Africa’s development. With this in mind, NGOs such as IRN advocate<br />

stronger environmental and social standards for Chinese banks and companies present in Africa.<br />

Peter Bosshard has recently published a report on China’s role in financing African<br />

infrastructure projects (the report is available at www.irn.org).<br />

May 23: in the afternoon, Peter Bosshard and Eva Sternfeld attended the Chinese<br />

Environmental Journalists Salon. At first, participants discussed issues related to climate change<br />

and development. The discussion was followed by a presentation by Mr. Wang Jian, a senior<br />

water expert who has participated in major research projects related to water management in the<br />

Beijing area during the recent 30 years.<br />

May 23: in the evening, Eva Sternfeld was invited by the German Centre to give a presentation<br />

on ‘Beijing’s Water Situation’.<br />

May 24: Eva Sternfeld was invited by the German Embassy to attend a roundtable talk with<br />

environmental experts from the delegation of the visiting German President. The group was<br />

headed by Prof. Ernst von Weizaecker, former Director of the Wuppertal Institute, and Dr.<br />

Angelika Zahrnt, President of Friends of the Earth, Germany (BUND).<br />

May 26: Tanja Ploetz, Eva Sternfeld and Charlotte Kroll joined the event ‘Greening the Beige’,<br />

an art showcase focused on the environment in terms of theme, materials, and technique. The<br />

aim of the event was to bring artists, environmentalists, and concerned community members<br />

together to exchange ideas and solutions towards "greening" the planet. As part of the displays<br />

by various environmental organisations on their activities and projects, the <strong>CESDRRC</strong><br />

displayed some posters and the photo exhibition on desertification in China with photos by Lu<br />

Tongjing. Eva Sternfeld opened the active programme with a key note speech on ‘Water<br />

Management in Beijing’. More at www.greeningthebeige.org<br />

May 29: the <strong>CESDRRC</strong> housed a lecture by Jim Harkness, Institute for Agriculture and Trade<br />

Policy (IATP, www.iatp.org) on agriculture, fair trade, cooperative farmer models, and the<br />

development of a more sustainable food system in China. Experiences have shown that the<br />

industrial model of rural agriculture is not sustainable. In the USA, e.g., it has led to a reduction<br />

of the numbers of farms, communities struggling with economic regression, health issues,<br />

negative environmental implications, and impediments on countries’ ability to feed themselves.<br />

Farmers have less and less power in the market place, at the same time, local farmers are<br />

strongly influenced by global issues and developments. Thus questions such as fair trade, export<br />

dumping, water use, food aid, etc. need to be addressed, in China as worldwide. Harkness gave<br />

some ideas about possible solutions to rural problems, including promoting local food systems,<br />

cooperative models for farmers, organic food, etc.<br />

May 31: Tanja Ploetz attended the ‘New Ventures China Sustainable Business Marketplace’.<br />

New Ventures China (www.new-ventures.org.cn) is a joint programme of the World Resources<br />

Institute (WRI) and the Fuping Development Institute meant to accelerate the growth of<br />

innovative small and medium-sized enterprises (SMEs) that deliver business solutions to<br />

transform social and environmental problems. With support from Citigroup Foundation and<br />

Shell China, New Ventures China identifies outstanding companies, provides these<br />

entrepreneurs with intensive mentoring to hone their business strategy and further develop<br />

management capacity, and showcase them to interested investors. Each year, the programme<br />

selects 10 profitable enterprises, working in high growth sectors such as renewable energy,<br />

organic agriculture, sustainable forestry and clean technology. During the event, this year’s<br />

sustainable business champions were showcased, along with featured speakers from the public<br />

and private sectors. Speakers and panelists discussed how sustainability can become a<br />

competitive advantage in emerging green and socially oriented markets.<br />

May 31-June 2: Eva Sternfeld attended the BioFach China International Organic Trade Fair and<br />

Conference in Shanghai. More than 200 companies and organizations attended this largest<br />

organic trade fair in China. On June 1, Eva Sternfeld chaired the session ‘Organic Farming’ of<br />

the conference.<br />

GEI is a Chinese non-profit, non-governmental organization established in Beijing, China in<br />

March 2003. Their mission is to make conservation profitable and economic development<br />

ecologically sound by supporting conservation efforts with market-oriented solutions. They aim<br />

to solve environmental problems holistically, through evaluation of their economic,<br />

environmental, and social elements.<br />

Having realized that the lack of sustainability of traditional environmental and poverty<br />

alleviation programs is often due to the absence of market incentives and the long-term<br />

profitability of projects, GEI has developed an approach which links primarily non-profit<br />

The U.S. Environmental Protection Agency has launched a new consolidated Chinese-language<br />

Web site as part of its ongoing effort to provide environmental information in English, Spanish<br />

and Chinese. The new site compiles EPA Chinese-language materials on a wide variety of<br />

issues from lead poisoning prevention, energy efficiency, and clean water to proper<br />

management of pesticides.<br />

Future Generations, founded in 1992, is a non-profit educational institution that teaches and<br />

enables a process of equitable and sustainable community change in four countries: Afghanistan,<br />

China, India and Peru. The process of community change is designed to facilitate three-way<br />

partnerships between communities, government and non-governmental organizations and to<br />

scale-up successful community-based programmes to the regional or national level. Future<br />

Generations formalized its education programmes in 2003 by offering a Master's of Arts Degree<br />

Programme in Applied Community Change and Conservation.<br />

Referencing the original historic Long March, and drawing on its lasting spirit, the Green Long<br />

March will be undertaken this summer as an environmentally driven event, involving 43<br />

universities across China, and covering 10 routes across 22 provinces and 26 nature preserves<br />

throughout China. Green Long March participants on all 10 routes will promote the need for<br />

environmental conservation, the "Green Olympics" campaign and the need for a sustainable<br />

society of interdependence between humans and nature. They will also be conducting surveys<br />

that investigate and research these key themes. These surveys will focus on finding the local<br />

environmental successes that are happening across China and use these successes to as a<br />

teaching tool for sustainable environmental practice.<br />

‘Free Your River’ is a project supported by the European Commission, aimed at helping<br />

teachers and students in Europe to learn more about rivers and their importance to life, and at<br />

stimulating them to get active (discovering and investigating rivers with the help of checklists,<br />

action kits, web tools for cooperation with other student groups in Europe, etc.) Features include<br />

‘books of the rivers’, ‘background information’, ‘notice board’.<br />

by joining together, a forceful consumer group can be formed, which can both support and<br />

expand the current organic services and options in Beijing.<br />

UK-China Sustainable Development Dialogue (SDD): http://sdd.uk.cn<br />

SDD is a high-level structured dialogue on sustainable development between the UK and China,<br />

based on common interests and mutual learning. As multi-level and multi-stakeholder process<br />

involving a range of departments in government, the private sector and civil society, it was<br />

<strong>CESDRRC</strong> News Page 9 of 14


officially launched in Nov. 2005, following a joint prime-ministerial declaration between<br />

Premier Wen Jiabao and PM Tony Blair, in which "China and the UK pledge to join hands in...<br />

promoting sustainable development." The National Development and Reform Commission<br />

(NDRC) is the lead department on the Chinese side, and the Department for Environment, Food<br />

and Rural Affairs (DEFRA) leads on the UK side.<br />

Initial SDD priorities include sustainable consumption and production, natural resources<br />

management, urban development, and sustainable development capacity building/governance.<br />

SDD works in form of working groups and fora that establish areas of mutual cooperation<br />

between the UK and China in priority areas, ministerial meetings that will take place at least<br />

once a year to review progress and agree future activities, working level meetings, workshops<br />

and technical exchanges taking place when required, making available small amounts of<br />

funding for approved projects (WSSD Implementation Fund), and a joint UK-China SDD work<br />

plan that has been produced, involving nine ministries on the Chinese side, and ten departments<br />

III. Library News<br />

Our library not only provides books about environmental science in Chinese, Japanese and<br />

English, but also materials dealing with related sciences, such as agriculture, industry, biology,<br />

chemistry, and astronomy. There is also a wide range of material dealing with environmental<br />

issues in social, economic and cultural terms.<br />

There are English magazines in our collection, including Tomorrow, Nature, Environmental<br />

Policy and Law, Time, and National Geographic and also 56 Chinese journals dealing with<br />

environmental topics. A number of daily newspapers (mostly in Chinese) are available, and we<br />

receive newsletters and information from several organizations, including the International<br />

V. Who Is Who?<br />

Ms. LU Yuzhen and Ms. HOU Yaoxia are the librarians.<br />

Dr. Eva Sternfeld is a German CIM (Centre for International Migration & Development,<br />

see section ‘Our Supporters’ below) integrated expert working as the director of reference,<br />

research & institutional exchange in the <strong>CESDRRC</strong>. Her main fields of expertise are<br />

environmental education and water management.<br />

Ms. Tanja Plötz, M.A., graduate from Free University Berlin, Germany in the two majors of<br />

Sinology and Business Economics joined the <strong>CESDRRC</strong> in March 2002. As CIM integrated<br />

expert she is responsible for information management and digital research.<br />

Our Supporters: A Brief Introduction<br />

EETPC (Environmental Education Television Project for China) helped to set up the centre and<br />

supported <strong>CESDRRC</strong> in the initial phase in 1998/99 with furniture and a considerable stock of<br />

books. They also established the contact with CIM (Centrum fuer international Migration und<br />

Entwicklung – Centre for International Migration and Development), and helped CEEC to<br />

apply for two CIM positions. CIM is a German developmental cooperation institution, largely<br />

financed by the German Federal Ministry for Economic Cooperation and Development (BMZ-<br />

Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung), that places so-called<br />

‘Integrated Experts’ within an institution or enterprise in a partner country upon request. CIM<br />

experts are "integrated" in that they are legally and professionally answerable to a local partner<br />

employer, with whom they enter into a contract of employment in line with local terms and<br />

conditions. Tanja Ploetz and Eva Sternfeld are both working as Integrated Experts in the<br />

<strong>CESDRRC</strong>. A large part of the <strong>CESDRRC</strong>’s up-to-date electrical equipment was financed by<br />

CIM/the BMZ.<br />

The Japan Foundation Office, Beijing donated books and a copy machine. Furniture and other<br />

equipment were given by Nissho IWAI China. The Asian Development Bank supported us<br />

with the donation of English books and technical equipment. Mitsubishi Corporation, Beijing<br />

financially supported the <strong>CESDRRC</strong> in book purchases. The additional purchase of technical<br />

equipment was made possible by the financial support of NEC.<br />

The German Heinrich-Böll-Foundation has been supporting the <strong>CESDRRC</strong> financially in a<br />

number of projects, like the environmental education and ‘Profitable Environmental<br />

Management (PREMA) for Schools’ workshops, publications like ‘Desert Witness’ or the<br />

‘Water Guide for Beijing’, etc.<br />

In November 2003, the Ford Motor Company awarded the <strong>CESDRRC</strong> the third prize of their<br />

2003 Ford Motor Conservation and Environmental Grants, China, ‘Environmental Education’<br />

category. With Nuernberg Global Fairs Biofach China, the <strong>CESDRRC</strong>/ CEEC cooperates in<br />

an information campaign on organic farming and food.<br />
