Any strategy worth its salt sets targets. The degree to which these<br />
targets are met reflects the success in implementing the strategy. It<br />
is vital that these targets include quantitative measures of progress<br />
as well as <strong>com</strong>pletion of strategy activities. Generally, economic<br />
strategies measure their success in terms of such things as job growth,<br />
in<strong>com</strong>e growth, and new business investment. This strategy will also<br />
be judged on the ability of the municipality and other organizations<br />
to follow through on the activities discussed earlier. However, these<br />
process out<strong>com</strong>es are not reviewed here. These out<strong>com</strong>e measures<br />
and targets will evolve over time as experience is gained and<br />
