What Is the <strong>CESDRRC</strong>?<br />

The <strong>CESDRRC</strong> (China Environment and Sustainable Development Reference and Research Centre)<br />

is the largest public library and information centre in China focusing on issues concerning the current<br />

environmental situation, environmental problems, protection methods, and sustainable development.<br />

The centre is part of the CEEC (Centre for Environmental Education and Communication), which<br />

itself belongs to the SEPA (State Environmental Protection Administration).<br />

The purpose of the <strong>CESDRRC</strong> is to give the public access to environmental information by sharing<br />

knowledge, providing information, and building networks.<br />

We welcome volunteers of all nationalities to engage in our activities.<br />

So please feel welcome to visit and experience this unique facility in Beijing!<br />

Opening hours: Monday to Thursday, 8:30 - 17:00 hrs, Friday 8:30 - 16:30 hrs.<br />

Presentation on ‘Healthy Living – Healthy Environment: Green Consumption and<br />

Organic Food’ by Tanja Ploetz and Eva Sternfeld (<strong>CESDRRC</strong>)<br />

Consumers’ environmental concerns are a major driving force for market success of ecofriendly<br />

products. Tanja Ploetz and Eva Sternfeld will take a look at the growing consumer<br />

awareness in China and emerging markets for green products. In the first part of the talk, Tanja<br />

Ploetz will introduce the “Green Choice” project, an initiative launched by the <strong>CESDRRC</strong> in<br />

cooperation with the environmental NGOs Friends of Nature and Global Village of Beijing that<br />

aims at promoting consumer awareness, environmental friendly lifestyles and sustainable<br />

consumption in Beijing. In the second part of the presentation, Eva Sternfeld will detail on the<br />

prospects for the organic food market in China, including practical advice on how to find<br />

organic food in the Beijing area.<br />

2. Our Activities in June<br />

June 6: Tanja Ploetz met up with her Green Choice counterparts at Friends of Nature and Global<br />

Village of Beijing as well as their other partners of the Shichahai conference in Jan./Feb. 2007<br />

to talk about possible follow up activities in Shichahai community.<br />

June 7: the <strong>CESDRRC</strong> housed a workshop by the Shark Alliance on ‘Shark Fisheries and Trade<br />

– Challenges for Marine Conservation’. It is estimated that worldwide, about 100 million sharks<br />

are killed each year, of which between 26 and 73 million are caught primarily for their fins.<br />

Sharks are amongst the most biologically vulnerable fish in the world’s oceans. This, coupled<br />

with increasing fishing pressure worldwide, has led to an urgent need for international and<br />

national shark conservation measures. Shark fisheries, shark trade, and consumption of shark<br />

products, particularly fins, has increased substantially in China as a consequence of its rapid<br />

economic transformation and growth in recent years. Since China’s membership in the WTO in<br />

Nov.2001, China’s ability to import shark products (particularly fins) directly rather than going<br />

through Hong Kong have greatly improved. There are also a domestic shark fisheries, about<br />

which little is known outside China.<br />

During the event, Chuck Fox and Uta Bellion from the Pew Charitable Trusts (PCT) as well as<br />

Shelly Clarke from the Imperial College London gave presentations, followed by a lively<br />

June 12: the <strong>CESDRRC</strong> housed a lecture on ‘Potential Impacts of the CDM on Sustainable<br />

Development in Rural China’ by Paul Thiers, Ph.D., Associate Prof. at Washington State<br />

University and Visiting Prof. at China Agricultural University. Prof. Thiers detailed on different<br />

means for achieving GHG reductions in rural China, such as energy conservation (improved<br />

cooking stoves, better quality housing, energy efficient irrigation pumps, energy efficiency in<br />

food processing and other rural industries), renewable energy generation (passive and<br />

photovoltaic solar, wind power and micro-hydro, household and larger scale biogas, other<br />

biomass to energy technologies, such as pelletisation, gasification, liquid biofuels – Ethanol and<br />

biodiesel), and reduction of GHGs from agriculture (reduction of emissions from crop fields/<br />

from animals and animal manure, prevention of forest clearing, reduction of soil erosion and<br />

degradation). Thiers further mentioned carbon sequestration (processes that remove carbon<br />

dioxide from the atmosphere) in the form of forest sequestration (afforestation, stopping<br />

deforestation, forest management) or soil sequestration (improved soil organic matter, must be<br />

stable and long term, improved crop rotation/ crop tillage, modified chemical fertilizer<br />

application). He explained why and how the CDM can be a good mechanism for helping along<br />

June 13: Eva Sternfeld attended a reception with James Cameron, globally recognized expert on<br />

climate change and founder of Climate Change Capital, and award winning wildlife<br />

photographer Xi Zhihong. During the event, organized by CGA (www.cga-china.com) and held<br />

at their CGA China Office, some of Xi Zhihong’s amazing films and photos of China’s most<br />

endangered animals were shown.<br />

June 14: the <strong>CESDRRC</strong> screened the TVE/BBC Earth Report documentary ‘A Tale of Two<br />

Cities’, followed by a lively discussion with Dr. Helen Marquard, Head of European and<br />

International Sustainable Development at the UK Department for Environment, Food and Rural<br />

Affairs (DEFRA). The event was co-oganised with the UK-China Sustainable Development<br />

Dialogue (SSD). The film focused on five areas of sustainable development (power, transport,<br />

food, water and waste), comparing Beijing and London as two cities that are busy preparing for<br />

the Olympics, and both having pledged to turn them into ‘Green Olympics’.<br />

June 15: Tanja Ploetz and Eva Sternfeld went to the Shining Stone Community Action office to<br />

meet up with their CIM colleagues working in the area of NGO development/ civil society. The<br />

experts, working at different institutions of the NGO scene, discussed ideas for networking,<br />

possible cooperation and exchange.<br />

June 20: Tanja Ploetz and Eva Sternfeld followed the invitation by the Natural Resource and<br />

Defense Council (NDRC) and the China Environmental Culture Promotion Association<br />

(CECPA) to attend the official launch of their ‘Green Law’ website ( 环 境 法 公 众 研 究 网<br />

www.greenlaw.org). According to Alex Wang of NRDC who gave the introduction, the website<br />

is set up along the three pillars to environmental public participation: access to information,<br />

participation and access to justice. More about the website in the section ‘Useful Websites’.<br />

June 22: Eva Sternfeld attended a reception to celebrate the official German participation at the<br />

10 th China International Environmental Protection Exhibition and Conference (CIEPEC) from<br />

June 21-24 in Beijing. The reception was hosted by Michaela Abels, Counsellor for<br />

Environment and Industry at the German Embassy in Beijing.<br />

June 24: Tanja Ploetz and Eva Sternfeld attended the China Development Brief Midsummer<br />

Party, held to celebrate the China Development Brief’s 12 year anniversary.<br />

June 26: Tanja Ploetz met up with the rest of the Green Choice team to talk about programme<br />

development and future plans for Green Choice.<br />

June 28: Eva Sternfeld attended the Chinese German Workshop on Sustainable Solutions for<br />

Sewage Sludge Disposal in China, jointly sponsored by the International Cooperation Centre of<br />

the NDRC and the German KfW Development Bank.<br />

June 28: In the afternoon, Eva Sternfeld participated in the Siemens High-level Forum to<br />

Promote a Harmonious Society, Enhance Environmental Protection and Energy Saving.<br />

June 28: Tanja Ploetz attended the official launch of Conservation International(CI)’s Olympic<br />

green travel and living campaign and website. CI has had an office in China for 5 years now,<br />

focusing its activities mainly on south-western China, working with rural communities. The<br />

new campaign is titled ‘For Our Natural Splendour’, and was first launch in Chinese in Nov.<br />

2006, now officially introducing the English version (see section ‘Useful Websites).<br />

June 29: Tanja Ploetz and Eva Sternfeld attended a conference on “CSR in China 2007: A<br />

Contribution to the Achievement of a Harmonious Society”. For the conference, the Sino-<br />

German Corporate Social Responsibility (CSR) Project, which is a joint cooperation between<br />

Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH and the Chinese Ministry<br />

of Commerce partnered with UNDP and the China Enterprise Confederation (CEC). A variety<br />

of topics were covered with the objectives of:<br />

- Highlighting the powerful contribution that business can make to building a harmonious<br />

society through the integration of the Principles of the United Nations Global Compact into<br />

the company’s strategic vision and operating practices, and the participation in publicprivate-partnerships.<br />

- Exploring how the private sector, both domestic and multinationals operating in China, can<br />

maximize their competitiveness and contributions to development across China and around<br />

the world.<br />

- Providing a platform for companies to showcase leadership.<br />

- Providing a framework to explore key opportunities and dilemmas facing the corporate<br />

community in China.<br />

- Providing participants with practical direction and tools to improve their organization and its<br />

‘Ecological Rural Development: Green China 2007-2008, An Information Bridge China-<br />

Europe’ ed. by Carlos Frescata, BioSani<br />

This biannual publication focuses on the ecological rural development in China and is<br />

connected to a regularly updated website (www.greenchina.eu). The purpose of the publication<br />

is to contribute to a mutual understanding between the Chinese and Westerners, namely the<br />

Europeans, regarding the role of the countryside in this new China, and how the country will be<br />

able to influence the world in a positive way, viewed from an ecological perspective. Green<br />

China includes articles such as ‘China’s National Sustainable Communities’ (Pan Xiaodong),<br />

‘Development and characteristic features of ecological agriculture in China’ (Li Wenhua),<br />

‘Biological pest control in China: general introduction about its research and implementation’<br />

(Lu Qingguang), ‘Rural energy development in China’ (Li Jingming), and others. The book also<br />

includes an extensive and beautiful photo report about the countryside around Yangshuo. The<br />

‘Industrial animal agriculture – part of the poverty problem’ by Janice Cox<br />

Commissioned by the World Society for the Protection of Animals (WSPA) and written by<br />

Janice Cox, the report studies the exponential growth of industrial animal agriculture in<br />

developing countries, threatening the sustainability of both rural populations and traditional<br />

food production systems. Industrial animal agriculture has historically been promoted by some<br />

international organisations, development agencies and national governments due to the – now<br />

discredited – belief that the growth generated through increased agricultural production would<br />

“trickle down” to benefit those suffering from poverty and hunger. But research has shown that,<br />

<strong>CESDRRC</strong> News Page 7 of 13


far from making poverty history, industrial animal agriculture forms part and parcel of the<br />

poverty problem.<br />

The report is a call to action for international development NGOs to tackle the problem of<br />

industrial animal agriculture as an integral part of their poverty alleviation work. It is a call for<br />

them to advise policy makers to allocate future support to humane and sustainable agriculture,<br />

rather than to industrial animal agriculture, which undermines the elimination of poverty and<br />

China National Climate Change Programme (NCCP) Report<br />

The report was prepared by NDRC and was recently released by GOC. Following the UNFCCC<br />

requirement, the report is the first official document of the sort prepared by GOC. It aims to<br />

discuss and present the country's position, plans and actions addressing global warming up to<br />

2010. The World Bank, through the Italian TF for Environmental Protection in China,<br />

provided financial support to NDRC's National Climate Change Office to prepare the NCCP<br />

and four provincial case studies and action plans in Yunnan, Hubei, Shaanxi and Jilin as well as<br />

an outreach programme disseminating the findings of the studies. The provincial case studies<br />

will also be finalized shortly.<br />

Green Law is a joint effort by the Nature Resources Defense Council (NRDC) and China<br />

Environmental Culture Promotion Association (CECPA). It is the first comprehensive plainlanguage<br />

web resource focused on environmental public participation in China. The website<br />

will eventually contain a broad range of tools to help members of the public, NGOs and others<br />

take advantage of the many new rights to environmental public participation becoming available<br />

in China. These tools will include, among other things, local user guides, case studies on<br />

Chinese and international experiences, and an extensive searchable database of Chinese laws,<br />

regulations and policy documents concerning environmental public participation.<br />

After 9 months of preparation, the German Energy Centre was officially opened in June 2007 in<br />

Jinan/ Shandong. It consists of a permanent exhibition for building services and energy-saving<br />

techniques as well as renewable energies from Germany, communicating an integrated energy<br />

efficient approach. The project was made possible by means of collaboration across different<br />

fields in the building services sector, structural engineering and energy generation. The centre is<br />

an effort to offer a conclusive concept for spreading German environmentally friendly<br />

technologies for modern construction and living. (See also Job Openings section)<br />

Manager and Assistant for the German Energy Centre located in Jinan<br />

The Manager is expected to organise and operate the centre, as well as day-to-day tasks in<br />

accordance with the partner’s requirements. This includes the organisation of specialised<br />

conferences, workshops, seminars and training courses, the acquisition of new partners as well<br />

as the transfer of information in the field of modern technologies to political and institutional<br />

circles. The Assistant is expected to assist the manager of the GEC, fulfil his/her tasks<br />

III. Library News<br />

Our library not only provides books about environmental science in Chinese, Japanese and<br />

English, but also materials dealing with related sciences, such as agriculture, industry, biology,<br />

chemistry, and astronomy. There is also a wide range of material dealing with environmental<br />

issues in social, economic and cultural terms.<br />

There are English magazines in our collection, including Tomorrow, Nature, Environmental<br />

Policy and Law, Time, and National Geographic and also 56 Chinese journals dealing with<br />

environmental topics. A number of daily newspapers (mostly in Chinese) are available, and we<br />

receive newsletters and information from several organizations, including the International<br />

V. Who Is Who?<br />

Ms. LU Yuzhen and Ms. HOU Yaoxia are the librarians.<br />

Dr. Eva Sternfeld is a German CIM (Centre for International Migration & Development,<br />

see section ‘Our Supporters’ below) integrated expert working as the director of reference,<br />

research & institutional exchange in the <strong>CESDRRC</strong>. Her main fields of expertise are<br />

environmental education and water management.<br />

Ms. Tanja Plötz, M.A., graduate from Free University Berlin, Germany in the two majors of<br />

Sinology and Business Economics joined the <strong>CESDRRC</strong> in March 2002. As CIM integrated<br />

expert she is responsible for information management and digital research.<br />

Ms. LIU Qin and Ms. Gao Xiuqing run the bookshop.<br />

Ms. Charlotte Kroll from Goettingen University is helping with the English books in the<br />

Our Supporters: A Brief Introduction<br />

EETPC (Environmental Education Television Project for China) helped to set up the centre and<br />

supported <strong>CESDRRC</strong> in the initial phase in 1998/99 with furniture and a considerable stock of<br />

books. They also established the contact with CIM (Centrum fuer international Migration und<br />

Entwicklung – Centre for International Migration and Development), and helped CEEC to<br />

apply for two CIM positions. CIM is a German developmental cooperation institution, largely<br />

financed by the German Federal Ministry for Economic Cooperation and Development (BMZ-<br />

Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung), that places so-called<br />

‘Integrated Experts’ within an institution or enterprise in a partner country upon request. CIM<br />

experts are "integrated" in that they are legally and professionally answerable to a local partner<br />

employer, with whom they enter into a contract of employment in line with local terms and<br />

conditions. Tanja Ploetz and Eva Sternfeld are both working as Integrated Experts in the<br />

<strong>CESDRRC</strong> News Page 11 of 13


<strong>CESDRRC</strong>. A large part of the <strong>CESDRRC</strong>’s up-to-date electrical equipment was financed by<br />

CIM/the BMZ.<br />

The Japan Foundation Office, Beijing donated books and a copy machine. Furniture and other<br />

equipment were given by Nissho IWAI China. The Asian Development Bank supported us<br />

with the donation of English books and technical equipment. Mitsubishi Corporation, Beijing<br />

financially supported the <strong>CESDRRC</strong> in book purchases. The additional purchase of technical<br />

equipment was made possible by the financial support of NEC.<br />

The German Heinrich-Böll-Foundation has been supporting the <strong>CESDRRC</strong> financially in a<br />

number of projects, like the environmental education and ‘Profitable Environmental<br />

Management (PREMA) for Schools’ workshops, publications like ‘Desert Witness’ or the<br />

‘Water Guide for Beijing’, etc.<br />

In November 2003, the Ford Motor Company awarded the <strong>CESDRRC</strong> the third prize of their<br />

2003 Ford Motor Conservation and Environmental Grants, China, ‘Environmental Education’<br />

category. With Nuernberg Global Fairs Biofach China, the <strong>CESDRRC</strong>/ CEEC cooperates in<br />

an information campaign on organic farming and food.<br />
