How Do I Pay for My Sewer<br />

Connection?<br />

For single residential <strong>sewer</strong> connections,<br />

property owners have several options to<br />

pay for their connection. The connection<br />

charges may be paid up-front in cash or<br />

financed through the homeowner’s lending<br />

institution.<br />

Applications are also being accepted to<br />

allow property owners to participate in a<br />

Contract Special Assessment District.<br />

This allows property owners to pay for<br />

their <strong>sewer</strong> connection charges plus<br />

interest over a twenty year period as<br />

part of their property taxes. The<br />

applications are collected for a period of<br />

6 months to 1 year. Once there are<br />

enough participants, bonds would be sold<br />

to finance the projects. Upon receipt of<br />

the bond proceeds by the <strong>Township</strong>, the<br />

<strong>sewer</strong> connections can be completed.<br />

For commercial or multi-residential units,<br />

the developer or owner of the property<br />

would be required to enter into a Sewer<br />

Installment Agreement between the<br />

owner and the <strong>Township</strong> before<br />

connection is made to the <strong>Hamburg</strong><br />

<strong>Township</strong> Sanitary Sewer System<br />

(HTSSS).<br />

Because of particular requirements of<br />

the <strong>sewer</strong> system, submission of an<br />

application together with non-refundable<br />

application fee does not guarantee you<br />

will be connected to the <strong>sewer</strong> system.<br />

Are There Any Other Charges For<br />

Sewer Connection?<br />

There is a $149.50 quarterly charge for<br />

operation and maintenance of the <strong>sewer</strong><br />

system billed on a quarterly basis. This<br />

fee includes 24-hour, 7 days a week, 365<br />

days per year technical support and<br />

response in the case of a grinder pump<br />

alarm or emergency.<br />

where service is needed and a telephone<br />

number where you can be reached. A<br />

DPW field technician will automatically<br />

will respond to your call. You may also<br />

about <strong>sewer</strong> connections.<br />

How Do I Know Where The Sewer Lines<br />

Are Located?<br />

Several maps and <strong>sewer</strong> drawings located<br />

at the <strong>Township</strong> offices show where<br />

existing <strong>sewer</strong> lines have been installed.<br />

The Utilities Coordinator can also assist<br />

you in determining exactly where the<br />

<strong>sewer</strong> lines are located as well as provide<br />

information regarding proposed sites<br />

where new <strong>sewer</strong> lines will be built.<br />

Do I Have To Connect To the Sewers?<br />

Under Ordinance No. 69 there are<br />

several conditions that mandate<br />

connection to the sanitary <strong>sewer</strong>s.<br />

If you are building a new home that is<br />

located within 400 feet of an existing<br />

<strong>sewer</strong> line you are required to connect to<br />

<strong>sewer</strong>s and would not be permitted to<br />

install a septic tank and drain field.<br />

If you have an existing home located<br />

within 400 feet of a <strong>sewer</strong> line you would<br />

be required to connect to sanitary <strong>sewer</strong>s<br />

if you meet any one of the following three<br />

conditions:<br />

1. If the septic system is failing.<br />

2. If you try to repair or modify the<br />

septic system in any way that would<br />

require a permit from the Health<br />

Department or DEQ.<br />

3. If the existing septic system is 15<br />

years old or older.<br />

If any of the above three conditions<br />

apply, then connection to the sanitary<br />

<strong>sewer</strong>s would be mandatory under<br />

Ordinance No. 69.<br />

How Much Does It Cost To Connect To<br />

Sewers?<br />

On February 2, 1999, the <strong>Hamburg</strong><br />

<strong>Township</strong> Sewer Committee approved and<br />

adopted the <strong>sewer</strong> connection Policies and<br />

Procedures outlining the steps to be<br />

completed to connect to sanitary <strong>sewer</strong>s.<br />

For single residential structures located<br />

within 400 feet of an existing <strong>sewer</strong> line,<br />

an application form must be completed by<br />

the property owner and submitted along<br />

with a site plan and a $200.00 nonrefundable<br />

application fee.<br />

The application will then be forwarded to<br />

the DPW staff or <strong>Township</strong> engineer for<br />

review and analysis of the proposed<br />

<strong>sewer</strong> connection and development of an<br />

estimate of cost for the project.<br />

For commercial or multi-residential units,<br />

an application form must be submitted by<br />

the property owner along with a site plan<br />

and a $1,000.00 non-refundable<br />

application fee.<br />

The <strong>Township</strong> engineer will review the<br />

application and provide a letter of<br />

analysis outlining any <strong>Township</strong><br />

requirements that must be met for the<br />

connection project and prepare the<br />

estimate of cost to serve the property<br />

with sanitary <strong>sewer</strong>s.
